You will achieve this by providing comprehensive advice and guidance to departments on relevant HR issues. You will contribute, by providing advice and expert knowledge, to the strategic projects as laid out in the strategic plans. The post will line manage an HR Officer, who will provide front line advice and administration to the areas you partner with. Scope of the job Working with the Head of HR&OD, you will contribute to the development and implementation of strategic and operational plans as directed. You will provide front line HR services to designated departments which are both solutions focused and hold business acumen. You will work frequently with Heads and Directors and manage the day to day operational functions/service relevant to the specialism, ensuring policies, procedures and processes are effective and efficient. You will also deputize for the Head of HR as required. You will be expected to contribute to this aim. Key tasks and responsibilities 1. Manage the day to day delivery of operational services to your departments, ensuring policies, procedures and processes are implemented efficiently and effectively. 2. Establish strong working relationships with line managers and employees by showing a dedication and commitment to provide effective support in all areas of HR casework management. 3. Support line managers in all aspects of performance management up to and including dismissal and pre-empt issues from an early stage. 4. Utilise workforce data and local knowledge of departments to encourage wider consideration by the line manager of their own performance and development. 5. Promote customer service and wider thinking 6. Advise line managers on change management exercises including redundancy and the termination off fixed term contract staff. Attend dismissal and any subsequent appeal meetings. 7. Sit on disciplinary and appeal panels in advising the chair of the panel (and wider panel) on the process and any subsequent decisions that arise from it. 8. Take a leading role in the preparation of any decisions that are going to be contested legally at tribunal or in court. Attend tribunals and advise potential witnesses as required. 9. Contribute to the update of organizational policies to ensure they are legally compliant and reflect best practice. 10. Contribute to the design and delivery of training courses to improve the skills and confidence of line managers 11. Utilize the imind database to access reports and provide HR Key matrix statistical data to highlight past trends and support future strategic decisions. 12. Ensure that all records for Employment Relations and Change Management cases are recorded appropriately in the case work folders and ensure the learning from these cases is fed back into appropriate policies and training. 13. Ensure that Job Evaluation is co-ordinated effectively. Responsibilities to include sitting on Job Evaluation Panels and carry out assessments prior to giving prompt feedback to line managers together with any necessary follow up action. 14. ensure that recruitment campaigns, including advertising, shortlisting, employment offers and pre-employment checks are carried out. 16. Co-ordinate the annual development planning process (following the Appraisal process) so that the corporate and local needs of the organisation (and its people) are adequately supported. 17. Contribute to the design and implementation of best practice initiatives including competency frameworks and mentoring programmes. 18. To develop and (where appropriate) coach the HR Officer on their skills and approach and intervene where there is an issue that needs addressing. 19. Person specification: HR Business Partner Essential criteria Knowledge and Experience 1. Demonstrable and relevant experience in advising and guiding managers on complex HR issues. 2. Educated to degree level and must be either a Graduate CIPD (Level 7) or MSc Human Resources Management qualified as a minimum. 3. Experience of providing excellent customer service skills and delivering on service level objectives across the organisation. 4. Experience of handling dismissal and complex ER issues and used to making representations to employment tribunals. 5. Experience of providing leadership on change management exercises and handling redundancies. 6. Demonstrable experience of developing policies, procedures and processes to support the delivery of project related work. 7. Project management experience and knowledge of project management principles. 8. Experience of delivering training and knowledge of learning and development strategies. Skills and Competencies 9. Proactive, takes initiative and has the insight to identify issues ahead of when they happen. 10. Strong communication skills and ability to converse clearly and effectively.
