We won t give up until everyone experiencing a mental health problem gets support and respect. We provide advice and support to empower anybody experiencing a mental health problem and we campaign to improve services, raise awareness and promote understanding. The Networks and Communities (N&C) Department at Mind has a crucially important role in enabling Mind to reach more people, increase our influence and effect long lasting change in all communities across England and Wales. We support people to be involved in designing and delivering our work, and to develop their own ability to lead. Our increased impact comes about through supporting and strengthening the federated model and our relationships with our network of 130+ affiliated local Minds organisations, so that strategically we can align and they are supported and equipped to act as the primary vehicles and take ownership and leadership of Mind s mission in local areas across England and Wales. The Community Services Unit works to strengthen our approach to supporting the development and commissioning/funding of local Mind s services. The unit s work is based around a clear Service Strategy. As Service Development Officer you will contribute to the operations and all aspects of the Mind s Service Development function in order to develop, replicate and scale local Mind services and support the long term sustainability of our local Mind Network across England and Wales. 2 Mind aims to ensure that the needs and interests of mental health service users, women, black and minority ethnic communities, disabled people, lesbians, gay men, bisexuals, transgender and people of all ages are reflected in all its activities. All staff are expected to contribute to this aim. Generic responsibilities 1. Support the planning and organising work of the team, identifying and resolving operational issues and taking responsibility for the team s targets. 2. Ensure that you have the necessary knowledge and skills to undertake your role effectively and participate in management procedures in accordance with Mind s values, competencies, policies and procedures including supervision and appraisal 3. Support the delivery of the team s budgets and forecasts including the operational and capital budgets and assist the Manager with budget planning and review 4. Contribute to the management of projects including planning, implementing, developing, monitoring and evaluation 5. Support the development of team and department policies, procedures and processes Job specific responsibilities 1. As set out by the Service Development Manager, deliver a range of support to local Minds in key service areas as defined by the local Mind Service Strategy 2. Work with a caseload of local Minds or services to develop, replicate and scale their services 3. Contribute to the development of tools for replication and scale, including Mind branded products and Blueprints 4. Work alongside colleagues in Service Design to use Service Design processes where appropriate 5. Work alongside colleagues in Community Leadership and Equalities to ensure the voice of lived experience of mental health, including experiences of those from diverse, marginalised and disadvantaged communities, are central to how Mind develops services 6. Work alongside colleagues in Business Development to support the local Mind input and involvement in Mind s development work 7. Provide reactive service development support to local Minds where appropriate 8. Proactively manage relationships with a range of external stakeholders, including local Minds and other partners 9. Contribute to the setting up and maintaining of reporting mechanisms where required Service Development Senior Officer Page 2 of 6
3 10. Contribute to regular internal and external communications about the Unit s work 11. Be a role model for positive, collaborative and cross-organisational working across Mind, proactively identifying and ensuring synergies across teams, the Department, the organisation and partners to maximise our impact 12. Ensure service development work reaches across diverse communities and that the views of people with experience of mental health problems, including experiences of those from diverse, marginalised and disadvantaged communities, inform and guide work and actively seek opportunities to involve people with lived experience in planning and delivery 13. Maintain an excellent understanding of the health and social care funding and policy and environment 14. Work with colleagues across the department to ensure strong relationship management processes and systems are in place with all Local Minds 15. Undertake other duties that may from time to time be necessary as directed by the Service Development Manager, that are compatible with the nature and grade of this post Expectations: 1. To ensure our work reaches people from a wide range of backgrounds, including people from marginalised communities 2. To ensure that people with experience of mental health problems, including those from marginalised communities, inform the design, take part in the delivery and review the work of the team as fully as possible 3. To be responsible for working collaboratively with others in the Unit, Department and organisation, where relevant, and to meet regularly to develop joint solutions and actions. This includes working with colleagues in Mind Cyrmu to make sure activity is proportionally delivered across both England and Wales 4. To attend and contribute to meetings, training and other events as required. 5. To attend and contribute to the supervision and appraisal process. 6. To ensure that all responsibilities and activities within this post are in accordance with the terms and spirit of Mind s policies 7. To occasionally travel to meetings in England and Wales, which may require the need to work unsociable hours e.g. attending evening or weekend meetings or for overnight stay. 8. 5 Person specification: Service Development Senior Officer Essential criteria 1. Experience of involving community members in the effective influence and participation of projects and services that you have worked on 2. Experience of ensuring that people from marginalised communities have effectively influenced and participated in projects and services that you have worked on 3. Strong demonstrable experience in service development or delivery within the voluntary sector and/ or commercial sectors 4. Experience of having developed and successfully submitted proposals, tenders, contracts and business cases 5. Working knowledge of the health and social care market, as well as strategy, policy, performance and funding frameworks 6. Experience using a range of approaches to content and service creation, including Service Design 7. Experience of providing excellent customer service and delivering on service level objectives across the organisation 8. Excellent team working skills and ability to work well as part of a diverse and dispersed team 9. Highly numerate with proven research, business, strategy and policy analysis skills, including analysis of markets, trends, competitor provision and opportunities 10. Ability to understand all aspects of innovation, design and best practice 11. Excellent project management skills, with a track record of delivering excellent performance against agreed targets, objectives and deadlines 12. Good oral and written communication skills, including reports and proposals Desirable criteria 1. Direct / Indirect Experience of mental health problems 2. Experience of having worked with people from a range of BME communities to effectively influence and participate in projects and services that you have worked on 3. Experience of designing or delivering services for young people 4. An understanding of Mind and its networks, or similar structures within the voluntary sector.
