1 PLP Executive Summary was carved out of Dharmapuri district on 09 February The district has 5 Taluks and 10 Blocks, covering a total geographical area of sq.km. The District is elevated from 300m to 1400m above the mean sea level. Agriculture especially horticulture is the main occupation of the people. The Net Sown Area is 1.85 lakh ha forming 36% of the area of the district. 90% of the land holding is less than 2 ha. 31% of the Net Sown Area is irrigated. The cropping intensity is 137%. Paddy, millets, pulses & ground nut are the major crops sown. Vegetables grown in the district are supplied to Kerala and Karnataka states. Krishnagiri is also known for mango production. Mango is grown in over ha and many processing units enter into contract farming with the farmers. The geographical location and salubrious agro-climatic conditions of the district facilitates the cultivation of high value export-oriented floriculture crops especially roses. Sericulture is also an important activity and the district is the highest producer of silk cocoons in the State. The district has a rich deposit of black and coloured granite stones which are prospected, processed and sold in the form of polished granite slabs in the domestic market and also exported to USA, UK, Australia and European countries in large quantities. A number of export oriented granite units have been set up in the district Banking Profile : The district has good network of banks. Indian Bank is the lead bank of the district. 2 PLP The potentials estimated in the Base PLP for the year has been suitably revised taking into account the current scenario and revised priority sector guidelines : Agriculture : The potential under farm credit has been estimated at Rs. 2,90, lakh including Term Lending of Rs. 91,431 lakh (31%). The potential under Animal Husbandry has been estimated at 50% more than the current GLC in view of the subsidy schemes, suitability of the activity for SF/MF, etc. On account of high potential for floriculture & vegetable cultivation under Greenhouse / open fields, the potential under Plantation and Horticulture (including sericulture) has been estimated at Rs lakh. Agriculture Infrastructure : In line with GoI policy, the potential for storage / godown/ cold storage has been estimated at Rs lakh. Land development activities including watershed structures and improvement of land by organic farming have been estimated at Rs lakh. Subsidy is available under GoI scheme for organic fertilizer & bio-fertilizer units. In view of the advantage to the environment, the potential for these activities is estimated at Rs.3670 lakh. Ancillary Activities : The potential for credit flow to Food processing sector has been estimated at Rs lakh in view of the raw material available in the district, tax /duty exemptions, development of food parks, etc. announced by GoI. MSME Sector : Introduction of 7.5% sub-limit under Priority Sector by March 2017, banks are expected to increase credit under this sector. In Krishnagiri district, the potential under MSME has been estimated at Rs lakh. Other Sectors: Export of granites, automobile parts, agricultural produce, agro processed food has very high potential for growth in the district. The incremental lending up to 10% is reckoned for Priority sector lending and the same is estimated at Rs.7000 lakh. The credit potential under other priority sectors estimated are Rs lakh for education, Rs lakh for housing, Rs. 902 lakh for Renewable energy including solar pumpset under subsidy scheme, Rs lakh towards JLG/SHG & OD under PMJDY, and Rs lakh under social infrastructure including schools, nursing homes, sanitation, etc.. Area Based Schemes : Proximity to Bengaluru & good climate have contributed to the success of floriculture in Thally, Kelamangalam and Hosur Blocks of the district. Therefore, Area Development Banking plan has been prepared for financing 1000 Sq.M units in these three blocks for financing 900 units. TFO is Rs lakh and bank 50% taking into account the subsidy available from NHM. The bank finance is expected to be Rs.3180 lakh. Major constraints & suggested Action points : Renovation of Sub Agricultural Centers, a silage for every MPCS, provision of high power generator for Seed Processing Unit in Agasipalli, scientific godown for seed storage, separate godown for fertilizers/ pesticides, Godown facilities in the vicinity of the farms, crop-specific scientific cold storage facility, cold chain, etc. have been identified as infrastructure requirement for the district. Further, the following constraints/ suggestions are also made to improve agriculture in the district. 1. Watershed development programmes District is receiving deficit and erratic rainfall. Watershed structures are urgently required to be constructed to save the rain water. List of available watersheds may be publicized so that interested parties may take up

3 the works with the approval of TAWDEVA. Companies are interested to take up the work in 50:50 partnership with NABARD under their CSR component. 2. A common marketing centre for flowers with cold storage, facilities for grading, sorting, to provide information on market availability, price, seasonality, etc. is required to be set up in Hosur for the benefit of SF/MF in Hosur, Kelamangalam & Thally. This will also help to deter manipulation by commission agents/ traders. 3. In order to encourage small farmers to take up Jatropha and Pongamia farming, Government could make marketing arrangements for bio diesel seeds/ bio-diesel etc. Private Sector companies may also be encouraged to take up bio diesel plants cultivation with farmers in wasteland through contract farming. 4. Veterinary dispensaries to have generator to maintain the quality of medicines. 5. Animal Husbandry Department is implementing through TANUVAS a scheme under which fodder banks are created in Meikkal/ Mandhai Poromboke lands at village level. Department may take up the activity. 6. Agriculture/ Horticulture Department to encourage construction of ponds for collection of rain water falling on roof of polyhouses and also for construction of small farm ponds in fields having high gradient (lined with polythene sheet to restrict percolation to ground). 7. Pulp industries in the district are already under pressure on account of diminishing supply of mangos due to deficit rainfall. Further, the demand is now for supply of fruit pulp in aseptic packing. Units with container packing facilities need to shift to asceptic packing. As the same requires heavy investments, a suitable banking product may be announced by Ministry of Food Processing. 8. Animal Husbandry Department may apply under RIDF for construction of shandies with water, OHT, sanitation, etc. facilities atleast one per block. 9. Municipalities may consider setting up of organic manure preparation units to utilize household waste. The increasing population in Hosur is creating a lot of organic waste. Subsidy is available under GoI scheme to establish organic manure unit with the waste; either by Municipality or private parties or under PPP mode. 10. There was a proposal for setting up Horticultural University in Hosur. Government may revive the same. Being an agrarian district, atleast one agricultural college is required. 11. No large scale manufacturing units have been set up in the Hosur Industrial Estates in the last two decades. Government may consider setting up one or two large manufacturing units for the survival of existing and new SSI units. Conclusion : Krishnagiri is an agrarian district. Infrastructure development and asset creation in agriculture sector will increase production & productivity of crops, contributing to the goal of achieving food security of the country. Proper arrangements for storage and marketing of crops, will increase the income of the farmers and improve their standard of living which will lead to the development of rural economy. Timely and adequate credit support is necessary for the same. Therefore, a coordinated approach among the Line Departments and banks under the guidance and support of the District Administration is necessary for the development of rural economy. PLP

4 As credit is the backbone for this development, proper review and monitoring of flow of credit is necessary. Banks may ensure proper reporting of the credit disbursement, and timely submission of the prescribed LBR returns, facilitating the review in BLBC/ DCC and other fora. PLP
