1 PLP Jajpur Executive Summary Jajpur district, which was earlier a part of Cuttack district, came into existence from 0 April 993. It comprises of 0 blocks. The life line of the district economy is agriculture. The district has a unique combination of agriculture and industry which presents tremendous opportunity for all round development of the district. Major crops produced in the district are Paddy, Groundnut, vegetables, sugarcane, maize and pulses. The district lags behind in terms of productivity and yield of various crops due to traditional method of farming and incidence of natural calamities. The farmers can generate sustainable income by diversifying into allied activities like dairy, poultry and sheep/goat/piggery. Promotion of organic farming in the district would lead to sustainable environment friendly cultivation and optimum utilization of resources. The district is marching towards rapid industrialization due to availability of abundant mines and minerals in and around Kalinga Nagar area which would facilitate setting up of ancillary and downstream industries. Achievement under Priority Sector lending during the last 3 years, shows a compounded annual growth rate of around 4.2% with an increasing trend. However, the achievement under Agricultural Term loan reported by the banks has not shown commensurate growth as observed under crop loans and MSME sector. The theme of PLP is continuing as Accelerating the pace of capital formation in agriculture and allied sector. Keeping in view the accepted correlation between investment credit and capital formation in agriculture and allied sector towards sustainable income generation the term loans potential has been estimated at 38% of the overall agricultural credit. PLP Projections Major Highlights Keeping in view of the various promotional efforts made by Government of India, Govt. of Odisha, RBI, BARD and various other stakeholders the total ACP target for has been pegged at ` lakh, an increase of 23% over the previous year. The major share of the ACP has been assigned to agricultural credit (6%), MSME (23%), Housing (6.2%), SHG/JLG (3%), Education loans and renewable energy. For the first time credit potential has been projected for Export Credit (5%) and Social Infrastructure to align with the revised priorities. The major thrust areas have been identified as Farm Mechanisation, Cold Storage, Housing, SHG/JLG financing, Micro Enterprises and Export Credit. Infrastructure Support Infrastructure projects under RIDF Up to 3 March 205, under various tranche of RIDF, 2227 projects involving RIDF loan of ` crore have been commissioned which includes 2868 irrigation projects envisaging community TWs, RLIPs, individual captive STWs/ BWs, MIPs, 58 drainage and Flood Protection Projects, 67 rural roads, 7 rural bridges to enhance rural connectivity.

2 PLP Jajpur Infrastructure support for harnessing the sector specific potential As the district economy is based on agriculture, the details of agri-extension, other support services and infrastructure support required to exploit the available potential have been indicated in the Chapters. The major infrastructure requires to boost investments under agriculture and allied sectors are (a) one Soil testing laboratory, (b) 4-5 Seed farms with small size seed processing units, (c) Cold Storage and Rural Godowns, (d) Nurseries for Plantation and Horticulture, (e) Fish landing centre at reservoir site, (f) Chilling plant / Bulk cooler for milk preservations, (g) Heifer rearing farm for supply of quality animals and (h) hygienic slaughter houses at block head quarters etc. Based on the discussions with various stakeholders, the requirement for other economic infrastructure under RIDF assisted core sectors viz. rural road, bridges and irrigation / flood protection projects have been assessed and presented in Chapter 4. Area Based Scheme: Based on the potential available in the district, four activities viz. Vermicompost, Integrated Fish Farming, Dairy and Poultry have been identified under area based schemes with a total credit outlay of ` lakh. Informal Credit Delivery System and Farmers Club Programme SHG movement has been gathering momentum in Jajpur district over the past few years through the efforts of the State Govt. (Mission Shakti), NGOs, Odisha Livelihood Mission (OLM), and Banks. The State Govt with funds from the World Bank has embarked upon the ed Rural Initiative for Poverty Termination and Infrastructure (TRIPTI) program for intensive interventions in 4 of the 0 blocks in the district. The GoI program of WSHG covering left out families is also operating in this LWE affected district through two anchor NGOs. So far, 240 Farmers Clubs have been launched in the district. However, there is a lot of scope for improvement in the implementation of the programme to make farmers club an effective conduit for credit delivery, technology dissemination and loan recovery operation. A number of farmers clubs have become defunct and are beyond revival. Lack of interest of volunteers coupled with almost nil involvement of bankers had resulted in dormancy of clubs. All stake holders need to rise to the occasion for proper implementation of the programme. The JLGs have proved to be catalyzing conduits for bringing the hitherto deprived farming hands solace in form of credit. The progress made in this front by the Cooperative banks and Odisha Gramya Bank are encouraging in the initial phase with formation and linkage of 500 JLGs in the district. With growing awareness among bankers the number is slated to increase manifold in the coming years. The commercial banks have not been able to make much headway and need to bolster their efforts. As per GoI target to record 4 percent growth in agriculture, farm credit has been accorded utmost priority while framing the projections under PLP so as to usher in cascading growth in other sectors. Accordingly, the farm credit has been projected at ` lakh out of the total agriculture credit projection at ` lakh. Special thrust should be given to provide loans to JLG consisting of marginal, small and landless laborers who still remain outside the formal banking fold. Lastly, the overall achievement of the Annual Credit Plan may be possible through coordinated efforts of various stakeholders and continuous monitoring in BLBC, DCC and other Strategy and Coordination committee meetings. 2
