1 City of Austin Pedestrian Plan Sidewalk Prioritization Analysis Tool (SPAT)

2 WHY DEVELOP THE SPAT TOOL MWM was contracted by the City to develop the City of Austin s 2016 Sidewalk Masterplan/ADA Transition Plan Update. Part of the contract called for the update of the Pedestrian Infrastructure Management System (PIMS) developed as part of the City of Austin s Sidewalk Masterplan in HDR was subcontracted by MWM to develop a non-proprietary ArcGIS Model Builder version of the PIMS tool that once complete could be updated, maintained and run by City staff whenever datasets were updated or as desired.

3 PAST HISTORY The original PIMS tool developed by prior consultant for the 2009 Masterplan worked and produced the sidewalk prioritization. However the original PIMS tool was complicated and was not user friendly. After initial execution the tool was never utilized by City staff and the Sidewalk prioritization status was never updated. Subsequently for the development of the 2016 Masterplan the City of Austin s requirement was that a non-proprietary tool be developed within ArcGIS that would allow in house city staff to be able to recalculate the sidewalk prioritization whenever they obtained an updated dataset.

4 OVERALL APPROACH

5 PRIORITIZATION MATRIX The Absent Sidewalk Matrix is the basis of the Sidewalk Master Plan and facilitates the prioritization of absent sidewalks throughout the City based on an objective, fact-based analysis. The absent sidewalk matrix is divided into three parts: Pedestrian Attractor Score (PAS): The PAS accounts for 56% of the base score. Points are awarded to a sidewalk segment based on the segment s proximity to pedestrian attractors such as schools, transit stops, government offices, median household income; residential population density; presence of existing facilities on the street; ADA Task Force and/or 311 citizen requests; proximity to a core transit corridor; and existence of bicycle lanes on the adjacent street. Pedestrian Safety Score (PSS): The PPS accounts for 44% of the base score. Points are awarded based on street classification, health status of the area, and occurrence of automobile / pedestrian incidents. Neighborhood Request Score: This is added to the base score for sidewalk segments requested in an adopted neighborhood plan. This is an add-on score since not all neighborhoods have adopted a plan. The score is based on the age of the plan, with one point per year added for a maximum of 10 points.

10 CENSUS BLOCK TOOLSET This toolset is used for the calculation of the population contained within a ½ mile buffer of the sidewalk being analyzed. The population calculated is based on the percentage of the area of the intersected census block that is contained within the ½ mile buffer. The tool uses a Python Script PairwiseIntersect (available from the Esri support website) that intersects each ½ mile buffer independently with each census block it overlaps. The script is stored in the toolset Python_Scripts. 01-Setup_Run: This component groups the sidewalk ½ mile buffer feature class into groupings of 50,000 records and assigns a run number. It is currently set up to have 6 groups which can be modified by editing this component. 02-Iterate: This component performs the population calculations, by doing a Pairwise intersect between the ½ mile sidewalk buffers and census blocks, one group at a time, by run number, and creates a feature class for each group created in the Census_Blocks component 01-Setup_Run. 03-Merge: This component merges the feature classes created in the Census_Blocks component 02-Iterate into a single feature class, dissolves the features based on the unique sidewalk ID values and sums up the population totals. After the initial run this tool only needs to be run when the sidewalk feature class or the census block feature class has been updated. It is time intensive (3+ days) and must be run after the first three components in the Prioritization_Components toolset have been run.

11 PRIORITZATION COMPONENTS TOOLSET Split into 5 components 01-Import Data: Imports the data from the staging database into the base feature data set and the Prioritization Matrix scoring spreadsheet. 02-Existing Data Manipulation: Manipulation and preparation of data sets for analysis and prioritization. 03-Analysis Layer Creation: This tool set is the bulk of the sidewalk proximity analysis, spatial join, creates the 1/8 & 1/4 mile buffers, checks type of sidewalks (absent or existing) on either side of street segments. 04-Add Fields: Scoring fields are added to the Sidewalk layer 05-Calculate Fields(Absent&Existing): Obtains the scores listed in the Prioritization matrix and calculates the scores for each of the existing and absent sidewalks

14 LESSONS LEARNED Make sure the datasets you start with have been checked and Qc ed. Do not assume that what you are provided with is accurate. Breaking up the modules into sub components would have meant for a more efficient method of maintaining and updating the final model
