2 WHAT IS CFE? Comision Federal de Electricidad, or CFE, is a nationalized provider of electrical power service generation, transmission and distribution to 35.3 million customers in Mexico. Generators are not permitted to provide retail, transmission or distribution services directly. Generators are permitted to sell power directly into the wholesale market through CENACE, to a qualified user or both. Each generator participating in the wholesale electricity market will be able to set its price for electricity, but will have to report its cost of operations to CENACE on a daily basis. CENACE will maintain a database of the costs of operations for all generators and will be able to determine whether prices are being offered competitively.

3 WHAT IS THE CFE BID SUBMIT SYSTEM? CFE s bid submission system, Front Office System (FOS), calculates power generation capacity (MW) with data sent by Power Generators (SIGOP) and Fuel Suppliers (Energeticos) and then calculates a corresponding Offer Price ($/MWh) FOS prepares Offer Templates in CENACE (distributor) format for various technologies and populates Day Ahead power generation data (Capacity in MW and Offer Price in $/MWh) for Bid Submission FOS tracks Power Generation and prevents manual errors on power and price calculation Data for regional UNITS (Generators) are maintained and managed with technologies like Ciclo Combinado, Turbogas, Eolica, Fotovoltaica, Hydroelectrica FOS provides UNITS Power Generation summaries using charts and graphs based on categories for Region, Technology and Management System connects with SIGOP through API for availability data (expected output of UNIT) Fuel prices from Energeticos are uploaded into FOS for Offer Price calculations Bid awards data sent by CENACE is kept in FOS for modelling and forecasting

4 OBJECTIVES OF BID SYSTEM Risk grows exponentially with access points Menu-driven system with a user-friendly interface (UI) Easy bid submission to CENACE with reduced time and effort Different approval levels for Bid Preparation and Submission to meet compliance issues Built-in calculator to create accurate parameters for technology driven units (generators) so that Bid Submission programs are delivered in an effective and efficient manner Maintain graphics for Availability, Fuel Prices and a Scheduled Maintenance Report for easy understanding of parameters used for Bid calculation Maintain and implement the regulatory CIP standards for secure access of Bidding data
