2 1.0 Purpose The purpose of this process is to check and demarcate plots, setting-out of reserved utilities corridor on Right-of-way for Developers or Business Units in support to their project development. 2.0 Scope The scope is from the receipt of a request from a Developer or Business Unit consultant/contractor and Government Utility Authorities i.e. DEWA-E, DEWA-W, Etisalat, du etc. for demarcation of their plot; setting-out reserved utilities corridor, reinstatement inspection until receiving the Demarcation Certificate for plots and Completion Certificate for utility works on right-of-way. 4 5.0 Procedure 5.1 Plot Demarcation Certificate The service is for areas under EZW (JAFZA North & South, Techno Park), DPW (Jebel Ali Port, Port Rashid & Hamriya Port), Nakheel Areas, DMC, LIMITLESS and areas under PCFC Submit Request & Documents The developer consultant/contractor should submit via to the following documents: Filled Demarcation Form (CED-SOP-019-DCF-01/CED-SOP-019-DCF-01) Copy of Trakhees Mobilization or Soil Investigation NOC Copy of Trade License of Surveying Company Copy of Instrument Service/Calibration Certificate Schedule Demarcation & Advice Consultant SE will review the submitted documents and schedule the site verification. A notification will be sent to the consultant / contractor through mail along with the payment advice. The consultant / contractor shall pay the stipulated fees at Trakhees cashier counter prior to the scheduled time of the site verification Plot Demarcation Developer s surveyor shall demarcate the plot prior to the scheduled time of verification as per the approved Trakhees lease drawing/site plan and plot coordinates and the survey accuracy should be as per DM Survey Department Verify Plot Demarcation SE together with developer s surveyor, consultant / contractor will check the demarcated plot coordinates reading as read from the surveyors GPS / Total Station. The setting-out form (CED-SOP-019-SOF-01) shall be filled and submitted to SE after the site verification Issuance of the Certificate After the site and payment verification, SE will prepare the certificate and send it to the consultant via . 5 5.2 Infrastructure / Utility Setting-out Inspection, Demarcation and Certificate The service is for areas under EZW (JAFZA North & South, Techno Park), DPW (Jebel Ali Port, Port Rashid & Hamriya Port), Nakheel Areas, DMC, LIMITLESS and areas under PCFC Submit Request & Documents The developer consultant/contractor should submit to HD the following documents: Covering Letter Appointment Letter Owner s Trade License Consultant s Trade License DM NOC for Foreign Consultant NOC from BU NOC Utility Corridor Reservation / Reserved Corridor & Drawing Lease Drawing / Agreement (PCFC-JAFZA North only) Location Plan Filled Demarcation Certificate Form (CED-SOP-019-DCF-03) as per the approved drawing Forward Request to Survey Engineer The submitted request and documents will be forwarded by APS to SE Review Submission & Schedule Inspection SE will review the submitted documents and upon satisfaction, the site inspection / verification will be scheduled accordingly. The site verification schedule will be send via to the developer consultant/contractor along with the payment advice. The consultant / contractor shall pay the stipulated fees at Trakhees cashier counter prior to the scheduled time of the site verification Demarcation The developer s surveyor shall demarcate the proposed infrastructure / utility as per the approved NOC drawing prior to the scheduled time of site verification. The survey accuracy should be as per DM Survey Department Verify Demarcation SE together with developer s surveyor, consultant / contractor will check the demarcated plot coordinates reading as read from the surveyors GPS / Total Station. The setting-out form (CED-SOP-019-SOF-02) shall be filled and submitted to SE after the site verification Issuance of the Initial Demarcation Certificate After the site and payment verification, SE will prepare the certificate and send it to the consultant via , copied to BPI. 6 5.3 Pre-Reinstatement Inspection & Final Demarcation Certificate The service is for areas under EZW (JAFZA North & South, Techno Park), DPW (Jebel Ali Port, Port Rashid & Hamriya Port), Nakheel, DMC, LIMITLESS and areas under PCFC Submit Request & Documents The developer consultant/contractor should submit to HD / BPI the following documents: Covering Letter Copy of approved Initial Demarcation Certificate Filled Utility As-built Form (CED-SOP-019-ABF-02). As-built drawing/s in pdf and dwg (Cad) format in DLTM. HD / BPI will advise and forward the submitted documents to APS - Planning Section for Review Review Submission & Schedule Inspection SE will review the submitted documents and upon satisfaction, the site inspection / verification will be scheduled accordingly. The site verification schedule will be send via to the developer consultant/contractor along with the payment advice. The consultant / contractor shall pay the stipulated fees at Trakhees cashier counter prior to the scheduled time of the site verification Verification SE together with developer s surveyor, consultant / contractor will verify and check the submitted Filled Utility As-built Form (CED-SOP-019-ABF-02) against the actual reading of the surveyor s survey instrument at the site Issuance of the Final Demarcation Certificate After the site and payment verification, SE will prepare the certificate and send it to the consultant via , copied to BPI. 5.2 Final Reinstatement Inspection & Final Completion Certificate For Final Inspection and Completion Certificate, process is done by Trakhees CED - Permit & Compliance Section, call for details. 6.0 Planning Department Contact All queries with regards to the above procedures or submission to be addressed to Planning Department Administrator at ced.planning@trakhees.ae or call Revision 00 Page 6 of 7
