Local Agency Data Collection (LADC) Project Review April 14, 2010 Donald McElveen GIS Manager SCDOT David Kingsbury Director ROLTA International
For DavidK Key Questions: Why are you doing this? Old way paper maps, marked, updated, color coded, memorandum, send to dist engineers, engineers will get with local areas/counties, send all edits back to DOT, Mapping work it up then road inv group would work it up 3 month per county continuous process throughout year many years Messes with accident rate and MLM million lane miles Incentive public road mileage (only place where % of funds can be changed), area, population set by census Road Inv must report to FHWA Why will it be successful? Funding going to County user meetings all intend to participate Each road has a unique #, no mileage, then calculate mileage, then make sure directionality is correct fo RIMS Exceptions Functional classified roads, human interaction 40K roads maintained by DOT 27K roads maintained by Counties What are the main difficult you re finding? The big Bang in the beginning for the DOT mapping team
SCDOT Local Agency Data Capture SCDOT Responsible for FHWA Local Agency/County Funds Dispersal Based on Road Mileage Counts per Agency/County Problem 3 Month DOT/County process today Potentially inaccurate mileage count per Agency/County 40K roads maintained by DOT 27K roads maintained by Counties (Est. +10K roads unaccounted for) Local funding inaccuracies Solution Needed Accurate capture of roads including any changes Include Counties/Agencies directly Goal: SCDOT to have the most accurate road information statewide, including address information that will result in a statewide routable road network.
Who Benefits? GIS -State Road Inventory for FHWA County and City Maps -Accuracies Highway Patrol uses maps for incident mapping Oversize / Overweight - Routing Planning More accurate future Plans/Corridors Safety Dept more accurate accident locations for better rehabilitation
Project Overview Requirements Preliminary Workflows Quality Control Issues Project Design Considerations Proposed Approach Preliminary Design Current Project Status
Project Goals -> 3 Main Requirements 1. Provide a methodology & process local agencies will use to submit GIS data to SCDOT. 2. Provide Quality Assurance and Quality Control (QA/QC) processes to identify non-compliance with SCDOT s GIS and RIMS applications. 3. Provide data formatting and uploading processes for incorporating data into SCDOT s GIS and RIMS applications.
GIS High Level Workflow
Project Design Considerations External Technologies MOSS Custom Web Site FTP Internal Technologies GeoMedia Transportation GeoMedia Fusion FME Final Consideration: GeoMedia integration with ESRI ArcGIS Server
Proposed Approach LADC Application Portal (SharePoint) 3 Portals 1. County Data Submission Website 2. GIS Tracking Web Site 3. RIMS Tracking Web Site
Proposed Architecture
LADC Management Portal MOSS SharePoint Portal Collection of 3 Sites County Data Submission Website Local Agency provides metadata and uploads files GIS Tracking Web Site GIS Manager receives notifications Assigns resource File Download Status of processes updated automatically RIMS Tracking Web Site RIMS Manager receives notifications Assigns resource File Download Close process
Data Assimilation Approach LADC Application Toolbox 4 Components 1. Data Loader Module 2. Spatial QA/QC Module 3. Interactive QC Module 4. Master Update Module
Revised Workflow
LADC Application Toolbox 1 - Data Loader Module Select County Perform Attribute/Field Mapping to match County attributes to SCDOT Verify Attribute/Field Compatibility Populate the Staging Database with data for selected county
LADC Application Toolbox 2 Automated Spatial QA/QC Module Review individual features from County data based on evaluation model and assign resolutions. Populate the Staging Database with new data from selected county Assign Operation Codes based on the type of resolution required.
LADC Application Toolbox Spatial QA/QC is based on a complex Evaluation Resolution model designed to trap different types of conditions. Evaluation Pipes Resolutions
LADC Application Toolbox 2 - Evaluation Resolution Model A feature steps through a series of evaluations Resolution steps are identified and assigned
Requirements Resolve QC Issues New features Geometry Discrepancies Unconnected features Delete features Data Quality Issues
LADC Application Toolbox Evaluation Resolution Model Logical Process Model
LADC Application Toolbox 3 - Interactive QC Module Review assigned resolutions and approve or reject (Batch or Individual)
LADC Application Toolbox 3 - Interactive QC Module Review individual features that could not be resolved by the algorithm and assign resolutions.
LADC Application Toolbox 4 - GIS Master Update Module Updates Master GIS Database with Approved Records Prepare data for import into SCDOT RIMS Application
Local Agency Data Collection April 14, 2010 Summary Huge Process Improvement ( 3 Months/County to 1 day) Simple Web Portal Solution Working closely with key Counties/Agencies Project Planned Completion Date is July Then begin education process with Counties Fully embraced by end of year Benefits/Return on Investment: County Apportionate Funds are correct fair funds sharing Accurately sets SC at true mileage Accurately affects VMTravel, Accident Rate/VM, maps, etc
