1 Greater Dayton Regional Transit Authority Structural Engineering Professional Services 600 Longworth, Dayton, Ohio Scope of Work February 17, 2017 GENERAL INFORMATION The Greater Dayton Regional Transit Authority (RTA) is seeking proposals for a Structural Engineering evaluation of the Post Tension Bus Garage floor located at 600 Longworth, Dayton, Ohio This proposal is for the Engineering analysis of the bus garage floor and the associated employee parking garage s ceiling which is a mirror image of the garage floor. This proposal also includes developing an Engineer s Scope of Work required to make and manage the associated repairs. The successful vendor will not be allowed to participate in making and managing the associated repairs. Scope of Work and General Requirements (Bus Garage Floor) 1) The bus garage floor was installed in 1978 and is a Post Tension construction that houses RTA s fixed route vehicles. The buses include 30 Diesels, 40 Diesels, and Electric Trolleys and are parked in the garage while after refueling and going through the bus wash stations awaiting the next pull out schedule. 2) The bus garage square foot is 78,000 square feet. (See Drawing) 3) There is an employee parking lot directly below the bus garage. Approximately the same square footage. 4) The garage floor is showing signs of the Tendons exposed to the concrete. (See photo) 5) Numerous cracks are located throughout the 78,000 square feet which may indicate more damaged Tendons.
2 6) RTA understands that minor investigation holes may be included in this analysis to fully understand the depth of the deterioration. RTA must be involved in any areas of the floor that may require this minimal destruction prior to drilling. 7) Engineering Contractor must have a Professional Structural Engineer on staff and licensed in the State of Ohio. 8) Since RTA is a 24 hour operation, the selected contractor may have to work outside standard 7:00 am to 5:00 pm hours to complete the project. 9) The selected Structural Engineering Contractor will develop a SOW (Floor) that outlines the following: a. Full Engineering analysis of the current garage floor condition b. Detailed report on the proper corrective actions that must be implemented to ensure RTA s bus floor is properly repaired. i. Post Tension Repairs ii. Sealant, Caulking, or Seams c. Warranty for five (5) years and will commence upon completion of the project and all associated punch list items. i. Maintenance plan of joints to satisfy the (5) year requirement. d. Contractor will provide the Site Project Management to ensure the project is completed per the analysis and on time. Scope of Work and General Requirements (Employee Parking Garage Ceiling) 10) Due to the numerous cracks and missing caulk on the bus garage s floor, water, salt, antifreeze, diesel fuel, soap, and other debris are capable migrating downward and affecting the integrity of the ceiling. Areas of the ceiling were inadequately repaired in 2010 and as a result chucks of ceiling concrete are coming unattached and falling on parked vehicles. (See Photos) 11) As stated early, the ceiling is a mirror image of the bus floor and is approximately 78,000 square feet. 12) The selected Structural Engineering Contractor will develop a SOW (Ceiling) that outlines the following: 2
3 a. Full Engineering analysis of the current garage floor condition b. Detailed report on the proper corrective actions that must be implemented to ensure RTA s bus floor is properly repaired. c. Warranty for five (5) years and will commence upon completion of the project and all associated punch list items. d. 6 1) Scheduling Time is of the essence. Therefore, RTA is requesting this study and SOW be completed by April 14, 2017 and all repairs are completed by August 14, RTA is not responsible for any premium hours required to complete the project on time. 2) Supplier Qualifications In order to qualify for bidding on this proposal, all vendors must be fully insured and permitted to work in Ohio, own or have access to the appropriate equipment, must obtain all permits (If applicable), and adequate resources to complete the project as indicated in the aforementioned General Information section and the timing. Supplier must have 8-10 years of experience in the design and repair of Post Tension floors. 3) Liability The supplier winning the contract will be responsible for all but not limited to on the job accidents, injuries, equipment damage, and RTA property damage. RTA will be held harmless on all circumstances pertaining to this project. 4) Terms 6
7 Upon completion of the project, adhering to the required specifications, and upon a site visit by RTA personnel to validate the work, RTA will release 100% of payment.
