5 Page 5 of 1.0 Introduction This specification is intended to cover the design, manufacture, assembly, testing at manufacturer's works, supply & delivery, properly packed for transport F.O.R. site of 11 KV, 400 Amp. outdoor type triple Pole Switching Unit with Vertically mounted manually gang operated Air Break Isolator with explosion type Drop Out fuses (mounted on the same base channel), lightning arrestors, suitable post Insulators, operating pipes, square shaft, handles, along with CT, PT, Earthing switch and all other accessories suitably mounted on a double pole structure. This also includes supply of suitable metering panel for PSEB S metering purpose. The scope of work shall also include, the supervision of erection, testing, commissioning and putting into successful commercial operation of the switchgear furnished under this specification Following are the definitions: Company/Client/Owner Shall mean Hindustan Petroleum Corporation Limited (HPCL), Consultant Manufacturer / Vendor Shall Should Equipment Shall mean Mott MacDonald Consultants India Pvt. Ltd. (MMCI). Supplier of 11 kv outdoor switchyard equipment as specified This is to be understood as mandatory in relation to the requirements of this document. This is to be understood as a strong recommendation to comply with the requirements of this document. This is to be understood as vendor supplied equipment with all accessories. The Vendor shall ensure that the design complies with the requirements of this specification and its referenced specifications, data sheets & standards. The Guaranteed Technical Particulars, Appendix F, which forms part of this specification, shall be completed by the Vendor. Deviation if any should be specifically brought out at the offer stage in the Table of Compliance, Appendix A. Without the compliance table and Guaranteed Technical Particulars can cause rejection of the offer. Failure to clearly identify specific deviations if any shall be assumed by the Purchaser to be total compliance with the specification. This specification does not relieve the Vendor from final guarantee as to materials, apparatus, workmanship and performance of the equipment supplied. 1.1 Plant Location The Plant is situated at Village Phulo Khari, Talky Talwandi Sabo, District Bathinda Punjab. Training of client s personnel at site / Vendor s shop. 5.0 Exclusions / Inclusions 5.1 Civil detailed design and construction work including foundation, cable trenches, fencing and gravel filling are included. 5.2 Installation/Erection & commissioning included under respective items of SOQ Codes and Standards 6.1 General The 11KV Outdoor equipment shall meet the requirements of this specification and latest edition of applicable standards listed in enclosed Appendix-C 6.2 Conflicting Requirements In case of conflict between documents relating to the enquiry or purchase order, the following priority of documents shall apply. First priority : This engineering specification along with attached drawings/ data sheets and subsequent purchase order & variations thereto. Second priority : Relevant Indian /International standards. Note: Should any conflict arise either before or after order placement the Vendor shall immediately inform the Purchaser for technical resolution of the conflict. 7.0 Technical Requirements 7.1 Construction Features The general constructional features of 11 kv Outdoor Equipment shall incorporate the following as a minimum: 11kV, 400A, Outdoor Air break Isolator and Earth switch: Air break Isolator: The 11KV A.B. Switch Set shall be the outdoor type suitable for horizontal mounting on the support structure. The A B switch shall be 3 phase, 3-pin type gang operated and of rotating type having 1 post insulators per stack and single throw, double break characteristic. It would be complete with arching horns, down pipe and operating mechanism. The operating mechanism shall be suitable for manual operation from the ground level and shall be so designed that all the three phases shall open or close simultaneously. The Switches shall be robust in construction, easy in operation and shall be protected against over travel or staining that might adversely affect C:\Users\ \Desktop\Elec\Electrical Tender\ SP-4013.doc 7
8 Page 8 of any of its parts. The required base M.S. Channel (hot dip galvanized) phase coupling rod, operation rod with intermediate guide braided with flexible electrolytic copper, tail piece of required current carrying capacity and operation mechanism with ON & OFF positions shall be provided. The operation rod shall be medium gage of 32mm diameter nominal bore G.I. pipe single length 6 meters The A.B. Switches shall be suitable for horizontal mounting in double pole sub-station structures. MS Galvanized base Channel & base support channel should be of min. size 75x40x6 mm Switching Blades shall be made out of electricity copper with silver plated. The approximate size shall be 220mm X 50X 6mm. The Switch shall have such a spring mechanism so as to ensure that the speed of the opening of contact is independent of speed of manual operation The Fixed Jaw type female contacts shall be made of electrolytic copper (minimum 95% copper composition) duly silver coated controlled by stainless steel high pressure spring housed in robust G.I. Cover. It is essential that provision shall be made in fixed female contacts to take the shock arising from the closing of move contact blade without the same being transmitted to the post insulator. The arrangement made in this regard shall be specifically shown in the drawing As the switches are generally meant for isolating transmission line and distribution transformers, suitable arcing horns shall be provided for breaking the charging current horn shall be made of 10mm dia G.I. Rod with spring assisted operation A B Switch operating mechanism shall be provided with 1100V grade stud type terminals. Terminal connectors shall be robust in design. The fixed connector and the movable connector shall be of copper casting with uniform machine finishing duly silver plated made out of minimum 95% copper composition with 2 nos. holes provided with suitable brass bolts and double nuts, flat washers & 2nos. bimetallic solder less sockets suitable up to 185 mm 2 conductor The minimum clearance between phases to the switch shall be 760mm. The operation down rod shall be at a transverse distance of 300mm from the outer limb of the switch. The centre spacing between two post insulators of the same phase shall be 380mm. In the open position of the A.B. switches the moving blade shall rotate through 90 o. This shall be exhibited in the drawing It shall make it possible to effect a smooth and fully controlled movement of the three blades simultaneously throughout the entire cycle of operation. Adjustment step shall be provided at either end of the mechanism to stop the handle in the ON and OFF position. Pad locking arrangement for the handle in the ON and OFF position should be clearly indicated in the stand. The terminal shall be made of rolled/extruded electrolytic grade copper flat having a cross section area equal to that blade. It shall be so constructed that an intimate contact with the contact element is ensured and provision is made to bolt with two numbers of 3/8 inch dia galvanized bolts and nuts, a cast aluminium connector suitable to take conductors up to the size ACSR 185 mm2 using number 3/8 inch dia bolts and nuts. 9 Page 9 of The cast aluminium connectors shall be smooth and supplied for the each end of each pahse of the switch. The design of the connector shall be such that at no place its cross sectional area is less than twice the cross sectional area of the copper blade. All bolts shall be galvanized Main switch operating mechanism shall be equipped with reliable quick make and break type, inbuilt snap action type auxiliary switch with 4NO & 4NC contacts exclusively for owner s interlocking and protection scheme. The Auxiliary switch shall be capable of carrying of 10A current continuously. Auxiliary switches shall be actuated by a cam or similar arrangement directly mounted on the A B switch shaft without any intermediate levers, linkages etc. to ensure fool proof operation. Auxiliary switches shall be wired up to the terminal block with 1100V grade, PVC insulated 2.5sq.mm copper conductor Flexible copper braid connections shall be provided between rotating earth blades and the frame which shall have a cross section of at least 50 Sq.mm and shall be tinned or suitably treated against corrosion The frame of the A B switch shall be provided with two reliable earthing terminals for connecting to earth mat. The connection shall be such that it can carry specified short circuit current. Earth Switch: Earth Switch shall be tripe pole gang operated type and the assembly shall be the integral part of the main Isolator Earthing switch shall have manual operating mechanism, easily operable from standing height at grade level Earthing switch shall be provided with 4 NO + 4 NC contacts for indication and interlocking Two independent ground terminations with tinned copper flexible braids and suitable connectors for the specified size of earth conductor loads shall be provided at the hinge end of the switch Flexible tinned copper connections between the earthing blade and frame shall have a cross section of at least 50 sq.mm Nos. Earth Terminals on Main Isolator, Earth Switch, Operating Cubicle shall be provided to receive Owner s earth conductor Isolator and Earth Switch shall be provided with padlocking facility to lock them in fully open or fully closed positions. Both Isolator and Earth Switch shall be mechanically interlocked such that it shall not be possible to close the earth switch when the isolator is closed and vice versa. Isolator shall be with electrical interlock with circuit breaker such that the isolator cannot be operated unless the associated circuit breaker is switched off. 12 kv Post Insulators: C:\Users\ \Desktop\Elec\Electrical Tender\ SP-4013.doc 9
10 Page 10 of The post insulators shall be with solid core insulators. The Post Insulators shall conform to IS: 2544, Each stack shall comprise two such Insulators placed one over other with original cementing The Insulator shall be provided with a completely galvanized steel base design for mounting on the support. The base and mounting arrangement of the Insulators shall be such that the insulator shall be rigid and self-supporting and no guying or cross bracing between phases shall be necessary Insulators shall be made of homogeneous and vitreous porcelain of high mechanical & dielectric `strength. It shall have sufficient mechanical strength to sustain electrical and mechanical loading on account of wind load, short circuit stresses etc. Glazing of the porcelain shall be uniform brown or dark brown colour with a smooth surface arranged to shed away rain water. Porcelain and metal parts shall be assembled in such a way that any thermal differential expansion between the metal and porcelain through the range of temperature specified in this specification shall not loosen the parts or create undue internal stresses which may affect the mechanical or/and electrical strength or rigidity Cap of Insulators shall be of high grade malleable steel casting. It shall be machine faced and hot dip galvanized as per IS 3638, IS The cap shall have four number tapped holes spaced on a pitch circle of suitable diameter to accommodate the terminal clamps of Busbar The Insulator unit shall be assembled in a suitable jig to ensure correct positioning of the top and bottom metal fittings relative to one another. Lightning Arrestors: Lightning Arrestors shall be outdoor, heavy duty, station class, hermetically sealed type, employing non-linear metal oxide resistors and gapless type Lightning Arrestor shall have adequate thermal discharge capacity for severe switching surges, long duration surges and multiple strokes. They shall be provided with pressure relief devices which shall prevent explosive shattering of the porcelain housing in the event of an arrester failure. However, pressure relief devices shall be capable of withstanding the internal pressure developed during discharge without operation of the pressure relief device Lightning Arrestors shall be housed in porcelain insulators, having adequate mechanical strength and rigidity for satisfactory operation under specified environmental conditions. Porcelain shall be finely brown glazed and shall be free from imperfections, cavities and laminations that might affect the mechanical or dielectric quality and shall be tough and impervious to moisture Lightning Arrestor shall be of self supported type, suitable for mounting on concrete or steel structure The Lighting Arrestor shall be of robust construction to have with excellent electrical, thermal and mechanical characteristics even after repeated operation Arrestors shall be capable of Spark over on frequent switching surge. 11 Page 11 of All metal parts shall be non-corrosive hot dip galvanised and non-rusting material. Bolts, screws and pins shall be provided with locking washers, keys or equivalent locking facilities Interchange ability of similar parts, particularly removable one, shall be possible Accessories: Discharge Counter at LA base including GI flat and insulator and necessary hardware shall be supplied The self contained discharge counter, suitably enclosed for outdoor use shall be provided for each single pole unit. The discharge counter shall be visible through an inspection window. The counter terminal shall be robust and shall be so located that incoming and outgoing connections are made with minimum possible bonds. The by-pass shunts of GI suitably sized shall be supplied loose to facilitate by-passing of discharge counter. The terminal conductor shall be suitable for connection of these GI shunts Leakage Current Detector shall be supplied as an integral part of discharge counter. Discharge Counter shall be complete with Ammeter with suitable shunt to measure leakage current while in service. The counter along with detector shall be so arranged that it will be possible to read leakage current value from ground level Grading Rings shall be provided on each Arrestor unit for proper stress distribution Supporting Arrangement: All hardware for Mounting LA shall be included. LA shall be complete with insulating bases Terminals: Arrestor shall be complete with line and earth terminals. The terminal clamps / connectors on the earth terminal of the arrestors and the discharge counter incoming and outgoing terminals shall be within the scope of the VENDOR Two Earthing connections at insulation base suitable for GI strip shall be provided. Current Transformers: Current transformers shall be outdoor, free standing type, suitable for mounting on the galvanised steel structures CTs shall have the primary and secondary windings housed in porcelain insulators, filled with pure mineral oil conforming to IS 2705, 1992 and shall be hermetically sealed The Current Transformer shall be wound type The Current Transformer shall be oil immersed with an oil level indicator The primary terminal shall be suitable for overhead electrical conductors & CT Secondary terminals shall be suitable for termination of 4 Sq.mm Cable The secondary terminal shall be housed in weatherproof enclosure. This enclosure shall have terminal blocks, links and a suitable gland plate for terminating the external control cables All metallic non current carrying parts shall be bonded and provided with two separate earthing terminals. The earthing shall be effective even when the cover or any other movable part is removed Insulator shall be of porcelain, brown glazed and shall be free from imperfections, cavities and laminations and shall be tough and impervious to moisture. 12 Page 12 of The earthing terminal shall be of adequate size and all hard wares like nuts, spring washers and plain washers shall be hot dip galvanised The oil used in the Current Transformer shall not flow even when operating under the maximum permissible temperature The cores shall be built from high permeability steel so that the exciting current is low The winding shall be clamped so that they do not get dis-lodged due to high mechanical forces arising out of short circuit The Current Transformers shall be dried under atmospheric pressure followed by vacuum drying. Impregnation shall then be carried out with filtered and degreased oil in the vacuum and sealed The main terminal holder, coupling terminal holders shall be of copper The current transformers are to have sufficient overload capacity to permit continuous operation with currents up to 120% of rated current The CT shall be provided with: -Cores as per Main Single Line Diagram. -Each core shall be provided with taps on the secondary side to select the current ratings as per the Single Line Diagram. These taps shall be clearly identified. -CT parameters shall be selected by vendor based on relay make, type & as per approved CT sizing calculations. Potential Transformers Voltage Transformers shall be outdoor, free standing type, suitable for mounting on the galvanised steel structures VTs shall have the primary and secondary windings housed in porcelain insulators, filled with pure mineral oil conforming to relevant IS and shall be hermetically sealed The Potential Transformer shall be wound type The Potential Transformer shall be oil immersed with an oil level indicator The primary terminal shall be suitable for overhead electrical conductors The secondary terminal shall be housed in weatherproof enclosure. This enclosure shall have terminal blocks, fuses and links and a suitable gland plate for terminating the external control cables All metallic non-current carrying parts shall be bonded and provided with two separate earthing terminals. The earthing shall be effective even when the cover or any other movable part is removed The earthing terminal shall be of adequate size and all hard wares like nuts, spring washers and plain washers shall be plated The oil used in the Potential Transformer shall not flow even when operating under the maximum permissible temperature The cores shall be built from high permeability steel so that the exciting current is low. Cable Termination The A B Isolator shall be designed for cable entry from the bottom. Sufficient space shall be provided for ease of termination and connection Power cables shall be XLPE insulated, armoured, overall PVC sheathed with stranded Aluminium conductor Control cables shall be PVC insulated, armoured, overall PVC sheathed with 2.5mm2 stranded copper conductor. Control cables will enter the switchgear from the Bottom. Adequate space shall be provided for termination. Supporting facilities shall be provided for clamping the control cables All provisions and accessories shall be furnished for termination and connection of cables, including removable gland plates, cables supports etc. as required for termination The gland plates shall be minimum 2.5 mm thick. The gland plate and supporting arrangement for 1/C power cables shall be such as to minimize flow of eddy current. Double pole Structure: The supporting structures shall be fabricated out of galvanized steel sections conforming to IS The support structure shall be suitable for mounting operating mechanism and guides. It shall be designed to withstand short circuit forces, wind pressure, seismic forces etc. along with the operating forces, vibrations, shocks etc. at actual site conditions with adequate factor of safety. Metering panel The Trivectormeter shall be PSEB approved make, having accuracy class 0.2 or better, & having recording facilities The set of meters shall comprise of 2 nos. Trivector meter as follows: For Main metering For Owner s metering (Check metering) The Trivectormeter shall be generally in dust proof, moisture resistant, sheet steel enclosure The enclosure shall provide degree of protection IP - 55, outdoor weather proof enclosure, having facility to padlock, seal as per UPPCL norms, having transparent window for taking the reading. The Trivector meter shall be connected to Plant PLC for display of parameters The Trivectormeter shall have its own memory, which can record minimum last 10 events and other parameters The Trivectormeter shall be suitable for power measurement simultaneously in both the directions (Import / Export) independently The scan time for parameters shall be as minimum as possible 8.0 Makes of Components Manufacturer shall furnish standard list of components makes for the complete the 11 kv outdoor assembly. This list must be included with the offer. However this is subject to confirmation form Purchaser. 9.0 Quality assurance: 9.1 The Manufacturer is expected to demonstrate that he has working Quality Assurance System which complies with ISO 9001 or may be appropriate to the type of contract and his product. 9.2 If the Vendor elects to sub-contract part of the work he shall ensure that only those sub-contractors or suppliers are used who can demonstrate that they operate Quality Systems based on ISO 9001 or ISO 9002 as applicable. The Vendor shall give his sub-contractors or suppliers assistance in attaining the required standard, if necessary. This shall not relieve the Vendor of his responsibility for the quality of the finished work. The Owner reserves the right to audit the Vendor s Quality System. 9.3 The Vendor shall assign sufficient full time personnel to the Project to ensure the Quality Assurance / Quality Control System, documented in a Quality Assurance / Control Manual, is maintained and kept up-to-date throughout the duration of any purchase order. The Vendor s Quality Assurance / Control System shall become an integral part of any Purchase Order. Vendor shall organize a prefabrication / inspection meeting with the Owner. Within 3 weeks from the date of Purchase Order the Manufacturer shall submit a Quality Assurance Plan for the review of the Owner. C:\Users\ \Desktop\Elec\Electrical Tender\ SP-4013.doc 14
15 Page 15 of 10.0 Inspection and testing: 10.1 The responsibility for inspection, certification, etc. of all materials, parts lies with the Vendor The Vendor shall specify all of the inspection and testing requirements in the quality plan which shall identify the activities requiring the Owner s approval, review, witnessing etc. Inspection and testing requirements shall be in accordance with this specification, other All Equipment shall be inspected for compliances with: -Requirement of Owner s specification & correspondence therefore. -Applicable codes, standards and specifications, which shall also include sub- referenced standards therein. -Test and Inspection Plans produced by the vendor Inspectors have the right to request additional inspections or tests to ensure that the equipment complies with the specification and all relevant codes & standards Manufacturer shall furnish valid Type Test Certificates of similar models along with the offer. Fresh type tests for the equipment are not needed, provided the Manufacturer can submit certificates that the equipment complies with all type tests as prescribed by IEC/IS Standard specifying the test requirements for that equipment The routine tests shall include but not necessarily limited to the following: a) Operation under simulated service condition to ensure accuracy of wiring, correctness of control s cheme & proper functioning of the equipment. a) All wiring and current carrying part shall be given appropriate High Voltage test. b) Primary current and voltage shall be applied to all instrument transformers. c) Routine test shall be carried out on all equipment such as circuit breakers, instrument transformers, relays, meters etc Routine tests on the equipment shall be carried out as per the relevant IS/IEC. Equipment offered for final inspection shall be complete and ready for shipment, with the possible exception of the final paint finish Routine Test certificates to be submitted for Equipment and its all auxiliaries. The purchaser or his representative shall be advised of the tentative date for FAT at least 3 weeks in advance prior to the test date Any defects found by the TPI or the Owner s appointed Inspector shall be rectified in his presence. Where this is not possible or practical, check lists shall be prepared and signed by the Third Party Inspector stating all pending items. Copies of these lists shall be sent to the Owner to enable their subsequent checking. The equipment shall not leave the Vendor factory before all defects have been rectified and without the written permission of the Owner All spare parts shall be subjected to the same inspection standards and full material certification as the main order. 16 Page 16 of The equipment shall not leave the Vendor / Sub-Vendor s factory before all discovered defects have been rectified and without the written permission of the Owner/Purchaser Any acceptance or release of equipment following an inspection or test activity shall in no way relieve the Vendor of his contractual responsibility to provide guarantees as to the suitability of the materials, workmanship and performance of the equipment in accordance with this Specification Owner/Consultant reserves the right to waive the inspection at any stage. Inspection shall be carried out only on receipt of Vendor's internal test report of the equipment offered and scrutiny of the same. In the event, on receipt of inspection call, the Owner/Consultant s representative reaches the Vendor's works and finds the material not ready for inspection/incomplete/has short supply, the inspector will return to his base station and all expenses incurred by the inspector including to and from travelling expenses from his base station to place of inspection, boarding and lodging etc shall be reimbursed by Vendor Vendor documentation: 11.1 All information listed here is to be furnished along with the offer as a minimum. a) Clause wise comments / deviations on specification in `Table of Compliance [enclosed Appendix A]. If not furnished, compliance to all requirements in specifications will be binding on the Vendor. b) Duly filled up Guaranteed Technical Particulars [enclosed Appendix-E]. c) List of components & accessories with Makes. d) List of recommended spares for two years normal operation with itemised rates. e) Type test certificates. f) Technical Catalogues and brochures of major Components. g) List of clientele for similar equipment in last 5 years. h) Complete list of special tools (if required) i) Documents as per RED The Manufacturer shall furnish the drawings and documents as per enclosed Requisition for Engineering Documents - RED Form [Appendix-D] The Owner/Consultant will review drawings submitted by Vendor & return to the Vendor one copy of drawings with comments to carry out necessary changes, if any, during the engineering / manufacturing stage The documents required by the Third Party Inspection Agency are not covered under this specification. The Vendor shall provide all the drawings and documents required by the Third Party Inspection agency in compliance with the applicable codes and standards Spares and special tools: 12.1 Spares The Manufacturer shall furnish list of spares and provide all necessary spares for testing, precommissioning, commissioning. Any of the spares if used during testing/commissioning must be replenished at no extra cost to the purchaser. The Manufacturer shall also provide all consumables required during erection up to commissioning. 17 Page 17 of 12.2 Special tools The Manufacturer shall include any special tools, which are required for the installation, commissioning, operation and maintenance of the equipment being supplied. A list of special tools shall be supplied along with the offer 13.0 Supervision of Installation and commissioning: Vendor shall dispatch Installation and Commissioning instructions at least 2 weeks before the arrival of the equipment. Vendor shall provide qualified personnel to supervise the installation and carryout site testing and commissioning of all equipment supplied under this contract. Prices for these services shall be given separately Packing and transportation: Packing, shipping and delivery of equipment at site and unloading requirements shall be as per relevant Standard. Vendor to submit the procedure & all the relevant necessary datas / informations along with offer. Preparation of the skids for shipment is a crucial step in the completion of this contract. The Vendor must take in to consideration that all equipment and the skid itself shall be prepared for land transportation Statutory Approval: The Equipment supplied shall be acceptable to local Electrical Inspectorate and changes required, if any, shall be carried out by the vendor without any extra cost Guarantee: Equipment shall be guaranteed to meet the specified performance at specified conditions in terms of power, air flow, thermal performance, design conditions etc. Equipment and its components shall be guaranteed against faulty design, defective / improper materials poor workmanship or failure from normal use during the guarantee period. Vendor shall make all necessary and desirable alterations, repairs and replacement free of charge in the even of mal performance or defects occurring in the equipment during guarantee period.
