3 REQUEST FOR PROPOSALS FOR PROFESSIONAL ARCHITECTURAL / ENGINEERING SERVICES FOR CENTRAL RECREATION CENTER PUBLIC IMPROVEMENTS City of Cleveland: Mayor s Office of Capital Projects Matthew L. BACKGROUND AND CONCEPT It is the intent of the City of Cleveland Department of Public Works, through this Request for Proposal (RFP), to solicit proposals for Professional Architectural/ Engineering services for Central Recreation Center Public Improvements. The City of Cleveland Department of Public Works owns and operates twenty-one recreation centers. The Division of Recreation manages the daily operations at these facilities, while the Division of Property Management provides maintenance services on an on-going basis. The Central Recreation Center is an active facility that offers numerous recreational programs to the surrounding community for residents of all ages. The Cleveland Central Recreation Center s address is 2526 Central Avenue, Cleveland, Ohio This vintage brick building built in 1919 was known originally as The Central Avenue Public Baths. Cleveland s bath houses encompassed other activities in addition to bathing. Many of the city's bath houses also contained gymnasiums, swimming pools, playgrounds, meeting spaces, and community clinics. The bath house took on the role of a community center where neighborhood residents could interact with one another and participate in enriching activities outside of their home, school, or workplace. The building is not classified as a Cleveland Landmark, nor is it designated on the U.S. Department of the Interior s National Register of Historic Places. Achieving such classification is not included in the scope of this Request for Proposal. The Central Recreation Center does not have a parking lot. Patrons must rely on street parking. The recreation center is approximately 14,500 gross square feet on an approximately 0.70 acres site. It consists of a Main Building, a Gymnasium Building and a Connector Building linking the Main Building and Gymnasium Building. The Main Building is a brick masonry building with an asphalt shingle hip roof. The Gymnasium and Connector Buildings are brick masonry buildings with flat roofs. The Main Building has two floors and a basement. The basement contains a weight room, arts and crafts room, office/storage room and a single use restroom. The first floor contains the lobby, reception counter and manager s office. The second floor contains a multi-purpose community room, kitchen, single use restroom and mechanical closet for a standalone heating and ventilation unit. The Connector Building has a basement and one floor. Its basement contains the mechanical room housing the facility s central building heating hot water boilers heating system, domestic hot water boiler, pool heating boiler and pool filtration equipment. 4 The first floor contains a game room and game/computer room. The Gymnasium Building has two floors. The first floor contains locker rooms, the pool and electrical room. The second floor is the gymnasium with a mezzanine running track around the gymnasium perimeter wall. The building has no elevator. In 2007, the City of Cleveland Division of Architecture and the Osborn Engineering Company co-authored the documents Recreation Centers Central, Assessment Evaluation Form, the architectural elements assessment; and Facilities Conditions Assessment for the City of Cleveland Facilities, Central Recreation Center, the engineering elements assessment (hereafter referred to as 2007 Assessment throughout this RFP). These assessments along with various Building Plans and a copy of this RFP are available at this link: 0Materials The 2007 Assessment generally recommended the following improvements, some which are expected to be executed (as noted): 1. Insulated Glass/Panels: Replace windows in the basement craft room and staff office 2. Walls and Chimneys: Tuckpoint masonry walls (partially performed in Central C BP 1) 1 3. General Finish Replacement (Paint): Partial finish replacement (paint) in men s and women s locker rooms, basement office and corridor, game room and gymnasium stairwells 4. Miscellaneous: Replace lockers in men s and women s locker rooms; Replace toilet partitions in men s and women s locker rooms; Replace plumbing fixtures in men s and women s locker rooms; Replace gymnasium floor; Repair cracks in gymnasium NE, SE & NW masonry walls 5. Door Leaf/Frame and Hardware: Replace two basement doors, three exit doors and four exterior doors 6. Foundations: Fill and seal cracks in basement floor 7. Civil/Structural: Repair cracks in the Gymnasium wall; repair basement mechanical room masonry wall related to below grade water intrusion including possible excavations, waterproofing of wall and foundation drain tile replacement; Plaster brick wall in basement after peeling paint removal; replace gymnasium track wood floor damaged from water intrusion 8. Roof Framing: Clean and paint all gymnasium steel members after roof water intrusion is remedied; replace roof wood decking damage from water intrusion (Central BP 1); 1 Investigate gutters not draining in the Main Building (Central BP 1) Paved Surfaces: Clean and fill cracks in asphalt surfaces 10. Sidewalks: Remove and replace areas of deteriorated concrete sidewalks Fill and seal joints in exterior steps 11. Miscellaneous Civil/Structural: Repair and reset brick at Main Building front wall 12. Heating and Ventilation: Replace building hot water heating system (Central BP 2); 2 new AC system; duct replacement; new DDC system (not including Systems Integration)(Central BP 2); 2 new louver, plenum, and dampers for boilers combustion air (Central BP 2) Air Conditioning: Restore existing cooling /dehumidification unit for the pool (Central BP 2) Plumbing and Fixtures: New domestic water piping; New ADA compliant plumbing fixtures; new City water service backflow preventer; new domestic water heaters (Central BP 2); new domestic hot water booster pump (Central BP 2) 15. Life Safety Code: New automatic wet sprinkler system including new water service line 16. Electrical System: System replacement 17. Interior Lighting: Building lighting replacement-(completed in 2012) 18. Security System: Partial system upgrade including new cameras 19. Emergency/Egress Lighting: Emergency/Egress Lighting Replacement 20. Fire Alarm: Complete fire alarm system replacement In 2012, a lighting upgrade project was performed by United Resource Group, Inc. for several City facilities, including the Central Recreation Center, which proposed and executed lighting improvements and resulting 11/4/2012 documents Lighting Usage Profile, Central Rec Center, Central Recreation Center Public Improvements RFP Page 4

5 and Lighting Upgrade Report, Central Rec Center with Executive Summary (hereafter referred to as 2012 Lighting Assessment throughout this RFP). The 2012 Lighting Assessment generally recommended the following scope of work: 1. Generally convert T-12 fixtures to T-8 fixtures, replace incandescent lamps with T-8 fixtures, change incandescent lamps to CFL lamps, replace incandescent bulb exit signs with LED exit signs (Completed Completed). In 2015, The City issued the Request for Proposal for the Rehabilitation and New Construction of Public Facilities for the City of Cleveland Departments of Public Works, Public Safety and Public Health, Design Package 1: Various Recreation Center & Park Improvements. The Osborn Engineering Company was contracted to perform partial assessments for several recreation centers for specific limited scope of work items. This resulted in the deliverable draft November 5, 2015 document entitled Project Memorandum: Phase 1: Initial Assessment, City of Cleveland Design Package 1, Various Recreation Center Improvements, Building: Central Recreation Center. Included as an attachment to this document is the ASHRAE Level 1 Energy Audit for Central Recreation Center. An assessment associated document Central Recreation Center Recommended Scope listed recommended scope improvements with cost estimates. For the recommended list of improvements for Central Recreation Center, bid documents were prepared, for which it was anticipated that public bids be solicited and construction contract awarded and the recommended Central Recreation Center improvements constructed in 2017 and These documents are hereafter referred to as 2015 Assessment throughout this RFP. At the time of this RFP writing the 2015 Assessment recommended scope of work, completion which is to be verified by the Consultant, is as follows, and some scope which is to be executed (as noted) as follows: 1. Repair the Pool Dehumidification System (Central BP 2) 2 2. Add City Water Service Entrance Backflow Prevention 3. Add Boiler Make-Up Water Back Flow Prevention (Central BP 2) 2 4. Upgrade Basement Mechanical Room Combustion Air (Central BP 2) 2 5. Install HVAC DDC Control System (does not include system integration) (Central BP 2) 2 6. Flat Roofs (Main Building, Gymnasium and Connector Building) Replacement including Masonry Repairs at roof parapet to Remedy Water Intrusion (Central BP 1) Sloped Roof (Main Building)Replacement (Shingled Area) (Central BP 1) Heating Hot Water Pump Replacement (Central BP 2) Domestic Hot Water Recirculation Pump Replacement (Central BP 2) North Stairwell Cabinet Unit Heater Repair/Replacement(Central BP 2) Repoint Masonry Three Feet Below Masonry Coping Stone (Gymnasium)(partially performed in Central BP 1) Repair / Replace Pool Water Make-up Float (Central BP 2) 2 In 2016 Wadsworth Service performed an assessment of the Central Recreation Center pool dehumidification system equipment which included repair recommendations. A limited number of repairs were performed at the time of assessment due to budget constraints. Most of the remaining recommendations are being performed under the Central Recreation Center Bid Package #2- Mechanical and Electrical Improvements (Central BP 2), in an attempt to make the dehumidification system operational. This document is hereafter referred to as the 2016 Assessment throughout this RFP. At the time of this RFP writing the 2016 Assessment recommended scope of work, completion which is to be verified by the Consultant, is as follow: 1. Compressor replacement with contactors and crank case heaters 2. Quick surface cleaning of coils and debris. 3. Blower motor sheave-both 4. Condenser fan motor 5. 6 6. Smoke detector 7. Pool make-up water float repair 8. Fully clean all coils and debris (premium) 9. Air balance 10. Pool piping leak repair 11. Coat condensate pans, and refurbish equipment cabinet 12. Replace insulation Based on the 2015 and 2016 assessments, in 2017 Central Recreation Center Bid Package #1- Roof Replacement and Water Intrusion Repairs (Central BP 1) was bid and is in construction. The general scope of work is: 1. Main Building Sloped Roof: Complete tear-off of existing asphalt shingle roof and installation of a new asphalt shingle roof, including replacement of deteriorated sheathing, shed dormers, exhaust fan curb. 2. Main Building Low Slope Roof: Demolition of existing EPDM roof and installation of roof ventilator; install TPO roof system on the low slope area, including replacement of deteriorated sheathing; install new gravity ventilator cap. Replace metal coping in lieu of refinishing and reinstalling of existing coping. 3. Main Building Terra Cotta Cornice Integral Gutter: Demolition of existing EPDM lining and replacement with bituminous sheet ice & water shield and new aluminum gutter liner. Snake-out existing drain leaders to make free flowing. 4. Connector Building: Demolition of existing roofing and installation of a TPO roof system including the replacement of deteriorated roof deck; Replace metal coping; Replace roof drains with new roof drains and install secondary (emergency) scuppers. 5. Gymnasium Building: Demolition of the EPDM membrane system roof and installation of a TPO roof system including the replacement of deteriorated roof deck; Demolish existing Gymnasium roof drains and replace with roof scuppers and secondary (emergency) scuppers. At grade demolish pavement and excavate to connect scupper downspouts into existing underground storm water line. 6. Gymnasium Building: Repoint brick masonry parapet walls, including the replacement of deteriorated brick masonry units with new brick to match; Installation of secondary (emergency) roof drainage scuppers through parapet walls. 7. Gymnasium North Elevation: Demolition of windows and wood in-fill in two openings and installation of new brick masonry infill to match adjacent brick masonry; Demolition of bowed brick wall and embedded lintel above the same two openings and installation of new brick to match adjacent existing brick; 8. Gymnasium: Demolition of the existing, permanent mounted, metal roof access ladder and furnish and install a new caged permanent mounted roof access ladder. 9. Gymnasium: Demolition of the chimney steel flue pipe to the elevation of three foot (3'-0") above the top of the existing masonry chimney, including removal of associated guy wires and anchors. Replace brick at former anchor locations. Install chimney gravity ventilator cap. 10. Main Building and Gymnasium: Replace and repair masonry walls at locations of former chimney stack anchors including replace broken and spalling brick and re-lay masonry at areas of wall cracking, loose brick and deteriorated and broken bond mortar joints. 11. Snake-out all existing roof drains and leaders and clean-out all gutters and downspouts to make free-flowing and clear draining. Based on the 2015 and 2016 assessments, Central Recreation Center Bid Package #2- Mechanical and Electrical Improvements (Central BP 2) was bid Summer The general scope of work for BP 2 is: 1. Add boiler make-up water back flow prevention 2. Provide basement mechanical room combustion air 3. Install HVAC DDC control system (not including systems integration) 4. 7 6. Heating hot water pump replacement 7. Domestic hot water circulation pump replacement 8. Replace cabinet unit heaters as follows: a. Main Building first floor northwest Stairwell 103 b. Main Building second floor northwest Stairwell 200 c. Gymnasium Building first floor northwest Stairwell Repair pool dehumidification system including the existing Dectron dehumidification unit 10. Repair pool water make-up valve 11. Hazardous Materials: The Contractor is responsible for compliance with any requirements included in the contract documents and all applicable codes and laws regarding hazardous materials. If the Contractor encounters a suspected hazardous material or substance on the site, the Owner may request from the Contractor services for sampling and testing to verify the presence or absence of a hazardous material or substance, and in the event such hazardous material or substance is found to be present, for services to perform the task of removal or safe containment of such material or substance. At this time, there is a need for an updated building assessment for Central Recreation Center to assess the facility s current condition, evaluate what has deteriorated further since the assessments, confirm what improvements have been made, and to propose and implement further recommended improvements beyond Central Bid Packages 1 and 2, with consideration for the support of the recreation centers current and any proposed programs. Based on these past assessments and this project s assessments, a phased comprehensive Master Plan / Scope of Work is to be developed for proposed improvement for the entire facility, including: Site improvements, including outdoor recreational facilities Total gross site area - Approximately 0.70 Acres Building renovations, including accessibility and system upgrades Approximately 14,000 Gross Square Feet It is the City s intention to construct these improvements in phases based on recreational programming priorities, relative cost and availability of funding. To fulfill this intention, the City seeks a creative Architectural and Engineering Team ( Consultant ) qualified and experienced in the design of recreational facilities and the renovation of the existing historic buildings to engage collaboratively in determining the most effective approach to achieving the goals of this project. The City has allocated $807,000 towards the project, including but not limited to professional services and construction with related soft and hard project costs. Soft costs include, but are not limited to: professional services fees, allowable reimbursable expenses, surveys, testing, agency, and utility provider fees. Hard costs include, but are not limited to: materials, labor, equipment, testing, permits, general conditions, overhead and profit. In the event that additional funding for the project is approved and allocated by the City during the course of the Contract, the Project Budget, Scope of Services, related fees, and Project Schedule may be negotiated with the Consultant and adjusted accordingly by Contract Amendment. II. SCOPE OF WORK It is the City s intent to hire a creative Architectural and Engineering Team ( Consultant ) qualified and experienced in the design of recreational facilities and the renovation of historic buildings for the execution of the scope of work as described in this RFP. This scope of work is organized into the three (3) Stages and various Phases as follows: STAGE I: PRELIMINARY DESIGN - Services to establish Project Scope and Design, including: Phase A: Existing Conditions Assessments: Existing Facilities Assessment, Central Recreation Center Public Improvements RFP Page 7

8 Summary of Needs and Hazardous Materials Surveys Phase B: Program Verification Phase C: Schematic Design and Cost Estimation Services STAGE II: DETAILED DESIGN - Services to complete design documentation and solicit bids for Construction Sequence 1, including: Phase A: Design Development and Cost Estimation Services Phase B: Construction Documents and Cost Estimation Services Phase C: Bidding and Award STAGE III: ADMINISTRATION OF THE CONSTRUCTION CONTRACT - Services for completing Construction Sequence 1. The following is a description of the services to be provided under each Stage of the work: STAGE I: PRELIMINARY DESIGN The preliminary design services shall include: Phase A Existing Facility Conditions Assessment, Summary of Needs Study and Environmental Surveys; Phase B Program Verification; and Phase C Schematic Design, and are to reflect the full development of the Master Plan / Scope of Work showing all intended building and site uses, and shall establish the design and budget for all future intended improvements, established during the Design Process. The Phase C Scope Definition deliverables shall include a detailed Construction Sequencing Plan with Cost Estimation per Sequence, which shall provide the cost basis for determining the scope of Construction Sequence 1 to be developed in Stage II Detailed Design. As part of Stage I services, the Consultant is to reference and review the existing building and site facilities plans, and prior assessments, which will be made available to the Consultant by the City. The Consultant is to review recommendations proposed under the previous plans and assessments, and during their own site visits and field assessments is to verify and determine which improvements are required and prioritize the proposed improvements; the complete Assessment shall also include a Site Survey and Building Environmental Studies. Once these Stage I services are complete and thoroughly reviewed, analyzed, and approved by the City, and a course of action that best fits the needs of the City, then Stage II services shall be authorized to commence. Phase A Existing Conditions Assessments: the consultant is to reference and review the existing building plans, the 2007, 2012, 2015 and 2016 assessments, scope of work of Central Bid Package 1 and Bid Package 2, which were bid Summer 2017, existing facility program use. The Consultant is to review recommendations proposed under the previous assessments and during their own site visits and field assessment is to verify which improvements were made or currently being made. Generally the Consultant is to assess the entire site and building, building envelope, building systems and current program use. Objective: The Facilities Assessment and Summary of Needs Study shall establish and address the requirements, goals, and the constraints for this project. Deliverables: the Summary of Needs Study, Existing Facilities Assessment, and Environmental Surveys shall include, but not be limited to, the following deliverables, related services and activities: Project Kick-Off Workshop: In collaboration with City Staff, the Consultant shall host a Project Kick-off Workshop to establish project Goals and Aspirations with the key project stakeholders (list of which are to be pre-approved by the Director). The Summary of Needs Study: To optimize the facility s use, including the site, in collaboration with City Staff, the Consultant shall engage in a programming workshop: o Review existing programs and space use, including meetings with project stakeholders. o Develop and refine a building space/use program. 9 o Develop and refine a site and facilities use program. o Present the Program to project stakeholders. o Community Meetings: The Consultant shall participate in any Community Meetings conducted during the Summary of Needs Study. Site Survey: Currently no Site Survey is known to exist; the Consultant shall provide a complete Site Survey conforming with ALTA/ACSM standards. o Civil Assessment: the Consultant shall provide a Civil Assessment of the site based on existing information and information obtained as part of the Summary of Needs Study. Environmental Surveys: The Consultant shall provide complete Phase 1 Environmental surveys for the Buildings. o Testing of suspect hazardous materials, limited to lead paint and asbestos. o Lead Based Paint: A lead risk assessment report shall be performed for areas of probable lead based peeling paint and a lead abatement project designed and pre-abatement plan prepared as per the applicable laws. Lead safe renovation shall be performed by a certified lead safe renovator as part of the Contractors construction contract as per the applicable laws. o Asbestos Survey shall include consultant cover letter; testing laboratory cover letter; case narrative; laboratory work order indicating sample identification and analysis requested; testing laboratory analytical reports; certificates of analysis; PLM bulk sampling analysis summary indicating tests descriptions, material samples locations and tests results; photographs of materials; all buildings floor plans identifying materials locations and area extent, and photograph locations; certifications of all individuals performing the work and the testing laboratory. Code Reviews: Zoning and Building Code Reviews for Site and Building (Article 34). Existing Facilities Assessment: The Consultant shall provide an assessment of all existing facilities, including the building, playground, drives, walkways, etc., including: o Review and update of existing floor plans and field measure the entire buildings and interior spaces to accurately reflect existing conditions dimensions and sizes of spaces. o Field measure and prepare building elevations that accurately reflect the existing conditions and dimensions. o Review and evaluation of prior conditions assessments as provided by the City. o Review the scopes of work for Central Bid Package 1 and Bid Package 2 currently in construction. o Review and assess the condition/integrity of all existing facilities, including, but not limited to all site conditions, building interior and exterior conditions, systems, and equipment. o Accessibility Assessment including investigation of inclusion of an elevator. o Provide a new assessment using the format for the 2015 assessment including the associated tables and site and building plans with recommendations for repair/replacement of systems, including possible alternative options. The new assessment should contain revised and updated 2007 and 2015 information expanded and developed in more specific detail. The new assessment is to incorporate the new assessment information, previous unperformed recommended scope of work and associated cost estimates and new recommended scope of work and sub-consultant specializing in construction cost estimating services. As part of this RFP improvements generally include, but are not limited to, exterior building envelope improvements and MEP systems improvements. Of primary concern are the building envelope and mechanical, electrical and plumbing systems integrity. Exterior envelope improvements beyond Central BP 1 may include, but are not limited to: Above and below grade water intrusion related to the roofs and roof openings, exterior masonry walls, foundation walls and exterior envelope openings windows, doors and unused openings infill; Exterior masonry integrity requiring replacement of missing or spalling brick units, re- Central Recreation Center Public Improvements RFP Page 9

10 lay existing units that are loose or separating from the anchoring material and tuckpointing; Exterior envelope aesthetics improvement, remove unused window openings filled with weather wood slats and fill with masonry infill. Mechanical system work, beyond Central BP 2 improvements, may include, but is not limited to, replacement of the building first floor and second floor air condition units, Facility air conditioning system, HVAC improvement tied into HVAC controls DDC system, and DDC system Systems Integration. Electrical system work, beyond Central BP 2 improvements, includes electrical system replacement, additional service required for proposed mechanical improvements and possible lighting improvement as the project budget permits. Plumbing system improvements, beyond Central BP 2 improvements, may include replacement of the domestic hot water system and replacement of plumbing fixtures with ADA compliant water efficient fixture. Other improvements may include the addition of the automated wet fire sprinkler system, fire alarm system replacement, security system improvements, emergency exit signs and exit lighting replacement. The City will determine which improvements will be executed. Work will be implemented only as the funding level permits. Based upon the 2007, 2015 and 2016 assessments for this project the Consultant may assume an approximate distribution of 40% Mechanical-HVAC, 10% Mechanical-Plumbing, 5% Mechanical-Fire Protection, 25% Electrical, 5% Structural and 15% other Architectural/Specialty Engineering and Related Services will be required. However, the City reserves the right to adjust the distribution at will and Consultant shall adjust their proposals accordingly. Previous assessments unperformed recommended work, site visits, discussions with the Public Works and recreation center manager forms the basis of the anticipated preliminary scope of work for this project. This preliminary scope is subject to adjustment due to Consultant assessment s findings and verification, including new items requiring improvement and budget constraints and City administration review. Consultant should be mindful during assessment the option for repair rather than replacement as budget constraints require. Consultant shall verify through its assessment the following preliminary project scope. A. Existing Conditions Assessments and Remediation: 1. Above grade water intrusion (partia partially performed in Central BP 1) 2. Subgrade water intrusion at basement boiler room and Gymnasium east stair including excavation, wall repair, wall waterproofing and footing drain installation 3. Hazardous materials: a) Lead Based Paint: Abatement of probable lead based paint peeling including in the basement Arts and Crafts Room 003, Multi-Purpose Room 004, Corridor 006 and Custodial Work Room 008. Verify if Storage 009 has peeling paint. b) Asbestos: Asbestos abatement is part of Consultant s contract. Abatement cost by the Contractor of any unidentified ACM encountered during construction will be from a contract abatement allowance. 4. Kitchen assessment and replacement including millwork and A.D.A. compliance. 5. ADA review and recommendations, including plumbing fixtures review B. Concrete: 1. Evaluation of concrete slabs and other concrete building components; C. Masonry: 1. Repair cracks in exterior masonry walls, including gymnasium southeast corner (partially performed in Central BP 1) 2. Evaluation of building structure, including structural steel and concrete and wood deck; thermal and moisture barriers, including roof replacement (performed in Central BP 1), and joint protection such as sealants and flashing; E. Wood and Plastics 1. Architectural Woodwork: New cabinets associated with A.D.A. compliant kitchen replacement 2. Replace damaged wood floor of Gymnasium track. F. Thermal and Moisture Protection 1. Assess if Central Recreation Center Bid Package #1- Roof Replacement and Water Intrusion Repairs Main building roof and gutter replacement resolved water intrusion. If problem remains propose recommendation. 2. Route out basement slab cracks and fill and seal with urethane sealant. 3. Fill and seal joints in exterior steps. 4. Remove old sealant at existing windows to remain and recaulk. G. Openings: In the building envelope such as doors, windows, louver, vents and other opening closures: 1. Replacement of all building windows with operable windows, except replacement or rehab, depending on assessment, of Main Building architectural profile aluminum extruded casement operable windows including but not limited to (quantities are approximate): a) Gymnasium 214: 10 operable double hung windows for natural ventilation, varying size, fixed middle unit, with metal insect screens. b) Arts and Crafts 003: 3 hopper style windows, wire mesh security screen in frames and galvanized hardware cloth in aluminum frame insect screens. c) Multi-Purpose Room 211 & 212: Repair or replace, depending on assessment, 8 architectural profile aluminum extruded casement windows. If repaired, replace latches strike tabs as some windows do not latch, aluminum mesh insect screens. d) Kitchen 206 & 207: 3 double hung style windows with aluminum mesh insect screens. e) Lobby 101: Repair or replace, depending on assessment, 8 architectural profile aluminum extruded casement windows with glass transoms and associated masonry openings repair. Patch and paint walls and ceilings: Pool and Gymnasium stairwells; Basement Art & Crafts 003, Multi-Purpose 004, Corridor 006; Second floor Kitchen 206 & 207, Multi- Purpose Room 211 & 212 and Corridor Clean and paint all Gymnasium roof structural steel members and wood roof deck. 4. Multi-Purpose Room 211 & 212 floor covering replacement with maintainable floor covering (no carpet as room is used for crafts and eating). 5. Finishes associated with Kitchen 206 & 207, replacement including gypsum board and plaster wall and ceiling finishes and flooring. 6. Patch and paint basement rooms and corridor walls and ceilings, excluding Boiler Area and Pool Filter Area. 7. Replace painted floor finishes in basement Corridor 006 with nature stone type floor finish product. 8. Flash and caulk exposed plywood at exterior doors with metal trim. 9. Stucco finish walls and ceilings remediated of peeling paint to match existing areas of stucco finish and paint. 10. After roof replacement performed in Central BP 1, refinish Gymnasium floor at areas damaged from water intrusion. I. Specialities 1. Replace toilet partitions 2. Replace lockers 3. Remount or replace toilet room accessories in compliance with ADA requirements. Patch remaining holes in floors, walls and ceiling and finish to match adjacent finish. J. Special Construction 1. Electronic safety and security systems including access control system, intrusion detection system; 2. Fire detection and alarm system complete replacement to extend throughout the entire building 3. Provide an automatic wet sprinkler system for entire building as required by facility review including incoming city water service line into the building. K. Mechanical Plumbing: 1. Replace the domestic water system including: a) Domestic Hot Water Heaters and Storage Tank Replacement: Replace the domestic water heaters and storage tank to improve efficiency and reliability, and decrease maintenance costs. b) Remove and replace all domestic water (cold, hot and re-circulating hot water) piping inside the building. Insulate hot water piping to reduce heat loss and increase system efficiency. 2. Plumbing Fixture Replacement: Replace plumbing fixtures as per Consultants ADA facility review and recommendations, including A.D.A. compliance, with low flow models to reduce water consumption, reduce maintenance and reconfiguration as required by A.D.A., including water closets, lavatories, urinals, showers, and water coolers. 3. Replace mop basins and service faucets. 4. Replace floor drains with floor drains equipped with trap primers 5. Insulate existing uninsulated heating hot water, domestic hot water piping and pool water heater piping to reduce heat loss and increase system 6. Investigate and remedy basement sanitary drain back-up when pool filtration equipment is back-flushed. 7. Investigate if drain back-up in when pool is drained has been corrected. 13 L. Mechanical- Heating Ventilation and Air Conditioning: 1. Replace heating supply and return piping and associated traps, valve pumps, and appurtenances throughout the building: a) Convert Heating Water System to a Variable Flow, Primary/Secondary Pumping Arrangement: The heating water system should be converted to a variable flow, primary/secondary pumping arrangement to increase system efficiency. The addition of a variable frequency drive and inverter duty motor for each pump, the installation of a differential pressure sensor and bypass, and replacement of system three-way valves with two-way valves would allow pump energy usage to be reduced when ambient temperatures are above design conditions (Central BP 2). 2 b) Heating Hot Water System Air Separator: Add an air separator upstream of the system pumps to increase system efficiency, reduce maintenance costs, and decrease system noise(central BP 2). 2 c) Heating Hot Water System Chemical Shot Feeder Replacement: Replace the chemical shot feeder and pipe to the suction and discharge of the system pumps to provide a means of treating the heating hot water regardless of which boiler is in service(central BP 2). 2 d) Boiler Expansion Tank Replacement: Replace the boiler expansion tanks with a single, bladder or diaphragm tank to reduce maintenance costs (Central BP 2) Remove all existing air moving equipment such as air handling units, make-up air units, heating and ventilating units, fan coil units and exhaust fans including all related supply, return, exhaust and outside air ductwork. Install new air handling units and fan coil units with DX (direct expansion) cooling with respective air cooled condensing units outside and all related refrigerant piping. Install new self-contained rooftop air HVAC units with natural gas heating for all areas not adaptable to interior air handlers. Install new exhaust fans throughout entire building to comply with the latest codes. Provide new ductwork for all H.V.A.C equipment listed above (supply, return, exhaust and outside air). a) First Floor Mechanical Room Heating and Ventilating Unit Replacement for Locker Rooms and : Replace the heating and ventilating unit with a constant air volume, split direct expansion, air handling unit to increase efficiency, and improve comfort and ventilation. b) Main Building Second Floor Mechanical Room Heating and Ventilating Unit Replacement: Replace the heating and ventilating unit with a variable air volume, split direct expansion, air handling unit to increase efficiency, improve comfort, improve ventilation, and allow the computer room to be utilized for its intended purpose. The supply air distribution needs to be revised for the addition of variable air volume terminal units to allow thermal controls for each individual zone. Provide return air duct system to eliminate use of egress corridors and the mechanical room as means to transport return air. Remove the portable air conditioner from the first floor building manager's office and second floor Multi-Purpose rooms. c) Gymnasium Heating and Ventilating Unit Replacement: Replace the heating and ventilating unit with a single zone variable air volume, split direct expansion, air handling unit to increase efficiency, and improve comfort and ventilation. d) Basement Mechanical Room Combustion and Ventilation Air: Provide a compliant means of providing combustion and ventilation air into the basement mechanical room housing the gas-fired boilers, domestic water heater, and pool water heater needs to be installed. A combination of louvers, ductwork, and/or a mechanical air supply system should be considered(central BP 2). 2 e) Segregation of Pool Water Treatment Equipment from Gas-fired Equipment: The pool water treatment equipment should be segregated Central Recreation Center Public Improvements RFP Page 13

14 from the gas-fired appliances by means of a separation wall and negative pressure ventilation provided in the pool water treatment equipment area. This would serve to prevent the entry of chlorine laden combustion air into the gas-fired appliances and corrosion, improve ventilation and provide combustion air for boilers; 3. Indoor Swimming Pool Cooling/Dehumidification Unit Repair: Assess repairs completed during the Design Package 1, Various Recreation Center Improvements project. Complete the repair of the cooling/dehumidification unit as per the 2016 Pool Dehumidification System Assessment recommendations to provide proper cooling, dehumidification, and ventilation of the pool area (Central BP 2) HVAC Control Systems: New direct digital controls to work with new mechanical improvements and existing building equipment and controls and with the ability to integrate with a City-wide network HVAC controls automated system, include the following (Central BP 2). 2 Note Systems Integration Contractor services are not part of Central BP 2 project. a) Each Heating Water Pump: Enable relay, differential pressure sensor, status points, and alarms. b) Each Heating Water Boiler: Enable relay, sensors, status points, and alarms. Include outdoor air reset control to vary discharge water temperature based on outdoor air temperature. c) Each Constant Volume Heating and Ventilating Unit: Enable relay, sensors, status points, and alarms. Incorporate night setback control. d) Each Exhaust Fan: Enable relay, status points, and alarms. 5. Systems Integration services. 6. Remedy first floor and Gymnasium HV system no make-up air if unit is shut down. Remedy first floor exhaust fan continuous running. M. Electrical 1. Replace building electrical system including new electrical panels, breakers, wiring, electrical devices and increase service for proposed new HVAC loads; 2. Electrical associated with kitchen replacement, including power and lighting. 3. Replace emergency illuminated exit signage and emergency exit lighting; 4. Video surveillance system: upgrade system to accommodate new cameras. Replace existing cameras. N. Exterior Site Improvements: 1. Assess concrete and asphalt pavement and replacement, of sidewalks, fencing and asphaltic pavement; 2. Remove and replace deteriorated section of concrete sidewalk. 3. Assess sub-grade water intrusion: excavate exterior at areas of subgrade water intrusion, repair masonry, water proof exterior masonry walls, and replace foundation drains 4. Clean and fill cracks in asphalt concrete basketball court 5. Fill and seal joints in exterior steps. 6. Landscaping assessment a) Trim trees overhanging the roofs b) Remove debris and vegetation growing in the basement window wells and treatment with herbicide to prevent regrowth O. Utilities: 1. Utilities: Provide a utility assessment. 2. Additional electrical service for increased loads due to new HVAC equipment. 3. Add city water service line into the building for an automatic wet sprinkler system for entire building. The City of Cleveland will make available to the Consultant any readily available existing conditions data, drawings and related information it has for the project. Data, documents and related information will likely consist of varying electronic and paper format. Central Recreation Center Public Improvements RFP Page 14

15 It shall be the responsibility of the Consultant to obtain any additional information necessary for the full and proper execution of this work. The cost for all Consultants required shall be borne by the Consultant and included in the Fee. The Consultant shall participate in weekly telephone conference call meetings, and weekly meeting in person as determined as necessary by the City. After all review and approval requirements for the Existing Facilities Assessment, Summary of Needs Study and Hazardous Materials Survey have been met, and incorporation of any changes ordered by the Director, the Director shall authorize the Consultant in writing to commence Program Verification. Phase B Program Verification: Objective: The primary objective of the Program Verification Phase is to assimilate information gathered in Phase A into a Master Plan / Scope of Work. Deliverables: Based on the approved Existing Facilities Assessment, the Summary of Needs Study and Environmental Survey Summary of Needs Study, the Program Verification Phase shall include Master Plan / Scope of Work, but not be limited to, the following deliverables, related services and activities: Master Plan / Scope of Work Building program for current project budget and for future phased work. Itemized Scopes of Work for current project budget and for future phased work. Cost Estimates for current proposed and for future phased work. After all review and approval requirements for Program Verification have been met, and incorporation of any changes ordered by the Director, the Director shall authorize the Consultant in writing to commence Schematic Design. Phase C - Schematic Design: Objective: The primary objective of the Schematic Design Phase is to define the site and building relationships, character, and layout and establish the project scope within the requirements and budget of the Project. Deliverables: Based upon the Director s selection of a Scope of Work, the Schematic Design Phase shall address all requirements of the Project and shall include, but not be limited to, the following deliverables, related services and activities: Schematic Site and Building Plan Drawings (Site Plan, Floor Plans, Roof Plan, etc.) which illustrate all components of the Project including the size, scale, location, dimensions, and character of the structure. Schematic Elevation and Section Drawings which illustrate construction, materials and exterior character of the Project. Schematic drawings and specifications illustrating and describing the architectural and structural components of the Project. Written description of all improvement materials, components, and systems (Civil, Architectural, Structural, Mechanical and Electrical,) to be incorporated into the Project. Any other documents or items required to illustrate the Schematic Design and the conformity of same with the requirements of the Project. Project Construction Sequencing Plan, illustrating the Construction Sequences required to achieve the Master Plan vision for the project. Updated Program reflecting sizes of all spaces. Schematic Design Cost Estimate in CSI format, based on costs for comparable work in this area, broken down by proposed Construction Sequences, for the Master Plan vision for the project (all Sequences.) Construction Sequence 1 Schematic Design Package and Cost Estimate in CSI format, for the Scope of Work determined as appropriate given project priorities and available funding. 16 Community Meetings: Prepare materials for, and participate in a Community Meeting conducted during Schematic Design. Updated Building and Zoning Code Review for Schematic Design. The Consultant shall present the Schematic Design deliverables to the Director and shall incorporate any changes ordered by the Director in regard to the Schematic Design or the requirements of the Project. The Consultant team shall participate in weekly telephone conference call meetings. The Consultant team shall attend the weekly meeting in person as determined as necessary by the City. In addition the Consultant shall attend all project meetings with various City departments/divisions and/or public meetings as required and shall prepare presentations and represent the Department in presenting design proposals to the Cleveland Landmarks Commission, Cleveland Design Review Committee, the City Planning Commission and any other State of Ohio or municipal agencies necessary to achieve final plan review and approval. After all review and approval requirements of the Project have been met and incorporation of any changes ordered by the Director, the Director shall authorize Consultant in writing to commence Stage II: Detailed Design, or such part thereof as directed by the Director, for the Scope of Work. STAGE II: DETAILED DESIGN Detailed Design services shall include: Design Development; Construction Documents; Bidding and Award services; and Cost Estimation services as required for the execution of the Construction Sequence 1 Scope as established in Stage I, which will be determined by the City based on the project priorities and actual funding available at the completion of the Stage I services. Once these Stage II services are complete and thoroughly reviewed, analyzed, and approved by the City, then the Stage III services shall be authorized to commence. The Detailed Design Stage shall include: Phase A - Design Development; Phase B - Construction Documents; Phase C - Bidding and Award services; and Cost Estimation services as necessary for the execution of the Construction Sequence 1 Scope of Work. Phase A - Design Development: Objective: The primary objective of the Design Development Phase is to complete all design required for the project. Deliverables: Based upon the Director s approval of the Stage I Phase C Schematic Design Package, including the Schematic Cost Estimate, and on the Director s authorization of any adjustments in the Project requirements and the budget, the Design Development Phase shall address all requirements of the Project and shall include, but not be limited to, the following deliverables and related services and activities: Site/Civil: Site Layout and Materials Plan, Grading and Drainage Plan, Site Utilities Plan, and Planting Plan and Schedule. Architectural: Site Plan, Dimensioned Floor Plans indicating sizes and construction of all components, Roof Plan, Furnishing and Equipment Plan, Enlarged Plans and Sections, Room finish Plans/Schedule, Building Sections, Door and Window Schedules, Preliminary Wall Sections and Building Details, and Reflected Ceiling Plans.
