Background: Portsmouth Square is located in Chinatown, bounded by Clay St., Kearny St., Washington St., and Walter Lum Alley. It is considered the living room for Chinatown residents, many of whom live in SROs without access to open space. Portsmouth Square contains a freestanding restroom building that was designed to reflect the predominant culture of the immediate neighborhood. This building was constructed in the 1990s to quickly become the most used restroom facility in San Francisco by local residents and tourists. Through the 2008 Park Bond, a Restroom Task Force evaluated free-standing restrooms on park property. Due to the high-user count of the Portsmouth Square restroom, the Task Force recommended that its user capacity be increased. At the conclusion of the first community meeting, the preferred solution to increasing user capacity was to replace the existing restroom, rather than to expand or supplement it. At subsequent community meetings, the Recreation and Park Department presented a variety of concept plans for increasing user capacity. The eventual, concept plan supported by the community is shifted slightly away from the performance stage area, and increases the user capacity in the men s room from four to six, and in the women s room
2 from two to six. A separate family room is also provided for intergenerational use (e.g., grandfather assisting his granddaughter). The building architecture is a modern interpretation of traditional Chinese architecture. It is designed to take advantage of natural ventilation and sunlight, durability and ease of maintenance. The sloping roof line with wire-treatment along the edges is designed for pigeon-proofing. A combination of roof overhang and obscure glass limits sightlines into the restroom building from nearby taller buildings. In October 2012 the Recreation and Park Commission approved the concept plan with an estimated cost of $890,000. The Arts Commission through its Civic Design Committee refined the design as shown in Exhibit A. Bid Information: With the assistance of the Department of Public Works, the Recreation and Park Department received four (4) bids in May 2014 as shown in Exhibit B. Ranging from $1,389,920 to $1,539,000, these base bids significantly exceeded the budget which prompted the City to reject all bids. Unexpectedly high-cost elements were the architectural metals (gates and window grills) and glazed CMU walls due to lack of competitive subcontractor bids. The Project Team then re-packaged the project for re-bid in June The revised project was value engineered as follows: Change architectural metals to steel in lieu of aluminum; Clarify the performance specifications for the glazed-cmu walls and encourage additional masons to participate in the competitive bidding; Identify the following additive alternates: o Supplemental exhaust fans o Skylights o Horizontal groove on exterior face o Trash enclosure roof o Shelving units in custodial room o Interior glazing of CMU in custodial room o Drop ceiling in custodial and family rooms o Material change to roof underside With the realization that costs for architectural metals and glazed CMU were underestimated, and that material and labor costs have risen due to the strength of the local economy, the construction estimate is revised to $1,256,425. Again, with the assistance of DPW, the Department received five (5) bids for the repackaged project. After bid preferences are applied, the apparent lowest three (3) bids are listed below (a tabulation of bids is attached for reference):
3 Chiang CM Construction Co., Inc. for $1,298, MH Construction Management Co. for $1,428, CLW Builders, Inc. for $1,467, The average of all five bids is $1,458,579, which is 116% of the architect s estimate of $1,256,425. At the time of this writing, Contract Monitoring Division is reviewing these bids to identify the responsible and responsive, lowest bidder. Recommendation for award shall be made at the full Commission. Reallocation of 2008 Park Bond Contingency: Current funding for the project is $350,000. Re-allocation of funds from the 2008 Park Bond Program Contingency Fund will be necessary to award a construction contract and cover soft costs. Based on the highest of the three, lowest bids under consideration, the reallocation of funding would not exceed $1,850,000. Budget and Timeline: Source of funds are as follows: 2008 Clean and Safe Park Bond $350,000 Bond Program Contingency Fund $1,850,000 TOTAL $2,200,000 Construction would begin by mid-september 2014 to complete construction by Chinese (Lunar) New Year on February 19, Supported By: Chinatown Community Development Center Committee for Better Parks and Recreation in Chinatown Portsmouth Square Garage General support Opposed By: None known
