INFRASTRUCTURE PROJECT PROFILES CANADA CHROME CORPORATION NEW 210 MILE (338KM) RAILROAD Northwest Ontario, Canada KWG Resources Canada Chrome Corp. Krech Ojard was hired by Canada Chrome Corporation to recommend a route and to produce a feasibility study for a 210 mile (338km) rail line in Northwestern Ontario, Canada. The $2 billion (USD) rail project, the largest in North America in nearly 50 years, is planned to provide service and a means to haul the massive chromite deposits in the Ring of Fire area to market. With a potential mine life over 100 years, the proposed rail line is the critical infrastructure for the development and support of the entire Ring of Fire mineral region. STH 70 (ARRA) WisDOT NORTHWEST REGION Burnett County, Wisconsin WisDOT NW Region Location Burnett County Civil Engineering Construction Administration Krech Ojard was hired as construction project engineer for the resurfacing of miles of STH 70, in Burnett County Wisconsin. The project was funded by the American Recovery and Reinvestment Act (ARRA). The project consisted of resurfacing of the highway and improvements to a wayside rest area. Work included asphalt milling, HMA pavement, sign replacement and permanent pavement markings. The project was the recipient of the region s Excellence in Asphalt Paving Award for DEDHAM ROAD BRIDGE OVER THE NEMADJI RIVER WisDOT Civil Engineering Construction Administration Krech Ojard served as construction project engineers for the construction of a concrete slab span bridge to replace a failing metal girder suspension bridge over the Nemadji River. Bridge approaches and river bank stabilization services were also performed during the update. What was once a closed, or limited one-lane questionable access across the Nemadji River, is now a safer, more visually pleasing, and usable connection. The new bridge helps to salvage a road in South Superior that local residents have been without for years.

INFRASTRUCTURE PROJECT PROFILES POLYMET Babbitt, Minnesota PolyMet Rail Structural Architectural Mechanical PolyMet Mining Company is in the process of developing a large non-ferrous mine near Babbitt, Minnesota. PolyMet retained the services of Krech Ojard for the development of a definitive feasibility study concerning the mine and plant railway layout and rehabilitation, as well as the development of haulage simulations for optimum transport of crude ore. Krech Ojard has developed preliminary plans for limestone handling, unloading, and storage for the facility, and is developing final plans and specifications for the construction of track for the mine-tocrusher rail movement. Our multi-disciplinary team designed plans for mine site office and support buildings of sufficient integrity to last the life of the mine. PAPER PLANT PCC UNLOADING BUILDING Duluth, Minnesota Structural Civil Architectural Krech Ojard provided architectural, civil and structural engineering as well as construction administration for this project. The scope of work involved a 4,000 square foot building to be constructed on the west side of the existing additives building. The building was constructed on what was once an access road for the facility. This road was rerouted around the building and modification to the surrounding drainage areas was performed. Civil engineering services included relocation of three existing utilities, site grading, and asphalt pavement. All light poles, hydrants and post indicator valves within the project limits were removed and relocated. Structural engineering services involved as-built survey and drafting, construction staking and building design. CN SAUNDERS MAINLINE REALIGNMENT SUPERIOR SUBDIVISION Canadian National Civil Engineering Rail Engineering Krech Ojard worked with the CN to devise a plan that would reconfigure the layout of its existing corridor track to increase the speed at which corridor trains could pass through the junction. Since this project was located on CN s mainline between International Falls and Chicago, and carried an average of 20 trains a day, the project required a phased implementation to construct modifications within standard work blocks, thus minimizing operating costs to CN. KOA provided topographic survey, route layout, phasing plan, environmental permit coordination, plans and specifications, and construction administration as well as inspection/oversight.

INFRASTRUCTURE PROJECT PROFILES NORTH SHORE SCENIC RAILROAD KNIFE RIVER BRIDGE REPLACEMENT Knife River, Minnesota North Shore Scenic Railroad Surveying Civil Engineering Rail Design Structural Engineering Construction Administration Scenic Highway 61 located between Duluth and Two Harbors, Minnesota runs parallel to the railroad and crosses under the rail line just south of Knife River. The reversing horizontal curves of the under passing highway required advisory speed limits, and during inclement weather, the bridge s concrete abutments were struck by vehicles and snowplows alike. Vertical clearance at the bridge was also limited to Architectural and Structural design of 3-span Steel and Concrete Bridge The solution was to replace the bridge and realign the current highway. Krech Ojard s Infrastructure Group handled the redesign of the bridge and under passing highway, correcting the flaws in the existing bridge and highway. CALUMET SUPERIOR SPUR EXTENSION Civil Engineering Rail Engineering Construction Administration Krech Ojard developed a plan to ship high sulfur diesel product by rail in large tank cars. Ultimately the project evolved to encompass 7600 feet of new track and a spill catchment and underground containment system at the loading facility. The project reconfigured some of the existing railroad tracks, and Krech Ojard developed a construction staging plan that allowed full use of the existing tracks until the time that the new tracks could come into service. Additionally, since the new configuration affected the way that BNSF Railway services the facility, Krech Ojard coordinated with BNSF Operations to enhance the serviceability of the new facility. GORDON BRIDGE REPLACEMENT Wisconsin Canadian National Railway Civil Engineering Rail Engineering Construction Administration Krech Ojard was tasked with the goal of engineering the replacement of the existing timber trestle bridge over County Road Y without diverting mainline traffic. Town roads and the proximity houses adjacent to the elevated mainline track embankment prevented ability to construct a shoefly around the existing bridge, and the vertical clearance of the roadway needed to be maintained throughout the project. Krech Ojard was able to design the abutments to be constructed between the exterior spans of the bridge, and the contractor, Edward Kraemer and Sons, was able to construct the replacement bridge on falsework adjacent to the existing bridge, thus maintaining CN s traffic corridor. The existing bridge was removed and the new bridge moved into place, track reconstructed, and service restored in an eight hour work block.

INFRASTRUCTURE PROJECT PROFILES PARKLAND INDUSTRIAL PARK Complete civil services Rail planning and connection to Class I rail Traffic planning and interrelationship with rail lines Capital improvements and phasing planning Surveying Construction administration Krech Ojard provided full plans, surveying, specifications and cost estimates for the development of the Parkland Industrial Park, a new industrial development in Superior, Wisconsin. The project consists of master planning, redevelopment of a brownfield site, unique roadway design, alternative stormwater, water and sanitary sewer extensions, platting, site design and parcel development. PERU COPPER TOROMOCHO PROJECT DEFINITIVE FEASIBILITY & RAIL STUDY F.C. Central Andino S.A. Railway Lima, Peru Aker Kvaerner Definitive Railroad Track & Port Facility Study completed 2006 Rail Scoping Study completed 2008 Krech Ojard was retained by a Peru copper company to evaluate the capability of an existing railroad constructed in the late 1800 s to handle the increased tonnage from a proposed copper mine. This mine would greatly increase the tonnage that this line currently carries and is shipped through the port at Lima, Peru. The railroad extended from the Port of Lima and climbed 18,000 feet to go over the top of the Andes Mountains creating which was until recently the highest railroad in the world. Krech Ojard also reviewed the shipping facilities at the Port in Lima to handle the increased tonnage of copper concentrate. BURLINGTON BAY SHORELINE STABILIZATION Two Harbors, Minnesota Private Civil Engineering Krech Ojard was hired by the developer to provide site and utility design for two multi-unit condominium buildings and a pool building. As part of overall site design, Krech Ojard Engineers performed field investigations and services to stabilize the eroding bank of Lake Superior, providing stability and protection for the overall development.

INFRASTRUCTURE PROJECT PROFILES WEST THIRD STREET RECONSTRUCTION Duluth, Minnesota City of Duluth Preliminary, engineering, survey, preparation of final plans and specifications to City of Duluth and MNDOT State Aid Standards. Conducted public meetings with property owners and neighbors. Construction staking, inspection, project management, pay requests. The city of Duluth retained Krech Ojard to design and manage the reconstruction of West Third Street, from 19 th Avenue West to Carlton Avenue. The project involved development of full plans, specifications, and estimates, as well as construction management services for the reconstruction and street improvements for fifteen blocks in the Lincoln Park neighborhood of Duluth. The project required design and provisions for general street reconstruction and intersection geometrics, traffic signals, utility replacements (sanitary and water services), storm and sanitary sewer replacement, ornamental street lighting, landscaping, construction phasing, and traffic control. DULUTH INTERNATIONAL AIRPORT TERMINAL EXPANSION Duluth, Minnesota RS&H Civil Engineering Environmental Stormwater Handling Stormwater Management Total Project Area 45 acres Krech Ojard and Associates was contacted by Reynolds, Smith & Hills (RS&H) to assist with the stormwater handling and stormwater management associated with the Phase I Landside Development of the Replacement Terminal project at the Duluth International Airport. The project consisted of the reconstruction/ relocation of the access loop road and construction of vehicle parking lots. As portions of this project were funded by the American Recovery and Reinvestment Act (ARRA), design needed to be completed quickly to avoid jeopardizing the project s funding. Krech Ojard worked with RS&H to quickly develop a phasing plan for the installation of the new storm water system in order to minimize interruptions to the operation of existing terminal parking lot and traffic flow. Due to the proximity to Miller Creek and area wetlands and the lack of stormwater management from the existing parking lot and access roads, The Duluth International Airport Authority, RS&H and Krech Ojard decided to treat more than double the volume of stormwater runoff that was required by current environmental regulations.
