Over the years, Déjà vu Rendezvous has grown to become the single biggest networking event across the construction and design industry in Colorado. With more than 700 construction and design professionals in attendance you ll be sure to meet new people and see your friends and business acquaintances. If you haven t already added this event to your calendar, now s the time to SAVE THE DATE (May 19th) and plan to attend. Individual tickets are $150 and we ll meet once again at Mile High Station, Denver. Assistive Technology Partners (ATP) provides services to those with very complex disabilities. In addition, money raised goes to help fund scholarships for those involved in the program. In addition to having raised more than $2 million over the years, volunteers from Saunders Construction, Shears Adkins Rockmore Architects and others helped design and build a new office space for the ATP headquarters on the Auraria Campus of UCD. 10 AEC Industry News Image credit: Pahtfinder Properties, Villa Del Prado Pathfinder Properties Aquires Two Multifamily Properties in Boulder, CO Pathfinder Partners, a San Diego-based firm specializing in opportunistic real estate investments, has acquired two adjacent multifamily communities totaling 82 units in Boulder, Colorado, for $24 million. Pathfinder s acquisition includes Villa Del Prado, a 50-unit apartment community with three two- and three-story buildings built in 1974 at 635 Mohawk Drive and Chateau at Villa Del Prado, a 32-unit apartment community with four two-story buildings constructed in 1968 and located at 565 Mohawk Drive. Villa Del Prado has a parking garage, indoor pool, spa, sauna and clubhouse, while Chateau has parking and a covered pool. According to Lorne Polger, senior managing director of Pathfinder Partners, the project was purchased from a Boulder-based real estate investment company. Boulder is an extremely supply-constrained market with considerable barriers to entry, and the opportunity to purchase apartment projects which have not been renovated is quite rare, he said. In addition to providing opportunities to add value, these properties contain some of the largest apartments in the area. We plan to renovate the interiors, upgrade the amenities and incorporate many green features. The communities are situated on 3.9 acres, comprising two studio apartments, 12 one-bedroom/ one-bathroom units, eight onebedroom/two- bathroom units, 56 two-bedroom/two-bathroom units and four three-bedroom/twobathroom units averaging 1,128 square feet. There is considerable demand for rental housing in Boulder, which has experienced an economic boom in recent years leading to an increase in average household income, home values and rental rates, Polger said. The community is positioned for even further growth with Google opening a new campus in Boulder later this year adding an estimated 1,500 jobs. Pathfinder has been actively investing in Colorado - with 13 acquisitions and nine dispositions since During the past several years, Pathfinder has acquired a 27-acre parcel in Longmont the former Butterball Turkey processing plant and a 47,000-square-foot commercial project on Walnut Street in Denver s RiNo district, both of which are being redeveloped, as well as The Shores at Breckenridge, where it is building and selling 40 luxury homes. 12 AEC Industry News Consilium Design Awarded the Best in American Living (BALA) Gold Award The National Association of Home Builders (NAHB) recently honored Consilium Design for their design of Leyden Rock in Arvada, CO (pictured at right) with the 2017 Best in American Living Gold Award. The award was for the Best Single Family Community of the Year over 100 units. This year marks the 25th anniversary of the awards program and Consilium s design was one of 438 entries received. The annual awards program, held during the 2017 NAHB International Builders Show in Orlando, Florida honors excellence and innovation in community design. Leyden Rock has become the fastest selling single family home community in Colorado and the 9th fastest in the nation, said Craig Karn, president of Consilium Design in Centennial, CO. We integrated over 600 acres of open space (60%) into the site, along with 19 miles of soft and hard trails for community access, exercise and recreation. Consilium Design utilized low impact site design resulting in twice the density of a conventional development while preserving 3 times as much open space. Located in Arvada, CO a short distance from downtown Denver, the community has 1,439 homes spanning 1,033 acres with 10 homebuilders and over 156 different elevations. The development has far surpassed expectations and illustrates how creative land planning through the use of sight grading, preserving site lines, and integration of open space can drive record setting project results. 13 RK Mechanical is One of Few Mechanical Contractors in US to Earn ISO 9001: 2015 Certification RK (a trade name of RK Mechanical, Inc.) received official notice in late November 2016 that it has retained its ISO certification and has successfully transitioned from the ISO 9001:2008 standard to the ISO 9001:2015 standard. ISO 9001:2015 is the successor of the ISO 9001:2008. Changes in the updated standard call for organizations to more explicitly communicate with stakeholders, including customers, partners and suppliers. The organization is tasked to become more aware of its role in society and the supply chain. The organization is expected to serve its customers with consistent quality and collaborate with suppliers to improve processes and decrease cost. There is a call for more responsibility from management, as well as a stronger focus on analyzing and measuring risk. The new ISO 9001:2015 standards were released at the end of September, RK completed a significant overhaul of its Quality Management System in order to adhere to the new requirements, as well as to improve and align the focus of all RK business units on employee engagement, leadership and process integration. This enables more integrated and consistent quality, customer satisfaction and continuous improvement. RK s transition audit was performed in October, 2016 less than one year after the new standard was released. Four external auditors conducted an extensive assessment of the processes, facilities, sites and employees comprehension of RK s Quality Management System. RK is proud to announce that the transition audit was successful and the company has officially transitioned from ISO 9001:2008 to the most recent ISO 9001: 2015 standard. New this year, the event featured a roundtable progressive dinner with ABC s Board of Directors. 16 Project Updates Urban Land Conservancy Selects Zocalo Community Development as New Partner for Transit Oriented Development in Northeast Denver The Urban Land Conservancy (ULC) has selected Zocalo Community Development as the master developer for the six-acre Race Street Transit Oriented Development (TOD) site in Denver s Elyria Swansea neighborhood. The planned mixed use development, set to be completed in multiple phases over several years, will include up to 560 residential units, as a combination of mixed-income rental and mixed-income for-sale homes and approximately 80,000 square feet of community serving commercial space. ULC and Zocalo s investment, together with support from the City and County of Denver, marks the first significant development in Northeast Denver, with a goal of the initial phase being operational to coincide with the opening of RTD s North Metro Rail Line in late The existing industrial use TOD site located at 48th and Race Street was purchased by ULC in April 2015 for $5.5 million and financed with the Calvert Foundation Facility Fund and a $1.5 million loan from the Denver Office of Economic Development (OED). The site was identified by OED following an evaluation of key locations suitable for affordable housing and community benefit. 18 Project Updates Roth Sheppard Architects Celebrates Completion of Gunnison County Courthouse Roth Sheppard Architects, the American Institute of Architects (AIA) 2012 Western Mountain Region Architectural Firm of the Year, known for its award-winning law enforcement, restaurant and retail design throughout the West, today announced that the Gunnison County Courthouse in Gunnison, Colorado is now open and serving their communities. Image credit: Roth Sheppard Architects, Gunnison County Courthouse Designed by Architect of Record Roth Sheppard, and Associate Architect Humphries Poli, the 46,590 square foot Gunnison County Courthouse brings a cutting edge new facility to Gunnison while honoring the history of the community and its architecture. The building, through the architects use of salvaged historical elements like wood trusses, tin ceilings and brickwork, pays homage to the original 1881 courthouse while affirming the historical importance of the building. Centrally located within the site of the original courthouse on a raised platform symbolizing the significance of the judicial process, this elegant new building is flanked on each side by a semi-circular glass walled lobby that surrounds the existing circa 1900 s courthouse. Reflecting history while providing glimpses of the historic courthouse, the two wings are designed as a nod to the courthouse s pioneer history, framing the contrasting contemporary entrance and large boardroom in the center. Jordy Construction Breaks Ground on SugarSquare in LoDo Jordy Construction, a Denver-based commercial construction firm, announced it has broken ground on SugarSquare, a new office space in Denver s lower downtown (LoDo), located at th Street in Denver. The four-story, 10,800-square-foot building will be constructed between the historic Sugar Building and Spice Building, taking the place of a narrow parking lot. The building will feature an exterior façade of glass and blackened stainless steel with a green roof and amenities deck on top. Each floor will also be connected to the Sugar Building, allowing for ease of foot traffic. With nearly 60 years of experience in construction, our team of professionals is excited to tackle such a unique project in LoDo, said Sean Wardroup, president of Jordy Construction. Jordy Construction is working with developer Urban Villages and architect Semple Brown Design to complete the project. After excavation of the space, Jordy Construction will begin shoring and concrete foundation. Once the foundation is set, Jordy Construction will construct the building using a hybrid structural steel and precast concrete core with a metal and glass shell. (Conceived of as an addition to the historic Sugar Building at th St., SugarSquare fills in a longstanding gap in Denver s urban fabric with a distinctly modern building that respects the context and rhythm of the historic Wazee streetscape.) 18 Colorado Construction & Design

19 Pinkard Construction Completes Landmark Memory Care Pinkard Construction Co. has completed, Landmark Memory Care Phase One, a new 18-unit memory care facility. Phase One has been designed for resident comfort, socialization, encouragement and safety. It includes a central park with walking paths for exercise and, seating areas for socialization and soaking up the sun, to the raised flowerbeds that enable our senior adults to continue to participate in a favorite pastime - gardening, to the specially designed showers in each room to promote safety while bathing, to the carefully placed call bells and wander guard systems. The new memory care community is currently in phase I of construction, which consists of the 9,395 square foot Building One, with 18 memory care units in a single-story, wood-framed building. It contains a commercial kitchen, dining room, common areas and lobby. The project reached substantial completion in early November and opened for residents shortly after. 20 On the Boards Colfax Avenue: Re-establishing its Role as Denver s Main Street Through Safety and Design Enhancements T The Colfax Ave Business Improvement District (Colfax Ave) and studioinsite led a streetscape design master plan for east Colfax between Grant and Josephine streets. The plan focuses on three overarching pillars: clean, safe and friendly. As the undisputed Main Street of Denver, there is no mistaking the heartfelt enthusiasm people express when speaking about Colfax. The master plan is the culmination of an eight-month process to envision and prioritize public realm improvements for the District. At its simplest, this plan seeks to improve safety, from a pedestrian and traffic standpoint, as well as crime deterrents; and to improve appearance through streetscape beautification enhancements and placemaking features. Cheney Bostic, studioinsite s project manager and senior urban designer for the plan said, Everyone has their Colfax story : we sensed a passion and saw a strong sense of ownership for defining the next Colfax era. Because of its rich history, finding the right balance between keeping remnants of the past and creating a 20 Colorado Construction & Design fresh future was key here. The plan aims to maintain Colfax Avenue s true colors and to resurrect a majestic street, allowing the good qualities of Colfax, such as its iconic architecture and venues to shine through timeless recommendations which reference the past while looking to the future. With the planned bus rapid transit (BRT) project and the citywide initiative to reinvent Colfax as Denver s Main Street, the street will function much differently than it does today. The goal for the future of Colfax Ave and its surroundings is to become a multi-modal place that puts emphasis on pedestrian and transit infrastructure, while still accommodating vehicular movement. The streetscape design positively contributes to the transit system with infrastructure such as bike facilities to and from stations and wide sidewalks with pedestrian amenities. It also supports Colfax as a 24-hour environment, with an emphasis on safety and activation. There are several big ideas that span the length of the study area. Gateways and hubs: The corridor is divided into four Image credit: Civic-Grant Colfax Gateway - StudioINSITE hubs from west to east Civic, Performance, Mosaic, and Culture. Primary gateways annotate entry into the district and secondary gateways transition into each hub. Big Idea Concepts: A big idea is presented for each hub to increase public space and connectivity along the corridor. Examples of some of the big ideas include a major gateway with connection into the Mile High Loop at Grant Street; and the proposed Park Ave. Park as a solution to the dangerous intersection at Colfax, Park and Franklin. Branding and Wayfinding: ArtHouse Design is leading the corridor branding effort. Integral to the design is a branded identity for the corridor to be realized through environmental graphics, wayfinding, signage, and art as part of the greater placemaking efforts. Other Colfax business improvement districts have been leading concurrent initiatives to improve the public realm, including the Bluebird, Mayfair and West Colfax BIDs. Denver City Councilman Wayne New has spearheaded efforts to improve Colfax Avenue

21 corridor-wide by bringing policy-makers, government agencies, BIDs, and varied stakeholder groups together, and he s been successful in starting the collective conversation. As a result of the wide-spread focus on Colfax, the city of Denver has allocated $500k in 2017 for engineering and design services on the greater corridor with emphasis to be placed in each of four BID districts spanning the corridor. The Colfax Ave. streetscape design plan serves as a blueprint for future infrastructure investments, placing them into a larger context looking at how to leverage major citywide capital projects to implement ideas from this plan. Jamie Licko of Centro Inc. developed a financing toolbox for implementation which utilizes a variety of options, including city bond dollars, special district funding, capital campaigns, and similar sources. 28 Country Club Towers II Adds Luxury to Denver Skyline By Jack Blanchat, Swinerton Builders Since breaking ground in May of 2015, the pair of 32-story towers in Denver s West Wash Park neighborhood has been rising to create a bold new landmark property for the area. On March 8, the project officially topped out at a height of 328 feet, and it s expected to make its first units available to renters in August of this year. Altogether, the Country Club Towers has 558 sustainably-built apartments, robust amenity areas and 985 parking spaces, including three stories of below-grade parking. The project is being developed by Broe Real Estate Group, an affiliate of The Broe Group. Country Club Towers II also stands out as one of the bigger projects that Swinerton has completed in the last few years, building on the successes of high-rises like One Lincoln Park and the Four Seasons Hotel. When you think about it, building two 32-story towers and all that parking is building 60-something floors all at once, said Sam Hosfelt, Senior Project Manager for Swinerton. So other high-rise construction is just not going to have as much manpower and not as big a footprint as this project. The development of Country Club Towers II has been the model for teamwork and creative solutions between the owner, architect and the general contractor. We are proud to have achieved this topping out milestone so quickly and are looking forward to delivering a best-inclass new residential community for Denver, said Doug Wells, CEO of Broe Real Estate Group. To achieve topping out, this complex construction process required about 800 workers on site every day and used two tower cranes to move material to each tower. In order to pour the concrete structure for the towers, Swinerton utilized a sequence where one floor was poured every Tuesday for the West tower and then one floor was poured for the East tower every Thursday. 28 Colorado Construction & Design

29 In addition, the project is located in the middle of a residential neighborhood, with several adjacent buildings that are over 100 years old. With that in mind, the project team had to be collaborative and deliberate in how it dealt with equipment, traffic, noise, and concerned neighbors and municipal stakeholders. The logistics of this site has required some creative approaches to the work and moving of people and equipment on and off the property Hosfelt said. We staged deliveries at appropriate intervals to make sure the trucks weren t backing up in the neighborhood. With this small footprint we coordinated our just-intime deliveries so that materials were unloaded and the cranes picked the material right away to keep the project moving. An onsite owner representative and an onsite project architect from Solomon Cordwell Buenz (SCB) also helped streamline the workflow of one of the area s largest and most complex projects. Other key team members include S.A. Miro, Kimley-Horn, StudioInsite, RK Mechanical and Weifield Group Contracting. Swinerton is now starting work on the interiors, finishing the apartments and amenity areas. Each apartment has floor-to-ceiling, energy-efficient windows, granite surfaces, stainless steel appliances and washers and dryers. Amenities include a lap pool with 20,000-square-foot deck, a 4,000-square-foot fitness center with yoga and massage rooms, a dog spa, a bike repair station, and two common kitchen areas. To get the point of building the concrete-frame towers and finishing the interiors, Swinerton had to excavate and haul away 80,000 cubic yards of dirt, incurring notorious Denver Blue sandstone bedrock. We used a 385 Caterpillar excavator and several Watson Caisson Rigs to drive through rock and dirt to make way for 7,775 linear feet of drilled piers, Hosfelt said. Country Club Towers II also has created several acres of open, park-like space, creating an elaborate footprint of landscape work. Swinerton is also currently performing work on decorative concrete, parking trellises, and planting trees to keep the area lively and green. 31 Rocky Mountain Seed Building to Be Expanded as Mixed-Use The historic Rocky Mountain Seed Building located at 1520 Market Street in Denver is expected to be expanded with a three-story addition offering a combination of office and restaurant spaces. In 2014 the original building was restored and converted to offices while a below ground parking structure was built on the adjacent vacant lot and then covered with a surface lot. The new addition being built on top of the parking structure is anticipated as 15,000 sf of new mixed-use space with interior connections to the Rocky Mountain Seed Building. All three floors will be designed to house office tenants who will enjoy a multitude of transit, dining, and entertainment options in the area. The new structure will feature a large, L-shaped amenitized rooftop lounge allowing tenants direct access to the outdoors without leaving the building. 34 Office Remodel & Mixed-Use Round Up Round Up Granite Place at Village Center Readies for April 2017 Opening More than 300,000 sf of premium office space is nearly ready for an April 2017 opening in the Denver Tech Center as general contractor GE Johnson puts the finishing touches on Granite Place at Village Center. This 10-story infill property will take advantage of the site s exceptional visibility along the I-25 corridor while offering panoramic views through floorto-ceiling glass on every external wall. The office tower will be joined by a six-level parking structure that will accommodate up to 977 vehicles. Located within walking distance of the Arapahoe at Village Center light rail stop, Granite Place at Village Center tenants and their employees will enjoy the area s many dining, shopping, and recreation options in a building that is expected to achieve LEED Certification. This project is being developed by a partnership between Granite Properties and Confluent Development and was designed by Open Studio Architecture. 35 Trammell Crow Company Advances Riverview at 1700 Platte Riverview at 1700 Platte, a 243,000 sf Class A office building, is taking shape along the western edge of the South Platte River and is expected to be ready for occupancy in December Owner Trammell Crow Company in a joint-venture with Clarion Partners, engaged Tryba Architects and Saunders Construction to lead design and construction respectively to fill in one of the last remaining parcels of land available in one of the most desirable areas of Denver s central core. The project is comprised of two wing buildings - the five-story North wing and the four-story South wing - connected by a central link structure. From the street, the western frontage pays tribute to the neighborhood s historic past with a classic red brick façade and punched windows, with the link structure in glass. From the east, Riverview at 1700 Platte will be unmistakable for the expansive glass curtain wall covering the entire eastern façade and offering incredible views of the Denver Skyline just across the South Platte River. The completed property is expected to be ready for occupancy in the spring of Image Credit: Circa Building - Open Studio Architecture A New Headquarters Office for CDOT Next to Mile High Stadium The Colorado Department of Transportation (CDOT) eagerly awaits the completion of a new 175,000 sf headquarters office building being built adjacent to Mile High Stadium. Being delivered through a Design-Build contract led by JE Dunn, with RNL Design in charge of design, the team worked with CDOT to solicit user input through a program called Keep, Toss, Create. By engaging users to understand needs, wants, and dreams, the process helped to illuminate functional relationships between departments with an objective of improving adjacencies and user circulation throughout the new facility. CDOT s current headquarters building and a second CDOT office building, located at Holly and Evans, both suffer from deteriorating conditions and steep yearly maintenance costs. CDOT will consolidate employees from both locations in the new space, allowing them to sell off the other properties after the move. The new headquarters building takes over Lot M of the Bronco s parking, just across Colfax Boulevard from the stadium and will include a nearly 500-stall parking structure. 37 Image Credit: Hotel Born - Semple Brown / BOKA Powell Hotel Born & Office Tower Nears Completion in Union Station Redevelopment GE Johnson is at the helm for construction services for the Hotel Born & Office Tower, a new mixed-use project located in the Union Station Redevelopment. This 309,631-sf property will include a 223-room hotel, 54,000 sf of Class A office space, approximately 20,000 sf of retail space, and a multi-level parking structure in a 12-story tower. The office space s 12,500 sf floor plates are ideal for multifloor tenants and smaller firms looking to locate in the Union Station development. The four-star hotel, which will be operated by Kimpton, will include 13,900 sf of meeting space, both rooftop and streetlevel patios, an 1,100-sf fitness center and two locally-inspired restaurants and bars. This will be Kimpton s third property in Colorado, building on previous success Hotel Monaco in Denver and the Sky Hotel in Aspen. 38 Office Remodel & Mixed-Use Round Up Round Up 16 Chestnut Will Rise 19 Stories in Union Station Redevelopment Construction is in progress on 16 Chestnut, a sleek, new 19-story office tower that will be located at the base of the Millennium Bridge in Denver s Union Station neighborhood. This 648,874-sf office building was designed to achieve a LEED Platinum Certification and takes advantage of the site s spectacular city and mountain views through an abundance of glass covering virtually the entire exterior. Currently, more than 342,534 sf of the office space has been leased to a single tenant, which will have its own entrance, lobby and vertical access, while the remaining space is available for lease. Saunders Construction broke ground on the tower, which was designed by Gensler, in the summer of 2016 and is expected to be complete sometime in the fall of When complete, building tenants and guests will benefit from the area s exceptional array of restaurants, hotels, entertainment and access to public transportation of all forms. Saunders Construction developed a detailed, highlysequenced construction logistics plan to get materials, manpower, and machinery into the congested urban site amid much other development without burdening the public or other building projects. At a total of 642,844 sf, 1776 Curtis will offer a combination of residential, retail, and 535 parking stalls integrated into the lower seven floors. The residential tower will consist of 359 high-end units configured in a combination of studio, one- and two- bedroom units complimented by more than 27,000 sf of amenities. Hearth and Dram is the name of the custom crafted restaurant located on the ground floor, and will serve both the hotel and public when it opens in conjunction with the hotel. 42 UNION TOWER Construction Coordination Challenges and Solutions at Union Tower West Construction coordination is a critical factor on projects, but is also cited as one of the biggest challenges to overcome. The design and construction implementation of Union Tower West serves as an example of a possible solution to overcome coordination issues. The $52 million vertical, mixed-use project is located on a tight construction site in downtown Denver at the Northeast corner of 18th Street and Wewatta Street. When the owner and development team, consisting of Portman Holdings and Hensel Phelps Development, were first looking at the site in late 2013, coordination challenges were already apparent based on the shape of the site and how to fit a class AA office space, hotel, restaurant, retail and parking garage on this parcel of land. Portman Holdings and Hensel Phelps Development overcame this initial challenge by engaging each of their sister companies John Portman and Associates on the design side and Hensel Phelps on the construction side to establish a baseline of open communication. Nichole Elliott, Development Manager at Hensel Phelps Development commented, Bringing together this type of project team ensures that all parties have a vested interest. This team dynamic added value to the owner by creating immediate transparency among the team. Charles Pinkham, III, Vice President of Development at Portman Holdings, echoed this sentiment by stating, Having all of these disciplines at the table, with well established relationships already in place and no individual groups holding cards close to the chest, pushes the group to the height of their collective potential. In this way, the whole is definitely greater than the sum of its parts. Although Hensel Phelps Development has been developing projects since the late 90 s, Union Tower West was one of the first opportunities where Hensel Phelps Development and Hensel Phelps have had the chance to work together in Denver on a project from start to finish. By selfperforming all concrete foundations, three elevator cores, all slab on grade, and slab on the metal deck, Hensel Phelps was able to integrate the stacking of retail, parking garage, hotel and office space in one building. The vertical stacking of the floor plates presented unique challenges for our team that required continual coordination and efficient scheduling to keep the project moving forward, commented Tom Dooley, Project Manager at Hensel Phelps. 48 Trends Influencing Today s Electrical Contractors and Designers By: Julie Wanzer, LEED AP TODAY S Electrical Contractor By: Julie Wanzer, LEED AP AAccording to the National Electrical Contractors Association, Electrical contracting is the business of bringing power, light and communications to building and communities. National trends in the industry include the need for a more dynamic role of electrical contractors and designers. Project delivery methods such as design-build and design-assist are emphasizing electrical design and specification knowledge coupled with the traditional installation skills. Integrated building systems are also an influencing factor, as buildings evolve into data hubs and become more reliant on electrical systems. Local industry trends in Colorado revolve around the current construction boom, labor shortage, technology innovations 48 Colorado Construction & Design and changes in energy codes. According to the 52nd Annual Colorado Business Economic Outlook Forum, Colorado s economy is primed for continued growth in The construction industry is forecasted as a strong economic driver, adding 9,000 construction jobs, a 5.7% increase and the highest increase of any other industry sector. Electrical Value-Adds The robust Colorado economy and resulting construction boom has presented several opportunities and challenges for electrical contractors and designers. As the opportunities increase for firms to build their project portfolios and keep up with demand, electrical contractors and designers are challenged to increase the valueadds they can bring to projects. 50 As with most trades, electrical contractors contend that they can add the greatest value to projects by being brought on early in the process. David Wright, Vice President of Preconstruction at E Light Electric, noted that when a design team brings the electrical contractors in during the Design Development (DD) phase, it Provides a perfect window for the entire team to design forward instead of backward. He added that at the DD phase, electrical contractors can positively influence specifications, means and methods, and code regulations, and overall, reduce constructability issues. John Hugins, Director of Operations at Accent Electrical Services, mentioned that electricians add value by contributing to the overall functionality of the project in terms of energy savings and building controls, which allow owners to achieve their desired goals. Labor Shortage Challenge Challenges brought on by the growth in construction include the current labor shortage, with six out of the eight organizations interviewed, citing it as their greatest industry challenge. Paul Lingo, Training Director at the Independent Electrical Contractors Rocky Mountain (IECRM) association, emphasized the need to increase awareness among the younger generations that the electrical services industry is a viable career choice. Paul Lingo exclaimed, Tomorrow, if we don t have electricity, we re in trouble. If you understand electricity, you can work anywhere. Marilyn Akers Stansbury, CEO of IECRM, added that the electrical industry is the epitome of life-long learning and requires a strong foundation in math, which is critical to STEM programs in schools.

52 IECRM offers a Four-Year Electrician Apprentice Program, where apprentices can begin earning $12 - $13/hour with no prior experience, with the opportunity to become a Journeyman and eventually a Master Electrician. The U.S. Bureau of Labor Statistics reports $51,880/year as the 2015 median wage for electricians, with upward earnings of $60,000/year, with no college tuition debt. Pre-apprenticeship programs are also emerging as another solution to mitigate the labor shortage. In Colorado, the Construction Careers Now program offers a series of four-week training programs in construction, with no cost to participants and no experience required, with a hiring fair included in every program aimed at immediate job placements. IECRM is the largest trade electrical apprentice training institution with over 1,000 students in the program each year and the only State Approved electrical training school in Colorado. When asked about the future of workforce development in construction, John Hugins, who started his apprenticeship back in 1984 and is now the Director of Operations at Accent Electrical Services, commented, Construction Careers Now has helped restart the dialogue about the importance of construction apprenticeships, after 20 years of the industry not communicating to the next generation, and not emphasizing the construction trades as an option. 52 Colorado Construction & Design

Photos courtesy of IECRM Looking Ahead: Technology Impacts & Changing Energy Codes Reflecting on changes in the industry over the past decade, 87% of the electrical contractors and designers cited the evolution of technology as the biggest difference in the industry. Bob Hadley, Vice President- Business Development at Ludvik Electric Co., commented that, The way information is passed to the field, field layout, the level of design detail, field scanning, 4 & 5-D modeling, and automatic takeoff have really developed more in the last 10 years. Leonard Gurule, Principal at M-E Engineers, included the commonality of integrated systems where lighting controls are now being integrated with the full building automation systems as a major difference in the way buildings are designed. Nate Otterson, Vice President of the Hunt Electric office located in Colorado, added, From Building Management, to A/V, to Lighting Control, to Security, to Renewable Energies, the innovation to improve the building experience for the end user has taken a large step over the last decade. Energy codes have also heavily influenced the industry over the past 10 years. 58 Safety & Risk Management OSHA Expands Workplace Fall-Protection Rules by Scott Carlson Scott Carlson Scott Carlson is an Assistant Vice President at CCIG. Reach him at or The construction industry has been working under OSHA s rules on slips, trips and falls in the workplace for years. Now most everyone else will have to comply, in a move designed to prevent deaths and injuries in a range of industries. OSHA issued its new standards in late 2016, the first update to the rules in decades. The standards went into effect in mid-january and will cover an estimated 112 million workers at 7 million job sites. Among the changes, OSHA eliminated a requirement for guardrails as a key fall-protection method and will accept non-conventional systems, depending on jobsite conditions. OSHA said its new standards harmonize general industry requirements with the construction industry standards, which will make compliance both easier and less costly. While the rules will cost employers $305 million a year, OSHA calculated the annual benefit of lives saves and injuries prevented at $309.5 million assuming no changes are made by the Trump administration and Congress. The rules cover floors, stairs, roofs, ladders, ramps, scaffolds and elevated walkways. Building management services, utilities, warehouse operators, retailers, window cleaning companies, chimney sweeps and outdoor advertising outfits are all covered by the new standards. OSHA also issued new rules for minimizing the likelihood of slip, trip and fall incidents in the workplace. Primarily, the final rule is a common-sense one, requiring employers to inspect walking-working surfaces regularly and to take steps to correct, repair or guard against hazardous conditions. The final rule does not change construction or agricultural standards. Note: Training for employees needs to be completed by May 17, 2017, so employers do not have a lot of time to get going. The deadlines to comply with regulations for fixed ladders start in November CCIG s risk management team can, of course, help. Along with training and retraining, when necessary, the new standards require that: Fixed ladders over 24 feet be equipped with ladder safety or personal fall-protection systems; body harnesses, not body belts, be used in personal fall arrest systems to distribute fall arrest forces over a larger area of a worker s body; employers use rope-descent systems only up to 300 feet above a lower level. 58 Colorado Construction & Design

59 Engineering Colorado Joining Forces to Move Colorado Forward by Marilen Reimer, CAE The author is Executive Director of the American Council of Engineering Companies (ACEC) of Colorado. Colorado s engineering community is taking on a multitude of challenges related to Colorado s growth. Our communities look for ways to be more attractive the continuing influx of people to the state. At the state legislature, the buzz revolves around providing new residents with workforce-housing options and solving the state s transportation-infrastructure challenges. Our elected representatives must address these and many others, such as education and health care, within the state s budget. When Gov. John Hickenlooper released his $28.5 billion budget for 2018, it included budget cuts for education, hospitals and roads because of a $500 million shortfall. We ll all have to wait and see how the legislature responds to this gap, while trying to anticipate what federal funding the state can expect under the Trump administration. ACEC Colorado is encouraged by the optimism expressed by our state leadership on both sides of the aisle and by the governor s office to meet these challenges. ACEC Colorado and its members have long been advocates of seeking new, sustainable sources of transportation funding to address the ongoing transportation situation statewide. We no longer have the luxury of waiting until the next legislative session to address transportation funding, as evidenced by the gridlock experienced along Colorado s major regional and urban corridors. Recent polling has suggested that traffic congestion is affecting the public, and they are looking for solutions. The polling also shows that the public expects their elected officials at the capitol to act to resolve the gridlock, improve and maintain our infrastructure, and provide for mobility options. With connectivity at the heart of this transformation, ACEC Colorado and its board of directors has joined FixItCO, a coalition organized to support a transportation funding measure that would go before voters in Along with many agencies, trade associations and business organizations, we are asking ACEC Colorado members to use the #FixItCO on Twitter to keep up with latest news and education awareness notifications through its website, which will be launched soon. We will also be asking our members to help educate their family, friends, neighbors, colleagues and staff about the $9 billion in funding needs that have been identified by the Colorado Department of Transportation, as well as the need for a revenue stream to meet a part of those needs. ACEC Colorado and its lobbying team, Artist & Associates, have been meeting with key legislators about the primary components of the bill that will be referred to the ballot. Transportation affects every business and citizen, and as the business organization for the industry, ACEC Colorado will continue aggressive outreach to partner with our state s leadership and others to move this critical infrastructure forward in a way that is supported by lasting renewable resources. The construction-defects litigation bills are being introduced in both chambers at the capitol with the intent to resolve a problem that multifamily for-sale development. Only 3 percent of this type of development is being built, versus 20 percent experienced by the rest of the country. As a key priority, legislators are taking a different approach by introducing several one-topic bills to tighten this gap. ACEC Colorado is part of the Homeownership Opportunity Alliance (HOA), which has been diligently working on a comprehensive bill to provide a balanced solution to protect the consumer from faulty construction and provide new-housing options, while encouraging quick resolution for homeowner associations to correct construction defects. As with the transportation-funding legislation, ACEC Colorado is meeting with key legislators to get something done this year to not let another year pass without resolution. Through collaborative effort, we have seen the positive outcome of a statewide plan to address Colorado s water issues. The plan provided clear direction and specific initiatives that are now being implemented. A transportation plan, supported by sustainable funding resources, will have the same positive impact on the state. Colorado s engineering community has long been active in supplying unbiased, balanced input to our state s leadership, together with business and economic development entities, to provide expert opinions to address the state s transportation-infrastructure issues. It is our intent now to supply these resources through FixItCO, joining forces with other professionals who will be responsible for visioning solutions to move forward. 62 Colorado Building Green Colorado s C&D Diversion Dilemma by Patti Mason Patti Mason U.S. Green Building Council, Director - Colorado According to the Colorado Association for Recycling, the recycling rate in Colorado is only 11 percent compared to 34 percent in the rest of the country. I have always been slightly suspicious of the numbers but it is clear that Colorado could use a refresher in the three R s: Reduce, Reuse, Recycle. Angeles. In my role serving on CDPHE s Pollution Prevention Advisory Board, I hear how recycling infrastructure, transportation costs, community buy-in, tipping fees and unpredictable end markets all contribute to building a successful statewide recycling program, especially for landlocked states. Fortunately, but not surprisingly, a great deal of innovation is happening in Colorado to help improve post-consumer glass recycling so no need to stop enjoying beer from glass bottles just yet. Construction and demolition (C&D) recycling, however, remains a bit of a mystery. This is somewhat due to how Colorado reports its diversion rate compared to other states but any way you spin it, there is room for improvement. With a long list of new development, redevelopment and infrastructure projects planned throughout the Denver Metro area and all along the I-70 corridor, it has never been more important for Colorado to improve waste diversion, specifically the waste generated by C&D projects. This year at Rocky Mountain Green on April 27, I ll convene a breakout session to explore how Colorado reports C&D waste diversion and highlight specific issues that communities and builders face when trying to improve diversion rates. We will take a look at a few communities that now mandate C&D recycling and help define the increasingly popular zero waste goal that exists in cities like Philadelphia and Los USGBC Colorado volunteers partnered with Denver Public Schools and Denver Recycles to conduct a waste audit at two elementary schools. Avoiding the legal landmines hidden at each phase of a project is just as important as having the project properly sequenced. One way minimize risk and keep costs down is to avoid disputes. The following Q&A provides a few insights based on our experiences with construction projects. Sean: What s one thing your clients could have been done differently to save themselves hardship and heartache? Tamara: It is imperative that folks involved in the business of construction choose the right partners. While a good contract can offer significant protections, an additional consideration that is often overlooked is each party s culture. An owner or developer needs to be mindful and select contractors that share its vision and goals. The same holds true for contractors. We have seen numerous issues arise in teaming agreements or subcontracts because one party did not perform sufficient due diligence on their partner. So, do your research and choose wisely! Tamara: What recommendations have you made recently that helped avoid a dispute? Sean: Put everything in writing. Never underestimate the importance of project documentation. Any changes to the project -- and certainly anything material, such as a change in price or scope of work -- should be in a writing signed by the parties. The costs associated with construction litigation have skyrocketed, in part, because the projects are so document intensive to begin with. When something goes awry, the instinct can be to devote additional time and resources to correcting the problem, and that s a solid approach for the most part. But, when issues pop up, that is the most important time to double down on project documentation. Many of the cases I have taken to trial would not have been so hotly contested if the project had been properly documented. Sean: What are your thoughts on early intervention? Tamara: Early intervention breaks down into two categories for me. First, be realistic in the field. We work in the construction industry. Issues and disputes are bound to happen. When the inevitable disagreement occurs, don t just kick the can down the road in hopes that it will go away or somehow resolve itself. Assess the issue and address it directly and thoroughly as soon as possible. Early intervention not only keeps a small problem from mushrooming, but also preserves business relationships that could be crucial for future endeavors. Second, don t be shy about engaging project counsel from inception through completion. Whether it s an in-house attorney or outside counsel, getting sound legal advice on the front end and throughout a project is proven to reduce cost on the back end and will increase the likelihood that whatever issue has arisen is resolved amicably and efficiently. Tamara: Sometimes companies do everything right but still end up in a dispute. What are the real costs associated with arbitration or litigation? Sean: Attorney fees and expert costs may account for a small part of the cost associated with elevating a dispute to arbitration or litigation. The most significant (and often overlooked) cost is personnel time and business stress. Our clients are not in the business of litigating disputes; they are in the business of building things. So, every hour an employee spends gathering documentation or participating in depositions is an hour of productivity lost to the business. Employees are often stressed when allegations start flying (or notso-subtle implications are made) that the employee was responsible for the dispute. This stress can extend beyond the timeframe of the actual dispute rendering employees hesitant to act. While initially understandable, prolonged hesitancy can lead to inefficiency and loss that impacts a company for years to come. It s important to factor these costs in when deciding whether or not a full-blown dispute is correct path for your company. Colorado Construction & Design 63

64 Industry Perspectives Importance of P3s in Colorado: Keep the Public Informed by Julie Wanzer Julie Wanzer, LEED AP Julie Wanzer, LEED AP, is a Feature Reporter and Contributor to Colorado Construction and Design magazine with 14 years of experience in the A/E/C Industry. Despite the current robust economy in Colorado, government entities are still facing constraints on public resources and fiscal allocations to support the demanding need for infrastructure growth in the State. In order to meet the funding gap, government agencies are partnering with the private sector in what is coined as a Public-Private Partnership or P3. Such complex Colorado projects as the E-470 Expansion, Denver International Airport, the U.S. 36 Toll Lanes and Denver Union Station, are all recent examples of P3 ventures. The latest P3 project includes the $1.2 billion I-70 East Expansion project, which recently received final approval from the Federal Highway Administration. When asked about the importance of P3s in Colorado, Michael Cheroutes, Director of Colorado Center for Infrastructure Investment, commented, P3s provide an innovative and much-needed tool in Colorado s infrastructure development toolbox. Although P3s offer a unique infrastructure solution, challenges arise during implementation. As cited by both Governor Hickenlooper and Mayor Hancock at the 2016 P3 Conference, one of the greatest challenges of P3s is keeping both legislators and local communities informed and involved throughout the process. Hickenlooper recounted the P3 issues of the U.S. 36 Toll Lane project, citing transparency and maintaining open records with understandable pamphlets for the public, as viable solutions to keep the public informed. In order to keep the AEC industry informed, trade associations are providing seminars, white papers and advocacy groups focused on P3s. For instance, AGC of Colorado recently hosted a P3 panel discussion on the opportunities and challenges facing P3s at their Breakfast with the Board event in February. ULI even has a dedicated Public Private Partnership Council, which is chaired by Patricia E. Gage, Executive Vice President at Colorado Business Bank. Keeping the public informed on the framework, processes and financing of P3s will remain critical in order to keep pace with Colorado s population growth and infrastructure needs. P3s should have a bright future in Colorado. Given the new government priorities being announced and with the example of several key projects already operating, Colorado has attracted the equity markets in a big way and built a solid pipeline. According to data compiled by the American Institute of Architects, almost half of students in architectural programs in the U.S. are women. Although this number has increased progressively since the 1970s, the number of women that become registered, achieve upper management levels, become partners and own architectural firms has not increased at the same rate or in the same proportion as their male architectural counterparts. Under the management of Auberge Resorts, the project boldly moved forward with an ambitious renovation led by Sarah Broughton, AIA, Principal at Rowland+Broughton The renovation honors its historic legacy through architectural preservation, while featuring contemporary amenities. 67 approach to design has resulted in numerous awards, including 2013 Nightclub, Bar, and Lounge for Hospitality Design Magazine and Aspen s 2014 Historic Preservation Commission Award. So here are the workforce initiatives you can invest in by being a member of AGC. Construction Careers Now - CCN AGC and CCA operate the quick start CCN program in partnership with Emily Griffith Technical College. We recruit underemployed people into a one month construction orientation program, and then connect those individuals with ready to hire companies each month at the CCN Hiring Fair.
