Surrounded by unmatched natural beauty in Mt. Bachelor, Three Sisters Wilderness, Broken Top Mountain, Smith Rock State Park, Mt. Jefferson, Mt. Washington Wilderness and Cascade Lakes, year-round outdoor recreation abounds. The Bend area is served by the exceptional Bend- La Pine School District, which has 12 elementary schools, four middle schools, four high schools and four magnet schools. There are also several private schools, Central Oregon Community College, and the new Oregon State University Cascades Campus. THE CITY Incorporated in 1905, the City of Bend utilizes the council/manager form of government. The City Manager provides leadership and administration of all activities and operations of the City as directed by the City Council. The City s mission is to provide outstanding service with commitment and integrity, and to create a safe, healthy community where people love to live. Since 2008, the City administration has been led by City Manager Eric King. Mr. King enjoys a reputation as a progressive and collaborative leader and manager. Bend is a full-service city with a dozen operating departments, approximately 600 FTEs and a biennial budget of more than $600 million. THE POSITION The Garage Services Division performs in-house maintenance and upkeep for all City vehicles and equipment, except for major repairs and maintenance for the fleets of the Police Department and the Fire Department. Historically, each City operating department has been individually responsible for its own fleet of vehicles, and for the budgets related to purchasing the vehicles. The City has now created the Fleet Manager position to manage all fleet-related services for the City. The City maintains a fleet of approximately 560 vehicles and pieces of equipment, built by 70 different manufacturers, and stored at the City's various departments. The Garage Services Division will continue to maintain, repair, overhaul and schedule replacement in-house, in concert with the front- 2 P a g e
3 line departments that paid for and use the vehicles. The Police Department and the Fire Department each have a command-level person in charge of the department s fleet, and contract out major maintenance and upkeep to the private sector. All minor maintenance and repair for the Police and Fire Departments is performed by the Garage Services Division. The Garage Services Division has a budget of $2.6 million. Reporting directly to the Assistant City Manager for Central Services, the Fleet Manager oversees all fleet service operations, acquisition, maintenance, repair, overhauling, and scheduled replacement and disposal of City equipment and vehicles. The Fleet Manager works closely with the Streets and Operations Department, where the City's maintenance garage is physically located. The Fleet Manager is also responsible for establishing goals and procedures, evaluating and prioritizing projects, assigning tasks and monitoring the performance of subordinates, providing training, developing and monitoring the assigned budget, forecasting needs, approving expenditures, and preparing operational and financial reports. Coordinates fleet operation activities with City department managers and staff, outside vendors, contractors, agencies and the general public as required. This requires considerable initiative and independent judgment in developing and meeting fleet best practices and City Council goals and objectives. Plans, organizes, controls, integrates, and evaluates the work of the Garage; with the assistance of subordinate supervisor and staff, develops, implements and monitors work plans to fulfill the City of Bend s purpose statement, and tracks performance measures. Develops, administers, and monitors biennial fleet budgets, including allocating resources and approving expenditures, contracted services and maintenance contracts. Meets regularly with other City departments (including but not limited to Streets and Operations, Utility, Police, Fire, and Community Development) and the Purchasing Division to determine the scope of fleet needs including quantity, size, type and requirements, vehicle and equipment acquisition, utilization, service and maintenance, and disposal. Fosters a culture of safety and to ensure safe working conditions and compliance with all applicable laws and regulations. Works with other departments to develop fleet operation training for correct usage and treatment of equipment. Works with City Council, the City Manager s Office, and City departments to carry out the intent of the City s 2016 Climate Action Resolution that sets fossil fuel use reduction goals. The new Fleet Manager will be responsible for 6.73 FTE's including a Program Technician, Office Specialist, Equipment Maintenance Supervisor, Equipment Technician Lead, and 3 Equipment Technicians. Other Responsibilities Include: Determines resource requirements, assists in recruitment and selection of employees, motivates, coaches and monitors progress. Assures proper application and administration of the Collective Bargaining Agreement. 3 P a g e
4 A valid Oregon State Driver s License or the ability to obtain one is required. A Commercial Driver s License-B with additional endorsements is desired. Certified Automotive Fleet Manager (CAFM) is desired. Certified Public Fleet Professional (CPFP) certification preferred, and required within one (1) year of hire. Necessary Knowledge, Skills and Abilities: OPPORTUNITIES & CHALLENGES 1. Bringing best practices in fleet management to a historically decentralized City organization. 2. Implementing new fleet management software as part of a Citywide enterprise resource management software project. 3. Working closely with the two public safety departments (Fire and Police) to help their command staff continuously improve the management of their fleets. 4. Managing the Citywide fleet in an environmentally and fiscally responsible manner. IDEAL CANDIDATE Education and Experience: A Bachelor s degree in Fleet Management, Automotive Technology, Business Management, or a related field is required. Candidates must have at least six (6) years of experience in a full-service large fleet operation, including a supervisory or lead role. Experience with Police and Fire fleet operations and fleet management software will bring candidates to the top of the list. Knowledge in: Management and supervisory principles. Collective Bargaining Agreements. Applicable local, state and federal laws, rules, and regulations. Asset management principles Equipment maintenance operations. Safe work methods, principles, and practices. Climate action plans in relation to the composition and operation of fleet vehicles and equipment. Budgetary principles. Applicable tools/equipment utilized in the trade. Advanced vehicle/equipment repair techniques. Public procurement practices and procedures. Fleet management information systems. American Public Works Association (APWA) accreditation requirements. Skill in: Supervising and evaluating employees. Conflict resolution and consensus building. Managing Citywide equipment purchasing and maintenance operations. Operating a computer and related software applications. Applying local, state and federal laws, rules and regulations. Developing and managing a budget. Developing work plans and standard operating procedures. Preparing technical specifications. Preparing a variety of business correspondence and reports. Maintaining fleet management systems. Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction. 4 P a g e
