(DST) was retained by the City of Vancouver to conduct a pre-renovation hazardous building material assessment of the Municipal Building located at 1060 Howe Street, Vancouver, British Columbia (referred to hereafter as the Subject Building). The assessment was limited to include the Main Floor North East areas where the renovation will occur (referred to hereafter as the Subject Areas). The assessment was conducted by Asbestos Hazard Emergency Response Act (AHERA) certified building inspectors, Philip Pow of DST, on September 27 th and September 28 th, This report outlines the scope of work, regulations, methodologies, findings of the assessment, and based on those findings, states conclusions and appropriate recommendations. 2.0 SCOPE OF WORK The pre-renovation hazardous building materials assessment focused on suspect asbestoscontaining materials (ACMs) and lead-based coatings (LBCs), including a detailed inspection, sampling, and analysis of samples. The assessment also included a visual inspection for ozone-depleting substances (ODSs), elemental mercury, sources of polychlorinated biphenyls (PCBs) in electrical equipment, and other hazardous materials, not limited to include mould contamination, rodent and bird droppings, used needles, etc. DST Consulting Engineers Inc.

2 Pre-Renovation Hazardous Building Material Assessment October 11, Howe Street, Vancouver, BC Page 2 DST File No.: GV-VC REGULATIONS AND GUIDELINES Provincial Regulations In British Columbia, the management of hazardous building materials in the work place is regulated by WorkSafeBC under the Workers Compensation Act (effective April 15, 1998), as amended by the Workers Compensation (Occupational Health and Safety) Amendment Act (effective October 1, 1999). Specific requirements of the Occupational Health and Safety Amendment Act are prescribed in the British Columbia Occupational Health and Safety (BC OH&S) Regulation Hazardous Materials & Demolition/Renovations Section of the BC OH&S Regulation details the requirements that employers and owners are responsible for before beginning work on the demolition, renovation or salvage of machinery, equipment, buildings, or structures. The employer or owner must: Inspect the site to identify any asbestos, lead and/or other potentially hazardous materials that may be handled, disturbed, or removed; Have the inspection results available at the worksite; and, Ensure that the hazardous materials are safely contained or removed Asbestos-Containing Materials (ACMs) ACMs are regulated under Part 6 (sections 6.1 to 6.32) of the BC OH&S Regulation. WorkSafeBC s manual, Safe Handling of Asbestos, A Manual of Standard Practices, outlines basic information on asbestos and asbestos products, health hazards requirements for worker protection, safe work procedures and principles that should be followed in selecting the most suitable technique for the safe abatement of ACMs. This document provides a guide to current practices that are to be followed in the Province of British Columbia Lead-Based Coatings (LBCs) Sections 6.59 to 6.69 of the BC OH&S Regulation describe specific requirements for workplace exposure to lead. WorkSafeBC s manual, Lead-Containing Paints and Coatings Preventing Exposure in the Construction Industry, provides a guide to current practices that are to be followed in the Province of British Columbia, providing basic information on lead and lead products, health hazards and DST Consulting Engineers Ltd.

3 Pre-Renovation Hazardous Building Material Assessment October 11, Howe Street, Vancouver, BC Page 3 DST File No.: GV-VC requirements for worker protection, safe work procedures and principles that should be followed in selecting the most suitable technique for the safe abatement of lead Elemental Mercury Mercury-containing equipment is regulated under Part 5, section 5.49 of the BC OH&S Regulation Hazardous Wastes In British Columbia, environmental matters pertaining to waste generally fall under the jurisdiction of the British Columbia Ministry of Environment (MoE), pursuant to the Environmental Management Act. The key waste regulation under the Environmental Management Act relating to hazardous building materials is the Hazardous Waste Regulation (HWR), as amended from time to time. The HWR provides the requirements for the proper handling, storage, transportation, treatment, recycling and disposal of hazardous wastes in the province. The regulation also outlines the materials and criteria to be used to characterize waste as hazardous. Applicable Federal Legislation Halocarbon and Ozone Depleting Substances (ODS) Halocarbon and Ozone Depleting substances are regulated under the Canadian Environmental Protection Act (CEPA), Federal Halocarbon Regulations, 2003, (SOR/ ) Transportation of Dangerous Goods The transportation of hazardous wastes is governed under the Transportation of Dangerous Goods (TDG) Act and Regulations which outline the requirements for storage, handling, and transportation of hazardous waste, amongst other products. 4.0 METHODOLOGY Suspect hazardous building materials were visually identified based on the surveyor's knowledge of historical composition of building products. Visual identification of materials suspected to contain asbestos or lead (in coatings) were supported by the analysis of representative samples. Suspect ACM samples were analyzed for asbestos content at AASL, by Polarized Light Microscopy (PLM), following NIOSH Method DST Consulting Engineers Ltd.

4 Pre-Renovation Hazardous Building Material Assessment October 11, Howe Street, Vancouver, BC Page 4 DST File No.: GV-VC Suspect LBC samples were analyzed for lead content at Maxxam Analytics, by inductively coupled plasma-atomic emission spectrometry (ICP-AES), following EPA 6010c R3 m. Painted surfaces that were identified to contain a concentration of lead equal to or greater than 90 mg/kg were classified as having a hazardous level of lead and were considered a LBC. Suspected ozone-depleting substances (ODSs), elemental mercury and sources of polychlorinated biphenyls (PCBs) were visually identified based on appearance, age, and knowledge of historic applications/locations. 5.0 FINDINGS The following sections outline the findings of DST s hazardous building material assessment. Certificates of analysis are provided in Appendix I of this report. Asbestos-Containing Materials (ACMs) Through the assessment, forty-one (41) samples of suspect ACMs were collected and analyzed for asbestos content. Descriptions of the materials analyzed for asbestos content, their sample point locations, and the results of analysis are summarized in Table 1, below. The laboratory identified this material to be drywall joint compound debris and confirmed asbestos was not detected in the ceramic tile grout. Unless further sampling and analysis is conducted, drywall joint compound throughout the Subject Areas should be considered-containing. The following ACMs identified were noted to be in MODERATE or POOR condition at the time of the assessment: Drywall Joint Compound in the walls of the East Area Storage Room; Drywall Joint Compound in the ceiling of the East Filler Room; and, Drywall Joint Compound in the walls of the Kitchen Fridge Mechanical Room. The remaining ACMs were observed to be in GOOD condition at the time of the assessment. Lead-Based Coatings (LBCs) Through the assessment, twenty eight (28) samples of suspect LBCs were analyzed for lead content. Descriptions of the materials analyzed for lead content, their sample locations, and the results of analysis are summarized in Table 2, below. DST Consulting Engineers Ltd.

The following LBCs identified in Sitting Room 201 were noted to be in POOR condition at the time of the assessment: Orange, Green and Cream Paints on the metal beam in the Kitchen; and, White Paint on the walls of the East Filler Room. All other LBCs identified in the Subject Areas were noted to be in GOOD or MODERATE condition at the time of the assessment. Ozone Depleting Substances (ODSs) ODS containing equipment was not identified within the Subject Area at the time of the assessment. Elemental Mercury Mercury containing fluorescent light tubes were identified in the Subject Building. Mercury containing equipment was noted to be in GOOD condition at the time of the assessment. Polychlorinated Biphenyls (PCBs) Suspect PCB containing lamp ballasts were identified within the Subject Building. Suspect PCB containing lamp ballasts were noted to be in GOOD condition at the time of the assessment. Other Hazardous Materials Visible mould contamination was in the East Areas and the East Filler Room of the Subject Building. DST Consulting Engineers Ltd.

Used needles were observed surrounding the exterior of the Subject Building. 6.0 CONCLUSIONS Based on the site assessment, sampling and analysis, the following hazardous building materials were identified within the Subject Building: ACMs; LBCs; Elemental Mercury; Suspect PCBs; Rodent Droppings; and, Used Needles. Asbestos-Containing Materials (ACMs) Based on the MODERATE and/or POOR condition of the identified ACMs (noted in Section 5.1 of this report), DST concludes that these materials present a MODERATE risk of exposure to persons upon approach: Drywall Joint Compound in the walls of the East Area Storage Room; Drywall Joint Compound in the ceiling of the East Filler Room; and, Drywall Joint Compound in the walls of the Kitchen Fridge Mechanical Room. Based on the GOOD condition of the remaining ACMs (noted in Section 5.1 of this report), DST concludes that these materials present a LOW risk of exposure to persons entering the Subject Areas. Lead-Based Coatings (LBCs) Based on the POOR condition of the following LBCs (further noted in Section 5.2 of this report), DST concludes that these materials present a LOW-MODERATE risk of exposure to persons upon approach: Orange, Green and Cream Paints on the metal beam in the Kitchen; and, White Paint on the walls of the East Filler Room. 13 Pre-Renovation Hazardous Building Material Assessment October 11, Howe Street, Vancouver, BC Page 13 DST File No.: GV-VC Based on the GOOD condition of the remaining LBCs (noted in Section 5.2 of this report), DST concludes that these materials present a LOW risk of exposure to persons entering the Subject Areas. Elemental Mercury Based on the GOOD condition of the mercury-containing equipment (noted in Section 5.4 of this report), DST concludes that these materials present a LOW risk of exposure to persons entering the Subject Areas. Polychlorinated Biphenyls (PCBs) Based on the GOOD condition of the suspect PCB-containing equipment (noted in Section 5.5 of this report), DST concludes that these materials present a LOW risk of exposure to persons entering the Subject Areas. Other Hazardous Materials DST concludes that the rodent droppings and used needles present a MODERATE risk of exposure to persons entering the Subject Areas. 7.0 RECOMMENDATIONS Asbestos-Containing Materials (ACMs) Prior to renovation/demolition work, remove ACMs from the Subject Areas following work procedures that meet the requirements of WorkSafeBC, specifically, but not limited to include those requirements prescribed through Parts Controlling Exposure, and Parts Asbestos of the BC OH&S Regulation. If additional suspect ACMs are discovered through the course of renovation/demolition work, stop the work and treat the suspect ACM as an ACM until it can be sampled and analyzed for asbestoscontent. Furthermore, DST recommends reference to WorkSafeBC publication, Safe Handling of Asbestos, A Manual of Standard Practices. This document provides a guide to current practices that are to be followed in the Province of British Columbia, providing basic information on asbestos and asbestos products, health hazards and requirements for worker protection, safe work procedures and principles that should be followed in selecting the most suitable technique for the safe abatement of ACMs. DST Consulting Engineers Ltd.

14 Pre-Renovation Hazardous Building Material Assessment October 11, Howe Street, Vancouver, BC Page 14 DST File No.: GV-VC Lead-Based Coatings (LBCs) LBCs that will be disturbed through renovation/demolition work must be controlled using safe work procedures developed in accordance with the requirements of WorkSafeBC, specifically, but not limited to include those requirements prescribed through Parts Controlling Exposure, and Parts Lead of the BC OH&S Regulation. Furthermore, DST recommends reference to WorkSafeBC publication, Lead Preventing Exposure at Work. This document provides a guide to current practices that are to be followed in the Province of British Columbia, providing basic information on lead and lead products, health hazards and requirements for worker protection, safe work procedures and principles that should be followed in selecting the most suitable technique for the safe abatement of lead. DST also recommends that Toxicity Characteristic Leaching Procedure (TCLP) testing should be performed on LBCs to facilitate the proper disposal of lead-containing waste. Lead-containing wastes should be disposed of in accordance with the British Columbia Ministry of Environment and should be transported in accordance with the requirements of the Federal Transportation of Dangerous Goods Act. Mercury-Containing Equipment If taken out of service, mercury-containing wastes should be managed in accordance with the requirements of the British Columbia Ministry of Environment and should be transported in accordance with the requirements of the Federal Transportation of Dangerous Goods Act. Polychlorinated Biphenyl s (PCBs) When taken out of service, the PCB-content of each fluorescent lamp ballast should be verified through comparison to the criteria outlined in the Environment Canada Report EPS 2/CC/2 (revised) August 1991, Identification of Lamp Ballasts Containing PCBs to assess their likelihood of PCB content. If identified to contain PCBs, the PCB-containing light ballasts should be removed in accordance with the requirements of WorkSafeBC. PCB-containing wastes should be managed in accordance with the requirements of the British Columbia Ministry of Environment and should be transported in accordance with the requirements of the Federal Transportation of Dangerous Goods Act. For fixtures that are operational and are to be sold for reuse, documentation is required confirming that the purchasers understand the ballasts are PCB-containing, and the purchaser assumes all liability and responsibility associated with the fixtures. 15 Pre-Renovation Hazardous Building Material Assessment October 11, Howe Street, Vancouver, BC Page 15 DST File No.: GV-VC Other Hazardous Materials A substance-specific exposure control program (ECP) should be developed and implemented to control the risk of worker exposure to the rodent-related contamination and used needles throughout the renovation work planned for the Subject Area. 8.0 REPORT LIMITATIONS This report is intended for client use only. Any use of this document by a third party, or any reliance on or decisions made based on the findings described in this report, are the sole responsibility of such third parties, and DST Consulting Engineers Inc. accepts no responsibility for damages, suffered by any third party as a result of decisions made or actions conducted based on this report. No other warranties are implied or expressed. The data, conclusions and recommendations which are presented in this report, and the quality thereof, are based on a scope of work authorized by the client. The sampling program included asbestos bulk sampling and paint chip sampling in select representative areas for laboratory analysis. Note, however, that no scope of work, no matter how exhaustive, can guarantee to identify all contaminants. This report therefore cannot warranty that all building conditions are represented by those identified at specific locations. Recommendations, when included, are made in good faith and are based on several successful experiences. Note also that standards, guidelines and practices related to environmental investigations may change with time. Those which were applied at the time of this investigation may be obsolete or unacceptable at a later date. Any comments given in this report on potential remediation problems and possible methods are intended only for the guidance of the designer. The scope of work may not be sufficient to determine all of the factors that may affect construction, clean-up methods and/or costs.
