These modifications include revisions to the materials and finishes for these station facilities, the installation of a canopy over the bike racks at this location, and additional Metro station signage along Herndon Parkway. Depending on which option is selected for the bike canopy design, CRC's has proposed a fixed price, not to exceed cost for the design and construction of these modifications that ranges from 598,846 to 629,378. The final value of this Change Order will be negotiated with CRC based an independent cost estimate and cost analysis prepared by the Airports Authority. Fairfax County is requested to coordinate with the Town of Herndon and provide written confirmation that it wishes the Airports Authority to proceed with negotiating this change and having CRC complete this work. If the Town of Herndon agrees to move forward with the design and construction of these modifications, the cost for preparing the change proposal will be incorporated into the overall betterment cost. Should this work be authorized, advance funding will be required to execute the CRC change order. This funding is to be provided in accordance with a mutuallyagreed funding schedule that ensures that adequate funds are in place to cover all costs associated with the change order before they are incurred. Should the Town of Herndon not proceed after receiving the detailed cost estimate, the costs for preparing the change order proposal will be the responsibility of Fairfax County, as the Town of Herndon is not a Project funding partner. This Change Order must be executed with CRC no later than October 1, 2014 to avoid any cost increases for this work or delays to the completion of Package A. Accordingly, authorization to proceed from Fairfax County is requested no later than August 29, 2014, so that the Airports Authority may process the change order and provide timely direction to CRC. 3 REQUEST FOR CHANGE NARRATIVE MWAA PCO 27 CRC PCO PROPOSAL SCOPE OF WORK 1. Initiating Document = MWAAP RFIs = None 3. Correspondence = CRC Submittals = None. 5. Transmittals = None. 6. s = None. This proposal includes the design and construction impacts associated with requested revisions to the materials and finishes for the north side station facilities to be constructed at the Herndon Station, as well as the installation of a canopy over the bike racks at this location and additional Metro station signage along Herndon Parkway. There are no current contract requirements for incorporation of these betterments. CHANGE ORDER JUSTIFICATION On January 24, 2014, the Town of Herndon requested from the County of Fairfax a quote for betterments at the north side pavilion of the Herndon Metro Station. The County of Fairfax shared this request with MWAA on February 19, MWAA formally requested the change from CRC on April 7, 2014, via MWAAP Included in these betterments are: Furnish and install a canopy for the bicycle racks (we priced both Option 1 PE Canopy and Option 2 Arlington Canopy) Black metal fence and handrail along the access walkway Textured concrete on the retaining wall Metro pylon sign, and increased concrete strength for the access walkway Increase sidewalk concrete strength from 3,000 psi to 4,000 psi These betterments are beyond our scope of work and therefore a change to our contract. PROPOSAL CLARIFICATIONS AND QUALIFICATIONS 1. CRC has prepared a fragnet for the scope of the changed work outlined in this proposal and it is attached for your review and approval before we insert into the approved schedule. At this time, CRC anticipates that the changed scope of work specifically identified herein is not impacting the Scheduled Substantial Completion Date (SSCD), if the following milestones are met: a. Directive Letter from MWAA to proceed with design and construction on or before 10/01/2014.

4 Upon receipt of the approved fragnet, CRC will insert into the latest approved schedule update and evaluate potential impacts to the SSCD, if any, so that the results can be communicated to MWAA. 2. CRC may request additional compensation, and/or a future time extension, which, in the future, may be justified as the result of this changed work and the unforeseeable cumulative effect with other changed work. 3. Not used. 4. We reserve the right to revise this proposal at any time prior to formal acceptance if the conditions upon which this proposal is based are changed or it becomes known that a portion of the changed scope has been priced in error. 5. Scope represented in this proposal is limited to that which is specifically noted in the Proposal Scope of Work and that which is specifically priced. Should additional scope resulting from unforeseen circumstances associated with this proposal be identified, a revised or supplemental proposal will be submitted. 6. We include qualifications, clarifications, and exclusions noted in the enclosed subcontractor proposals. 7. CRC and our subcontractors will not proceed with this subject work until this change order is approved or until directed by MWAA to proceed on a Time and Materials basis. 8. CRC has provided MWAA with additional bond coverage associated with this changed scope of work, and all subcontractors have included additional bond coverage as part of their pricing submitted herein. PRICING CLARIFICATIONS 1. Option 2 Arlington Canopy: The subcontractor furnishing and installing the canopy, Banker Steel, included 5% risk in its proposal in order to account for reviewing shop drawings provided by DUOGARD.

17 Herndon Station North Side Facility Changes, PCO Historical Information On January 24, 2014, Town of Herndon requested a price proposal for the betterments at the North side station facilities of the tobeconstructed Herndon Station. On February 19, 2014 Farifax County forwarded the request to MWAA, whom, inturn, directed CRC to price the additional betterment work on April 7, 2014 (MWAA Letter MWAAP201367). The additional work scope can be summarized as follow: Additional 4 feet high black metal fence. Furnish and Install a canopy over the bike racks and lockers. (CRC provided both Option 1: PE Canopy and Option 2: Arlington Canopy). Additional imprint of concrete retaining wall surface to create a "rustication" pattern. Installation of an additional "Metro" sign to increase visibility and awareness. Additionally, CRC priced an option to increase sidewalk concrete strength from 3000 PSI to 4000 PSI. Fragnet Activities CRC has created a design fragnet to represent the notifications, the studies for the design changes, the additional design package DP019.4, the proposal preparation by CRC and the negotiation with MWAA and Fairfax County / Town of Herndon. CRC also created a construction fragnet to represent the following work scope in the North Pavilion of Herndon Station: 1. Shop drawing processes for the bike canopy, the form liner, and the metal fence 2. The procurement of the bike canopy, the form liner, the metal fence, and the "Metro" sign. 3. The construction of the foundation for the bike canopy, the installation of the bike canopy, the installation of the metal fence, the installation of the "Metro" sign, and the additional duration on the retaining wall construction due to the additional wall pattern. This fragnet has been created in a schedule outside the Project Schedule in accordance with the Contract Specifications. The schedule fragnet is linked with the March 2014 Schedule update to estimate the impact of the change to general progress of the project. Conclusions At this time, the incorporation of the additional design package DP019.4 does not impact the start of Herndon Station north side pavilion work. As for construction, the additional bike canopy, the metal fence, and "Metro" sign do not impact the progress of the pavilion. However the impact to the retaining wall construction due to the additional pattern will impact the progress of subsequent precast concrete structure erection operations because of crew resource availability. This, inturn, will impact the progress of the escalator construction. As a result, the completion of the north pavilion of Herndon is impacted for 13 calendar days. The delay on the completion of the north pavilion does not affect the overall completion of the Herndon station. 1
