The new developments to be constructed n 2017 that st just north of ths project provde the type of growth the cty s known for - busnesses that provde jobs combned wth resdences for the new employees. The Cty's nvestment n the nfrastructure necessary to support ths type of growth s a hallmark of ther success. Otak has revewed the request for proposals, and we have assembled a team that s perfectly suted to meet the needs of the project. NW 38th Avenue/SE 20th Street mprovements, Phases 2 and 3 Camas, WA Otak provded prelmnary desgn servces for Phase 2 and 3 and full constructon plans and constructon management servces for Phase 2 of ths project that completes an mportant connecton between Camas and East Vancouver. mprovements ncluded street wdenng from two lanes to three lanes wth center left turn lane, bke lanes, and sdewalks on each sde of the street. A key desgn component was developng a stormw ater management and wetland mtgaton strategy that met the project requrements and allowed the Cty to construct Phase 2 of the project the followng year. West Man Street Realgnment Kelso, WA Ths project was a TB and federally-funded realgnment of eght blocks of Man Street through the busness dstrct of downtown West Kelso. The team developed a tghtly managed strategy to contan the envronmental revew to a Documented Categorcal Excluson (DCE), wth extensve property acqustons needed for the realgnment. The communty vsonng and publc nvolvement process ncludng an alternatves analyss to establsh the street realgnment wth an access management and urban desgn program. The plan was advanced to prelmnary and fnal desgn, and processed for envronmental clearances through the NEPA process. Project goals nclude congeston relef, provdng opportuntes for stmulatng communty revtalzaton, preservng busness access, and mprovng safety and moblty for vehcles, trucks, bcyclsts, and pedestrans. Work conssts of locatng a cross-over segment for the realgnment of the exstng Man Street thoroughfare to the south one block and wdenng exstng streets across from two to fve lanes wth sdewalks, ntersecton mprovements, parkng and accommodaton of bcycles. Professonal servces ncluded project management, stakeholder coordnaton, cvl engneerng, land use plannng, publc nvolvement, urban desgn, stormwater management, traffc engneerng, natural resources, envronmental documentaton (NEPA/SEPA), geotechncal engneerng, land acquston, nose and ar analyss, cultural resources, surveyng, and constructon management. b) Team Experence wth Rght-of-Way Acquston The Otak team ncludes the expertse of Unversal Feld Servces, nc. (Unversal), one of the largest and most experenced rght-of-way acquston frms n the naton. Unversal's regonal offce n Salem, Oregon has been servng clents n SW Washngton and Oregon snce Ther experence ncludes rght-of-way acqustons for a number of Cty of Camas projects and for other muncpaltes throughout Clark County and Southwest Washngton. Unversal's staff s very famlar wth the WSDOT, FHWA and TB Fundng requrements. A number of ther staff are former WSDOT and ODOT rght-of-way staff who have been thorough tranng wth FHWA and the Federal Unform Act requrements. Though not all projects have FHWA fundng, ther staff always assumes that there could be fundng at some pont, so they make sure that the steps requred for FHWA fundng are followed. Ther staff has also worked wth projects n SW Washngton followng WSDOT's LAG Manual. These projects are revewed by staff at the WSDOT Local Publc Agency offce. n addton, they regularly attend WSDOT sponsored workshops on current rght-of-way procedure requrements. Rght-of-way project manager and acquston agent, Seth Hemelstand, has thrteen years of experence n the rght-of-way feld. He led the rght-of-way tasks on Otak's teams for the Cty of Camas NW 38th Street Phase and project and the Cty of Kelso West Man Realgnment project. NW CAMAS MEADOWS DRVE/NW LARKSPUR STREET MPROVEMENTS The followng rght-of-way projects were managed by Seth Hemelstrand, SR/WA (Unversal Feld Servces): NW 38th Street, Phase and Camas, WA (TB Funded) These projects for the Cty of Camas nvolved rght-of-way acqustons from 28 propertes. Unversal contracted for apprasal and apprasal revews and completed the acqustons on ths project. The propertes were prmarly resdental, but development was pendng on several of the propertes whch was drvng the mprovements n ths area. NW Frberg Rd/NW Goodwn J Camas, WA Unversal completed ths project for the Cty of Camas whch was on a very tght tme schedule. Seth was part of the project team that met wth all of the property owners at the start of the project along wth the engneers and a representatve from the Cty. The early contacts helped the acqustons go smoothly. There were 11 parcels on ths project. Unversal was responsble for the project fundng estmate, apprasals, apprasal revews and acqustons. E Street Washougal, WA Unversal provded admnstratve valuatons, before and after apprasals, damage apprasals, cost to cure estmates, apprasal revew, prelmnary ttle reports and acquston support regardng the E Street mprovement project. Seth was the Project Manager on ths fast-paced project. The project had a total of 50 parcels, ncludng those that need rghts of entry. There was one busness relocaton. Fallen Leaf Lake Park Camas, WA Unversal was hred to provde relocaton assstance to a tenant on property the Cty of Camas was gong to purchase for a new park. The tenant nhabted a moble home on the property whch due to ts age had to be purchased because t could not be moved. Fndng a comparable replacement was complcated by the parklke settng enjoyed by the tenant n the current confguraton. Unversal was able to fnd sutable relocaton accommodatons for the tenant. d) Famlarty wth Relevant Codes and Standards The Cty of Camas has an outstandng reputaton wth the TB for ther thorough, complete, and accurate management of projects desgned and constructed wth TB funds. As an extenson of cty staff, our goal s to contnue that excellent track record wth ths project. The OtakTeam understands the Cty and State codes and standards that apply to ths project through our past experence on smlar projects. We wll proactvely manage ths project through our schedule, acton tem lst, and decson log, and through contnuous communcaton wth the cty, to stay ahead of desgn and regulatory ssues that nfluence the successful completon of ths project. Relevant Standards nclude: 1. Roadway Standards The Cty requres ths project meet collector/arteral standards usng the cty's standard Road Detal STS. Any revsons from ths roadway secton requre cty revew and approval (note that the grant applcaton contans a more recent Detal ST5 than s ncluded n the Cty's desgn standards manual). TB-funded grants requre that all projects meet AASHTO standards. The TB grant ncluded bke lanes. To be funded bytb, these must be on the Cty's adopted bcycle plans (ths project s). TB-funded grants requre sdewalks on both sdes of the street (they do allow devatons, but one was not requested wth the applcaton). The sdewalks must be hard surfaced (e.g. concrete, asphalt), separated from travel lane wth physcal barrer (e.g. curb, buffer strp), must be a mnmum wdth of fve feet wth no obstructons, and must be ADA complant. 2. Stormwate r. Ths project must meet the cty of Camas ordnance that wll take effect January 1, Ths ordnance requres the use of the 2014 SMMWW, whch requres the use of Low mpact Development Measures to the maxmum extent practcable. 3. Rght-of-way. TB wll requre that the rght-of-way be certfed followng the Cty of Camas process and a letter certfyng the rght-of-way wll need to be prepared and revewed bytb pror to advertsement. NW 38th Street; Camas, WA 4. Archaeology. The Cty of Camas ordnance Hstorc Preservaton requres an nvestgaton be performed for potental hstorcal stes or structures pror to commencng wth any ground dsturbng actvtes. A permt to conduct shovel tests wll be requred from the Washngton State Department of Archaeology and Hstorc Preservaton (DAHP). The fndngs and report from the nvestgaton must meet the requrements of Executve Order and wll be revewed by the Cty and the DAHP.

Understandng of Project Goals and Key ssues The NW Camas Meadows Drve/NW Larkspur Street mprovement project s an opportunty for the Cty of Camas to serve ts ctzens, along wth exstng and future busnesses, by completng connectvty between G.oodwn Road and Mcntosh Road wth the wdenng of ths secton of roadway. Ths hgh prorty project on the cty's sx-year transportaton plan s needed now, as new busness parks and resdental housng wll be bult north of ths road n Wth those developments expandng NW Camas Meadows Drve up to Larkspur Drve, the cty must have been pleased to receve the TB grant that allows ths project to move ahead. The two prvate development projects, Parklands at Camas Meadows and the Vllage at Camas Meadows wll provde up to 90,000 square feet of busness park space and up to 2,000 jobs. Completng ths segment of Larkspur Drve (along wth the wdenng of Brady Road) provdes full access to State Route 14, so freght beng moved from ths busness park wll not have to use the heavly traveled SE 192nd Avenue corrdor. The roadway s currently 20 feet wde, except near Lake Road, where t s approxmately 36 feet wde. The roadway has curb and 8-foot sdewalks on the east sde, except for the wdened secton at the north end, where t has curb and sdewalks on both sdes. Ths TB funded project wll wden Larkspur Drve to full collector/ arteral standards and match up wth the extenson beng bult wth the prvate developments. Ths ncludes a 46-foot-wde road, bke lanes and sdewalks on each sde, and a center medan. The prvate developments to the north are buldng a 40-foot roadway, wth a 10-foot mult-use path on the north/east sdes, and a 6-foot sdewalk on the west/south sde. The roadway tapers to 46 feet where t meets Larkspur Street. The development s also provdng a stormwater ppe for conveyng stormwater from Larkspur Street. KEY SSUES We have enclosed a Key ssues map on the followng page that hghlghts the factors mportant to a successful project. Some of the more mportant ssues are dscussed n ths secton: 1. Rght-of-way. As s the case on most projects, obtanng rght-of-way s a crtcal path tem for ths project. We beleve rght-of-way wll be needed -.. from all 5 parcels on the west sde. Ths project s Number 24 on the cty's sx-year transportaton plan. Ponce 60 feet 14 feet Usng the standard roadway secton means the new rght-of-way wll be approxmately 15 feet from a garage. Ths, along wth an elevaton dfference of about 5 feet between the garage entrance and the street, wll make access to the garage dffcult. May need to consder relocaton of garage doors and access or complete buy out of structure and busness assocated wth t. Tall walls, 15-feet or more, wll be needed along the frontage of ths property. Ths property wll also be mpacted by the future extenson of NW 60th Avenue. Tupkov (south parcel) Vares Vares Drveway access wll need to be mantaned to ths property. Roadway alternatves: Wdths/pathways/access control. The Cty's standard for ths roadway classfcaton (3-lane collector/arteral) s 74-feet of rght-of-way, wth a 46-foot wde roadway, 6-foot sdewalks on both sdes of the road, and 5-foot mnmum bke lanes. The exstng half-wdth roadway ncludes an 8-foot pathway on the east sde; the new developments beng bult to the north wll have a 10-foot pathway on the east sde and a 40-foot wde roadway. Ths s because a bke lane on the east sde won't be needed wth the 10-foot mult-use path. As noted n the alternatves secton of ths proposal, there are benefts to contnung ths roadway wdth, and the Cty mght want to consder ths opton when revewng alternatves. By matchng the roadway wdth and sdewalk/bke lane confguraton that has been proposed to the north, rght-ofway takes can be reduced. Dscussons wth TB have ndcated ths approach could satsfy ther requrements. 3. Access to west parcels. The east sde s mproved, so the roadway wll be expanded to the west. Most of the parcels on that sde st above the roadway, and some structures wll be very close to the roadway, ncludng a garage on the Ponce property (that s used as a busness) that wll be wthn 15 feet of the new rght-of-way lne. Consderaton for drveway access and wall types s an mportant ssue. The exstng topography wll be consdered durng the prelmnary desgn phase wth regards to the requred retanng walls and rght-of-way necessary to construct them. 4. Meetng ADA requrement. TB requres ADA to be met for all walkways, and meetng ths standard wll be a challenge because of the exstng steep grade of roadway profle. WSDOT has publshed Maxmum Extent Feasble (MEF) templates and crtera for followng ramp and sdewalk ADA access regulatons. Otak wll use these templates to document the process for complyng wth ADA on ths project. 5. Resdental concerns. The local communty s concerned about ncreased traffc wth the connecton of ths roadway to the north and wth the new developments. Gvng resdents the opportunty to voce ther concerns s an mportant consderaton. JLA Publc nvolvement are true experts n assstng the Cty wth a plan that meets project needs and addresses concerns of the local resdents. 6. Archaeologcal. As s typcal for Camas, the area around NW Larkspur Street s rch n cultural resources. Close to two-dozen archaeologcal stes have been recorded wthn a mle of NW Larkspur Street, ncludng Ste 45CL527 whch s located on ether sde of the street wthn these project lmts. 7. Project Costs. t wll be mportant to ensure that project costs stay wthn the Cty's allotted budget, as outlned n the TB grant applcaton. Ths wll be revewed throughout the desgn of the project, and wll be an mportant consderaton when revewng roadway secton and retanng wall alternatves. 8. TB requrements for desgn, rght-of-way, CM. TB wll revew the "fnal" Plans, Specfcatons & Cost Estmate for complance wth TB crtera and the grant applcaton pror to approvng the project for advertsement. Approval of rght-ofway wll requre a letter from the Cty of Camas certfyng the rght-of-way has been acqured and followng local and state laws wth respect to the apprasal process and compensaton accepted by the affected property owners. Our experenced rght-of-way agent, Seth Hemelstrand, s ntmately famlar wth Cty standards and TB requrements. For constructon management revew bytb, Otak wll ensure that the WSDOT Standard Specfcatons are beng followed durng constructon and that the project s properly documented. Wth our team's prortb experence and relatonshps wth both the TB's Engneerng Manager, Chrs Workman, and the Regon Engneer Jason Phelps (both who worked at WSDOT wth our Desgn Lead, Allen Hendy), we wll ensure all TB protocols and crtera are followed. f ths project s chosen for audt bytb, we wll ensure standards and documentaton are n place so the audt s a success.

Proposed Work Plan SURVEY AND MAPPNG The project wll start wth feld survey and rght-of-way establshment. We wll call for utlty locates as soon as we know when we'll be under contract, as that can have a 10-day lead tme. We beleve the Cty should also send out an nformaton letter at ths tme nformng resdences that abut the street about the project and securng rghts of entry for survey, geotechncal, cultural resource, and envronmental studes. Feld survey of ths ste wll be quckly followed by development of the base map. Ths wll follow a rgorous qualty revew process wth our survey team and desgn team and wll nclude a thorough feld walk through to verfy all crtcal features and topography have been surveyed and are shown n the correct locatons. Ttle reports wll be obtaned, along wth other pertnent nformaton to correctly defne the current rght-of-way locaton. Ths wll be mportant when determnng potental property acquston needs. Note that county GS show the roadway n the center secton of the project wthn a 60-foot rght-of-way that s prvately owned. Research wll be conducted to ensure all dedcatons have been properly recorded. ROADWAY ALTERNATVES ANALYSS We wll begn the desgn by revewng alternatve roadway secton optons, wth the goal of meetng Cty standards and TB requrements whle mnmzng rght-of-way needs, and retanng wall heghts and lengths. The roadway secton for ths street, as ncluded n the grant applcaton, has been revsed from the Cty standard, wth the secton n the grant applcaton havng dfferent planter strp wdths. The roadway secton, along wth tables n the grant applcaton, mples that the 8-foot sdewalk on the east sde wll be reduced by two feet, and a 3-7 foot planter strp nstalled on that sde. Ths would nvolve movng the east curb to the west, whch would ncrease rght-of-way mpacts on the west sde. Holdng the planter strp tq two feet would not ncrease rght-ofway needs or requre the curb t~. Leavng the 8-foot sdewalk and not nstallng a planter strp s also an opton that reduces rght-of-way needs and constructon costs, whle stll meetng TB grant oblgatons. The road secton n the grant applcaton shows a zero to 6.5 foot planter strp on the west sde, whch allows for nstallaton of a curb tght sdewalk where walls are necessary, and planter strps at the southern and northern ends of the project where contours are more favorable. The summary tables n the grant applcaton ndcate that a sdewalk s proposed for one sde of the road only between NW 59th Crcle and NW 60th Street, wth solar-powered pedestran crossng sgns used where a crossng s necessary. We understand ths logc, as the further west the roadway s drven n ths area, the taller the retanng walls wll be on the west sde. Ths opton wll be revewed wth the alternatve roadway evaluaton. There are other roadway optons meetng Cty, AASHTO, and TB standards the Cty may want to consder. After dscussng the project wth TB and revewng the development plans to the north, a revsed roadway secton that matches the proposed roadway to the north could also be mplemented here. Ths secton would consst of 11-foot lanes, a 12-foot turn lane, a 10-foot pathway on the east sde and one 6 foot bke lane and attached 6-foot sdewalk on the west sde. Ths opton would reduce rght-of-way needs by approxmately 6,000 square feet; however, t would requre demolton and reconstructon of the entre road. Ths opton would stll satsfy the TB requrements for pedestrans and bcycles. Bke lanes and sdewalks are a crtcal element of the TB grant and revew process. The alternatves revew wll use the standard bke lane and sdewalk as a base and work on alternatves that help to reduce rght-of-way acquston and stll mantan the pedestran access and moblty desred through the project. The roadway standard for a three-lane collector/arteral calls for a 12-foot rased medan or center turn lane. The Notce to Consultants specfcally calls for access control wth rased medans. However consderaton s needed for access from NW 59th Crcle, NW 60th Avenue, NW 61 st Crcle, and the sx homes that have drveways frontng Larkspur Street. Rased medans provde aesthetc value wth landscapng and street trees, they provde traffc calmng, and they provde access control to

NW CAMAS MEADOWS DRVE/NW LARKSPUR STREET MPROVEMENTS adjacent streets and drveways. f rased medans are placed the length of the street, the resdents wll have rght-n, rght-out access only, and the sx homes wll have to back out nto the traffc lane. Wth a strped center lane, they could back to the center lane before movng forward. These are crtcal factors that wll nfluence decsons to be made early n the desgn phase by workng wth the Cty to determne the exact locatons, functon and need. Meetng ADA requrements wll be a challenge for the project. The Otak team wll work dlgently to develop alternatves and revew these wth the approprate staff n order to satsfy the requrements. Ths may nclude desgnng landngs to meet the slope requrements wth the ADA ramps. The exstng slope of the roadway and the ADA standards wll force the sdewalks to follow the curb and roadway profle. Ths desgn element wll be evaluated usng the WSDOT practce and crtera outlned n ther Maxmum Extent Feasble study. Ths analyss wll take nto account the exstng features and topography whle lookng for creatve ways to ensure that ADA requrements can be met n all locatons where feasble. For the locatons where ths s not feasble, the analyss and solutons wll be documented properly and submtted to the Cty for revew. TB standards call for a potental VE Study for projects over $2.5 Mllon. TB revew the followng crtera when determnng whether they wll requre a VE Study: 1) Sgnfcant project complexty 2) Sgnfcant structures 3) Sgnfcant rght-of-way 4) Multple algnment optons S) Complex nteragency nvolvement After dscussng ths wth TB and revewng these crtera, Otak beleves thattb wll decde a VE study s not requred. nstead, Otak wll perform a mn-ve study nternally to evaluate optons for access, retanng wall types and other elements we feel could present the Cty wth potental savngs on the project. The Ponce parcel has a warehouse/shop close to the roadway edge that wll be sgnfcantly mpacted by the wdenng of NW Larkspur Street. t wll be mpacted agan n the future when the Cty extends NW 60th Avenue to the west, as s called for n the Cty's sx-year transportaton plan. An opton the Cty may want to consder s subdvdng the lot and purchasng the porton the shop sts on. Purchasng and regradng ths lot would provde three benefts: 1) t would address the access ssue to the shop; 2) t would gve the Cty a porton of the rght-of-way necessary to extend NW 60th Avenue; and 3) t would allow the Cty to regrade that lot n such a way that the wall lengths and heghts along Larkspur Street can be reduced. Ths wll result n constructon cost savngs and an aesthetc and safety beneft. STORM WATER Ths project must meet the Cty of Camas' stormwater ordnance that wll take effect January 1, Ths ordnance requres the use of the 2014 Stormwater Management Manual for Western Washngton (SMMWW), whch requres the use of Low mpact Development (LD) Measures to the maxmum extent practcal. The manual requres the revew of nfeasblty crtera to determne what LD BMPs should be used; a prelmnary revew ndcates that LD measures wll be not be feasble for ths ste. Ths project wll be exempt from Mnmum Requrement 7, Flow Control. Ths s because the northern subdvson, Parklands at Camas Meadows, has stubbed a ppe to the property lne that s szed to carry runoff from Larkspur Street to a wetland that then dscharges through a channel to Lacamas Lake. n consultaton wth the Department of Ecology, ths developer has confrmed that no adverse mpacts wll occur to the wetland wth the ncreased stormwater volumes and flow rates, and that the channel meets the requrements for allowng flows to be consdered flow control exempt. Note that the exstng secton of Larkspur Street dscharges stormwater to a flow control faclty at the north end of the street, behnd the wastewater pump staton. These flows do need to contnue to go to that faclty, and the project desgn should ensure that the same amount of runoff dscharges to that pond wth the roadway mprovements. The project must meet the other mnmum requrements (MR's 1-5, and 6). Of those, Mnmum Requrement 6, RunoffTreatment, wll be of prmary concern. Runoff from the ste drans to La ca mas Lake, so treatment methodologes that reduce phosphorus concentratons s requred. Most of the BMPs approved n the SMMWW for removng phosphorus (such as a large sand flter, a large wet pond, or a two-faclty treatment tran) are not sutable for ths ste. Ecology currently lsts sx treatment optons under ther emergng technologes secton that have "General Use" approval for reducng phosphorus concentratons. All of these are mechancal systems wth specfc meda used to reduce phosphorus. The use of one of these types of BMPs wll lkely be the best opton for ths ste. Otakjust completed desgn and constructon of a meda flter faclty for the Camas Hgh School parkng lot expanson. CanGs WASHNGTON As parcels on the west sde develop, they wll need to meet flow control requrements. Even though hstorcally they also draned to the wetland that ths project drans to, the conveyance nfrastructure was not szed to accommodate these parcels undetaned, and the wetland analyss conducted by engneers for the two subdvsons - Parklands at Camas Meadows, and the Vllage at Camas Meadows, assumed these stes would detan. Stormwater ppes wll be stubbed out to the lower end of each parcel so they can connect to the conveyance system from the antcpated dscharge ponts of ther flow control facltes. The Cty has dentfed two areas where stormwater runoff jumps the curb on the east sde of the street. These are at the ntersecton of Larkspur Street wth 60th Avenue and 61 st Crcle. The two nlets n Larkspur Street above these streets are curb nlets. These nlets do not capture much water, especally on a steep road lke ths one. Grate nlets catch more water, but are prone to cloggng. Combnaton curb/grate nlets are very effectve because they don't clog as easly and they capture a lot of water; use of a vaned grate wth a combnaton nlet ncrease the capture rate sgnfcantly. An analyss of spread and capture wll be conducted to determne nlet spacng, and addtonal nlets can be nstalled to address ths ssue. UTLTY COORDNATON As the road s beng wdened, the Cty s antcpatng the tme when the parcels on the west sde of the road develop. The grant applcaton dscusses extendng sewer and water to these stes so they're ready for development. Revewng how each ste s zoned provdes nformaton on how use-ntensve these stes wll be on utltes, and zonng wll be used to determne ppe szes for each ste. t s mportant to note thattb fundng does not cover costs of new utltes or utlty upgrades, and utltes stubbed to the parcels on the west sde are usually the responsblty of the developer. However, extendng utltes to the west sde s relatvely nexpensve and avods future road cuts. The pros and cons of performng ths work wll be revewed wth the Cty durng prelmnary desgn. Coordnaton wth Northwest Natural Gas wll also be requred so they can extend servce to the west sde to accommodate future expanson. At the ntersecton of Lake Road, Larkspur wll need to be wdened to a mnmum of 46 feet to accommodate the bke lanes and sdewalks on both sdes. Ths wll requre the wdenng of the road and the most logcal way to do ths s by wdenng to the west sde. Ths wll mpact several utltes n the vcnty of the ntersecton and wll requre coordnaton wth Clark PUD and the local telecom provder to relocate the utltes pror to constructon. PUBLC NVOLVEMENT The local resdents are concerned over traffc ssues assocated wth the developments to the north and the wdenng and connecton of NW Larkspur Street. Publc nvolvement actvtes wll allow resdents the opportunty to voce ther concerns. These concerns wll be taken nto account wth the desgn alternatves developed by Otak wth regards to bke lanes, sdewalks and retanng walls throughout the project. GEOTECHNCAL The prmary geotechncal aspects of the project are related to evaluaton of retanng walls, pavement subgrade characterstcs, earthwork consderatons, and new and exstng pavements. The project algnment s expected to be underlan by relatvely stff fne-graned slty sols and the Troutdale Formaton. These sols typcally are qute strong, though have poor nfltraton characterstcs. We also observed groundwater seepage emanatng from the slope on the western sde of the street (to the south of 60th Avenue) and flowng nto a gravel "French dran" adjacent to the pavement. n general, we do not antcpate the project wll have sgnfcant geotechncal constrants due to the strong nature of the ste sols and the ablty to avod nfltraton due to the nearby stormwater systems to whch the project wll connect. t wll be mportant to properly control the noted groundwater seepage to reduce the potental for pavement subgrade degradaton and nstablty of permanent slopes. Whle not an actual geotechncal constrant, a key ssue wll be the sgnfcant retanng walls requred along the western sde of the roadway to retan cuts nto exstng slopes. Because the natve sols and Troutdale Formaton are expected to be relatvely strong, multple retanng walls systems could be consdered for the project. n fact, rght-of-way acquston s lkely to control the choce of the wall system used. t appears that retanng walls up to 20 feet tall may be requred for the project, unless sgnfcant gradng s completed outsde of the Cty ROW. The heght of the walls may lmt the ablty to use some wall systems, though agan, ROW consderatons wll lkely control the wall system chosen. From a geotechncal perspectve, many dfferent walls systems can be consdered, though not all feasble wall systems may make sense from an economc and/or ROW acquston perspectve: Large block gravty or gabon crbbng wall systems wll be feasble, though for taller wall heghts (e.g.> 12 feet) they wll requre sgnfcant base wdths for the blocks/crbs and subsequent larger excavatons behnd the wall face to nstall the blocks/crbs or geog rd requred. These "back excavatons" wll ncrease the extents of the requred temporary constructon easements.

NW CAMAS MEADOWS DRVE/NW LARKSPUR STREET MPROVEMENTS Mechancally stablzed earth (MSE) walls systems usng small block facng or vegetated facng could also be used, though the mnmum wdth of the renforced zone s typcally on the order of 70% of the wall heght, so a relatvely sgnfcant permanent ROW acquston would be requred for ths type of wall. Also, large volumes of sol cut, off-haul, and subsequent mport of granular fll would be requred. Sol nal wall systems that utlzed closely spaced grouted steel renforcng bars (nals) could be used n a "topdown" constructon method to elmnate the need for any sgnfcant temporary constructon easements assocated wth excavatons. However, the permanent nals would lkely extend back from the wall face on the order of 80% to 100% of the wall heght, necesstatng larger permanent ROW. (The requred permanent ROW would be smlar to that requred for MSE walls, though the walls could potentally be more cost effectve than MSE walls because no over-excavaton, mport, or temporary constructon easement s requred.) Cantlevered cast-n-place concrete walls could be constructed n many confguratons for ths ste. n order to reduce ROW mpacts, walls could be constructed wth lmted heels, large toes, and shear keys for stablty (e.g. an "L-shape" as opposed to a more typcal "reverse L-shape"). Consderaton for such a wall wll need to nclude any potental conflcts wth current or future utltes n front of the wall, so that they do not conflct wth the footng. Cantlevered solder ple and laggng wall for heghts less than -15 feet mght be consdered for ths project. (Over -15 feet, would requre te-backs wth sgnfcant permanent ROW or easement ssues.) Such walls are typcally more expensve than many other walls systems, though for ths project, a cantlevered solder ple would lkely be cheaper-than-normal because of the lack of te-backs, reduced ROW acquston, and the unlkely need for casng durng shaft nstallaton. Hart Crowser staff have extensve experence wth such condtons and ssues, and wll conduct a relevant geotechncal nvestgaton consstng of research, reconnassance, exploratons, testng, and engneerng analyses. Specfcally, Hart Crowser wll comple and revew exstng geotechncal studes from adjacent propertes to help effcently plan and lmt our subsurface exploraton program. To conduct a cost-effectve feld nvestgaton, Hart Crowser wll complete test pt exploratons n open, accessble felds, supplemented by asphalt cores n the exstng roadway. The exploratons wll focus on characterzng ste sols and groundwater condtons wth specal attenton pad to dentfyng soft or excessvely most sols. Hart Crowser's evaluaton of structures, such as retanng walls, wll be completed n accordance wth the WSDOT Geotechncal Desgn Manual. Hart Crowser wll also develop approprate wet sol gudelnes for earthwork constructon, conduct new pavement desgn, and provde temporary and permanent dewaterng recommendatons. CULTURAL RESOURCES Two prehstorc archaeologcal stes are located n or near the mmedate vcnty of the road project. The best recorded and studed s 45CL527, whch contans multple temporal components, and whch has been the subject of at least two rounds of testng by AAR. The other s 45CL495, of whch lttle s known. Snce the project s funded by the TB and s consdered a captal mprovement project, Executve Order (EO) wll apply, whch requres that the Cty of Camas take nto account the effects ts project may have on cultural resources. To assst the Cty of Camas n ts complance wth EO 05-05, AAR wll conduct a varety of cultural resource management tasks. To begn ts study, AAR wll revew pertnent documents, maps reports, and ste documentaton forms related to the project area and ts envrons. Followng that, AAR wll conduct surface and subsurface surveys of the area to be dsturbed by the road w denng project to search for prehstorc or hstorc-era artfacts. f an archaeologcal ste s encountered durng the survey work, t wll be tested to determne f t s a source of mportant nformaton. Ths wll nvolve formal excavatons, whch wll requre an excavaton permt from the Washngton State Department of Archaeology and Hstorc Preservaton (DAHP). Artfacts recovered durng the test excavatons wll be processed, analyzed, and prepared for curaton. A techncal report wll be prepared that descrbes the results of AAR's studes. f a ste s found, or even f one s not found, because of the project area's proxmty to a recorded ste, DAHP wll lkely requre montorng of excavatons durng project constructon. The apprasals wll conform to the Unform Standards of Professonal Apprasal Practces.. f the propertes are low n value, under $25,000 and have no damages, apprasal wavers can be conducted nstead of full apprasals. Although we recommend only usng the apprasal waver process on parcels valued less than $10,000 to avod possble delay f the owner requests an apprasal. A revew appraser, also lcensed n Washngton, wll prepare a revew of each apprasal. The apprasal wavers wll be sent to the Cty for revew and approval. The offer s made n person unless the property owner s out of state or unwllng to meet wth the acquston agent. Unversal's agent wll work wth the property owner to reach a satsfactory agreement wth the property owner and wth the agency. Fles wll be kept for each property owner and wll nclude all legal documents, correspondence, apprasals and property owner contract reports. Once the acquston s complete and all the documents have been receved, Unversal wll turn the completed fle over to the agency to have the documents recorded and the property owner pad. f partal releases are requred because of loans on the property, gettng all of the release documents may take several weeks. There are certan events that could mpact the project schedule, these ncluded: Relocaton - The property located at 5920 NW Larkspur has a large pole barn that may functon as a busness could possbly be mpacted by the rght-of-way acquston requrng relocaton. Mnmzng mpacts to ths barn could avod relocaton and mpacts to the project schedule. Clearng of ttle may take weeks to several months dependng on the complexty of property encumbrances. We wll dentfy these early n the ttle revew to help avod any delay.

These requrements wll be based on WSDOT and the Manual on Unform Traffc Control Devce standards. To support the analyss the 2012 TF Update and exstng studes wthn the Camas Meadows and Green Mountan Area (Parklands at Camas Meadows, Vllage at Camas Meadows Subdvson and Green Mountan) wll be revewed to nsure the most current land use and traffc volumes are known to refne the ntersecton operatonal and geometrc needs. Coordnaton wth RTC wll be necessary to understand from major developments underway, such as the Green Mountan developments under constructon n the North Shore area. TRAFFC SGNAL MODFCATONS The wdenng of NW Larkspur Street s lkely to mpact the exstng traffc sgnal hardware (controller, electrcal servce, fber optc communcatons, loop detecton and two mast arm poles) along the north sde of NW Lake Road. t s antcpated that the Cty wll requre the exstng traffc sgnal system to reman functonal untl the new sgnal hardware s nstalled and functonal. The traffc sgnal modfcatons provde the opportunty to upgrade the traffc sgnal controller as part of ths project to meet the Cty's upcomng traffc sgnal controller and software standards that are currently beng evaluated. As part of the traffc sgnal modfcatons, the operatons (sgnal tmng) wll need to be revewed and updated. Current ADA complance for accessble ramps and pushbutton locatons wll need to be revewed for all corners to ensure current Cty and WSDOT standards (ncludng ADA) are met. The Cty's traffc sgnal fber optc communcatons to the ntersecton wll be nterrupted durng constructon. However, NW Larkspur/ Parker Street s the last connected ntersecton on that porton of the Cty's transportaton network. Avalable slack n the trunk fber w ll be revewed to mnmze network modfcaton needs. t s antcpated only localzed network modfcatons to accommodate any change n the traffc sgnal cabnet locatons wll be requred. A pre and post nstallaton test plan wll be developed to ensure no mpacts occur to the communcatons network durng constructon and the Cty has full communcatons to the exstng NE 192ndAve/1 st Street communcatons cabnet. ROADWAY LGHTNG The exstng roadway lghtng that was nstalled wth the subdvson to the east s lkely not adequate to lght the wdened roadway. An analyss usng AGl32 lghtng desgn software wll be conducted to dentfy addtonal lghtng needs and pole spacng to meet the Cty of Camas and ESNA Natonal RP-8-14 Standards for an arteral roadway classfcaton. f lghtng levels cannot be met utlzng the exstng post-top acorn style lumnares, alternatve lghtng optons wll be explored. n ether case, the Cty's new standards for LED lumnares wll be used. Lght levels at the ntersecton of NW Larkspu r St/Lake Rd wll also be analyzed to ensure ntersecton lght levels can be met wth the revsed ntersecton geometry and mast arm pole locatons. Lght pole placement wll be a key consderaton to nsure they are placed to accommodate ADA clearances, especally n areas wth steep slopes and walls. The sgnal and controller on the NW corner of Larkspur and Lake Road wll need to be relocated to accommodate the wdenng at that ntersecton. Ths wll provde an opportunty for the Cty to upgrade the controller system to be n lne wth the new controller and system requrements that are currently beng developed. CONSTRUCTON MANAGEMENT SERVCES f requested, Otak wll represent the Cty durng constructon of the project and act as the constructon manager for the project. We can handle the entre bddng process, ncludng respondng to questons and preparng addenda f requred. Once the bds are receved by the Cty, Otak wll assst n the revew and selecton of the responsve low bdder for the project. Otak can establsh the project controls for gradng and stakng the project, and we wll set up spreadsheets and trackng forms for daly reports from nspectors, materal submttals, RFl's, change orders and pay estmates. Otak wll be responsble for revewng and respondng to all submttals by the contractor and wll revew the certfed payroll from the contractor on a monthly bass.
