The followng rone Polcy s hereby adopted by the Cty and County of San Francscos Commttee on nformaton and Technology (COT), and wll apply to all Cty employees and Cty contractors. PURPOSE AN SCOPE The Cty and County of San Francsco ("Cty") s dedcated to embracng technologes that help mprove ts servces whle protectng the prvacy and safety of ts resdents. The use of drones n the publc nterest s expected to beneft resdents and vstors to the Cty through the more effcent use of Cty resources. The term "drone" means an unmanned arcraft flown by a plot va a ground control system, or autonomously through use of an on-board computer, communcaton lnks or other any addtonal equpment. Ths rone Polcy ("Polcy") s ntended to gude offcers, employees, and contractors of partcpatng departments wth pre-approved drone programs. Ths Polcy s subject to a one-year evaluaton perod. After the evaluaton perod, a rone Oversght Commttee composed of representatves from the Mayors Offce, the Cty Admnstrator, and COT wll revew the drone programs of all partcpatng departments and provde recommendatons to COT on revsons to ths Polcy, as necessary. Ths Polcy apples to all to departments partcpatng n the Ctys drone program, ncludng boards and commssons, employees, contractors, and volunteers. _Elected offcals, employees, consultants, volunteers, and vendors whle workng on behalf of the Cty are requred to comply wth ths Polcy. POLCY STATEMENT The Ctys rone Polcy requres each partcpatng department to adopt a polcy that reflects the requrements terated n ths document. epartments may add requrements to ther drone polces, but may not remove any requrement n ths document, or use drones for any reason outsde the "use cases" dentfed for each department. All department polces must be approved by COT before any authorzed use. The departmental drone polcy must be revewed and sgned by all drone operators n partcpatng departments, and any ndvduals wth access to drone data that may contan Personal dentfable nformaton. Engagng n the unauthorzed use of drones or actvtes that are nconsstent wth ths Polcy may subject an offcer or employee to dscplne, up to and ncludng termnaton of employment or removal from offce, as well as to applcable monetary fnes and penaltes. Nothng n ths Polcy shall modfy or reduce any due process rghts provded pursuant to the offcer or employees collectve barganng agreement. To revew Federal Avaton Authorty (FAA) requrements for the regstraton and use of drones by the Cty, please refer to: Specfcatons: Safety: Each Cty drone must have a global postonng system. The software and/or frmware used to operate the drone must be up to date and mantaned. rones must be operated n a safe manner. Cty drones should not be operated n a way that causes personal njury or property damage. rones may not have features (e.g., lghts, colorng) or be used n a way that dstracts drvers or other arcraft. rones that lose GPS sgnals should be set to hover n place. Addtonally, drones that lose sgnals to ther remote operator or when low power s detected should be set to return to home/orgn. Tranng: Notfcaton: rone operators must obtan remote plot certfcatons from the FAA and must comply wth all other FAA requrements. epartments shall notfy the publc of ntended drone operatons at the ste of operatons through sgnage n readly vewable publc areas. n addton, epartments shall notfy the publc of all drone flghts by publshng flght summary data on the Open ata portal 24 hours n advance of operatons. epartment notfcatons shall nclude flght summary nformaton and the type of data to be collected (See Appendx B for the Ctys Flght Summary Form). EFNTONS Personal dentfable nformaton: Raw rone ata: nformaton that can be used to dstngush or trace an ndvduals dentty, ether alone or when combned wth other personal or dentfyng nformaton that s lnked or lnkable to a specfc ndvdual. nformaton collected by a Cty drone that has not been processed and cleaned of all personal dentfable nformaton. The dstrbuton and use of raw drone data s tghtly restrcted. QUESTONS All questons regardng ths polcy should be drected to the employees supervsor or to the drector. Smlarly, questons about other applcable laws governng the use of drones or the ssues related to prvacy should be drected to the employees supervsor or the drector, although the supervsor or drector may determne that the queston must be addressed to the COT rone Oversght Commttee. Employees may also contact ther unons for advce or nformaton about ther rghts and responsbltes under these and other laws. REFERENCE The FAA has developed regulatons on the use of drones. For more nformaton, please refer to ther webste at: AUTHORZATON SEC. 22A.3 of the Ctys Admnstratve Code states, "COT shall revew and approve the recommendatons of the Cty CO for nformaton communcaton technology (CT) standards, polces and procedures to enable successful development, operaton, mantenance, and support of the Ctys CT."
