1 TEXAS DEPARTMENT OF TRANSPORTATION GENERAL SERVICES DIVISION SPECIFICATION NO. * REFLECTIVE RAINWEAR PUBLICATION This specification is a product of the Texas Department of Transportation (TxDOT). It is the practice of TxDOT to support other entities by making this specification available through the National Institute of Governmental Purchasing (NIGP). This specification may not be sold for profit or monetary gain. If this specification is altered in any way, the header, and any and all references to TxDOT must be removed. TxDOT does not assume nor accept any liability when this specification is used in the procurement process by any other entity. PART I GENERAL CLAUSES AND CONDITIONS 1. The rainwear furnished under this specification shall be the latest improved model in current production, as offered to commercial trade, and shall be of quality workmanship and material. The respondent represents that all rainwear offered under this specification shall be new. USED, SHOPWORN, DEMONSTRATOR, PROTOTYPE, OR DISCONTINUED MODELS ARE NOT ACCEPTABLE. 2. Respondent should submit with the bid or have on file with the Texas Department of Transportation (TxDOT), Austin, Texas, the latest printed literature and detailed specifications on rainwear the respondent proposes to furnish. This literature is for informational purposes only. 3. All parts not specifically mentioned which are necessary for the rainwear to be complete and ready for wear or that are normally furnished as standard features shall be furnished by the vendor. All parts shall conform in strength, quality and workmanship to the accepted standards of the industry. 4. It is the intent of TxDOT to purchase goods, equipment and services having the least adverse environmental impact, within the constraints of statutory purchasing requirements, departmental need, availability, and sound economical considerations. Suggested changes and environmental enhancements for possible inclusion in future revisions of this specification are encouraged. 5. TxDOT encourages all manufacturers to comply voluntarily with the Society of the Plastics Industry, Inc. (SPI), plastic container coding system. All plastic containers furnished to this specification should have an imprinted SPI recycling code and symbol identifying the resin composition of the container so that the item can be recycled after its useful life. Manufacturers are encouraged to use recycled plastics and materials in the manufacture of their products in order to conserve natural resources, energy and landfill space. Respondents should note that future specification revisions may require mandatory compliance with the SPI plastic container coding system. * This Specification Supersedes Specification, Revised May
2 PART II SPECIFICATIONS 1. SCOPE: This specification describes reflective, flame resistant (FR) rainwear to be used to protect workers from precipitation and to enhance the visibility of workers during low light conditions. This includes full-length raincoats and rain jackets with detachable hoods, and rain pants. Rainwear shall include reflective material for increased visibility as per ANSI/ISEA , Performance Class 3. In cases where there are conflicts with the ANSI standard and TxDOT specification, the TxDOT specification governs. Rainwear shall be designed for use by men or women, to be worn over normal work clothes. The rainwear shall meet or exceed the following: EXAMPLES: COATS NASCO 80 CFY 455 with reflective tape added PANTS NASCO 81 TFY 455 with reflective tape added JACKETS NASCO 80 JFY 455 with reflective tape added HOODS NASCO H80FY NOTICE TO RESPONENTS: Any example shown is listed to show type and class of rainwear desired. Respondents are cautioned to read the specifications carefully, as there may be special requirements not commonly offered by the manufacturer. DO NOT ASSUME YOUR STANDARD RAINWEAR MEETS ALL DETAILED SPECIFICATIONS MERELY BECAUSE IT IS LISTED AS AN EXAMPLE. Respondents are cautioned that rainwear delivered to the FOB point which do not meet specifications in every aspect will not be accepted. 2. FUNCTIONAL AND DESIGN REQUIREMENTS: Rainwear shall be designed to protect employees from precipitation and make employees more visible to vehicular traffic in low light conditions The rainwear shall be constructed of a waterproof, coated, FR fabric with a water entry pressure (WEP) rating of not less than 100 pounds per square inch on seams and material as per ASTM D The FR properties shall be as per ASTM 6413 with < 6 inches char length and < 2 second afterflame. The coating shall be an oil-resistant compound applied to only one side, resist discoloration and shall be non-irritating to the skin. The base fabric shall be polyester or nylon consisting of yarn of not less than 200 denier, with a thread count of not less than 30 in the warp and 30 in the fill. Industry rating of the coated fabric shall not be less than 4.2 ounces per square yard. Fabric shall be in compliance with ANSI/ISEA , Performance Class 3. NOTE: PVC is not acceptable Seams shall be of sufficient strength for use by people performing construction and highway maintenance work shall be 100% waterproof. Seam construction shall be flat-felled, double-stitched and permanently heat sealed inside the rainwear with clear polyurethane tape. Overedge or single needle seams are not acceptable. Thread shall be nylon or polycore spun with nylon or cotton coating. Number of stitches shall be not less than eight per inch. Thread shall have color consistency with background material Closures shall be ball-and-socket type, snap fasteners. All fasteners shall be non-conductive, non-corrosive, and shall be spaced to assure protection from precipitation for people engaged in construction and highway maintenance work. 2-5
3 2.4. The color of the rainwear shall be fluorescent yellow-green per ANSI/ISEA , Performance Class 3, Section 6.1, Table 2. NOTE: Standard safety yellow is not acceptable. All rainwear shall be of the same color for the duration of the purchase order Sizing for rainwear shall adhere to the following scale in inches. Sizes listed apply to size worn by individual. All coats, jackets, and pants shall have a sewn-in ANSI/ISEA , Performance Class 3 label that identifies the manufacturer, the date manufactured, and the size of the rainwear. The label shall be sewn either at the back of the neck or at the bottom inside hem on the coats and jackets; and the inside waist area of the pants. Certification must be provided from the fabric manufacturer and reflective material manufacturer. Vendor shall furnish certifications with response Coats and jackets shall be constructed with a cape vent back. The cape shall have a minimum two inch overlap. A minimum of two bar tacks shall be used to hold the cape in place. Three or more evenly spaced vents shall be provided under the cape in the shoulder area to allow adequate ventilation to the upper torso. Cape vent shall extend below printing (Ref. Para. 3.1.) Sleeve construction shall be either raglan or set-in sleeves to provide flexibility for movement in construction and highway maintenance work Vent holes under the arm are not required. Nevertheless, if vent holes are provided they shall have non-conductive eyelets or be reinforced with non-conductive, heat seal tape or double fabric. Vent hole openings shall not exceed 5/16 inch overall Coats shall be single-breasted with either stand-up or fold-down collar, snap fastener with front closure and storm front fly. The fly shall extend at least from the top fastener to below the bottom fastener and shall be not less than two inches wide. The mean length of the coat, proportional to size, shall be approximately 52 inches from the collar base to the edge of the hem. The coat shall have at least one front pocket on each side of the coat with an opening for access to garments worn under it, while still providing protection from precipitation Jackets shall be single-breasted with either stand-up or fold-down collars, snap fastener with front closure and storm front fly. The fly shall extend at least from the top fastener to below the bottom fastener and shall be not less than two inches wide. The mean length of the jacket, proportional to size, shall be approximately 29 inches from the collar base to the edge of the hem. 3-5
4 2.8. Hoods shall be detachable with snaps having not less than four evenly spaced ball-and-socket type fasteners for attachment to the back of the collar. The hood shall be of two or three piece construction with an attached facing which shall form a tunnel for a draw cord inserted in the hood facing. The facing shall be turned to the inside of the hood with a raw or finished edge hem. The exit for the draw cord shall be provided by buttonholes, non-conductive grommets or punched holes and shall be reinforced with heat seal tape or double fabric to prevent tearing or fraying. These exits shall be approximately 1/2 to 1 inch from the bottom. The draw cord shall be braided and tipped or knotted at the ends Pants shall be elastic waist with drawstring, plain front and wide leg for boot entry. Elastic shall be commercial grade, high quality. 3. PRINTING: Coats and jackets shall have the TxDOT logo printed on the back (Ref. Attachment A). Printing shall be black, applied by stenciling or silk screen, and guaranteed to last the lifetime of the rainwear regardless of contact with oil or most chemicals Printing shall be centered on the back in the shoulder blade area. The printing shall not overlap the end of the cape vent, nor the reflective tape Printing shall be a minimum of 7-½ inches x 10 inches (height x width). 4. REFLECTIVE TRIM REQUIREMENTS: The reflective trim material shall be: 4.1. ANSI/ISEA , Performance Class 3 certified and shall have a minimum of two inch wide 3M Scotchlite 8710 or Reflexlite silver tape. Respondents wishing to furnish other reflective material shall secure written approval from TxDOT prior to award of purchase order Attached by a pressure heat seal process approved by TxDOT. Reflective material shall remain firmly affixed to the rainwear. No separation between the rainwear and the reflective material shall be permitted COAT: Applied contiguous around each sleeve cuff, three inches from sleeve hem to bottom of reflective trim and 13 inches from hem to bottom of reflective trim. Sleeve reflective trim shall be at corresponding heights to chest and waist trim, eight inches between bottom of chest trim to top of waist reflective trim. There shall be 14 inches between the base of the neck to top of chest reflective trim. The over the shoulder harness configuration shall be contiguous from front to back (Ref. Attachment B). NOTE: If the upper body stripe overlaps the end of the cape vent back, then the stripe shall be adjusted up or down whichever distance is less. The stripe shall not interfere with the opening of the cape vent back JACKET: Applied contiguous around each sleeve cuff, three inches from hem to bottom of reflective trim and 13 inches from hem to bottom of reflective trim. Sleeve reflective trim shall be at corresponding heights to chest and waist trim, eight inches between bottom of chest trim to top of waist reflective trim. There shall be 14 inches between the base of the neck to top of chest reflective trim. The over the shoulder harness configuration shall be contiguous from front to back (Ref. Attachment B). The stripe shall not interfere with the opening of the cape vent back PANTS: Applied contiguous around each pant leg, five inches from hem to bottom of reflective trim and eight inches between top of lower leg reflective trim to bottom of upper calf trim. 5. PACKAGING: Rainwear shall meet the following packaging requirements: 4-5
5 5.1. Each coat, jacket and pant shall be individually packaged in a clear plastic bag. The bag shall be marked so that the size may be easily seen on top when stacked on shelving. The rainwear shall be neatly folded to insure no wrinkles when unpacked. Exterior shipping containers shall be substantial and the type, size and kind commonly used for shipping. The containers shall be distinctly labeled with the purchase order number A hood shall be included in each coat and jacket package. The hood need not be attached, but shall be neatly folded. 6. WARRANTY: The rainwear shall be warranted against defective materials, workmanship, and failures for not less than 24 months. If the manufacturer s standard warranty is for a period in excess of 24 months then the standard warranty shall apply. 5-5
