2 Minutes Old Town Design Review Committee August 22, 2016 Item 1: Chairperson Amanda Ferguson called the Old Town Design Review Committee to order at 4:12 p.m. with the following members present: Amanda Ferguson, Sharon Ellis, and Andrea Fowler. Members Casey Dunn, Doug Killough, and Advising Architect Bill Peck were absent. Staff present: Richard Luedke, Planning Manager and June Sin, Planner. Item 2: The second item on the agenda was the approval of the minutes from the August 8, 2016 meeting. A motion was made by Sharon Ellis and seconded by Andrea Fowler to approve the minutes. The motion passed unanimously (3-0). Item 3: The next item on the agenda was consideration of a Letter of Design Approval for a new wall sign for Tito s Tire & More, located at 317 E. Main Street; as requested by Elizabeth Fisher, the sign contractor. Staff gave a brief presentation indicating that the applicant plans to add a wall sign on the front façade above the window below the roofline. The sign will be made of metal with a digitally printed surface. The sign will feature the logo over a tan background with brown stripes. The sign will feature two phone numbers and words Best Prices in Lewisville on lower corners on each side. A motion was made by Sharon Ellis and seconded by Andrea Fowler to approve the new wall sign as presented. The motion passed unanimously (3-0.) 3 STAFF REPORT TO: FROM: Old Town Design Review Committee June Sin, Planner DATE: September 12, 2016 SUBJECT: Consideration of a Letter of Design Approval for a New Projecting Sign and Temporary Banner Sign for The Perc Coffeehouse, located at 115 W. Main Street as Requested by Tammy Taylor, the Sign Contractor. BACKGROUND The property is located at 115 West Main Street in Old Town Lewisville. The property was remodeled for a coffee shop. In January of 2016, the Old Town Design Review Committee approved a proposal for exterior modifications. The applicant plans to add a projecting sign. ANALYSIS Projecting Sign The projecting sign is a two sided sign located at the center of the storefront, right above the door. The sign is made of aluminum which measures about five feet in height, three feet in width and one foot in depth. The sign features a coffee pot sitting on a square box below. Gold neon lines the edge of the sign. Vinyl overlays with shading will be applied and red neon outlines the coffee pot and the word the. Vinyl overlays for the word PERC and COFFEEHOUSE will be applied directly to the metal casing. Green neon will outline the word PERC. The proposed sign meets the requirements for a projecting sign in the Old Town Development Ordinance Temporary Banner Sign The temporary banner sign measures three feet in height and eight feet in width. The sign will say Perc Coffeehouse in black over white background. Temporary signs do not require a Letter of Design Approval for their sign permit. The proposed sign meets all temporary banner sign requirements except the area requirement of 20 square feet. Old Town Design Review Committee may approve modifications for sign area and sign height. Staff has no objection to the modifications. RECOMMENDATION Staff recommends that the Old Town Design Review Committee grant a Letter of Design Approval for the proposed projecting sign.

7 STAFF REPORT TO: FROM: Old Town Design Review Committee June Sin, Planner MEETING DATE: September 12, 2016 SUBJECT: Consideration of a Letter of Design Approval for a New Wall Sign for Mill Street Tire, located at 102 N. Mill Street; as Requested by Tony Rasmussen, the Business Owner. BACKGROUND The existing building on 102 N. Mill has been Mill Street Tire for a number of years and was recently sold. The new business owner Tony Rasmussen would like to remove the existing wall sign and replace it with the proposed wall sign. ANALYSIS Wall Sign The applicant is proposing to add a wall sign made of metal with a digitally printed surface. The proposed sign is five feet in height and 10 feet in width. The sign measures approximately 50 square feet which meets the size requirement of single tenant wall signs. The sign will be placed centered above the work bay door. The sign will have a grey background and a tire with two checkered flags on each side. It will feature the business name Mill Street Tire in a cursive font with black with yellow outline over a red background. Above the logo, the words NEW & USED and FLATS FIXED will be written in a serif font with white and black border. The Old Town Development guideline recommends that color palette for the sign should relate to each other as well as their surroundings and should be no more than three to five colors. The guideline also recommends a mixture of serif-style as typical typeface and sans-serif style font for supporting detail text. The guideline also suggest the shape of the sign should have detailed edges, with notches or rounded edges as it relates to the architectural character of the building. Staff suggests that the sign shape be modified to add notches or rounded edges. The other elements of the proposal meet the criteria for design elements as recommended in the Old Town Development Ordinance. RECOMMENDATION Staff recommends that the Old Town Design Review Committee consider the request for a Letter of Design Approval for the proposed wall sign.

9 STAFF REPORT TO: FROM: Old Town Design Review Committee June Sin, Planner DATE: August 8, 2016 SUBJECT: Consideration of a Letter of Design Approval for a New Monument Sign for Lynn Square Professional Office Park, located at 118 Lynn Avenue as Requested by Jack Edwards, the Sign Contractor. BACKGROUND The property is located on the north side of Main Street between Lynn Avenue and N. Edna Avenue. There are four existing buildings located in the Lynn Square with multiple tenants in each building. The property owner is proposing to build a monument sign adjacent to Lynn Avenue. ANALYSIS Monument Sign The applicant plans to build a monument sign which matches the architectural style of the existing brick building, at the northwest corner of the property. The proposed sign is a one-sided multi-tenant sign. It is four feet in height and ten feet in width. The sign will be made of brick and will be topped with a capstone. The sign will have 12 slots for individual tenants. The proposed sign meets the requirements for a monument sign in the Old Town Development Ordinance. RECOMMENDATION Staff recommends that the Old Town Design Review Committee consider a letter of design approval for the new monument sign.

13 STAFF REPORT TO: FROM: Old Town Design Review Committee June Sin, Planner MEETING DATE: September 12, 2016 SUBJECT: Consideration of a Letter of Design Approval for Exterior Building Design for J2 Steakhouse located at 119 E. Main Street, as requested by Bill Peck, on behalf of Jim Murray the property owner. BACKGROUND The existing building is located on north side of Main Street on the west side of N Kealy Avenue. Mr. Jim Murray purchased the property last year to convert the building into a restaurant. ANALYSIS Exterior Building Design The applicant is proposing to remodel the former Lewisville Feed Mill into a new restaurant building. The existing brick building will remain with a few modifications. New kitchen and service area will be added to the rear of the existing metal building on the west side. The new building will have a flat roof, the height of which will line up with the edge of the existing metal roof line. The building addition will wrap around the corner of the existing building. The south elevation, facing Main Street will have a new window installed on the right side of the existing door to match the existing window on the left. New tube steel awning will be installed over the both windows and will be painted black. Above the existing barn door, three gooseneck lighting fixtures will be installed. The metal building on the west of the main structure will have a new overhead garage door which will be painted black. On the west elevation, a mural will be added to the side of the exiting brick building. The new wall for the kitchen expansion will be finished with stucco. The stucco wall will be painted with La Fonda Terry Cotta (7003-7C). New CMU wall around the back of the kitchen area will serve as a dumpster enclosure and will be painted with same color to match the stucco building. On the east elevation, two existing silos will be reused as an entry feature and a parking cover/outside seating cover. The exiting stucco wall will be painted with La Fonda Terry Cotta (7003-7C). The new kitchen addition will be painted with a mural, which will also cover the metal door for the kitchen area.

14 119 E. Main September 12, 2016 Page 2 Silos and Murals Nine of the existing silos will be modified and repurposed throughout the site. Two of the silos will be used as the entry feature and parking cover/outside seating cover at the east elevation. The remaining silos will be located on the northeast portion of the lot and will be used as parking covers. Two murals are proposed as a part of building design. Murals are subject to review by the Old Town Development Committee. RECOMMENDATION Staff recommends that the Old Town Design Review Committee consider a letter of design approval for the proposed exterior building design as presented.
