1 Architectural Review Board City of Pensacola America s First Settlement And Most Historic City December 10, 2014 TO MEMBERS OF THE ARCHITECTURAL REVIEW BOARD AND APPLICANTS: The Architectural Review Board will conduct a public hearing at 2:00 p.m. on Thursday, December 18, 2014, in the Whibbs Conference Room, First Floor, Pensacola City Hall, 222 West Main Street, Pensacola, Florida to consider applications for renovations, alterations, demolitions, new construction and/or variances, in one or more of the following districts: Pensacola Historic District, North Hill Preservation District, Old East Hill Preservation District, Palafox Historic Business District, and Governmental Center District. The applicant(s), or authorized agent, must be present for the public hearing in order for the Board to act upon their request. QUORUM / CALL TO ORDER AGENDA APPROVAL OF MINUTES The Architectural Review Board shall approve, or approve with changes, the Minutes from the meeting held on November 20, OLD BUSINESS None NEW BUSINESS Item E Intendencia St Pensacola Historic District New Construction Mr. John Foley is requesting a setback variance, a rear yard coverage variance, and breezeway variance to allow for the construction of a new single-family residence and detached garage. Item E Intendencia St Pensacola Historic District Contributing Structure Mr. Michael Boles is requesting approval to construct a pergola in the rear yard. PRESENTATION/INFORMATION ONLY Mr. Dustine Emerson, Planning Intern, will be presenting maps he created showing the contributing and non-contributing structures and demolitions within the Historic Districts ADJOURNMENT GENERAL INFORMATION: All persons having an interest in the above are invited to attend. Applicants are hereby notified to be present or have an authorized agent attend the meeting. Any discussions and/or presentations made by an authorized agent shall be binding. ADA STATEMENT: The City of Pensacola adheres to the Americans with Disabilities Act and will make reasonable accommodations for access to City services, programs, and activities. Please call (or TDD ) for further information. Requests must be made at least 48 hours in advance of the event in order to allow the City time to provide the requested services. APPEAL STATEMENT: If any person decides to appeal any decision made with respect to any matter considered at this meeting or public hearing, such person may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and any such evidence upon which the appeal is to be based. REVIEW OF BOARD DECISIONS: Any person aggrieved by a decision of the Board may, within fifteen (15) days thereafter, apply to the City Council for review of the Board's decision. If the applicant obtains a building permit within the fifteen-day time period specified for review of a board decision, said permit may be subject to revocation and any work undertaken in accordance with said permit may be required to be removed. VARIANCE APPEAL: If denied a variance by the Board, the petitioner has thirty (30) days from the date of the meeting to appeal the decision in accordance with Section of the Land Development Code. Any person or persons, jointly or severally, aggrieved by a decision of the Board may apply to the Circuit Court of the First Judicial Court of Florida. The Community Development Director and Attorney of the City of Pensacola must be notified in writing of an appeal within five (5) days of the application being made to the Circuit Court. If the Community Development Department Director and City Attorney have not received a copy of the notice of appeal within thirty-five (35) days of the date of the meeting at which the variance was denied, the petitioner shall be notified by the Building Official that they have ten (10) days to remove or correct the violation. 3 Architectural Review Board City of Pensacola America s First Settlement And Most Historic City MINUTES OF THE ARCHITECTURAL REVIEW BOARD November 20, 2014 MEMBERS PRESENT: Carter Quina, George Mead, Nina Campbell, Ben Townes, Susan Campbell, Michael Crawford, Ray Jones MEMBERS ABSENT: STAFF PRESENT: Elizabeth Schrey, Senior Planner, Secretary to the Board Alan Gray, Planner Bill Weeks, Inspection Services Administrator OTHERS PRESENT: Ross Pristera, John Myslick, McCall Richardson CALL TO ORDER / QUORUM PRESENT Vice-Chairman Ben Townes called the Architectural Review Board meeting to order at approximately 2:02 p.m., a quorum of seven (7) members were present. APPROVAL OF MINUTES Mr. Jones made a motion to approve the October 30 th meeting minutes. The motion was seconded by Mr. Mead and it was approved unanimously. OLD BUSINESS Item 1 16 W Main St Pensacola Historic District Temporary Parking Lot Andrew Rothfeder requested approval to locate dumpsters in the temporary lot for the duration of the approval on the temporary lot. Mr. Mead reiterated that he submitted a request to clarify that the timeframe for the existing approval, ending in March 2015, and the meaning of temporary. Mrs. Schrey and Mr. Myslick (in place of Mr. Rothfeder) state there is a desire for a six month extension due to timing concerns. Mr. Myslick furthers by claiming that the projects were supposed to start simultaneously but there is a need for the extra time for the projects to once again converge in order to find a more permanent location for the dumpsters. Location is based off ease of access for the dumpster trucks as viewed by one of the truck drivers. Mr. Jones expresses his concerns about a dog-ear type fence and requests that it be dressed up at the top. Mr. Gray informs the Board that Staff reviewed the location and made sure the fence was flat-topped. Mr. Jones motions to approve the request for the temporary dumpster location and the six month extension. Mr. Mead seconded the motion and it was unanimously approved. NEW BUSINESS Item E Intendencia St Pensacola Historic District Driveway Extension Shirley Davison requested approval to extend the driveway apron by three feet as a result of a narrow lot and their larger vehicle jumping the curb as it leaves the driveway. Mrs. Schrey informs the Board that the main problem is a power pole right next to the driveway. Mr. Richardson (in place of Mrs. Davison) explains that the curb is almost eight inches high and there is much difficult to miss the curb pulling in or backing out. He states that he wants to get a contractor to create the apron and not break the curb as others in the neighborhood with the same problem have done. Mr. Quina asks about the pavers and is told that they will remain. Mr. Townes inquires about the trashcan pad and Mr. Richardson says they will move it down as it is most stable from flooding. Mr. Mead supports the apron but not the disruption of the checkerboard sidewalk. Mrs. Campbell suggests simplifying the number of materials used. Mr. Richardson wants to simplify but is waiting to the construction next door to conclude. Mr. Mead motions to DRAFT Pending Board Approval

Mr. Crawford seconded the motion and it was unanimously approved. Add-on 609 Crown Cove Request to Replace Doors with Storm Doors Ms. Schrey explained that this was submitted as an Abbreviated Review and was subsequently referred to the full Board. Linda from Folkers explained the project was to replace the existing doors and transoms with impact-rated fiberglass doors. Mr. Quina asked what the frame material on the transoms would be and Linda said UltraJam which is a fiberglass composite. Mr. Mead asked if it was an extruded material and Linda replied yes. Mr. Quina made a motion to approve. Mr. Crawford seconded the motion and it was unanimously approved.
