1 APPROVED DESIGN AND PROJECT REVIEW COMMITTEE (DAPR) MINUTES October 21, 2015 Voting Members Present: Staff Present: Presiding Member: I. Eckersberg, G. Gerdes, M. Jones, M. Klotz, D. Latinovic, M. Muenzer, S. Nagar, J. Nelson, M. Tristan, P. Zalmezak B. Newman, C. Ruiz A quorum being present, Muenzer called the meeting to order at 2:31 p.m. New Business: 1) 633 Clark Street (Northwestern University) Preliminary and Final Review Charles Davidson, project manager, submits for the removal and replacement of hardscape areas at the Rebecca Crown Center Plaza in the U1 University Housing District. APPLICATION PRESENTED BY: Charles Davidson Project 3-Building Complex housing budget and administrative offices There is a combined underground garage Propose to restore just the plaza over the garage (last restored 20 years ago) Replacing stairs, handrails and deck Stamp concrete to be replaced with the brick pavers Remove some overgrown plants ADA compliant parking stall (close to sidewalk) The Preservation Commission has approved the project Isolated areas of concrete will be converted to green space Existing irrigation system will be extended Installing a stone melt system Installing bike racks for 20 bikes and wood benches Lighting (no lighting plan yet): o Bollards at stairways o Building lights to show pathways o Up-lights on trees in center green island Staging area will be between 619 Clark and the Crown Center; no work proposed in Clark St. right-of-way. Timeline: Begin Spring 2016; 20 week construction Mr. Latinovic moved to approve the preliminary and final plans, seconded by Mr. Nagar. APPLICATION PRESENTED BY: Jeff and Jim Battinus Business owners 9-station, 30 minute, full body workout No wait, no double workouts allowed Certified trainer plus 2 trained employees total; one present at any given time Maximum 5-7 customers at any given time because of rotation 70% female customers, years old No combative exercise Share a wall with 10-mile restaurant Strict noise restrictions from building owner; sound proofing plan is provided to the franchisees; ceiling, walls and floors are sound proofed by foam; No changes to exterior; sign will be compliant Hours: Mon-Fri: 6am-11am, 3pm-9pm; Sat-Sun: 9am-11am, 3pm-6pm None of the employees drive to work One bathroom proposed; bathroom code to be reviewed by Plan Reviewer Mr. Gerdes moved to recommend approval on the condition that the applicant submits soundproofing plans for floor and ceiling prior to the ZBA meeting, seconded by Ms. Jones. The Committee voted unanimously 10-0 to recommend approval to the ZBA with the condition. 3) 1806 Church Street Preliminary & Final Review John Leineweber, owner, submits for the installation of a new roof-top stairwell and rooftop deck to an existing mixed-use building in the B2 Business District. APPLICATION PRESENTED BY: John Leineweber Developer Kiril Mirintchev Architect 3 commercial units on the 1 st floor; 2 residential units above (1) Two Br, (1) One Br Built 1956; propose to update electrical and mechanical and reconfigure 1 st floor A 350 s.f. and 450 s.f. commercial spaces face Church ; 1 faces Darrow Shared ADA compliant rest room for 2 commercial spaces Reconfigure stairs to come off back door Addition to the roof will accommodate the roof deck; only the rear residential unit will have access to the roof deck Black wrought iron guard rail on roof East façade: putting bronze windows in where currently filled in with brick; will match brick and tuckpoint entire building with reddish brown mortar to blend old brick, new brick and mortar No change to water service No changes to parking area in rear proposed DAPR Meeting Minutes October 21, 2015 Page 2 of 3
3 Lighting: motion-sensitive light above back door Mr. Nagar moved to approve the preliminary and final plans, seconded by Mr. Gerdes. The Committee voted unanimously 10-0 to approve the plans. Mr. Nagar left the meeting. Mr. Zalmezak joined the Committee. 4) 835 Chicago Avenue Minor Adjustment to Planned Jeff Clark, developer, submits for minor adjustments to the Chicago-Main Planned for the modification of right-of-way landscaping from approved Ord. 32-O- 14. The property is located in the C1a Commercial Mixed Use District and the odm Dempster-Main Overlay District. APPLICATION PRESENTED BY Jeff Clark Developer Project is on schedule: start 2 nd floor steel next week; windows in December; 8/1/16 opening of residential units 9-story mixed use; 112 apartments; retail first floor; offices second floor Bakery on 1 st floor corner retail space requests additional sidewalk space for outdoor seating Propose to reduce previously proposed planter in half and add another of the same size along Chicago; Move a tree to Chicago Avenue from Main Street Also proposing to remove the awning from above the accordion doors at the corner of the building facing Chicago Avenue Mr. Latinovic moved to approve the proposed minor adjustments to the Planned, seconded by Mr. Gerdes. The Committee voted unanimously 9-0 to approve the minor adjustments. Other Business: Approval of the October 14th, 2015 meeting minutes. Mr. Latinovic moved approval of the minutes, seconded by Mr. Nelson. The Committee voted unanimously 9-0 to approve the minutes of the October 14th, 2015 DAPR meeting.
