It will be populated with the agreed priorities for your Locality along with details of how you will tackle these. We will also consult with you over the content for the what is our locality like? section. You will note that it pulls together the priorities from the Health and Social Care Partnership Locality Forums, Economic Plan (where applicable) and Local Development Plan. 2. Place Standard Feedback At the recent consultation events we used the Place Standard Toolkit. The results of this exercise are now available, along with the Talking Wall comments. 3. Health and Social Care Locality Priorities The geographies of the Health and Social Care Partnership Locality Forum are the same as those of the Locality Partnership. They have already met and agreed local priorities. 4. Summary of Place Standards Rapid Appraisal This extracts the key issues identified through engagement and compares them to data on the Locality.

33 Locality Partnership: Kilwinning Date: 12 th September 2016 Subject: Training Purpose: To advise Locality Partnership members of training opportunities Background In acknowledgement of the investment that Locality Partnership members make to the work of the Partnership, and consequently the wider Community Planning Partnership, a training and development programme is being developed. The members of our Locality Partnerships come from varied backgrounds. This means that they can bring a useful mixture of skills and experience to the Partnership. It also means that the training and development requirements of members will be wide-ranging. We are therefore offering an initial range of training opportunities along with carrying out a training needs analysis. Full details were circulated to members in July. Key Points for Locality Partnership The training takes various forms. Courses are tutor led. They generally take place at Greenwood Conference Centre in Dreghorn and are of various durations in length. The format is a mixture of practical and theory and promotes group interaction and discussion. E-learning is hosted on North Ayrshire Council s e-learning platform - Study IT. These courses are delivered over the internet using a PC. They can be completed anywhere you have an internet connection and are designed to be engaging and interactive. We will also invite you to briefing sessions and send you information about the work of the Community Planning Partnership. The training needs analysis will allow us to identify other training and development that would assist Locality Partnership members. 34 Locality Partnership: Kilwinning Date: 12th September 2016 Subject: Communication Purpose: To brief Locality Partnership members on the Community Planning website, Locality Facebook pages and sources of Community Planning partner information Background A range of communication methods are in place to enable Locality Partnership members to obtain further information on the Community Planning Partnership and the work of its partners, as well as communicating more widely with our communities. Key Points for Locality Partnership The Community Planning website was previously hosted on North Ayrshire Council s website. A new standalone website with more of a partner identity was launched on 1 st September and is available here: This contains information on the Community Planning Partnership, local news, a searchable consultation calendar as well as pages dedicated to each Locality. Locality Partnership Facebook pages have also been developed. The initial coordination of these is through North Ayrshire Council librarians in each Locality. The focus of the Locality Partnership s work and agenda will be the Locality Plan. However there will be wider additional information that will be of interest to Locality Partnership members. This includes local crime and crime detection levels, road traffic collision and fire incidents and school attainment levels. This will be made available on-line to Locality Partnership members. 35 Locality Partnership Kilwinning Date: 12 September 2016 Subject: Road Maintenance Programme 2016/17 Purpose: To provide the Locality Planning Partnership with information on North Ayrshire Council s Structural Roads and Street Lighting Maintenance Programme for 2016/17 1. Introduction 1.1 North Ayrshire Council has a statutory obligation under the Roads (Scotland) Act 1984 to manage and maintain its public road network and associated street lighting infrastructure. The adopted road network within North Ayrshire has a total length of 1034km.The core roads assets are currently estimated at a value of approximately 1.7billion. 1.2 North Ayrshire Council are responsible for the maintenance of the local adopted road network and street lighting as well as any other non-adopted road and street lighting assets within its ownership. 1.3 Separately, the Trunk Road Network is the responsibility of Transport Scotland and their management contractor, Scotland TranServe. The Trunk Road network includes the A78, the A737 from Kilwinning to the East Renfrewshire Boundary and A738 from the Pennyburn Roundabout to the A737 Dalry Road Kilwinning. 2. Current Position 2.1 The Council s Roads and Transportation Service has adopted an asset management approach to road and street lighting maintenance to allocate available funds to locations that will offer the most beneficial return on the investment. 2.2 A Roads Asset Management Plan (RAMP) has been prepared which contains details of an agreed maintenance strategy compliant with the recommendations contained within the Well Maintained Highways Code of Practice. This approach ensures that the Councils statutory obligations as delegated Roads Authority are met. 1

36 2.3 The Code of Practice states that the establishment of an effective regime of inspection, assessment and recording is the most critical component of road maintenance. This approach to roads maintenance assists in not only providing a road network for the future but one that promotes social inclusion and contributes to economic growth within the area. This approach also ensures the Council is providing value for money on any investment attributed to road maintenance. 3. Proposals 3.1 North Ayrshire Council s roads are the Council s largest community asset and play a vital role in supporting the local and wider economy by facilitating the movement of people, goods and services and connecting people with economic opportunities 3.2 As part of the Asset Management process, annual condition assessments are carried out on the public road network as part of the established inspection regime. Where the condition of the road is found to have deteriorated to the point where maintenance should be considered, a prioritisation matrix is completed to score and rank each location for consideration in future resurfacing programmes. This approach facilitates an appropriate prioritisation of works required in line with available budgets. 4. Conclusion 4.1 The approach outlined within this paper has been established for a number of years and has again been utilised to generate the Council s Roads and Street Lighting Maintenance Programme for 2016/17, a copy of which is attached in Appendix 1a and 1b. 5.
