29 7. EU- Interdisciplinary Expertise Platform Wildfire-investigation: - towards one Europeanstandard for wildfire origin, cause determination and arsonist investigation
30 Goal EU-project and current situation Key points current situation Different methods EFFIS-network and DG ENV asked the Netherlands in November 2012 to take the lead to investigate the need to come to an EU platform on Wildfire Investigation. The Netherlands already have adapted and assimilate course from the USA en Australia to EU standards. 40 Wildfire-investigators from the Dutch fire department and forensic investigators from police. Also investigators form Cyprus, Finland, Denmark, and UK are trained in the Netherlands in 2012 in merged classes. Relevant training and trainers from other EU-countries and US and Australia are known and inventoried There is great EU-interest in an EU-knowledge platform and an EU standard for a training program on wildfire investigation. A EU-project is defined for the LIFE+call EU-programme (deadline June 25th 2013)
31 7. Building a consortium LIFE+ Lead partner: Netherlands Forensic Institute Main possible other partners: Safety region Noord- en Oost Gelderland, the Netherlands Police Academy. The Netherlands Institute of Physical Safety, the Netherlands Natural Hazards & Critical Infrastructure Section Risk & Vulnerability Reduction Department, Karlstad, Zweden ECASC, Ecole d Application de Security Civile Valabre, France Northumberland Fire and Rescue Service, United Kingdom International stakeholders: EFFIS-members: letter of support? As an expert joining the different to define workpackages International certified trainers: USA; Paul Steensland an Allan Carlson. (Both certified and working following NWCG standard) Australia; Richard Woods, (modified the course to Australian regulation and legislations with is closer to the EU regulation and legislations)
32 Three work packages 1. (Practical) Training of experts: defining and building of an Education portfolio and training curriculum Wildfire Origin and Cause Determination BASIC Wildfire Origin and Cause Determination ADVANCED Set up a multidisciplinary field exercise with training facilities (idea: one for Mediterranean and on the other hand one for the East- and North European countries) 2. Development of knowledge and expertise Building and maintaining an EU-Expertise Platform on Wildfire-investigation Stimulate building up specializations in Wildfire investigation and coordinate Setting up R&D projects 3. Exchange of knowledge and expertise EU-Expert group on wildfire investigation Establish an EU-information and awareness program on wildfire investigation
