14 ANNEXURE-VI PROPOSED TERMS OFREFERENCE The EIA study includesdetermination ofbaseline conditions,assessmentofthe Impacts on the environment due to the construction and operation of the proposedprojectandmakingrecommendationsonthepreventivemeasurestobe taken,tominimizetheimpactontheenvironmenttoacceptablelevels.a suitable post-study monitoring programme wil also be outlined. Preparation of EnvironmentManagementPlanwilalsobedone. Data Generation Land Use The existing land use patern in the study area of10 km radiusaround the projectwilbe established through the literature review ofpublished Census recordsandlatestavailablesateliteimagery.basedonthisreview,thelanduse paterniscategorizedintothefolowingfivecategories: 1. Forest; 2. IrrigatedandagriculturalLand; 3. Un-irrigatedagriculturalland; 4. Culturablewasteland;and 5. Landnotavailableforcultivation,whichincludesbuilt-upareas. Demography and Socio-EconomicAspects Theexistingstatusofdemographyandsocio-economicfactorswilbeestablished forthezonecovered in 10 km radialdistancearound theprojectsitebased on theliteraturereview andsecondarysourcessuchasthedistrictcensusstatistics. The demographic and socio-economic characteristics such as distribution and densityofpopulation,age-sex structure,sex ratio,socialstructure,literacyrates andoccupationalstructureofpeopleetc.wilbeestablished. SoilCharacteristics Thesoilsampleswilbecolectedintheprojectstudyareafrom adepthof0-90 cm from theground.thelocationswilbeselectedtorepresentvariouslanduse conditionsincludingproposedprojectsite. WaterQuality Forassessing the waterquality in the study area,the watersamples wilbe colectedonceduringthestudyperiod.thelocationswilbeselectedbasedonthe reconnaissancesurveyofthearea. Meteorology Meteorologicaldatacolectedfrom thenearestobservatoryofindiameteorological Department(IMD)wilbe analyzed forprobable wind directions,wind speeds, temperature,humidity,etc.accordingly,thewindroseswilbeprepared. 29
15 AmbientAirQualityMonitoring (AAQ) Ambientairqualitymonitoringwilbecarriedoutwithinthestudyareatoknow theexistingbaselinestatus. ThefrequencyofAAQ monitoringshalbemonitoredtwiceaweekfor13weeks duringthestudyperiodfrom.sampleswilbecolectedforpm 10,PM 2.5,NO x,and SO 2 for24 hours.carbon monoxide wilbe monitored forevery eighthours continuouslyfor24houraaq monitoring. Terrestrialand AquaticEcology a) TerrestrialEcology Field surveys wilbe conducted at appropriate locations covering important vegetativeareasforwhichvegetationanalysiswilbecarriedout.thevegetation density,diversity,frequency,relative abundance,coveretc.wilbe studied.in addition,wildlifeincludingavifaunaofthestudyareawilalsobedetermined. A checklistofflora,wildanimalsandavifaunawilbeprepared.abundanceofwild animalsandbirdswilbeestimated. b)aquaticecology Reconnaissancesurveyofthestudyareaaddressesidentificationofwaterbodies like rivers/nalas/ponds etc.the existing status ofmajorwaterbodies wilbe thoroughly investigated for the flora and fauna including phytoplankton, zooplankton,fishandmacrophytes. Thewaterbodieswilbestudied during field studiesforphyto and zooplankton densityanddiversity.basedontheprimaryandsecondarysurveys,alistofflora andfaunawilbeprepared. Noise Levels Noiselevelmonitoringwilbeconductedatlocationscoveringvariouscategories such as industrial, residential, commercial and sensitive mentioned in the EnvironmentProtectionRulesandasperthespecificationsoftheMoEF&CC/CPCB. The survey wilbe carried outonce during EIA study period.readingswilbe takenover24-hourperiodateachlocationdependingonthelevelofactivity.the equivalentcontinuousnoise levels(leq)wilbe monitored using an integrating soundlevelmetermanufacturedbyhi-techinstrumentslimited. Identification of Sources of Pollution Thisincludesthefolowing: Identifyingthesourcesofpolutionofair,water,land,noiseandsolidwastes; Quantifyingtheemissionsfrom thepolutiongeneratingsources;and Quantificationofsolidwastesandlikelydisposalmethods. SourcesofPolutionintheProjectArea Thelikelysourcesofairandwaterpolutionwilbeidentifiedandquantified; Theproposedpolutioncontrolmeasuresenvisagedinprojectareaforfugitive dust,noisepolutionandotherenvironmentalefectsofeachprojectactivities wilbeassessedfortheiradequacy; 30
16 Thepresentandproposedchangesinlandusepaternwilbeidentified;and SuitableGreenBeltDevelopmentPlanwilbeprepared. Based on various project activities, the likely impact on the environment atributesinprojectareawilbeidentifiedby: Estimating the airpolution levelsforpm,so 2 and NO x in the study area duringconstructionandoperationalactivities; Estimatingthesourceemissionsforeachprojectspecificpolutants; Monitoringthesourcenoiselevelsforalthenoisegeneratingsources; Predictingtheimpactofwastewaterdischarges; Determining theimpactofconstruction activities(movementofconstruction material);and Studying the short-term and long-term efects on sensitive targets like endangeredspecies,cropsandhistoricaly/archaeologicalyimportantsites(if any). Environmental Impact Assessment The proposed expansion projectmay have some impactson the environment. The parameterslikely to be afected are airquality,waterquality,soilquality, noise levels,etc.on accountofgaseous emissions,liquid efluentdischarges, resultantparticulates,generationofsolidwastes,etc. Thebaselinedatageneratedfrom theabovementionedstudieswilbeanalyzed andcomparedwithapplicablestandardsprescribedbythecpcb.bythismeans, theimpact,whetherpositiveornegativewilbeassessedandtheenvironmental atributesrequiring specialatention formitigating the negative impact,ifany, wilbeidentified.alsotheareas,whichfulfiltheprescribedenvironmentalnorms and notrequiring furtherimprovements,wilbe specified.both short-term and longterm impactsparticularlyonsensitivetargetssuchashabitatofendangered species of wildlife, crops, historicaly/culturaly important sites/monuments, centerswithconcentratedpopulationinthestudyareawilbeestablished. Thebaselinedatageneratedisanalyzedandcomparedwithapplicablestandards foreachenvironmentalatributesothatthecriticalenvironmentalareasandalso atributesofconcernareidentified. A qualitative and quantitative assessmentofpolution aspectofthe proposed project(airanddust,wastewater,noisepolutionetc.)wilbedonetoidentifythe adequacy ofthe proposed controlmeasures as welas the likely impacton existing criticalareas.mitigation measures to reduce adverse impacts wilbe suggested. Environment Management Plan An EIA Reportand EnvironmentManagementPlan based on threemonthsfield data generation wilbe prepared forthe purpose ofgeting clearance from MoEF&CC.EIA/EMPwilbepreparedbasedononeseasondata. Green Belt Development Plan A Green BeltDevelopmentPlan fortheprojectsitewilbeincludedin theeia report. Disaster Management Plan and Occupational Safety 31
17 RiskAssessmentandactionplandealingwithemergencysituationarisingdueto fire,explosion,leakagesofhazardoussubstances,etc.intheprojectwilbedone. The plans include storage, handling, transportation etc. for the hazardous materialstobeusedintheproposedproject. Post StudyMonitoringPlan ThePostProjectMonitoring(PPM)planwilbepreparedconsideringthefolowing: Theproposedpolutioncontrolmeasuresforair,wastewaterandsolidwaste (hazardous/non-hazardous)disposal; Waste minimization, wastewater management, waste reuse and resource recovery, waste segregation to make the treatment and disposalcostefective; The monitoring requirements for ensuring that the statutory as welas processdataiscolected;and Theorganizationalset-uprequiredmeetingtheabove. 32
