1 Term of Reference Consultancy Assignment for Waste Water Treatment Feasibility Study Purpose: Supervised by: Work location: Duration: for Pre-feasibility Study, including Environmental and Social Scoping for Myanmar Industrial Waste Water Treatment Frank Van Der Valk, Freshwater Programme and Policy Manager Myanmar (Based in Yangon with frequent travel to industrial zones in different cities) 15 May January 2020 (8 months) 1. Background WWF Myanmar was established in 2013 and is working to conserve the country s biodiversity and build a sustainable future for people and wildlife. The main focus is to promote green economy within national policies, engage the private sec on sustainable production, sustain and protect biodiversity and ecological connectivity of the transboundary Dawna Tenasserim Landscape (DTL) through an integrated landscape approach and the Ayeyarwady river basin through an integrated river basin approach. Myanmar s industry is developing rapidly, in particular through industries in industrial zones. So far, in most cases industries effluents are discharged without treatment into surface waters with devastating effects for local environment. In response, the Environmental Conservation Division (ECD) of the Ministry of Natural Resources and Environmental Conservation (MONREC) is implementing an ambitious programme to ensure compliance with environmental regulations. Industry, however faces significant challenges both in terms of technical capacity and in access to financing options, to realize such compliance. As a part of our water stewardship program WWF has been working with industrial zone committees in the country and has been assessing with companies in the Food and Beverage sec what actions need to be taken to address physical, reputational and regulay risks related to their current production practices. An important aspect thereof is wastewater treatment. Due to the recent issued Notifications by the government, obliging to develop Environmental Management Plans (EMP) and implementation of wastewater treatment systems, industries are need support to become compliant with prevailing regulations. In collaboration with the Myanmar Food Processors and Exporters Association (MFPEA), the existing 4-year project, Tha Bar Wa funded by the EU Switch Asia program, provides support through strengthening awareness and technical capacity building on wastewater treatment 1
2 2 technologies with F&B SMEs. However, a large challenge remains for cluster of industries, usually large scale, located inside industrial zones, to select appropriate treatment processes for discharged pollutants and to find appropriate financing mechanisms for the required investments. This pre-feasibility study aims to explore both the technical and financial pathways towards address those issues. Industrial zones, where a large part of the formal industrial development takes place, provide the best opportunity for an efficient approach, because of geographical concentration of activities and potential for benefits of scale. Local capacity, both technical and in terms of relevant invess is very limited so that external assistance is needed to ensure progress in resolving the significant issues for industry and the environment. 2. Consultancy Objective and Responsibilities The objective of the project is to analyze business opportunities and existing bottlenecks in order to promote private sec investment in green technologies particularly Waste Water Treatment Plants (WWTP). The will need to work in close coordination with the (see separate ToR) and WWF project staff. The project will look at the investment opportunities from two perspectives. a. Centralized WWTP Goal: To identify 2-4 investment opportunities and innovative mechanisms for centralized WWTP Activities: Conduct initial survey at 20 industrial zones to identify the ones with best potential of investable WWTP (one month): This would involve both desktop research and meeting with relevant stakeholders to identify and rank the geographies and industries zones based on a set of criteria such as willingness to invest and environmental impact. Finalize 2-4 industrial zone for in depth analysis (0.5 months): This would involve finalizing 2-4 industrial zones based on a set of criteria. The criteria will need to be developed with WWF team and other project related stakeholders Create a multi-stakeholder platform for each zone and sign letter of intent for investment (or sourcing) with the industrial zones (0.5 months): Based on above, agree on a preliminary intention from the industrial zones to invest in WWTP should the conditions of investments are met after in-depth analysis. Conduct in depth analysis (four months): Conduct in-depth analysis to identify and measure pollutant characteristics, volume, flow, physical space, use of land, potential revenue and other parameters. A different combination of facies may also need to be applied to identify the most technologically and financially viable solution. In this process, the willingness to pay of the facy owners will also need to be captured and the expectations will be communicated. This analysis can lead to potential opportunities and innovative mechanisms to build WWTPs. Present result to the multi-stakeholder platform and agree on the most appropriate investment model: Based on the analysis, present the result of the assessment to the relevant stakeholders and ensure smooth transition should there be a follow up
3 programme to implement WWTPs. b. Distributed WWTP: Goal: To identify 1-3 innovative financing models as well as the market size and priority secs for upscaling WWTP Activities Support the work of the financial expert. 3. Scope of work/ Major responsibility Identification of potential projects Surveys Identify technical solutions, ensuring compliance with IFC PS and EHS Guidelines and technologies that can be provided from the Netherlands Support market sounding in the Netherlands Preliminary project design including investment cost estimates and operation and maintenance cost estimates Support Socio-Economic cost benefit analysis Support Financial feasibility assessment Prepare an Environmental and Social Scoping Report. The report needs to follow the Performance Standards and guidelines of IFC and WB, and include the draft ToR for follow-up environmental and social assessment to be implemented in the feasibility phase. Reporting 4. List of Tasks and Deliverables of Performance The following deliverables are to be produced in collaboration with project manager, finance expert and/or national coordina. Brief inception report describing first findings in the field Mid-term review Environmental & Social Scoping Report (including draft ToR for ESIA) Final Report describing the findings of tasks 1-8 of the assignment The various tasks to be assigned to the consultants are further specified underneath for 1. institutional framework, 2. surveys, investigation and data collection, 3. opportunities for water and sludge reuse, 4. Cost estimates and advise on technology 5. Market sounding 6. Conceptual design, 7. economic and financial feasibility, 8. environmental and social scoping. TASK 1- Institutional Framework 1.1 Identify all stakeholders, including the industry, SME s, water utilities, the regula, other relevant government agencies and describe their specific roles and responsibilities 1.2 Identify local sponsor of the proposed project (incl. High level scan of 3
4 roles, responsibility and capabilities), 1.3 Laws and regulation in place regarding the discharge/treatment and reuse of industrial waste water and associated hazardous waste and level of enforcement 1.4 Existing industrial waste water treatment facilities and their operas 1.5 Any existing tariffs for discharge of industrial waste water into existing treatment facilities (if any) TASK 2 - Surveys, investigation and data collection 2.1 Conducting Stakeholder meeting(s) with various Government agencies and Industrial units and collection of secondary data 2.2 Conducting Industrial Door to Door Survey based on a geo reference to build map of all the industrial units that currently pollute the project area 2.3 Collection of current and future demand for fresh water for process water requirements and other potential users of treated water within the project area 2.4 Assess the quality of water required for process needs of the industries 2.5 Mapping of all existing industrial waste water treatment facilities (individual or centralized) in the project area 2.6 Collection of industrial waste water from the industries for analysis conforming to accredited laboray standards 2.7 Detailed analysis of industrial waste water from the various industrial stakeholders for ph, turbidity, conductivity, Biochemical Oxygen Demand, Chemical Oxygen Demand, heavy metals, anions and cations and other relevant parameters depending on the types of industry 2.8 Collection and laboray analysis of sludge from any existing industrial waste water treatment facilities 2.9 Collect and compile general information on the ongoing/ upcoming industry and investment trends 2.10 Assess current practices in disposal of industrial waste water, effluent and/or sludge within the project area inclusive of any existing industrial waste water treatment facilities and challenges faced by the industries,,,,, TASK 3 Opportunities for any wastewater Reuse Assessment of Demand, Supply and Gap 3.1 Review of relevant national and international regulations and 4
5 guidelines pertaining to water quality for wastewater reuse to industry such as the US Environmental Protection Authority 3.2 Case studies of successful international best practices in economic zones/clusters and industries that have undertaken wastewater reuse, 3.3 Assess the availability of treated wastewater for each industry / industrial zone based on wastewater from industries as well as domestic sewage from the entire area both current and future 3.4 Potential of tertiary treated water for reuse in industrial processes 3.5 Identification of demand/ supply gap for wastewater reuse (deficit/ excess) and makeup water requirements for both present and future 3.6 Assess present gaps in industrial waste water quality with respect to safe disposal quality levels as well as reuse parameters 3.7 Identify the cost of water reuse as an input for the OPEX estimations 3.8 Present options for treatment of sludge within the zones with a view for beneficial usage such as energy production, recycling etc. TASK 4 - Technology recommendations based on CAPEX and OPEX estimates 4.1 Assessment of technology options including technical feasibility ensuring compliance with IFC PS and EHS Guidelines, CAPEX, OPEX and life cycle cost considerations and recommendations for Technology option selection for each of the industries, existing Industrial waste water treatment facilities, and/or economic zones 4.2 Development of commercially viable solutions/ models for the above industries with necessary technical, commercial backup analysis and benefit analysis (including options for reuse of the treated water) 4.3 Present CAPEX per option 4.4 Present operating and maintenance costs per option 4.5 Assess earning capacity of the options in terms of reuse of treated water for industrial (or other) use 4.6 Assess resource recovery options from sludge 4.7 Propose CAPEX for sludge treatment and business case as well as potential earnings from the sludge 4.8 Recommendations on connection to infrastructure 4.9 Safety measures 4.10 Draft bill of quantities TASK 5 Market sounding for potential Dutch content 5.1 Assess the relevant technologies available among Dutch technology providers. In conducting this assessment, the consultant is to liaise Manager,, 5
6 6 closely with Netherlands technology providers for further validation of technology options. The Netherlands Water Partnership could be a suitable platform for engagement 5.2 Discuss the industrial waste water treatment challenges with the Dutch sec to find appropriate technological solutions 5.3 Gauge appetite of Dutch exporters and invess to enter into business in the country Manager Manager TASK 6 Locating Treatment options and any Reuse water network Alignment 6.1 Preliminary scoping around locations for the treatment units, nominal piping routes and other requirements and map current land ownership 6.2 Preliminary scoping for the routing of any reuse water network (if any), and ancillary facilities identifying most practical piping routes, taking into account land ownership, associated pump stations for the supply of treated wastewater to the major industrial users within the project area 6.3 Details of any metering and control mechanism proposed for any reused water TASK 7: Economic and financial feasibility 7.1 Socio-economic study for the public projects, including; o Description of socio-economic context of the project o Description of the do-nothing scenario o Evaluation of the demand (current demand and demand forecast) o Evaluation of any the existing supply in the project area; o Description of project options: identify investment alternatives to meet demand and prepare cost estimates per option. At least three options shall be compared: Do nothing Do minimum The current project 7.2 For all identified projects: financial analysis including: o amount of financing required per identified project (and thus Borrower), o how would the project potentially be financed, including international best practices of WWF in other emerging markets; o the indicative cost of finance, taken into account the strength of the identified borrower(s) o the cost-recovery potential of the project, o capex, operating and maintenance costs, o project cash-flow and o Net Present Value 7.3 Economic analysis, financial analysis enriched with broader effects on society leading to an Economic Net Present Value and Benefit/Cost ratio,,,,,,,
7 7.4 Risk assessment and sensitivity analysis 7.5 Comparison of options and selection of preferred options 7.6 Audit of potential borrower, including creditworthiness and capacity building needs assessment,, TASK 8 - Environmental and Social Scoping Following a positive decision on this pre-feasibility phase, environmental & social impact assessment (ESIA) will take place. The ESIA has to meet the requirements and Performance Standards of IFC, and applicable EHS guidelines of the WB. This is to make sure that the project is socially and environmentally sustainable. In preparation for this, during the pre-feasibility phase an environmental and social scoping will be carried out. This will include initial stakeholder consultation (surrounding communities). 8.1 Hisical land issues / resettlement (industrial zones) 8.2 Land acquisition for WWTP 8.3 Labour conditions (child labour, working hours) / health & safety at participating companies 8.4 Water use / availability 8.5 Nuisance (for instance odour) The Environmental & Social Scoping Report will include draft ToR for the ESIA.,, 5. Required profile: Knowledge/ise/Experience/Skills expertise in drafting an industrial waste water treatment design that fits the 7
8 needs of the local industries and complies with local regulation management skill to keep an eye on the day to day progress of the pre-feasibility study Sound coordination skill to build or strengthen relationship with local stakeholders resulting in a locally supported pre-feasibility study Demonstrated experience in the field of environmental & social assessment / scoping in developing countries Demonstrated experience in designing and costing industrial wastewater treatment systems in developing countries. This includes, but is not limited to, assessment of waste water characteristics, flow parameters, gradient, waste water compatibility, sludge management and experimentation physical chemical, aerobic, anaerobic Solid understanding of working in SE context, particularly with local companies, and managing stakeholders expectation Willingness to travel to different cities in Myanmar and get foot on the ground attitude Ability to communicate clearly and define value proposition to local stakeholders Experience in clean production practices Familiarity in facy visits Closing date: 26th April 2019 (Friday) Interested applicants may submit their proposal, clearly stating their fit for this assignment, together with expected consultancy fee and expenses (including breakdown) and CV to vacancy.mm@wwf.org.mm or deliver to WWF Myanmar office at 15C Than Taman Street, Dagon Township, Yangon.
