A National Action Plan will be introduced until June 2010 (all EU states) Source: Working papers of Finnish Forest Research Institute 118; Global potential of modern fuelwood

History in brief Wood was the main energy source in heating, heavy traffic and industrial power production until 1950 s. After the II WW trade of oil and coal was released. E.g. in Jyväskylä almost all buildings changed from firewood to oil in less than 10 years during 60 s. Interest to use and develop bioenergy stopped. Piles of firewood, Central Finland, 1954 (Lusto) Oil-crises woke-up the interest again in 70 s and then again in 80 s Use of wood residues in forest industry and peat in municipal power and heat production returned bioenergy to the national energy agenda. The Kyoto protocol introduced another motive climate protection in early 90 s. A boy, tools and log-wood pile, Eastern Finland,1920 (Lusto) Use of forest chips since the mid 1950s Source: VTT and Finnish Forest Research Institute

Central Finland Region Central Finland Jyväskylä Figures 23 municipalities (2009), capital Jyväskylä Land area 1,7 Mha (84 % forest) Lakes and rivers 0,3 Mha inhabitants Second biggest electricity consumer Third largest forest industry concentration Strong metal industry Paper machines, wind mill components, tractors, bioboilers etc. Jyväskylä is a famous university town Helsinki

The Bioenergy Province Central Finland is producing almost 10 TWh of bioenergy from local sources (50 % of total energy consumption) is covering over 80% of it s local heat and electricity production with biomass has 9 wood-burning CHP power stations ( MWth, total 1600 MW) has more than 80 heating plants ( MW) operating on biofuels has about 8000 heating units ( kw) in individual buildings operating on biofuels has active R&D and training network in bioenergy sector Source: VTT Energy Balance 2006 of Central Finland Oil Wood 4,5 TWh 4,0 TWh Industry 10,8 TWh Power 48 % Process heat 52 % Black liqour 2,5 TWh Peat Hydro REF Other 2,0 TWh 0,12 TWh 0,01 TWh 0,71 TWh Imported 5,5 TWh electricity Heating 4,8 TWh District heating 42 % Electricity heating 16 % Central heating 42 % Traffic 2,4 TWh Bensin 46 % Diesel 56 % Other consumption 1,4 TWh Electricity TOTAL 19,4 TWh

Forest chips harvesting methods integrated into wood raw material harvesting BUNDLING METHOD Bundling of logging residues Forest haulage by tractor equipped for log haulage On-road transportation by log trucks LOGGING RESIDUES Logging residue compacting truck trailer On-road transportation of loose logging residues TERRAIN CHIPPING-METHOD Chipping of residues on road-side terminal LOOSE RESIDUES Crushing of bundles or loose residues in the plant CHIPPING IN ROAD SIDE-METHOD Three major phases Different measures Different policy instruments Different key-players Must be seen as a logical path to the target 1. Development phase -Finding your targets and solutions -R&D, market analyses etc. Introduction phase -Market breakthrough -Demonstrations, pilot actions etc. Expansion phase -Sthriving for the real potential -Capacity building, creation of new structures etc

The Experience: the essence of bioenergy is in three words: feedstock, feedstock, feedstock What is your strategy for breaking the hen or egg problem?? The Experience: the essence of bioenergy is in three words: feedstock, feedstock, feedstock One seller and one buyer combination is not a market MWh MWh

The Experience: the essence of bioenergy is in three words: feedstock, feedstock, feedstock Introduce the biomass supply system at the field rather than in a seminar. The Experience: the essence of success is know-how Decision-makers make decisions if they understand what they are deciding upon, if they can choose between clear transparent anternatives. Bioenergy project involves in amazing large group on people in different roles, and hence is team working without week loops in the chain. Productivity between harvester operators can differ even 50 %. The difference can hardly be covered by any technical improvements, but remarkable results can be achieved by improving operator s skills.

The Regional Plan of Central Finland: The aim is to become fossil fuel free province until 2015 Energy targets in Central Finland The Regional Programme of Central Finland: The business development is implemented through cluster based programmes An Implementation Plan: Dynamic by Bioenergy Cluster Programme Bioenergy Cluster of Central Finland Additional 4 TWh annual production and utilization of bioenergy until 2015 Learning by doing Transfer of knowledge Innovation system Development of competitive technology and services to export markets High-developed bioenergy market Network of bioenergy experts Bioenergy technology and expertise

Bioenergy strategy programme Sharing a common vision and a common agenda A Strategy group, Negotiating committees, Working groups etc. Large involvement in planning of long and short term actions Steering the regional public development finance Co-operation in development work Co-operation projects Project port-folio today > 20 M (50 projects) Business development projects Information dissemination and communication Internal cluster development support Project implementation support Business line support Monitoring and anticipation information Systematic collection and analyses of information Information dissemination to participating companies Strategy group Development manager Negotiating committees Biomass supply chains of power plants Renewable heating systems Pellet energy systems Biogas systems Projects Working groups Workshops
