26 Instruments promoting RE in the Heating Market Legislation Legislations: EEWärmeG (Renewable Energies Heat Act) Energy requirements for heating and cooling in new buildings must be met at least in part by RE. This legislation affects primarily the area of systems engineering, in particular to promote the use of renewable energy EnEV (Energy Savings Ordinance) The minimum requirements for the energy performance (annual primary energy demand) of buildings can be fulfilled open to technology - a higher quality of the building envelope (insulation) or a primary energy efficient plants, including renewable by use Energies complement each other.
