Electricity Sector in Montenegro The electricity sector in Montenegro is highly dependent on imported electricity since domestic production is insufficient for domestic consumption needs Domestic generation is largely based on hydropower Energy infrastructure need modernization EPCG The share capital of EPCG amounts to EUR ,12 and is divided into ordinary shares with a par value of EUR 7,6482 each Number of Share in Shareholder shares capital STATE ,0000% A2A ,7073% OTHERS ,2927% TOTAL ,00% 3

Hydro Potentials Theoretical researches Total theoretical hydro-potential of Montenegro, as given in the Water Management Plan of Montenegro, is ~10 TWh Technical (net) usable potential for building shpp is estimated to be around 400 GWh Field measurements HMZCG, hydrology sector, produced three HYDROLOGY ASSESSMENTS for shpp profiles in Montenegro based on one-year measurements on 45 locations HMZCG is currently doing measurements on additional watercourses 2. Potential of RES 2.2. Wind Potential Theoretical researches Numerical simulations on macro level Correction factor, relation of measured and calculated wind speed Technical energy potential of wind [W/m 2 ] at 50 m i.n.t.. Detailed analysis, which covers all relevant limitations influencing the reduction of utilization of wind energy potential 2. Potential of RES 5

Biomass Potential Studies of technical potential Montenegro has potential for energy production by using biomass from forestry, wood-processing industry, viticulture and other Forestry, wood-processing industry Woody firewood + residues: 623,5 GWhth Woody residues from industry: 146,7 GWhth + 11 GWhel Agriculture Agricultural crops: 8,7 GWhel Agricultural byproducts: 12,3 GWhth (Briquettes from Plantaze are not included ~ 21 GWhth for t/year) Waste Solid waste: 17,6 GWhth (only Podgorica) Sewage sluge: 4,1 GWhel (only Podgorica) 2. Potential of RES 2.4. Solar Potential Studies of potential High potential for using solar radiation in Montenegro Number of sunny hours for most part of Montenegro is above 2000 h/year, and more than 2500 h/year on the coast Podgorica has annual sun radiation 1602 kwh/m 2 Specific heat from solar-thermal collectors: - Households ~700 kwh/m 2 - Tourism ~900 kwh/m 2 Global sun radiation mean daily values at monthly level (May) 2. Hydro Power Plants (HPPs) HPPs Morača Two-step tender Qualified bidders: Enel (Italy) and Consortium A2A i EPCG (Italy and CG) Deadline for bids is the end of September 2011 Rijeka Morača Technical solution: 4 HPPs, total installed power 242 MW (HPP Andrijevo (128 MW), HPP Raslovići, HPP Milunovići i HPP Zlatica (every 38 MW)) i annual production GWh 8

Regulative RES Framework National RES Target - Montenegro National RES target [% ] is calculated in line with Directive 2009/28 Total energy produced form RES % RES = = GFEC GFEC gross final energy consumption Contracting parties of the Energy Community Treaty are also under obligation to calculate RES target 29.5 % ( S2005 = 23.0 % and GDP factor = 1.0 %) Montenegro can achieve National RES target up to 2020 by presented projects in Section three Renewable Action Plan in Montenegro RESe + RESth + REStra GFEC 4. Investment in RES Projects in Montenegro 13
14 4.1. Regulative RES Framework (cont.) Share of National Potentials Montenegro, as the Contracting party, with adoption provisions from Directive 2009/28 can use the measures of cooperation like between Member States Montenegro will become electricity hub in South-East Europe, with the physical transfer of electricity with EU countries Since Montenegro has higher RES potential than needed for National target, Montenegro will exploit possibilities and share national potential of RES through: Joint projects Joint support schemes 4. Investment in RES Projects in Montenegro 5. CONCLUSIONS Montenegro is creating the ambient for sustainable economic development throw RES projects new legalislative RES framework, including primary and secondary regulations under Directive 2009/28/EC The national RES target of ~30 % from GFEC can be achieved in Montenegro High RES potentials and coming RES projects in Montenegro are presented The huge development of transmission electricity network is undergoing High RES potential in Montenegro can be valorized through Joint projects and international Joint support schemes 5.
