7 General framework Electricity became 1999 a free tradable commodity in most member states Only few distinctive features exist for electricity: Price Origin / generation of the electricity Picture: strompic / aboutpixel.de

8 General framework The coordinating procurement directive 2004/18/EC permits public clients to require certain production procedures for the production of the procuring commodity - explicitly e. g. power from renewable energy sources. The demand for generated power based on a specific technology would be discriminating.

13 RECS RECS: renewable electricity certificate system Book, trade and claim system Completely delinked from the physical flows of the electricity The certificate is issued by an independent organisation, the issuing body. It is the task of the issuing body to issue the certificate (so to make sure the electricity was produced and was from a renewable source), to keep a registry (which is a monopoly to avoid double issuing), and to cancel the certificate on request of the owner.

15 Good Practice Since , the municipality buys electricity produced from 100 % renewable energy, supplied by the electricity plant Schönau. A new electricity tender took place in 2011 for 2012 and The LichtBlick AG was contracted for this period.

16 Good Practice Requirements for green electricity 100 % of the provided electricity has to be produced on the basis of renewable energies (wind energy, solar energy, hydropower including wave, tidal, salt gradient and stream energy as well as energy from local biomass as defined by the German biomass regulation including biogas and sewage). An exception is electricity that is produced as a result of storage systems. The percentage of green electricity must not fall under 100 %.The following types of electricity production are not permitted: thermal waste treatment landfill gas marsh gas Environmental additionality: The percentage of green electricity coming from new renewable energy facilities has to be 70 % minimum each year. Facilities are considered as new if they started running maximum six years before the beginning of the year, in which the certified electricity is sold. The combined share of electricity coming from new facilities and electricity from recent facilities must be at 100 % each year. Facilities are considered as recent, if they started running minimum six and maximum twelve years before the beginning of the year, in which the electricity is sold.

17 Good Practice Environmental requirements Solar Photovoltaic systems in open areas of national parks, nature reserves, biosphere reserves and protected areas are not permitted. Biomass Biomass must be used in a CHP facility with an annual utilization rate of over 70 %. Old and residual wood may be used only if it is natural or has been processed only mechanically. Fuels may come from certified ecological cultivation or from European FSC certified forests only. Hydropower Hydroelectric power plants are reactivated or rehabilitated. Green electricity from new facilities is restricted to run-of-the-river hydropower. Wind energy: Wind power plants in national parks and other designated conservation areas are not permitted.

18 Good Practice Verification duties The guarantee of origin for green electricity has to consist of: an independent auditor, who guarantees the compliance with Directive 2009/28/EG or Certification by a label for green electricity, which at least meets the criteria of Directive 2009/28/EG. The energy provider has to guarantee the following by proof: The energy provider procures enough green electricity in type and quality to satisfy the contractor s demand every year. The requirements for the environmental additionality are met. Environmental additionality is directly linked to the electricity and is not provided by others with certificates, labels etc.

19 General Tipps Combine procurement of green power with electricity saving measures. Summarize several buildings into a pool and accomplish a common call for tender. Use the criteria of the GPP toolkit.
