Figure Pl- 1 shows the subwtershed nd jurisdictions. Figures Pl-2 nd 3 show potentil res of concern nd resource res for protection. Greter detil is shown in the vrious mps in Vol. I. Also see photos in Section 4P,. The lndscpe of the subwtershed is somewht evenly divided between woods/wetlnds/scrub-shrub (28 percent, griculture (24 percent, nd low-moderte intensity development (33 percent, with 11 percent developed open spce. Prior to the economic downturn beginning in , severl communities in this subwtershed were experiencing rpid development. When new development strts occurring in the region, it is likely tht these communities will be the focus of new growth gin. Approximtely 12 miles of the strems, primrily hedwters, re chnnelized. Approximtely 4.7 miles of strems in this subwtershed is intct, primrily long the min stem of nd flowing through extensive wetlnd systems. Some of the lrge wetlnd complexes contin species of concern. The Tom S. Cooperrider-Kent Bog protects one of the lrgest tmrck stnds in the stte, but much of the remining wetlnds re privtely owned. The wtershed contins three golf courses, one of which occupies much of five-yer time of trvel zone of the Portge County public wter supply wellfield. In this subwtershed, priorities include: reducing negtive effects of potentil development, protecting key resources (riprin/wetlnd/hbitt corridors, especilly long, nd the wellfield, ddressing non-point source pollution from griculturl, construction sources, nd septic systems improving strem function in chnnelized res, nd protecting the Portge County public wter supply. Severl lrge portions of lnd re held by few lndowners, suggesting the potentil for coordinted pproch to mngement, restortion, or conservtion, with these lnd owners. Assessment nd Attinment ws ssessed t two loctions in 2000, with chemicl monitoring t both loctions in In 2000, it ws in ttinment of stndrds. Bsed on limited observtions, it ppers tht the smpling loction is within n re surrounded by woods, wetlnds, nd ccessible floodplins, nd would likely continue to meet stndrds. Impirments noted include flow/hbitt ltertion nd non-point source pollutnts (nutrients nd silttion. Sources noted include dms, chnneliztion, urbn runoff, nd septic systems. In ddition to the noted sources of non-point source pollution, erosion from griculturl fields nd pstures (with unrestricted livestock ccess hs lso been observed. Erosion from griculturl fields, bnks, ditches, nd uncontrolled livestock ccess hs been observed. Much of the subwtershed is served by sewers or plnned for sewer service. In the remining res, miniml res present two or more severe limittions. The subwtershed is 11 percent impervious, which is ner the threshold of degrdtion. This STEP-L model indictes this subwtershed genertes, 30,725 lb/yer of nitrogen, 5,739 lb per yer of phosphorous nd 888 tons per yer of sediment through surfce runoff, filing septic systems, nd bnk erosion. Chnneliztion contributes to silttion by llowing sediment to ccumulte in the chnnels. Over 600 cres of wetlnd hve been converted, predominntly long the hedwter tributries, nd pproximtely hlf of the 75-foot buffer hs been ltered, reducing pollutnt uptke nd flood storge, nd degrding hbitt. Future development will increse the imperviousness, runoff, nd ltertions. Public Wter Supplies (See Problem Sttement Pl-4 Brimfield contins wellfield nd wellhed protection re for the Portge County public wter supply. The five-yer time-of-trvel zone round the Portge County wellfield is lrgely unprotected nd resides within n ctive golf course, rising the potentil for groundwter contmintion. Concerns hve been rised bout the potentil for groundwter contmintion from frcking. Hbitt (See Problem Sttement Pl-5 Silttion is degrding hbitt in strems. Approximtely hlf of the 75-foot buffer is developed or griculturl, nd hlf is woods/wetlnds. As noted bove over 600 cres of wetlnds hve been converted. Development frgments intct hbitt. Only bout 4.7 miles of the chnnels in this wtershed re intct, predominntly in the lower reches of. The rest is chnnelized nd/or eroding, primrily long Johnson Ditch nd other tributries. The City of Kent recently restored dmmed portion of the lower creek in Prk to free-flowing stte nd reconstructed floodplins nd other riprin fetures. The lower portion of flows through n intct riprin corridor, with fringing wetlnds, floodplins, riprin zones, nd floodplins. Protecting this remining corridor is importnt, s it is mintining the qulity of the creek nd helping to mitigte the effects of chnneliztion nd ltertion upstrem. The corridor is connected to lrge wetlnd complex, smll portion of which is protected s the Kent Bog. There re severl prcels currently conserving portions of, its tributries, nd wetlnds, including: The Cooperrider-Kent Bog Nture Preserve, protecting one of the lrgest stnds of tmrck in Ohio. Prcels ssocited with the Portge County public wter supply nd Mogdore Reservoir. The JyCee/Howe Ave. Prk in Tllmdge protects lrge, diverse wetlnd complex on Johnson Ditch (portions of which re culverted upstrem of the prk The City of Kent owns the Prk t the lower end of the creek immeditely downstrem of the most intct portion of the riprin corridor. Brimfield Township Prk, much of which is undeveloped, encompsses hedwter wetlnds. 9/12/2012 Vol. II 74

The school district recently reconstructed ditched wetlnd into lrge dry retention bsin long this vlley to hndle stormwter from the new high school nd recretion center. The Tllmdge-owned prcels provide n opportunity for dditionl enhncement or demonstrtion projects. The Western Reserve Lnd Conservncy workshop (described in Section 4-ii1 identified importnt res to protect, including lrge re including the protected Kent Bog, the intct corridor, nd the lke within the Plesnt s development. The workshop lso identified lrge wetlnd complex in the southestern portion of the wtershed s importnt to protect. These resources re currently intct but could be degrded by development. The ownership of much of the undeveloped lnd by few owners presents opportunities to work with lndowners to protect nd/or restore lrge portions of the strem network, riprin corridor, wetlnds, contiguous hbitt, nd hbitt corridors. Recretion (Refer to Problem Sttement Pl-6. There re limited opportunities for ccess to or its tributries. Direct ccess to or tributries is found t JyCee Prk in Tllmdge nd Plum Creek Prk in Kent. The Kent Bog Nture Preserve provides n opportunity for pssive recretion in tmrck bog. Prks locted long, its tributries, nd wetlnds could become the focus of virtul wtershed tour or other ctivities tht bring the public to wtershed fetures in prks. Additionl ccess for pssive recretion could promote stewrdship/understnding of the riprin system. 2 Problem Sttements, Gols, Objectives, nd Actions Tble Pl-1.3 summrizes the ctions proposed in the subwtershed nd their ssocited pollutnt lod reductions, listing which problem sttements/gols employ these tools.
