4 Energy Projects Larnaca Municipality participates in the following energy programmes and schemes: Covenant of Mayors: goals by 2020 (20% reduction of CO 2 emissions as a result of a 20% increase in energy efficiency and a 20% share of renewable energy sources in the energy mix; Islepact: goals, Sustainable Energy Action Plan (SEAP), organisation of Energy Days; MedEEA: rewards municipal integrated energy planning & activities with the aim to reach and go beyond the EU energy objectives in the Mediterranean regions (Mediterranean Implementation of the European Energy Award).
5 Sustainable Energy Action Plan Sustainable Energy Action Plan It was prepared in collaboration with Cyprus Energy Agency in September 2011 and it was approved shortly after. It includes 23 local measures which will be gradually implemented in order to achieve 25.3 % reduction of CO 2 emissions by 2020 in comparison with There are also 14 National measures the implementation of which is estimated to contribute in energy saving by MWh/year and CO 2 emissions reduction by tn/year.

10 Development and regional planning (1/3) Every application for a Building Permit acquisition, requires an energy efficiency study for the proposed construction. The Technical Services of Larnaca Municipality are responsible for the examination of Building Permit Applications in Larnaka Municipality area. Within the framework of examining building applications, Town Planning officers promote the use of the bicycle and better conditions for cyclists through various interventions.
11 Development and regional planning (2/3) Since the beginning of 2011 and at least half a year before the enactment of the relevant commandment of Minister of Interior, the Municipal Council have approved decisions made by the Town Planning Committee regarding: Spatial planning of bicycle parking places in apartment buildings, when possible (regardless of the area and/or the building factor). Spatial planning of bicycle parking spaces and availability of a specific number of bikes in accommodation units (hotels etc) in the city centre (regardless of the area and/or the building factor). Spatial planning of bicycle parking spaces and availability of a specific number of bikes in multi storey car parks; the bikes are available for free after you park your vehicle. Small scale park-andride schemes. The interventions mentioned above are viewed positively by the developers. It is an ongoing procedure.
12 Development and regional planning (3/3) Larnaca participates in USUDS Project (ENPI CBCMED), a European funded programme that aims to produce an Urban Sustainable Development Strategy. It is the first time that a city in Cyprus is participating in a programme like this, going through all the stages of pre-diagnosis, diagnosis and finally the USUDS. Active involvement of stakeholders. An USUDS for the area of Larnaka. A comprehensive plan of all the sustainability goals set for Larnaka.
13 Municipal Buildings and Facilities (1/6) On the occasion of the renovation of the Municipal Library, some light bulbs were replaced with LED lamps. In addition to that the heating/cooling systems were replaced with systems of the latest technology and of good energy class.
14 Municipal Buildings and Facilities (2/6) After the completion of the Town Hall renovation works the Technical Services of the Municipality will submit an application for the Energy Efficiency Certificate for a building of floor area larger than 1000 m 2, by a qualified expert. The application will be submitted to the Ministry of Commerce, Industry and Tourism. In addition to that, the Technical Services submit an annual report on electricity consumption and actions.

Larnaca Municipality participates in the National Scheme for Energy Saving in Street Lighting, aiming to achieve ~ 44% energy saving by 2021.
16 Municipal Buildings and Facilities (4/6) Larnaca Municipality joined the National Recycling Program run by Green Dot Cyprus, on 1 st October Three recyclable currents: PMD (plastic, metal, drinking cartons) Paper Glass a total of tons during 2012 recycling of used batteries: 2 collection points in Larnaca Municipality. recycling of used toners and ink cartridges in Larnaca Municipality (reporting to Cyprus Department of Environment).
17 Municipal Buildings and Facilities (6/6) recycling of electric devices and electrical appliances: the collection is made in cooperation with Weee Electrocyclosis and there is one collection point at the Municipal Garage (operating during the working days and hours of the Municipality).
18 Investments of Larnaca Municipality in RES (1/3) 40 lamp posts equipped with photovoltaic systems have been installed at the parking space of McKenzie Beach (40 lamp posts, 30W lamps).
19 Investments of Larnaca Municipality in RES (2/3) 4 lamp posts (30W lamps) equipped with photovoltaic systems were placed along the green area of Archbishop Kyprianos Avenue. 150 light bulbs were replaced with 18W bulbs at the Pattichio park. 120 light bulbs of 250W were replaced with light bulbs of 150W along the seafront of Foinikoudes. In addition to that, only half of the lamps are lit every night.
20 Area 2 Municipal Buildings and Facilities (3/3) Photovoltaics are also used for lighting 5 green spaces in Larnaka, and specifically the green spaces of Odissos Str, Renos Prentzas Str, Prodromou Str, Theofilos Georgiadis Str and Telamonos Str. The fountains found in several parts of the city now operate only 2 hours a day (to ensure water quality). Solar water heaters are used in all municipal buildings. Kathimerini Newspaper
21 Mobility (1/9) Various Mobility Studies throughout the years focusing on vehicle load, traffic regulations and bicycle paths. Standard Traffic and Mobility Measures: Construction and maintenance of pavements. Reduce speed zones (bumpers and sleeping policeman lanes). Construction and maintenance of ramps for the disabled. Regulation of traffic lights and creation of one way roads.

23 Mobility (3/9) Larnaca currently has: 4 Km (out of 12 Km) of pedestrian/ bicycle path around the main saltlake 8 Km of integrated and improved bicyle path along the primary road network which has been completed within the framework of urban projects 8 Km of bicycle paths in the framework of urban projects, expected to be completed in early 2014/ end Km of bicycle paths are promoted for construction in remodelling of existing pavements

27 Mobility (7/9) Electric Car Charging Point by EAC The Electric Car Charging Point in Larnaca will be one out of 11 charging points in Cyprus, the installation and operation of which will be funded by the Electricity Authority Cyprus (EAC).
28 Mobility (8/9) European Mobility Week Larnaca has been participating for 11 consecutive years. Among the three finalists for the European Mobility Week Award Shortlisted city for the European Mobility Week Award 2012.

30 Internal organisation (1/2) Green Procurement: this policy has been adopted by the Municipality. In order to avoid printing on massive quantities of paper, the Municipal Stuff get notified about incoming mail/ documents through their office s. In addition to the above, tablet computers have been given to the members of the Municipal Council so that they receive all their s, committees agendas and other documents electronically instead of in printed form. Memos have been distributed notifying colleagues and guests about energy saving tips in the municipal buildings.

43 Conclusions Larnaca Municipality has clearly set the environmental and energy related challenges of our times, to the top of its priorities. The SEAP Monitoring Committee deals with the weaknesses presented in the implementation of the SEAP and suggests rectifying measures e.g. Monitoring of electricity/ water/ oil consumption to prevent losses.
44 Conclusions The involvement of stakeholders is crucial in the sustainable design and development of the city. The dialogue that has been established is already fruitful and constructive. Example: Wall of Fame Featuring the supporters of the annual event of EMW on
45 Conclusions Although the Municipality has included the implementation of measures provided in its SEAP to its annual budget, given the current financial situation in Cyprus it is substantial that the Municipality seeks for further funding opportunities in the EU. Therefore, Larnaca Municipality is, for instance, participating in 3 projects within the IEE call for proposals to support sustainable energy measures.
46 Conclusions These financially challenging times require a turn, a shift towards sustainability. Sustainable development. Sustainable living. Saving energy and resources. Cost effectiveness. Better quality of life.
