Westside Water Quality Treatment Project Proposition 13 Photo Diary Final Report March 2008
Southern California Region
Westside Water Quality Treatment Project Project Objective: Design and construct a large state of the art stormwater quality treatment system capable of treating all dry weather flow (2 cfs) and wet weather stormwater runoff for the design storm event (0.75 inches in 24 hours) = 33 cfs from the Pearl and Pico/Centinela sub basins in the City of Santa Monica.
Design Objectives Treatment systems shall be commercially available with a proven track record no prototypes or unproven designs No moving parts or chemical additives No electrical power for treatment system Select treatment systems on basis of best fit for site hydraulic conditions and lowest life cycle (purchase and installation and annual O&M) cost
Project Urban Runoff Treatment Objectives Screening / Sedimentation to remove suspended sediment and all floatable trash larger than 1/8-inch in diameter from wet weather flows up to 33 cfs Filtration to remove oil and grease, heavy metals, pesticides, and herbicides from up to 2 cfs of dry weather flow
Project Funding $1.8 million for design, permitting and construction Sources: California State Propositions 12 and 13 State Integrated Waste Management Board Grant City of Santa Monica matching funds
Project Schedule B&V Selected by City of Santa Monica Feasibility Study Phase Design Phase Permitting Phase Advertise for Bids Construction Phase Project Closeout / In Service Oct. 12, 2003 Nov. 10, 2003 Feb. 6, 2004 July 19, 2004 Feb. 28, 2005 March 1, 2005 June 30, 2005 July 21, 2005 August 18, 2005 April - August 2006 Sept. 1, 2006
Feasibility Study Phase Objectives: Find an acceptable site for urban runoff treatment facility Select appropriate treatment systems for the facility
Site Selection Criteria Site must have available freeboard in conveyance system so that treatment systems won t cause surcharging from 10-year event Site should have minimum number of expensive utility relocations Traffic impacts during construction must be minimal Sufficient hydraulic drop ( H) to allow gravity system to operate
