3 1 INTRODUCTION 1.1 BACKGROUND Ford Motor Private Limited (FMPL) is is a Private Company incorporated on 02 September It provides support services to Ford offices around the world for, accounting, book-keeping and auditing activities; tax consultancy; market research and public opinion polling; business and management consultancy. FMPL proposes to develop a Global Technology and Business Center at ELCOSEZ Park, Shollinganalur village in Tambaram tehsil in Kanchipuram district in the state of Tamil Nadu. 1.2 PROJECT LOCATION The proposed project site is located off Old Mahabalipuram Road(OMR), ELCOT SEZ in Shollinganallur in Chennai. The proposed facility is approximately 20 kms away from Chennai Central Business District (CBD) and 9.9 kms away from Chennai International Airport. The proposed site is accessed by a 60 mw ide road on the northern side and 45m wide SEZ road on the western side. It is approximately 33 km from Ford India Private Limited manufacturing plant and 11.8 km from Ford s Regional Office in RMZ Millenia Business Park. 1.3 PROJECT FEATURES The total area of the proposed project site is 28 acres or m 2. The Open space reservation for the proposed project is 10 % of the total site area, which is 2.8 acres or m 2. The project will be developed in two phases. The total built up of the proposed project is m 2. The area statement has been provided in Table 1.1 and Table 1.2. Map showing project location has been presented in Figure 1.1, Figure 1.2 provides the contour map of the project site and Figure 1.3 shows the site plan approval. Proposed Construction Plan includes o Office buildings (Office bldg. 1 & 2), o Learning & Development Centre, o Canteen & Amenities Block, o Product Development facility, o Service building (Chiller Plant room, Electrical room and PHE / Fire sump, Other requirements such as GIS / Switchyard, HSD Yard, Gas banks, STP, OWC & Security blocks. o Basement floors (combined basement) with site development. Long Term Construction Plan includes o 2 Office buildings (Office bldg. 3 & 4), o MLCP with the extension of existing o 2 Basement floors (combined basement) 3

10 2 UTILITIES 2.1 WATER REQUIREMENT The total fresh Water requirement for the proposed project will be 421 m3/day for domestic requirement (drinking, canteen ) Water requirement for the project will be fulfilled through water supply from ELCOT, The Tamil Nadu Water Supply and Drainage Board (TWAD), rooftop rainwater harvesting (during monsoon) and recycling of treated wastewater. The raw water supplied from TWAD and ELCOT and rooftop rain water will be treated in pre-treatment facility before being supplied for different uses. The break-up of daily water requirement for operation phase of the proposed project is given in Table 2.1. Table 2.1 Break up of daily water requirement during operation phase SN. 12 Water Treatment Plant The raw water supplied from TWAD and rooftop rainwater will be treated in the pre-treatment facility before supplied for different uses. The pre-treatment facility will include Reverse osmosis plant. A WTP comprises of Ultra filtration unit followed by disinfection proposed. The capacity of WTP is 450 cum/day. A solar water heater of 2000LPD (proposed plan) will be considered for canteen kitchen cooking requirements as a pre heating facility. Figure 2.2 Water Distribution and Treatment System 2.2 WASTE WATER MANAGEMENT Total sewage generation during operation phase of the proposed project would be 840 Cu.m/day. A Sewage Treatment Plant of 850 Cu.m/day capacity has been proposed on the ground-floor next to the OWC to cater to the sewage disposal and treatment at the site. Treated wastewater from STP would meet the standards prescribed by the Tamil Nadu State Pollution Control Board (TNSPCB). The treated wastewater would be reused for gardening, flushing toilets and HVAC makeup purposes. 12

13 Design of STP The STP would be designed with the influent and effluent characteristics as tabulated below: Table 2.2 Influent and effluent characteristics of STP SN. Oil & Grease 20 mg/l <5 mg/l Process Description The raw sewage generated will be passed through the Bar Screen Chamber wherein removal of large floating, suspended and settle able solids manually will be carried out. The screened effluent will be passing through grit chamber whereas fine suspended particle will be removed. The effluent will then flow by gravity and will be collected in the Equalization Tank wherein wastewater quality and quantity variation will be absorbed. The equalized effluent will be pumped at constant rate into the aeration tank wherein the Moving Media will be provided. The attached growth, aerobic microbes will be developed on the media which will utilize the pollutant in presence of oxygen thereby reducing The dead biomass will be separated in the settling tank. The solids separated will be collected in the hopper and clear supernatant will flow by gravity into clarified water tank. The treated effluent from clarified effluent tank will be pumped through pressure sand filter and activated carbon filter for further polishing of treated waste water prior to reuse for gardening / toilet flush. The dead biomass separated will be taken as STP sludge. 13

16 2.3 SOLID WASTE MANAGEMENT Domestic Solid Waste The detail of hazardous waste generation is provided in Table 2.3 as follows: Table 2.3 Domestic Solid Waste Generation during Operation Phase SN. 17 Figure 2.5 Waste Management for the proposed site 2.4 POWER REQUIREMENT Connected load during operation phase would be kw, which will be met through 110 Kv supply from Electricity board. The power supply would be through Tamil Nadu Transmission Corporation Limited (TNTCL and ELCOT) and maximum power demand would be kw. As a power backup arrangement, 9 number of 11kV Diesel Generator sets of 2 MVA capacity each will be provided. At any point of time only 8 no. of diesel generators will be operative and 1 will be kept as a standby arrangement. Stack Height 30 meter from Ground Level would be provided. 5% of the entire campus demand is generated by roof mounted solar PV cells. Installed capacity of 620 KVA is proposed for the entire campus. The total number of LPG cylinders proposed to be stored on site shall be 208 cylinders for canteen cooking purposes. 17

18 2.5 TRAFFIC AND PARKING ARRANGEMENTS Road Connectivity The site is bounded by a 45 m wide road on the western boundary and 60 m wide road alongside the northern boundary. 8 m access way is provided all around the building Traffic and Parking Arrangement During operation phase, daily traffic to be generated due to the proposed traffic is provided as follows: Table 2.5 Vehicles during Operation Phase SN. 22 2.6 FIRE PROTECTION AND DETECTION SYSTEM : As per National Building Code (NBC) 2005 guidelines, the proposed project has been classified as business buildings, Group-E (IT/ITES space), only office building-1,2, 3& 4 is more than 30 m in height. Other buildings such as canteen and amenities, L&D, PD facility are less than 30 m in height. Moderate Hazard,Less than 15m in height The National Building Code (NBC),2005, part IV ( Fire and Life safety) and NFPA together form the basis for the fire protection design of the proposed building and include water based fire suppression systems that are designed to protect occupant and also to suppress fire and smoke development. 25 2.7 SITE DRAINAGE PLAN The total runoff from the Project site is estimated to be 7416 m3/hr considering rainfall intensity of 100 mm/hr. The design of rainwater harvesting has been done for 15 minutes of peak intensity of rainfall from roof top. The rainwater from roof top (2030 m3/hr) will be collected in rainwater collection sump of 500 m3 capacity and shall be reused for domestic purposes after necessary treatment. There are no recharge pits considered/proposed due to high ground water level. The excess storm water (6916 m3/hr ) will be discharged through internal storm water drain (of 1200 mm width) into external existing public drains. The proposed site is located in a marshy land with the ground water table depth of 0.2 m to 1.2 m around the site boundary. As per the geo technical investigation report, clay is encountered at an average depth of about 1.5m. Due to shallow ground water table, if bore wells/recharge pits are drilled there is a chance of ground water entry to the surface. The rainwater from the roofs shall be collected by the rainwater down take pipes and same shall be connected to Rain water chambers at ground level. The Rain water chambers/drains around each building shall be interconnected by RCC hume pipes and finally routed to the nearest rainwater harvesting sump. The rainwater harvesting sumps have been designed to cater for the rainfall intensity of 100mm/hr (as per IRC SP 42 & Manual on norms & standards for environmental clearance of large construction projects - MOEF). The landscape area and roads shall be sloped towards the storm water drains so that the runoff gets collected. The overflow from the rainwater harvesting sumps shall be guided to the existing drain outside the site boundary through the storm water drainage network inside the campus. The design calculation for the rainwater harvesting system is as follows: It has been proposed to provide two nos. of rainwater harvesting sumps, each of capacity 250 cum respectively. Hence, total storage considered for the rainwater from roof tops is 500 cum. Filter media is proposed to be provided for trapping the leafs and other floating suspended materials from the rainwater, before entering into the sump. From the rainwater tank, water is pumped to the underground water tank for reuse for domestic, flushing & landscape irrigation purpose. 25

27 2.8 LANDSCAPE PLAN The project is being planned with an organized open and green area. For the proposed project, provision has been made for total green belt development area as 25 %, with trees, shrubs, ground covers and grass pavers and lawns.
