2 Acknowledgements This Workshop is one of the components of the CCAC (Climate and Clean Air Coalition) MSWI (Municipal Solid Waste Initiative) Work Plan Project for the Municipality of Sao Paulo, Brazil. The Project is funded by the CCAC and implemented by ISWA, with the aim of laying out work plans and building capacity for the improvement of Sao Paulo s municipal solid waste management (MSW) particularly for the reduction of the emission of Short-lived Climate Pollutants (SLCPs) from the waste sector. 4 Summary This Workshop on biowaste treatment plant operation was carried out successfully between th July in Sao Paulo, Brazil, under the framework of the CCAC MSWI Work Plan Project implemented by ISWA with ABRELPE as the local coordinator. The activity was developed on two consecutive days (27-28 July 2016) both at the local coordinators offices (ABRELPE, Sao Paulo) and in Salto (located about 60km north of Sao Paulo in Sao Paulo State). The training included a theoretical session, an on-site training performed at the Ecomark composting facility located in Salto and a short set of exercises performed by the ISWA trainers together with the participants to focus on the topics illustrated. With a good combination of high level technical content and the active participation of the audience, the workshop was well received by the organisers and the participants, reflected by the evaluation forms they filled, the result of which can be found at the Conclusion session of this report. 6 Workshop Report 1. Purpose This activity is consistent with the previous activities in the Work Plan Project and aims to provide knowledge transfer to a group of local experts and stakeholders that were constantly involved in the realisation of the solutions and strategies for organic waste diversion defined during the Work Plan development and according to Sao Paulo s Master Plan. The activity was scheduled at the end of the Work Plan Project to the City of Sao Paulo, with all related deliverables available in its final version. Specifically, the activity was developed during a 2-day training session on the operation of treatment plants for organic waste, and according to the elements defined in the technical guidance on the operation of organic waste treatment facilities and the elements of the strategy paper. 2. Organisation The activity was defined by the lead technical expert with the support of the local coordinator (ABRELPE) and with AMLURB; the training was organised by the local coordinator (ABRELPE) in connection with the lead technical expert and the project manager. The main content of this training activity encompasses: To disseminate the content of the technical guidance on the operation of organic waste treatment plants ; To build knowlege on the main differences in managing small- scale and industrial plants for organic waste treatment; To transfer knowledge about the management of composting process and composting sites/plants; To transfer knowledge about the management of MBT and bio-stabilisation and possible outputs; Three technical trainers were involved for 2 days and their subjects and arguments to be discussed and presented to the participants were previously agreed upon with the Project team: An ISWA international expert (Davide Mainero) who has long-term experience in managing composting and biogas facilities along with an excellent knowledge about international issues regarding the diversion of organic waste; had some previous and recent knowledge about the current development about MSW recycling in Brazil; A Brazilian expert (Fulvio Parajara) who has specific experience in managing organic waste recycling in Brazil and detailed knowledge about the legislation about composting and organic fertilizers; ISWA lead technical expert (Marco Ricci-Jürgensen) of the Work Plan Project supporting the City of Sao Paulo. Content Report Session 1: The 1 st session of the training was led by the lead expert of the project in cooperation with the Brazilian expert; the session was devoted to disseminate the technical guideline and to focus on current framework and legal conditions for composting facilities in Brazil. During the session an interesting debate developed between the participants, allowing the exchange of viewpoints and developing a common understanding on existing technical aspects regarding compost and organic fertilizers in Brazil; the debate also focused on the different types of compost classes and specific restrictions on marketing and use of compost. Session 2: The 2 nd session was developed by the ISWA international expert on organic waste treatment facilities and introduced the basic concept and parameters for composting, AD and MBT, always with reference to the Technical Guidance prepared during the City Assistance Project offered to the Municipality of Sao Paulo (Brazil) under the framework of the Climate and Clean Air Coalition Municipal Solid Waste Initiative (CCAC MSWI). 10 Session 3: The 3 rd session was developed during a half-day visit to the t/a composting facility of Ecomark (Corpus Group) located in Salto, Sao Paulo State, Brazil. The visit allowed participants to experience the disposition of different treatment areas of the facility, evaluate the various types of input waste (organic waste from markets, sludge and waste from agro-industries, green waste from parks and maintenance of public greens). The ACT composting phase and the curing phase were visited and specific issues of the process management, such as forced ventilation and turning and temperature measurements were shown in current working conditions. The refinement steps at the end of the composting process including sieving, blending and packing (into commercial 40 l bags) were also illustrated. Session 4: The 4 th session was developed at the end of the site-visit and consisted of 2 tests focusing on both composting and AD; in both cases, the participants needed to estimate the fundamental parameters such as outputs, footprint and specific yields, according to the 2 processes and using the Technical Guidance as a reference document. The outcomes of the test were discussed together with all participants. 5. Conclusions After the workshop, most of the audience filled out the evaluation form provided at the registration desk, which can be seen at Annex I. 12 Could have had debate on the issues presented by speakers. However, it did not happen because of the organization but by lack of experience of participants. Other topics that can be approached in future workshops: Public Policy; Communication; Continuation of CCAC s assistance to Sao Paulo; Municipal experiences and operators with sludge composting; Segregation of MSW at the source; Benchmarking of technology worldwide; Technical visit to other technologies.
