The Mission of CHPS: To make schools better places to learn.
What is a high performance school? Healthy Thermally, visually and acoustically comfortable Efficient use of energy, materials and water Easy to maintain and operate Environmentally responsive Commissioned A teaching tool Safe and secure A community resource Stimulating architecture Cesar Chavez Elementary Photo courtesy of LPA
All schools can be High Performance! New School Construction Modernizations/Renovations New Buildings on Existing Campuses Modular and Portable Classrooms Performance and Operations of Existing Campus Public, Private and Charter
Our approach is collaborative CHPS collaborates with other organizations through its: Board of Directors Regional Partners Technical committee CHPS membership Special projects Stakeholder meetings Public review of resources
CHPS Programs and Resources CHPS Criteria Scorecards: New Construction Modernization/Renovation Modular/Relocatable Classrooms CHPS Best Practices Manuals School District Program Board Resolutions and Planning Manual and Tools Operations Report Card Training Classes and Webinars CHPS Membership Product Database for Schools

Post Occupancy Studies: Integration and Persistence There are important lessons to be learned from the latest Post Occupancy Studies These are influencing the evolution of The practice of integrated design The way school green rating systems will be structured The tools to improve operations and renovation
Sustainable Design Delivers! GSA Post Occupancy Study of 12 Federal Buildings (May 2009) The best performing buildings in the study were those that took a fully integrated approach addressing site development, water savings, energy efficiency, materials selection, and indoor environmental quality. 26% - less energy use 13% - lower aggregate maintenance costs 27% - higher occupant satisfaction 33% - fewer CO 2 emissions
Integrated Design Washington Middle School Renovation Post Occupancy Evaluation Olympia, Washington (August 2009) Lesson Learned Continue integrated design process to include VE process Installed low quality louvers and fans for natural ventilation = acoustic problems and increased operations costs Integrated Design: The right partners and a process that persists beyond construction
Operating Performance Massachusetts Green Schools Post-Occupancy Study of Energy Efficiency 30 schools evaluated: 15 green,15 non-green Green schools use: 19% less fuel (median) 3% more electricity than non-green schools in MS (same lighting efficiency as green schools) Operations are key: plug-load control, using systems correctly, powering down at night, trending, controlling temperatures Prepared by: The Cadmus Group, Inc. RLW Analytics, July 2009
Commissioning is arguably the single-most costeffective strategy for reducing energy, costs, and greenhouse gas emissions. 16% median wholebuilding energy savings in existing buildings Payback time: 1.1 years 13% in new construction Payback time: 4.2 years
Improve Energy Prediction with Integrated Design Process Energy Modeling 19% is less than the 31% predicted by as-designed energy models for the green schools Reasons for the difference: Simulation models are inherently different than the schools actually built and operated Most schools were modeled to operate at 70 F; however, observed temperatures averaged 72 F by focusing not only on how they design schools but
Real-Time Energy Monitoring Make Buildings Teaching Tools Roseville High School Culinary and Fashion Modernization
Importance of Daylighting Classrooms with: Most daylighting 20% faster in math; 26% faster in reading Largest windows 15% faster in math; 23% faster in reading Skylights with controls 19-20% improvement Operable windows (even with AC) 7-8% improvement CEC Pier, 2001 CEC Pier, 2003 Views = positive 21% improvement Glare & lack of control = negative Poor acoustics = negative Heschong Mahone Group Daylighting in Schools Study (1999)
CHPS National Core Criteria Priorities: 1. Protecting student and staff health and enhancing the learning environment 2. Conserving energy, water and other resources thereby reducing operating costs 3. Minimizing waste, pollution and environmental degradation
CHPS Core Criteria Strategy - Integration Integrated workshops required Collaborative energy modeling Commissioning from the start Energy and Maintenance plan School Master Plan Persistence Commissioning agent - post occupancy training for staff Real time energy display and submetering CHPS Operations report card Retro commissioning
CHPS National Scorecard Structure: Arranged by Priority Prerequisites Mandatory Offerings Additional Credits Local Codes Regional Priorities Innovations
Why Existing Schools? More than 55 million children spend their days in more than 130,000 school buildings in the United States Students attending schools in poor condition score 11 percent lower on standardized tests than students who attend schools in good condition Nearly 6 out of 10 schools reported at least one major building element in disrepair.
CHPS Criteria Major Modernizations/Renovations At least two of four building systems Heating, ventilation, airconditioning (HVAC) Lighting Interior Finishes Envelope
CHPS Criteria Minor Modernizations One of four building systems Heating, ventilation, actionconditioning (HVAC) Lighting Interior Finishes Envelope Fit into the School Master Plan
Now All Schools Can Become High Performance Schools
ORC Methodology 100 point scale for each category Energy Efficiency ENERGY STAR Portfolio Manager Auto-tracking of utility bills ENERGY STAR score will be the scorecard score IAQ, Acoustics, Thermal Comfort, and Visual Comfort Occupant surveys Teachers and staff Online Score based on satisfaction rates and key elements Building assessment General information Detailed sampling
Recognition Two classes of achievement: General High Performance Schools near the top of the spectrum without much room for improvement. Minimum score in all categories: 70 High Improvement over established baseline Designed to provide recognition for all types of schools, old and new alike. Required improvement in at least 3 categories. None can decrease.
