Adopts the guidelines contined in the nnex to this decision for preprtion of biennil reports by developed country Prties (herefter the UNFCCC biennil reporting guidelines by developed country Prties); 2. Decides tht developed country Prties shll use the UNFCCC biennil reporting guidelines for developed country Prties for preprtion of their first biennil reports; 3. Decides lso tht, in using the UNFCCC biennil reporting guidelines for developed country Prties, developed country Prties should tke into ccount their ntionl circumstnces; 4. Requests the Secretrit to develop electronic reporting formt to fcilitte reporting by developed country Prties following the tbles included in the guidelines referred to in prgrph 1 bove; 5. Notes tht the first biennil reports of developed country Prties shll updte the sections of the most recent full ntionl communiction submission, s outlined in the UNFCCC biennil reporting guidelines for developed country Prties; 6. Decides tht developed country Prties shll submit their first biennil reports to the Secretrit by [1 Jnury in the yer in which they re due] [15 October 2012] [30 April 2013] [1 My 2013] [2013], nd the second nd subsequent biennil reports shll be submitted within two yers of the due dte of full ntionl communiction (i.e. 2016, 2020); 7. Decides tht Annex I Prties shll submit full ntionl communiction every four yers, noting tht the next due dte fter doption of this decision is 1 Jnury 2014 ccording to decision 9/CP.16; 8. Decides to revise the UNFCCC biennil reporting guidelines for developed country Prties fter submission of the first biennil reports by developed country Prties nd bsed on the experience gined, with view to dopt them by the Conference of the Prties [t its 18 th session] [t its 20 th session] [in 2016]; 9. Decides lso to revise the UNFCCC Guidelines for the preprtion of ntionl communictions by Annex I Prties (Annex to decision 4/CP.5) to include the UNFCCC biennil reporting guidelines for developed country Prties, s stnd lone element of the ntionl communictions, to ensure consistency in reporting; 10. Requests the Subsidiry Body for Implementtion to begin considertion t its 38 th session of the revision of the guidelines referred to in prgrph 1 bove nd of the revision of the UNFCCC Guidelines for the preprtion of ntionl communictions by Annex I Prties, tking into considertion the principles of trnsprency, consistency, comprbility, completeness nd ccurcy of the reported ntionl greenhouse gs inventories, experience with the first biennil reports nd other informtion, including, s pproprite, the 2006 IPCC Guidelines for Ntionl Greenhouse Gs Inventories, with view to prepre drft decisions on these mtters for doption by the Conference of the Prties t its 19 th session; 11. Requests the Secretrit to prepre technicl pper bsed on the experience of reporting of the first biennil reports by developed country Prties, with the im to fcilitte the considertion by the Subsidiry Body for Implementtion t its 38 th session of the mtters referred to in prgrph 10 bove; 12. Requests lso the Secretrit to prepre compiltion nd synthesis report on informtion reported by developed country Prties in the biennil reports referred to in prgrph 2 bove, for considertion by the Conference of the Prties t its 20 th session; 13. Decides tht the sections of biennil reports submitted by developed country Prty tht re subject to interntionl ssessment nd review re those prepred in ccordnce with sections II, III, IV nd V of the UNFCCC biennil reporting guidelines for developed country Prties nd the full nnul greenhouse gs inventory submission under the Convention is outside the scope of the interntionl ssessment nd review process; Pge 2 of 44

4 Prt II: Drft UNFCCC biennil reporting guidelines by developed country Prties 1, 2 I. Objectives 1. The objectives of these guidelines for prepring the biennil reports re: () To ssist developed country Prties in meeting their commitments for reporting under Articles 4 nd 12 of the Convention enhnced by decision 1/CP16; (b) To promote the provision of consistent, trnsprent, comprble, ccurte nd complete informtion by developed country Prties; (c) To ensure tht the biennil reports include informtion on progress of Annex I Prties in chieving emission reductions, including informtion on mitigtion ctions to chieve their quntified economy-wide emission reduction trgets nd emission reductions chieved, projected emissions nd the provision of finncil, technologicl nd cpcity building support to developing country Prties; (d) To fcilitte the interntionl ssessment nd review of emissions nd removls relted to [the chievement of] quntified economy-wide emission reduction trgets by developed country Prties [nd on how they re incresing [of] the level of mbition of the economy-wide emission reduction trgets] in their progress to meet their commitments under the Convention; (e) To ssist the Conference of the Prties in crrying out its responsibilities under the Convention nd in reltion to the nd subsequent periodic reviews; (f) To demonstrte tht developed country Prties re fulfilling their obligtions to reduce the dverse impct of their mitigtion ctions on developing country Prties. II. Informtion on greenhouse gs emission [inventory] nd its trends 2. Developed country Prties shll report, in tble I1, summry informtion on greenhouse gs (GHG) trends by gs nd by sector, which shll be consistent with tht provided in the most recent ntionl inventory prepred using the UNFCCC reporting guidelines. [For the period from 1990 up to [[2000] [2010], emissions informtion shll be reported [for five-yer increments] [nnully]. After [2000] [2010]] the most recent yer, informtion on nnul emissions shll be reported.] 3. [Developed country Prties shll report summry informtion on GHG trends by gs nd [the indictors relevnt to GHG] emissions nd removls in tble I1.] 4. Prties shll provide informtion on their ntionl inventory rrngements, including: () The nme nd contct informtion of the ntionl entity nd its designted representtive with overll responsibility for the ntionl GHG emission inventory of Prty; (b) The roles nd responsibilities of vrious gencies nd entities in reltion to the inventory development process, s well s the institutionl, legl nd procedurl rrngements mde to prepre the inventory; (c) A description of the process for collecting ctivity dt, selecting emission fctors nd methods, nd development of emission estimtes; (d) A description of the process nd results of key source identifiction nd, where relevnt, rchiving of test dt; (e) A description of the process for reclcultion of previously submitted inventory dt; (f) A description of qulity ssurnce nd qulity control pln, its implementtion nd qulity objectives estblished, nd informtion on internl nd externl evlution nd review processes nd their results in ccordnce with the guidelines for ntionl inventory rrngements; (g) A description of the procedures for officil considertion nd pprovl of the inventory. 5. The comprehensive GHG inventory informtion is submitted nd reviewed nnully under the Convention. III. Quntified economy-wide emission reduction trget 6. Ech sector shll hve its own textul description of the principl policies nd mesures. Prties [should] [my] include seprte text describing cross-sectorl policies nd mesures. 10bis. Prties shll orgnize the reporting of policies nd mesures by gs (crbon dioxide, methne, nitrous oxide, hydrofluorocrbons, perfluorocrbons, sulphur hexfluoride), to the extent pproprite. 11. For mitigtion ctions tht hve not been previously reported in previous ntionl communiction or biennil report, the Prty [shll] [should] provide description of its [ech] individul mitigtion ctions or suite of ctions, including the following informtion: nme nd description of the ction; type of ction; objective of the ction; sector nd gses covered; sttus of implementtion nd implementing entity; wy in which progress of mitigtion ction is monitored nd evluted over time [performnce indictors nd how implementtion of the ction nd, to the extent possible, its performnce will be monitored]; nticipted mitigtion effect in [2020] [for the next 4 yers ending with 0 or 5]; Prties my lso provide informtion on [costs of mitigtion ction], to the extent possible. The Prty [shll] [should] lso provide list of ny previously reported mitigtion ctions tht re no longer being implemented. 12. Prties shll summrize in tbles M1 nd M1b informtion on [ll] [currently implemented nd plnned] mitigtion ctions in implementtion or plnned. 13. In tbles M1 nd M1b mentioned bove informtion on mitigtion ctions should be presented by sector, nd within the sector in decresing order of the nticipted mitigtion effect of the ction. 14. Projections 21. Developed country Prties shll provide projections of trends in GHG emissions nd removls tht reflect current circumstnces, nd currently implemented nd dopted mitigtion ctions [nd [ntionl] ccounting methods for LULUCF dopted by COP XX], to the extent possible, from the ltest inventory yer through 2020 or lter. The report shll be consistent with the Guidelines for Annex I ntionl Communiction nd its revisions nd consistent with their lst ntionl communiction with respect to methodologies, nd ssumptions [nd trends]. When methodologies nd ssumptions hve chnged, these chnges [re to] [should] be documented in the biennil report. 21lt. Developed country Prties shll provide projections consistent with their lst ntionl communiction with respect to methodologies, nd ssumptions [nd trends]. When methodologies nd ssumptions hve chnged, these chnges [re to] [should] be documented in the biennil report. 22. At minimum, developed country Prties shll report with mesures projections (tble P2). The with mesures projections shll encompss currently implemented mitigtion ctions.
