1 Thai-German Renewable Energy Community Conference October 20-21, 2015 Draft Version as of September 8, Background GIZ and the Thai Ministry of Energy (MoEN) jointly organizes the Thai-German Renewable Energy Community Conference in October 2015 in Bangkok. The conference follows up on a first event which took place in October 2013 and marks the start of an annual series of conferences to support renewable energy project development in Thai communities in the context of the Project Development Programme of GIZ. Community-Based and Decentralized: The Energy System of the Future The sustainable energy infrastructure of the near future will look fundamentally different than today s. Instead of central large generation capacities decentralized renewable energy generation in close coordination and communication with local consumers will be prevalent. Community-based renewable energy projects have the potential to form a central piece of that energy network of the future. The decentralized development of renewable energy projects or even fully renewable villages, municipalities or regions has the potential to create local jobs, generate new tax revenues in communities, and improve the purchasing power in the region. Local value creation and energy security are the buzzwords that describes these advantages of a decentralized energy revolution, and the transition empowers people in the region to benefit from a sustainable energy development in many ways. The local use of available resources can help to increase income in the region and new business opportunities are created with citizens being able to participate and profit from renewable energy investments. Involving the local community strongly increases awareness and acceptance for renewable energy on a local level.
2 Germany and Thailand: First-Mover for Sustainable Energy Thailand is the frontrunner in renewable energies in South-East Asia and by setting itself ambitious targets for RE development aims at remaining in that position. Especially the country s targets for biomass, wind and solar energy underline its strong commitment. Under the current political framework, several initiatives focus on the community level with the goal to promote sustainable energy production on a decentralized level. Germany is one of the world's major renewable energy economies with very ambitious goals towards the transformation of its energy system ( Energiewende ). According to the German strategy, 60% of total energy consumption shall be covered by renewable energies by In 2014 already 25.8% of Germany's electricity supply was produced from renewable energy sources, and more than 370,000 people worked in the renewable energy business despite the economic slowdown in Europe. More and more German communities are grasping the opportunity to become a part and a driver of that development by developing their own renewable energy projects that create a variety of benefits for local stakeholders. Towards Thai-German Renewable Energy Communities In Germany, communities play an important role for the development of renewable energy projects. Many thousand renewable energy systems are operated locally in communities by a variety of actors. More than 40% of all RE capacity in Germany is in the hand of citizens. Over 900 energy cooperatives are currently active in Germany owning a total of 700 MW installed capacity. Sharing such experiences with Thai communities will make them more aware of the benefits of local energy production. In difference to fossil fuel-based generation, the value remains on-site in the form of income, jobs, corporate profits, as well as avoided fuel costs, taxes, and charges in the local economic cycle. Those funds increase the scope of action for local authorities: schools can be renovated, roads can be repaired, clubs or associations can be promoted. The Project Development Programme (PDP) implemented by GIZ on behalf of the German Federal Ministry for Economic Affairs and Energy (BMWi) supports the Ministry of Energy (MoEN) in Thailand in increasing the deployment of renewable energy technologies in the country. In accordance with MoEN s goals, GIZ focusses on increasing the deployment of renewable energy in communities, regions and provinces in Thailand by sharing German experience and know-how. Since especially small and medium sized companies are the carrier of knowledge and technology in this regard, the strategy of the project is to trigger business cooperation between German and Thai companies, while allowing local communities to directly profit from renewable energy projects. It is the aim of PDP to support Thai-German Renewable Energy Communities jointly with MoEN. PDP will aim to initiate a reference project where German companies share technology and knowledge with Thai companies and thus form a Thai-German RE partnership with a local community. The aim is to combine different renewable energy or intelligent grid technologies and develop business models which allow for the local community to directly benefit from the project. But what are the success factors for renewable energy communities and what experiences can be derived from the development so far? How do German energy cooperatives operate? Which business models work for Thailand? Objectives of the Conference These questions shall be explored in this common endeavor workshop by the Thai Ministry of Energy (MoEN), the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, the Cooperatives League of Thailand (CLT), the German Thai Chamber of Commerce (GTCC) and other partners with the immediate target to share experiences from Germany, discuss the potential, and explore the feasibility for Thai-German Renewable Energy Communities.
3 The conference is the follow-up event to the Community-Based Renewables: Thai-German Cooperation on Sustainable Energy Development conference held September 2, 2013 in Bangkok. It shall be the beginning of a series of annual conferences on this topic that enable community exchange. Goals of the Conference The Conference Serves as a kick-off event to establish Thai-German Renewable Energy Communities; Is the first of a series of 3 (annual) conferences organized within the project timeframe ; Raises awareness and advances the discussion on Renewable Energy Communities and transfers know-how between Germany and Thailand; Shall be a forum for Thai communities and cooperatives to exchange knowledge and best practices on RE; Serves to identify active communities in Thailand that GIZ and MoEN can support further. Target Group of the Conference Thai community representatives or local citizens who are interested in developing their own RE project together with Thai and German private sector partners. Thai and German technology suppliers, investors and project developers who understand the particular challenges of CBRE projects and intend to develop Thai-German renewable energy communities. Thai public officials involved in the regulation of decentralized energy development (PEA, MEA, ERC, DEDE, EPPO, EGAT, Provincial Energy Officers; national and regional level). Media representatives interested in deepening their understanding of the topic. Goal and Target Groups of the Solution Workshops Day 2 Goal of the solution workshops is to screen first project proposals by communities in a closed setting, with German and Thai experts evaluating the project ideas. Working groups will be formed according to the topics of the presented project ideas, and applications of communities. If there are several communities interested in one topic, they can be grouped into one working group, or several working groups on the same topic (for example rooftop PV) will be formed. Target group of the consulting in the working groups: Communities that want to do projects, or have failed with projects before, Provincial Energy Officers responsible for a project. Consulting expert team: German companies, project developers and service providers, Thai communities that have successfully realized projects, Thai project developers. Date & Location October 2015, Bangkok (exact location tbc). Language Main language of the event will be Thai. Simultaneous translation in both directions will be available. All presentations held in English will be translated into Thai.
