5 Backgrund and Prcess Overview The Prt f Seattle will strategically plan fr sustainable grwth at Seattle-Tacma Internatinal Airprt. 1.1 Intrductin In accrdance with Federal Aviatin Administratin (FAA) Advisry Circular (AC) 150/5070-6B, Airprt Master Plans, and FAA Sustainability Guidance,* the Prt f Seattle (the Prt) is preparing a Sustainable Airprt Master Plan (SAMP) fr Seattle-Tacma Internatinal Airprt (Airprt r Sea-Tac Airprt). This Technical Memrandum describes the gals and bjectives established by the Prt f Seattle cmmissin t guide the SAMP, the SAMP prcess, and hw SAMP gals and bjectives will guide preparatin f a recmmended develpment plan. This Technical Memrandum is rganized in the fllwing fur chapters: 1. Backgrund and Prcess Overview 2. Natinal, Reginal, and Lcal Sustainability Gals and Plans 3. Hw SAMP Sustainability Gals and Objectives will Guide the Visin fr Lng-range Airprt Develpment 1.2 Seattle-Tacma Internatinal Airprt and the Prt f Seattle The Airprt, ranked accrding t 2014 FAA enplaned passenger data as the 13 th busiest cmmercial service airprt in the United States, is perated by the aviatin divisin f the Prt. The Prt was created in 1911 and is verseen by five Cmmissiners elected at large by the vters f King Cunty. Each Cmmissiner serves a fur-year term; tgether they establish Prt plicy. The Prt wns and perates the Airprt as well as a wide range f maritime and lgistics facilities. The Prt s missin, visin, values, and cmmitment are summarized in the graphic n the fllwing page. 1.3 Sustainable Airprt Master Plan Prcess This sectin describes previus master planning at the Airprt, cmpares the prcess f preparing a traditinal airprt master plan with the prcess f preparing a sustainable airprt master plan, and describes hw sustainability will be integrated thrughut the SAMP study and plan recmmendatins. * SUSTAINABLE AIRPORT MASTER PLAN, TECHNICAL MEMORANDUM NO

6 1.3.1 Master Planning at Sea-Tac Airprt Typically, large air carrier airprts undertake a master plan every years r when cnditins make it necessary. The Prt last cmpleted a master plan update fr the Airprt in 1997, which fcused n the cnstructin f the third runway (nw perating as Runway 16R-34L). That master plan arse ut f a prir Prt study titled Cmprehensive Planning Review that was cnducted in 1988, as well as ther reginal studies designed t ensure that the Airprt was the apprpriate place fr building the regin s airfield capacity. While the 1997 study fcused n the third runway, it als identified a lngrange plan that was intended t enable the Airprt t accmmdate demand thrugh 2010 as then frecast. Airprts perate in dynamic envirnments, as the air travel industry is subject t scietal and ecnmic changes frm the glbal t lcal levels. The Prt cmpleted a Cmprehensive Develpment Plan (CDP) in 2007 t identify a less cstly and mre-cnvenient alternative fr terminal and landside imprvements, which wuld reflect imprtant changes in the aviatin industry fllwing its 1997 study. Thse industry changes included the increased security requirements fllwing the 9/11 terrrist events, the glbal financial crisis which had already begun t affect cmmercial air service, changes in passenger travel preferences and characteristics, and changes in the types f aircraft perating at the Airprt. Since 2007, bth the air travel industry and the regin Sea-Tac Airprt serves have cntinued t change and grw (fr example, advances in technlgy cntinue t redefine flight check-in prcesses and SUSTAINABLE AIRPORT MASTER PLAN, TECHNICAL MEMORANDUM NO

7 facilities). Accrdingly, in 2013, the Aviatin Divisin f the Prt initiated this SAMP and, at the beginning f the prcess, established three majr gals:* Identify the facility requirements that wuld enable the Airprt t satisfy air transprtatin demand thrugh the next 20 years in a safe and efficient manner. Identify a lng-term plan t achieve the Century Agenda and cmplement the Aviatin Divisin Business Plan. Identify measures that enable the Prt t build, manage, and perate facilities in ways that meet sustainability gals and bjectives. These gals were intended t guide develpment f the SAMP and t ensure that when cncluded, the study effrt has achieved its underlying bjectives. The gals were targeted t the wrk prducts f the SAMP. They differ frm the Prt s sustainability missin and sustainability gals and bjectives, which fcus n issues brader than thse related nly t the Airprt and that will likely endure after cmpletin f the SAMP Traditinal Airprt Master Planning Prcess An airprt master plan, as defined by the FAA in AC 150/5070-6B Airprt Master Plans, is a cmprehensive study f an airprt and results in airprt develpment plans fr the shrt-, medium-, and lng-term (i.e., 5-, 10-, and 20-year planning perids). A typical airprt master plan includes the fllwing elements: 1. Pre-Planning Identify need, establish gals and bjectives, hire cnsulting team, and apply fr funding, if apprpriate. 2. Public Invlvement Establish a prcess and identify key stakehlders and issues. 3. Existing Cnditins Inventry Inventry infrmatin useful fr subsequent analyses. Inventry infrmatin is cllected frm varius surces and summarized in tables, graphs, and scaled drawings. 4. Aviatin Activity Frecasts Prject number f passengers, vlume f air carg, and number f aircraft peratins that must be accmmdated in the planning perids. Typically, a frecast cnsiders cnditins 20 years int the future. 5. Facility Requirements Identify types and lcatins f facilities needed in each f the airprt s majr functinal areas t accmmdate frecast aviatin activity in the planning perid. Requirements are develped using a variety f techniques ranging frm spreadsheets t simulatin mdeling and are expressed in terms f bth units (e.g., number f passenger aircraft gates) and area (e.g., a 50,000-square ft air carg warehuse). *SAMP gals were established by Prt staff in cnsultatin with the SAMP cnsultant team. 8 6. Alternatives Develpment and Evaluatin Develp alternatives fr satisfying facility requirements during the planning perid. Alternatives are (1) bth physical (e.g., build a new radway) and managerial (e.g., accmmdate the demand elsewhere), (2) typically described in bth narrative and graphic (i.e., drawings) frmats, and (3) evaluated based n apprpriate criteria (e.g., cst r envirnmental impact) fr the purpses f cmparisn. 7. Implementatin Plan Describe prpsed develpment plans fr the planning perids, the cst f the plan elements, and triggers that will indicate need fr specific facilities. 8. Envirnmental Cnsideratins Cnsider ptential envirnmental impacts as develpment alternatives are identified and evaluated, and identify the likely envirnmental prcess that wuld be required t implement the recmmended develpment plan. 9. Financial Analysis Demnstrate hw the recmmended develpment plan will be financed, and its feasibility. 10. Airprt Layut Plan (ALP) Prduce a set f drawings that graphically represent the plan and its cnfrmance with FAA design criteria. The ALP is an fficial airprt dcument that shws many items required by the FAA, as well as prpsed future develpment Sustainable Airprt Master Plans This sectin describes hw the traditinal master planning apprach is mdified t include sustainability in the key steps f develping and screening alternatives. In the past, master planning typically fcused n the financial bttm line and rganizatinal needs/capabilities. Sustainable master planning, in cntrast, captures lcal values as described belw and incrprates envirnmental, scial, and cmmunity utreach gals. Sustainability, as it relates t develpment, has many definitins, but generally has its rigin in the 1987 United Natin s Cmmissin n Envirnment and Develpment (knwn as the Brundtland Cmmissin). The Brundtland Cmmissin suggested that develpment was acceptable and necessary, but that it must be dne in a sustainable manner. A plan r develpment is sustainable if it balances three ften cmpeting elements: ecnmic/financial, envirnmental, and scial. Develpment that accmplishes this is knwn as meeting the Triple Bttm Line, as illustrated in Figure 1-1. SUSTAINABLE AIRPORT MASTER PLAN, TECHNICAL MEMORANDUM NO

FAA defines as sustainable actins that: Reduce envirnmental impacts. Help maintain high, stable levels f ecnmic grwth. Help achieve scial prgress, a brad set f actins that ensure rganizatinal gals are achieved in a way that's cnsistent with the needs and values f the lcal cmmunity.* The FAA als prvides guidance fr airprts preparing sustainable airprt master plans, stating that Sustainability Master Plans (SAMPs) fully integrate sustainability int an airprt's lng-range planning [and] use(s) baseline assessments f envirnmental resurces and cmmunity utreach t identify sustainability bjectives that will reduce envirnmental impacts, realize ecnmic benefits, and imprve cmmunity relatins. * Fr FAA funded sustainability planning effrts, the FAA requires **the spnsr t include the fllwing: A written sustainability plicy r missin statement. Categries r areas f fcus as determined by each airprt. 10 Measureable gals fr each categry. Sustainability initiatives designed t achieve the gals. Public participatin and cmmunity utreach. Sustainability has been and will be integrated int the SAMP thrughut the planning prcess in the fllwing ways. Sustainability gals and bjectives were develped frm the Prt s existing gals and bjectives with guidance frm the Prt Century Agenda gals. This was cmpleted during the first step f the SAMP and is dcumented in Chapter 3 f this Technical Memrandum. Sustainability gals and bjectives will guide the develpment f alternatives and screening criteria that will be applied t identify preferred alternatives. The screening criteria will be develped cnsidering the Airprt s functinal areas (e.g., terminal, airfield, landside, and carg), ptential alternatives fr satisfying demand, and hw bjectives might be influenced by chsen alternatives. Fr example, the Prt has established a gal f reducing greenhuse gas emissins. Thus, the SAMP screening criteria will be used t assess the relative perfrmance f alternatives with respect t changes in greenhuse gases. During implementatin, the same criteria can be used t assess actual perfrmance f chsen alternatives relative t all gals and bjectives f the SAMP, t ensure that prgress is made in a sustainable fashin. The SAMP will include fur categries f actins r initiatives that are designed t achieve the Prt s sustainability gals and bjectives. The fur categries f actins are what we build, where we build, hw we build, and hw we perate. These actins: Invlve cnstructin (what, where, and hw we build) and are reflected in the alternatives. Determine hw the Prt manages and perates the existing and future facilities (hw we perate). In a traditinal master plan, the effrt fcuses n serving frecast demand with a preferred alternative that achieves the highest peratinal perfrmance at the lwest cst. Sustainability Management Plans (SMPs) address hw an airprt can manage and/r perate its facilities in a sustainable fashin. The SAMP will cntain alternative develpment actins and initiatives that will address where, what, and hw the Prt builds cmbined with hw the Prt manages and perates its airprt facilities. All actins and initiatives will be evaluated fr their cntributins t achieving the sustainability gals and bjectives. The SAMP planning prcess parallels the traditinal master plan prcess described in the previus sectin, but adds scial cnsideratins t mst steps f the planning prcess. 11 start with an inventry f existing cnditins (acrss the financial/ecnmic, envirnmental, and scial/cmmunity utreach categries) and frecasts f aviatin activity. Based n the frecasts, facility requirements (facilities needed t efficiently serve demand) will be identified. Then the planning effrt will fcus n hw and where thse requirements can be satisfied. In parallel, the planning team will begin t cnsider alternative management and peratinal initiatives t achieve the gals and bjectives. In the case f the SAMP, initial alternatives fr meeting the needs f the varius functinal areas f the Airprt (e.g., terminal, landside, carg, etc.) will be identified. These alternatives will underg high level screening relative t the SAMP bjectives. The cncepts that best achieve SAMP bjectives will then cntinue thrugh the planning prcess as preferred alternatives fr functinal areas. The screening criteria fr the varius gals and bjectives will be qualitative and quantitative, as apprpriate. Criteria will be selected that best enable differentiatin between alternatives, subject t a specific gal r bjective. The screening results will then be summarized in a decisin matrix, and either ne r tw alternatives will be selected as preferred based n verall perfrmance relative t the criteria. Once preferred alternatives are selected fr each functinal area, initial lng-range develpment alternatives will be develped, and ne preferred alternative will be selected. The planning prcess will cnclude with a visin fr cmprehensive lng-range Airprt develpment (Visin). The Visin will reflect a balanced plan fr satisfying gals and bjectives acrss the entire Airprt, rather than a plan fr ne r tw functinal areas. The Visin will identify the functin, lcatin, cncept, and size f existing and planned facilities. The planning team will carefully review the Visin t determine hw it perfrms relative t the SAMP gals and bjectives (this prcess is referred t as a gap analysis). Any gaps between actual and desired perfrmance will be identified and initiatives that wuld enable further ptimizatin f the Visin will be identified. Since a master plan des nt include design r engineering, the sustainable facilities and gap analyses will identify initiatives that culd enable the Prt t further achieve SAMP bjectives, further refining the preferred Visin. These initiatives may represent discrete changes in the plan as well as pprtunities that a new r mdified facility might enable as prjects prceed int design. Ttal-cstf-wnership (TCO) will be cnsidered in light f sustainability principles. Thrughut the master planning prcess, the planning team and the Prt will als identify existing and future management initiatives that supprt sustainable peratins at the Airprt and dcument their use in the Visin. These management initiatives will becme the SMP prtin f the SAMP and will result in an integrated Sustainability Management and Master Plan, which will be dcumented in Technical Memrandum N. 9. Als, Technical Memrandum N. 9 will cntain the dcumentatin requested by the FAA in its 2010 interim guidance memrandum abut sustainable airprt master plans, and will identify the implementatin prcess (rles and respnsibilities) fr the varius sustainability initiatives. Befre the Prt can implement many f the recmmendatins f the SAMP, cmpliance with the Natinal Envirnmental Plicy Act (NEPA) and the Washingtn State Envirnmental Plicy Act (SEPA) SUSTAINABLE AIRPORT MASTER PLAN, TECHNICAL MEMORANDUM NO

12 will be required. Therefre, in tandem with preparing Technical Memrandum N. 9 t dcument the sustainability prcess and results, an Envirnmental Effects Overview will als be prepared. This review will prvide a high level verview f the envirnmental effects f the Visin relative t the envirnmental resurces cnsidered in NEPA and SEPA, expanding upn the envirnmental categries reflected in the sustainability screening, and then will identify an apprach t btaining NEPA/SEPA clearance. This Envirnmental Effects Overview will be dcumented in Technical Memrandum N. 8. This apprach t including sustainability in the verall SAMP prcess is illustrated in Figure SAMP Scping Prcess Cnsistent with sustainability cncepts, the SAMP was initiated with a series f scping wrkshps invlving the cnsultant team and bth internal and external Prt f Seattle stakehlders. Stakehlders included staff frm the Prt s Aviatin Divisin, the Federal Aviatin Administratin (FAA), airlines, and lcal jurisdictins. The bjectives f the wrkshps were t acquaint the stakehlders with the master planning prcess and slicit input n issues f imprtance, which shuld be cnsidered fr inclusin the SAMP scpe f wrk. The wrkshps were held in 2013, (July 24-26, July 30-August 1, and August 14). The results f the wrkshps are summarized in the dcument titled Scping Wrkshp Ntes, Sustainable Airprt Master Plan, Seattle-Tacma Internatinal Airprt, August 7, 2013, Revised September 10, Fllwing the scping wrkshps, a detailed draft study scpe f wrk was prepared. The scpe f wrk was rganized by majr tasks and, fr each task, described: Objectives f the study prcess Apprach Scpe f Wrk Deliverables Crdinatin Schedule Respnsibilities The draft scpe f wrk was the basis f an iterative prcess that invlved (1) preparing a draft budget crrespnding with the study draft scpe f wrk, (2) cmparing the study draft budget with the budget apprved by the Prt Cmmissin, (3) revising the draft scpe f wrk and budget, and (4) repeating the prcess until the budget was aligned with the budget apprved by the Prt Cmmissin. 14 1.5 SAMP Dcumentatin The SAMP will be dcumented in nine Technical Memrandums, a summary reprt, an executive summary reprt, and an Airprt layut plan. These dcuments and their purpse and cntent are summarized belw. Technical Memrandum N. 1 Backgrund, Prcess, Gals, and Objectives Defines the SAMP s purpse and desired utcme, (2) explains hw the Prt has made sustainability a strategic pririty at the Airprt, (3) cmmunicates the results f the mst recent sustainability gal-setting prcess as part f the SAMP, and (4) illustrates the integratin f thse sustainability gals int the SAMP prcess. Technical Memrandum N. 2 Inventry f Existing Cnditins Dcuments drawings, plans and data that the planning team will use fr subsequent requirements and alternatives analyses. Technical Memrandum N. 3 Air Carg Market Assessment Dcuments (1) the cmpsitin f air carriers (and allied services) that frms the Airprt's current air carg perating envirnment, (2) imprvements in facilities and services at the Airprt that culd stimulate air carg grwth beynd that reasnably expected thrugh rganic grwth ver the 25-year planning perid, (3) cmpetitive pressures frm ther gateways and ther transprt mdes that culd limit air carg grwth ver the same planning perid, (4) the cmmdity cmpsitin f exprts and imprts transprted principally by air, as well as relevant intermdal cmbinatins, (5) the internatinal rigins and destinatins f cmmdities traversing reginal gateways, and (6) the external ecnmic factrs that affect air carg demand in the regin. Technical Memrandum N. 4 Frecasts f Aviatin Activity Dcuments frecasts f enplaned passengers, air carg, based aircraft, and aircraft peratins by type fr use in the facility requirements analysis and the lng-term develpment plan and strategy. Technical Memrandum N. 5 Facility Requirements Dcuments facilities and assciated land areas required t accmmdate future aviatin activity fr planning activity levels (PALs) crrespnding with activity frecast fr the 5-, 10-, 15-, and 20- year planning perids. Technical Memrandum N. 6 Alternatives Dcuments the alternatives fr satisfying facility requirements that were assessed and identifies the visin fr cmprehensive lng-range Airprt develpment. Technical Memrandum N. 7 Facilities Implementatin and Financial Feasibility Identifies the prpsed Near-Term Prjects (NTP; a subset f the Visin), their timing, phasing, cst, and ratinale; summarizes the analyses that demnstrated the financial feasibility f the NTP; and recmmends key actins fllwing cmpletin f the SAMP. 15 Technical Memrandum N. 8 Envirnmental Overview Identifies any special purpse law that cnflicts with the prpsed SAMP recmmendatins, general prjectrelated envirnmental effects (verview), and likely NEPA and SEPA prcessing requirements in areas such as wetlands, water quality, air quality, disturbed/ cntaminated sil, site impacts t histrical land, wildlife and endangered species, and nise. Technical Memrandum N. 9 Sustainability Planning and Management Synthesizes sustainability findings including: (1) gap analysis between impacts f frecasted grwth and sustainability gals, (2) significant sustainability challenges faced by the Prt, (3) imprtant sustainability prjects r prject with a sustainability cmpnent identified by the SAMP, and (4) a radmap that details the plan and prcesses fr adpting the sustainability strategies and implementing initiatives thrugh actin plans, als knwn as the management plan. Executive Summary Reprt A cncise dcument prepared t cmmunicate essential SAMP cnclusins and recmmendatins t the public. Airprt Layut Plan The Airprt layut plan is a set f drawings prepared accrding t FAA criteria. The ALP will reflect the develpment plan resulting frm the SAMP and must be apprved by the FAA. 16 Natinal, Reginal, and Lcal Sustainability Gals and Plans The Prt has already established sustainability gals, dedicated resurces t achieve measurable utcmes, and reprted n its prgress t its stakehlders. 2.1 Intrductin This chapter further defines the cncept f sustainability and identifies industry, federal, reginal, and Prt specific sustainability gals that were established prir t the start f the SAMP. 2.2 The Origin and Lng-term Gals f Sustainability Sustainability is related t glbal challenges recgnized by the Prt, which include climate change, ecnmic stability, resurce depletin, and envirnmental degradatin amng many thers. All f these issues threaten the viability f the aviatin industry, the Airprt, and the cmmunities the Prt serves. The Prt s challenges are als lcal in nature. Reginal ecnmic develpment, maintaining strng cmmunity relatins, and investing in a healthy and prsperus wrkfrce are crucial sustainability gals fr the Prt and are nly achievable n the reginal level. Because sustainability reflects lcal needs, the apprach t sustainability varies frm airprt t airprt. The SAMP will translate the cncept f sustainability int a framewrk useful fr rganizatinal decisin-making, helping the Prt understand dependencies, relatinships, and trade-ffs that exist when satisfying its business missin, serving its cmmunity, and prtecting the envirnment. Sustainability at the Airprt is als shaped by external frces. Sme f these are lcal, reginal, and natinal gvernment and plicy rganizatins. In additin t regulatry influence, the U.S. Federal Gvernment has established lng-term sustainability-related gals in five fcus areas: climate change, cmmunity and reginal develpment, ecnmy, energy, and envirnment. Twenty-fur majr Federal agencies identified these gals in their FY 2015 budgets and perfrmance plans. At the federal level, the gals will be refined and reprted against every tw years.* A cmplete list f the federal gals can be fund in Table A-1 in Appendix A. * SUSTAINABLE AIRPORT MASTER PLAN, TECHNICAL MEMORANDUM NO

17 In 2009, the Bard f Directrs f the Airprts Cuncil Internatinal Nrth America (ACI-NA) adpted a series f envirnmental gals. The Prt is a member f ACI-NA and has been meeting many f ACI- NA s Envirnmental Gals.* One f tw airprt industry rganizatins, ACI-NA is the internatinal rganizatin that advcates plicies and prvides services that strengthen the ability f cmmercial airprts t serve their passengers, custmers and cmmunities. Table A-2 in Appendix A lists ACI-NA s envirnmental gals, which are being updated in 2015, in the areas cnsistent with the Prt s fcus areas f: climate change and air quality, energy, envirnmental, nise, waste management, and water quality. 2.4 Puget Sund Regin Sustainability Gals Fur majr gvernment and nn-gvernmental rganizatins have set sustainability gals fr the Puget Sund Regin: City f Seattle, King Cunty, Puget Sund Reginal Cuncil, and Washingtn State. Table A-3 in Appendix A summarizes the publicly available sustainability gals pursued by these rganizatins, by fcus area. Mre infrmatin n each rganizatin s sustainability gals can be fund n their websites. The State f Washingtn enacted sustainability gals thrugh eight executive rders, as well as thrugh regulatins passed by several state agencies. These executive rders can be fund in Table A-4 in Appendix A. Additinal infrmatin can be fund n the State f Washingtn Department f Eclgy s sustainability website.** In additin t what is listed in Table A-1 in Appendix A, the majr fcus areas and sub-fcus areas f sustainability fr Washingtn State are (1) Ecnmic: Jb Creatin ( Enacting the Evergreen Jbs Act ); (2) Envirnmental: Climate Change, Envirnmentally Preferred Purchasing, Green Buildings, and Txic Reductin; and (3) Scial: Grwth Management, Energy, and Affrdable Husing. 2.5 The Prt f Seattle Sustainability Gals As mentined in Sectin 1.1, the Prt has undertaken a number f strategic planning exercises in the last five years t define its sustainability gals. The number and frequency f these separate strategic planning effrts demnstrate that the Prt has strived t make sustainability lcal, i.e. addressing issues f particular imprtance t the Puget Sund Regin and the Prt s peratin. The strategic planning exercises ccurred at different levels f the rganizatin, all ffering relevant perspectives n hw the Prt can be mre sustainable and what enhanced sustainability lks like. Furthermre, these effrts have revealed that what is cnsidered sustainable is always changing. The SAMP is the next iteratin in this prcess and will nt be the last. Sustainability is built n a fundatinal culture f cntinuus perfrmance mnitring and imprvement. The fllwing sectins describe past strategic planning exercises and present sustainability gals that were used t establish updated sustainability gals and bjectives fr the SAMP. Furthermre, Prt staff have included in their business plans actins t advance prgress tward achieving the Century Agenda Visin, Strategies, and Objectives. These actins highlight the Prt s individual business lines cntributins t the Century Agenda effrt while increasing fcus n their cre businesses. Because the Prt Cmmissin sets directives fr the entire Prt f Seattle, including the Airprt, we refer t the Century Agenda Strategic Objectives as Century Agenda Gals fr the purpses f the SAMP. Cllectively, the Century Agenda gals and bjectives are the fundatin fr the gals and bjectives that will guide the SAMP Envirnmental Strategy Plan The Envirnmental Strategy Plan (ESP), frmulated in the cntext f the Century Agenda and cmpleted in 2009, is a five-year radmap fr achieving greater envirnmental sustainability at the Airprt. It established three high-level gals fr the rganizatin that culd be addressed by activities related t the ESP: Mve peple and gds efficiently. Manage natural resurces wisely. Prmte sustainable cmmunities. Based n the ESP, the Prt established the fllwing fcus areas r categries, each with specific gals: Air Quality and Climate Change, Energy Use and Cnservatin, Buildings and Infrastructure, Materials Use and Recycling, Water Resurces and Wildlife, Nise, and Educatin and Integratin. The fcus areas and their gals are summarized in Table A-7 in Appendix A. Fr each gal, the Prt (1) identified key metrics, (2) summarized existing prgrams and prgress t date n achieving the gal, and (3) set a target fr achieving the gals by year Many elements f the ESP were leveraged during the prcess f establishing SAMP sustainability gals and bjectives (discussed in mre detail in Sectin 3.3) Year Envirnmental Gals As part f the Century Agenda, the Prt als established Prt-wide 25-year envirnmental gals that address pllutin, energy, and land use issues mst imprtant t the Prt. The OSR seeks t ensure that the ecnmic (jb creatin and develpment) and the envirnmental (healthy cmmunities) gains made by the Prt are dne within a framewrk f equity, inclusin and equal access. Scial sustainability, as defined by the Glbal Reprting Initiative, cncerns the impacts the rganizatin has n the scial systems within which it perates. * These scial systems are the cmmunities that live within the lcal jurisdictin f SeaTac, Seattle, King Cunty, and Washingtn State; business partners like airlines and cntractrs; and the Prt s emplyees. OSR prgrams and Airprt specific prgrams are varied in size and scpe. Yet, all prgrams strive t: (1) be a catalyst fr change, (2) enhance human capital by giving peple the ability t achieve their full ptential, (3) remve barriers t participate in the ecnmy, and (4) set an example in the cmmunity by reinfrcing gd behavir.** The OSR gals and bjectives establish brad directin n scial respnsibility fr the Prt. These gals d nt easily translate int elements that can be used in the SAMP prcess. 21 SAMP Sustainability Gals and Objectives Sustainability gals and bjectives will help the Prt achieve its sustainability visin as it develps, manages, and perates the Airprt. 3.1 Intrductin The terms gals and bjectives are used thrughut this Technical Memrandum and the SAMP dcumentatin. The rles in the develpment f these gals and bjectives are summarized belw, in rder f the hierarchy related t their applicatin. Prt Cmmissin The Prt Cmmissin established gals fr the Prt and stated them in the Century Agenda (discussed in Chapter 2). Prt Senir Management Prt senir management established the Airprt s Purpse & Strategic Gals. These gals prvide brad directin fr the next five, ten, and twentyfive years. Aviatin Divisin the Aviatin Divisin established gals and bjectives specific t the Airprt; these are reflected in the Aviatin Divisin Business Plan, which articulates the Divisin s apprach t achieving the Century Agenda and the Airprt s strategic gals. Prt Sustainability Team and SAMP Team These Teams reviewed the gals and bjectives established by the Prt Cmmissin, Prt senir management, and the Aviatin Divisin t determine the best way t apply them as the SAMP is develped. During this review, additinal bjectives were develped t better satisfy the gals, better differentiate amng alternatives, and facilitate the screening f alternatives. This review, referred t as the gal- setting prcess, generated sustainability gals and bjectives. This chapter summarizes the SAMP gal-setting prcess and key inputs and utputs and is rganized in three sectins Organizatin and frmulatin f sustainability gals and bjectives. Summary f SAMP sustainability bjectives and metrics. Sustainability management plan and its implementatin. It is expected that the sustainability gals and bjectives will be mdified ver time, and will aid the Prt in achieving its sustainability visin as it develps, manages, and perates the Airprt. Later in the SUSTAINABLE AIRPORT MASTER PLAN, TECHNICAL MEMORANDUM NO

22 SAMP prcess, initiatives will be identified that will imprve perfrmance related t meeting the sustainability gals and bjectives. 3.2 Organizatin and Frmulatin f Sustainability Gals and Objectives Fllwing the triple-bttm line framewrk, the SAMP sustainability gals and bjectives were rganized and frmulated accrding t three facets f sustainability: (1) Financial/Operatinal, (2) Envirnmental, and (3) Scial/Cmmunity Outreach Financial/Operatinal Gals and Objectives The Prt s verall missin is t create jbs by advancing trade and cmmerce, prmting industrial grwth, and stimulating ecnmic develpment and it has established a public cmmitment t creating ecnmic pprtunities fr all. Further, the Prt has established its bjective t manage ur finances respnsibly. The fllwing Aviatin Business Plan gals guided the develpment f SAMP bjectives: Maintain passenger airline cst per enplaned passenger (CPE) and frecasted CPE within the middle third f peer airprts thrugh Manage financial activity t achieve targeted metrics. Specific metrics fr perfrmance are: financial results, cmpetitive airprt csts, cash flw, liquidity, and leverage. Maximize nn-aernautical net perating incme (NOI) cnsistent with current cntracts, apprpriate use f Airprt prperties, and market demand. As nted in Chapter 1, airprts in the U.S. have embraced sustainability, nting the imprtance f efficient airprt peratins within their financial/ecnmic gals and bjectives. The Prt has established an peratinal plicy f serving existing and future air travel while maintaining a safe and efficient airprt. The Prt s business plan matches up its Airprt gals and bjectives with the Cmmissin s Century Agenda in the fllwing way (thse that are nt applicable t the SAMP are nt included): Triple air carg vlume t 750,000 metric tns (Century Agenda). Increase air carg tnnage by 20 percent t a ttal f 364,000 metric tns in (Aviatin Divisin Business Plan). Make Sea-Tac Airprt the west cast Gateway f Chice fr internatinal travel (Century Agenda). Duble the number f internatinal flights and destinatins (Century Agenda). Meet the regin s air transprtatin needs at Sea-Tac Airprt fr the next 25 years (Century Agenda). 23 Renew aging landside infrastructure. (Aviatin Divisin Business Plan). Prvide an efficient and updated baggage system that incrprates new technlgy and efficient cnveyr systems necessary t imprve system perfrmance and allw fr future grwth. (Aviatin Divisin Business Plan). During meetings with Prt staff managing the facilities in the functinal areas f the Airprt, the fllwing bjectives were identified that wuld assist with measuring prgress tward achieving the Century Agenda and Cmmissin gals: Enable the Prt t achieve its financial gals in the business plan relative t Cst per Enplaned passenger (CPE) and Debt Per Enplaned passenger (DPE). It is believed that the fllwing are imprtant t achieving this primary bjective: Enable phased, incremental develpment. Maximize use f technlgy t minimize the amunt f new develpment. Prvide revenue-generating space in the terminal facilities in accrdance with Prt guidelines. Ensure that that the cst f meeting facility needs des nt exceed the Prt s debt gals (i.e., verall affrdability, but with ttal cst f wnership in mind). Minimize the effect f SAMP recmmendatins n cst center imbalances. This gal was identified as imprtant because f the Airprt lease agreement structure, which is based n cst centers, and it wuld affect the ability t affrd future develpment. Reduce dwell time n the curb frnt and increase thrughput t efficiently accmmdate demand in the fllwing ways: Ensure capacity f public parking is adequate t enable the Prt t increase revenue. Prvide cruise ship bus interfaces in ways that enhance custmer service. Minimize aircraft taxi time and reduce airfield cngestin assciated with grund vehicles thrugh the fllwing measures: Reduce runway crssings and reduce runway ccupancy times. Prvide fr efficient aircraft deicing. Develp a Surface Area Management System. Develp aircraft departure sequencing prcess vs. FAA first-cme, first-served mdel. With demand fr Remain Over Night (RON) aircraft parking increasing, develp mre versatile RON parking layuts and business arrangements. SUSTAINABLE AIRPORT MASTER PLAN, TECHNICAL MEMORANDUM NO

24 Satisfy the demand fr air carg in a manner that strives t cnslidate carg areas while minimizing cngestin assciated with the landside interfaces. Maximize efficient passenger and baggage mvement thrughut the passenger s trip thrugh Sea-The Airprt (garage/terminal-t-aircraft, and fr cnnectins, frm aircraft t aircraft). Maximize passenger thrughput and level-f-service (LOS) in the terminal, including security checkpints. Maximize the passenger s ease f cnnectin, and minimize wait time at security and checkin. Maximize custmer service by minimizing walking distances. Minimize develpment by maximizing cmmn use facilities. When setting gals and bjectives in the cntext f sustainability, it is imprtant t als identify the metrics by which prgress can be measured. In the case f financial bjectives, thse metrics wuld include: prfessinal judgment, CPE, DPE, and NOI. Metrics assciated with the peratinal gals are primarily aircraft taxi time, walking distances, wait times, level-f-service (LOS), and custmer satisfactin. Technical Memrandum N. 5 will identify the facility requirements. Technical Memrandum N. 6 will identify the alternatives and their peratinal efficiency. Technical Memrandum N. 9 (which presents the management plan fr the sustainability plan) will identify quantifiable metrics, cnnected t bjectives, that ptentially can be used t measure and reprt n prgress. Metrics may include: dwell/delay time, LOS, runway crssings, runway ccupancy time, and custmer satisfactin based n passenger surveys Envirnmental Gals and Objectives Because the Airprt s Envirnmental Strategy Plan expired in 2014, staff has been preparing the next phase f its envirnmental prgrams. This next phase wuld identify new bjectives in light f the Century Agenda and new technlgical develpments and ideas acrss the brad range f envirnmental sectrs. The new bjectives and initiatives designed t meet them will be presented in a new dcument entitled Strategy fr a Sustainable Sea-Tac r S3. Since the SAMP develpment timeline verlaps with S3, staff pted t integrate the tw prcesses, and use the S3 bjectives t help direct the sustainability aspects f the SAMP. The Prt s S3 bjectivessetting prcess tk place in three stages. First, the Prt staff wrking grups develped bjectives and metrics t guide the cntinued develpment f the Airprt s capital prgrams and peratins. These new bjectives were based n existing envirnmental sustainability bjectives and prgress t date, gals established in the Century Agenda (see earlier descriptin), and the airprt s strategic gal related t the envirnment. Each wrking grup addressed ne r mre key fcus areas that drive envirnmental perfrmance f the Airprt. Thirteen wrking grups were frmed t guide refinement f envirnmental gals and bjectives fr use in the SAMP. The fcus areas and prpsed bjectives frm the wrking grups are summarized belw. Air Quality Reduce air pllutant emissins by 50 percent frm 2005 levels by Buildings and Infrastructure Seek LEED Silver fr new cnstructin, additins, and majr renvatins and minr renvatins that mdify mechanical, electrical, and plumbing systems, and encurage LEED certificatin fr tenant imprvements. Metrics t be used in screening the SAMP alternatives culd include prfessinal judgment; anticipated natural resurce cnsumptin (i.e., water, energy); waste generatin; emissins f criteria pllutants and greenhuse gases; filling wetlands and fldplains, etc. The initial screening f alternatives will likely ccur by qualitative and prfessinal judgment f envirnmental impacts. Once alternatives are narrwed t a smaller subset, it is expected that a mre refined analysis f impacts will be cnducted that wuld include selective quantificatin f the effects f the alternatives Scial/Cmmunity Outreach Scial/cmmunity utreach, as it relates t sustainability and is defined by the Glbal Reprting Initiative, cncerns the impacts an rganizatin has n the scial systems within which it perates. * These scial systems are the cmmunities that live within the lcal jurisdictin f Sea-Tac, Seattle; King Cunty; and Washingtn State; business partners like airlines, cntractrs, and tenants; and the Prt s emplyees.
