The International Energy Agency s (IEA) Working Party on Fossil Fuels (WPFF) and its activities in regards to future fuels 6th International Freiberg Conference on IGCC & XtL Technologies Coal Conversion and Syngas May 2014, Dresden/Radebeul, Germany Dr. Höwener, Vice Chair WPFF

IEA: History and initial objectives: Autonomous organisation which works to ensure reliable, affordable and clean energy for its 29 member countries and beyond Founded in response to the 1973/4 oil crisis to help countries co-ordinate a collective response to major disruptions in oil supply through the release of emergency oil stocks to the markets. 16 Founding members (OECD Countries) Today 29 Member States plus EU Location of IEA (Sekretariat) is Paris

IEA: Today s priorities Energy security: Promoting diversity, efficiency and flexibility within all energy sectors; Economic development: Ensuring the stable supply of energy to IEA member countries and promoting free markets to foster economic growth and eliminate energy poverty; Environmental awareness: Enhancing international knowledge of options for tackling climate change; and Engagement worldwide: Working closely with non-member countries, especially major producers and consumers, to find solutions to shared energy and environmental concerns.

WPFF Mandate The WPFF shall provide advice to IEA on: Fossil fuel technology-related policies, trends, projects, programs, Strategies which address priority environmental protection and energy security interests, including adequate, flexible and reliable supply of power and electrical service of member countries; and Carry out activities to meet those needs through international co-operation and collaboration facilitated by IEA.

WPFF Functions (1) 1. Identification of the fossil fuel technology priority interests, including electric power technologies, common to IEA Member countries, including their integration with non fossil technologies; 2. Promotion of collaborative RD&D and technology deployment as well as electric power production, transmission, distribution and end use efficiency, by arranging studies and technology information exchange on topics of common interest, conferences, workshops, and other activities;

WPFF Functions (2) 3. Technology co-operation with non-member countries; 4. Initiation, evaluation, and review on a periodic basis of Implementing agreements and other international collaborative activities; 5. Co-ordination with other sectoral bodies of the IEA which conducting fossil fuel-related studies, information exchanges and meetings relevant to the goals of the WPFF; and 6. Review and evaluation of, and participation in, fossil fuelrelated activities conducted by IEA bodies.

WPFF Strategic Work Platforms Zero Emissions Technologies and Future Fuels: Sustainability for Oil, Gas and Coal Future Fuels G8 Follow-up and CCS Implementation Global Outreach Focus: Next-Generation Fossil Fuels Explore and engage in dialogue on the implications of future fossil related technological trends for energy security and sustainability, including economic impacts and the importance to IEA member countries of relevant energy developments.

Next Generation Fossil Fuel Technologies' is a recurring theme in WPFF meetings. Recent issues examined include advances in technologies related to shale gas exploration, coal-fired power plants and processes to create crude oil from coal. For each area, national research programmes were measured against industrial perspectives, particularly with regard to improvements in treating environmental issues. The results of the discussions informed the Technology Roadmap: High-Efficiency, Low-Emissions Coal- Fired Power Generation.

WPFF Strategic Work Platforms Zero Emissions Technologies and Future Fuels: Sustainability for Oil, Gas and Coal Future Fuels G8 Follow-up and CCS Implementation Global Outreach Focus: Interna0onal Concerted Ac0on and Coordina0on of High- Level Na0onal Policy Responses to CCS Priori0es Mobilize both concerted ac:on at the interna:onal level and high- level na:onal responses, to follow- up and facilitate implementa:on of the IEA s 27 CCS recommenda:ons to the G8 and the G8 s recommenda:on to governments to deploy 20 large- scale CCS demonstra:on projects by

WPFF Strategic Work Platforms Zero Emissions Technologies and Future Fuels: Sustainability for Oil, Gas and Coal Future Fuels G8 Follow-up and CCS Implementation Global Outreach Focus: Partnerships with Key Countries and Stakeholders on WPFF Strategic Priori0es Raise awareness and facilitate regular exchanges on progress of fossil fuel issues and build broader consensus and synergies on strategic priori:es with key fossil energy consuming and producing non- member countries and stakeholder groups.
