3 1.0 INTRODUCTION Higgins Engineering Limited was retained by Shawside Development Ltd. to prepare a Functional Engineering Report as part of the Draft Approval process for Block 6 and Part of Block 3, Plan 11M- 108 of the Shaw Valley Country Club (SVCC) Subdivision. Phase One (55 lots) was constructed in 2001 along with the Talbot Chase project (a 35 unit condominium block). A quality Stormwater Management Pond and the outlet to Kettle Creek were also constructed at that time. Phase Two (77 lots, sanitary pump station, temporary road and watermain) was substantially completed in Phase 3 (48 lots) was substantially completed in October Higgins Engineering Limited prepared the original Functional Engineering Report dated March 1999 upon which the above servicing is based. The proposed Vacant Land Condominium hereafter referred to as "Block 6" is comprised of 33 Units. See Appendix 1 for the Draft Plan of Subdivision. 2.0 STORMWATER MANAGEMENT 2.1 BACKGROUND (DRAINAGE) Phases One, Two and Three of the SVCC project were constructed with full municipal services. The storm drainage is conveyed via pipes to Page 3
4 the quality Stormwater Management Pond built during the Phase One construction and thence out to Kettle Creek. 2.2 PROPOSED STORMWATER SCHEME Block 6 of the SVCC project is to be constructed with full municipal services. The proposed storm sewers will connect to the existing storm system on Old Course Road and outlets to the existing storm water management pond (which was sized to accommodate the Block 6 lands). 3.0 STORMWATER MANAGEMENT PRACTICES 3.1 LOT GRADING Minimum grades of 2% for yards and 1.5% for swales will be maintained to avoid future ponding problems on individual lots. 3.2 EROSION AND SEDIMENT CONTROLS DURING CONSTRUCTION It is proposed to install envirofence siltation barriers around the perimeter of the project to protect against silt entering the surrounding areas. 5 4.0 SANITARY SEWERAGE 4.1 INTRODUCTION An existing 450mm gravity sanitary sewer flows northerly along Sunset Drive from Southdale Road to the Water Pollution Control Plant. Phase One of the SVCC project drains by gravity to Sunset Drive. 4.2 BACKGROUND The Shawside lands (SVCC), the Gloin lands and the Kemsley lands are all serviced by a sanitary pump station which discharges to the existing Phase One sewer on Shaw Valley Drive and thence to the Sunset Drive sewer. The sanitary pump station was assumed by the City of St. Thomas in September PROPOSAL It is proposed to construct local gravity sanitary sewers in Block 6 to direct sewage to existing sanitary sewers of SVCC Phase Two via Old Course Road and then pump it to the existing sanitary sewer on Shaw Valley Drive. The Phase 2 functional report (November 2012) contains the design brief for the pump station and forcemain. Page 5
6 5.0 WATER DISTRIBUTION 5.1 INTRODUCTION The DS-Lea Associates Ltd. report dated May 1997, indicated the need for a looped 400mm watermain system from the intersection of Sunset Drive and Elm Street, along Sunset Drive to Southdale Road, and then along Southdale Road to Fairview Avenue in order to properly develop the Shawside, Gloin, Kemsley and Lake Margaret properties (W4, W5, W6, & W7 in the DS-Lea report). 5.2 BACKGROUND St. Thomas PUC took ownership of the existing 250mm hospital watermain along Sunset Drive in PUC determined that a 300mm watermain looped through the SVCC subdivision in conjunction with the 250mm along Sunset Drive would achieve the same result as a stand alone 400mm loop through SVCC. Phase Two of SVCC has a 300mm watermain installed to the constructed south limit of Shaw Valley Drive. A "temporary" 150mm watermain from this south limit was looped to Sunset Drive (via Glenwood Street) and constructed in Phase 3 of SVCC has a 50mm watermain looped from the termination of St. Andrews Drive to the "temporary" 150mm watermain on the future Glenwood Street. It was constructed in Page 6
7 5.3 PROPOSAL It is proposed to construct local 150mm watermains within Block 6. The proposed watermain will connect to the existing 150 watermain on Old Course Road. 6.0 CONCLUSION The foregoing measures should provide for the protection of the local environment and provide for the servicing of Block 6 of the SVCC project in a manner compatible with current planning and development practices. Previously constructed works supporting the project include: A looped watermain system providing proper fire protection. A sanitary pump station and forcemain which outlet to a city sewer. A storm detention pond providing protection against erosion of the creek and valley lands, sediment (quality) control for runoff entering Kettle Creek. Proper overland flow routes for runoff from storms greater than the 5 year event and a safe outlet to Kettle Creek. HIGGINS ENGINEERING LIMITED Per: L. S. Higgins, P. Eng. Page 7
