DRR Pla8orm Canada's Pla8orm for Disaster Risk Reduc2on Advisory Commi^ee Meets monthly, record of discussion Permanent Members (i.e CRHNet) Elected Members Working Groups Private Sector Partnership Resilient Communi7es Voluntary Sector Indigenous Resilience Public Safety Canada Hosts Annual Na7onal Roundtable for DRR Secretariat func=ons to Advisory through Public Safety Canada s Emergency Management and Programs Branch

Ques2ons Canada s Pla8orm for DRR Building a DRR Research Pla8orm? How is Canada building high quality DRR collabora7ve research? How is Canada establishing effec7ve disaster risk reduc7on systems (policies and program) for different hazards? (i.e. are we fulfilling informa7on needs iden7fied by decision makers and promo7ng scien7fic exchange and collabora7on on specific hazard risk?).

Viewpoint Context: Interna2onal Experience (1995-present) Recent Examples CONTEXT: Hyogo Agreement + Interna2onal Research Teams acknowledge need to refine science research for policy and best prac2ce based on lessons learnt through Indian Ocean EQ + Tsunami devasta2on and other hazard events Collaborate in natural hazard risk management research projects to develop recommenda7ons for disaster risk reduc7on policy and prac7ce (engineer science, insurance, health and safety, reconstruc7on). Working with the Cri7cal Infrastructure Impact Assessment Sec7on, Australian A^orney-General's Department; Risk and Impact Analysis Group, Geosciences Australia, the New Zealand Natural Hazards Research Placorm, Food and Agriculture Organiza7on, and others Long term science project funding allowed collabora7on with na7onal and interna7onal research teams documen<ng key lessons to be learnt from response to, and disaster recovery from the Samoa Tsunami 2009, Canterbury Earthquake 2010/2011, Australia Brisbane Floods 2011 and Cyclone Yasi 2011, 2015 Gorkha-Nepal Earthquake, El Niño in the Pacific 2016

Viewpoint Context: Experience in Canada (2013-present) Collaborate in natural hazard and climate change risk management research projects to develop recommenda7ons for disaster risk reduc7on policy and prac7ce (engineer science, insurance, health and safety, reconstruc7on) Working with a number of industry, First Na7ons, municipal, provincial, federal and academic stakeholders Few Current Projects Groundwater Risk /Aquifer Vulnerability Radioac2ve Mineral Risk Management in First Na7ons and mining communi7es. Radon Risk Management Iden2fied a Cri2cal Gap: No DRR Research Placorm dedicated to increasing Canada s resilience to Natural Hazards/Climate Change via high quality collabora7ve research No public vehicle to ensure access to Natural Hazards/Climate Change hazard risk related delibera7ons + decisions by na7onal, provincial and local governments, Indigenous People and stakeholders

Seeking Value How is Canada s Pla8orm for DRR suppor2ng Science Based Research Programs How is Canada s Pla8orm for DRR suppor2ng Canada s commitment to the Sendai Framework understanding disaster risk : Could we provide case studies wherein decision makers make meaningful use of science in economic development and public safety programs and policies? Is it helping meet the informa2on needs of a wide variety of stakeholders (i.e. municipali7es, Indigenous peoples, insurance companies, economists, industry and public health and safety specialists)? Is the Canada s Pla8orm for DRR thinking about how to be^er measure success: Could research projects adopt Public Safety Canada s official list of hazard risk indicators to support the tracking and evalua7on of project effec7veness?

Gap Analysis Situa2on (Generalized): Ad Hoc Hazard Risk Science Available for Collabora2ve Hazard Risk Research Canadian Provinces have ad hoc hazard risk science advice for policy by hazard risk specialists (Indigenous People, NGO, industry, municipal, provincial, federal and academic, etc) Ad Hoc Funding Available for Collabora2ve Hazard Risk Research Govt agencies provide calls for proposals (funding streams) to DRR academics and prac7oners Academics seeking DRR project funding? SSHRC, NSERC, Govt based Researchers looking for professional development opportunity to collaborate with academics?? Independent Researchers? Interna7onal Researchers? Surge research response large scale hazard event? An Opportunity: Call for research proposals to academics and prac7oners could be processed through a DRR Research Placorm oversee by DRR Research Placorm Management group, and ve^ed by technical advisory groups rather than government agencies Increase the Working Groups - Canadian community of academics and researchers - contribu7on to Canada s Placorm on DRR

Vision? What forward thinking frameworks would the DRR Research Pla8orm adopt? What Standards, Protocols, terminology, principles would be considered? Standards, Terms, Protocols Intergovernmental Geoscience Accord United Na7ons Interna7onal Strategy for Disaster Risk Reduc7on (UNISDR) list of risk indicators and official glossary IRDR Disaster Loss Data (DATA) peril classifica7ons and hazard defini7ons Environment Canada and Health Canada Priority Substance List Principles: Acknowledge the structure and ecosystem, and the dynamic processes of science advice Establish a hazard risk research program to remain posed at the fron7er of informa7on technology Reach out to provincial stakeholders to understand stakeholders science needs and to provide high impact advice Use foresight to replace the current ad hoc hazard risk science advice for policy by hazard risk specialists in each province. Such foresight should be structured around the science informa7on needs of the phases in the Disaster Lifecycle Model (preparedness, preven7on, mi7ga7on, response and recovery) Focus: preven7on + preparedness? Mandate: provide natural and social science informa7on to contribute to the reduc7on of future losses from natural hazard events?

Coordina2on? How Could the DRR Research Pla8orm be Coordinated? Example: thema7c working groups show leadership. develop frameworks and logic models for their programs. adopt Public Safety Canada s official list of hazard risk indicators to support the tracking and evalua7on of program effec7veness. Lead other researchers to develop a similar program frameworks Coordina7ng interjurisdic7onal, collabora7ve science informa7on gathering ensure that all poten7ally affected jurisdic7ons are ac7vely involved in the process that informs all decisions? Coordina7ng to meet the increasing science/hazard informa7on needs of the Disaster Lifecycle by different stakeholders (i.e. municipali7es, Indigenous peoples, insurance companies, economists, industry and public health and safety specialists)?

Coordina2on? How Could the DRR Research Pla8orm be Coordinated? Example: Provincial Geoscience Providers show leadership. Develop frameworks and logic models for their geohazards programs. See de Jong 2016 Ontario Geohazards Program (OGS Open File Report)

Opportunity An Opportunity: Allow the Canada's Placorm for DRR Advisory Commi^ee to have an opportunity to broaden its impact and inform na7onal, provincial and municipal and First Na7ons DRR Research programs Ø Deliver natural and social science to the various ini7a7ves throughout Canada and consolidate research for public safety collabora7ve work for more coherent, complementary ac7ons among the different government ini7a7ves Ø Integrate interdsiciplinary science to understand hazard risk for evidence based policy discussion and decision making Ø Become a public vehicle for delibera7ons + decisions Acknowledge value added through Canada's Placorm for DRR Advisory Commi^ee Working Groups - Canadian DRR community of prac7ce Increase the Canada's Placorm for DRR Advisory Commi^ee Working Groups contribu7on to Canada s Placorm on DRR Call for research proposals to academics and prac7oners could be processed through a DRR Research Placorm oversee by DRR Research Placorm Management group, and ve^ed by technical advisory groups rather than government agencies

What would be the funding sources for DRR Research Pla8orm? What steps would be required to ensure Federal funding streams commi^ed to resourcing this ini7a7ve? Would the Placorm for DRR find value in developing and suppor7ng a mul7-party (academics, not-for-profit agencies, govt researchers, etc) DRR Research Placorm funded by federal agencies such as PSC, DRDC, others? Funding

Ques2ons What lessons learnt from other DRR Research Platforms are useful to Canada? What would we do differently? Issues for further discussion: Commitment to long term annual Funding? Could CRHNET provide a home base for the DRR Research Placorm Management group, support technical advisory groups? What would Program Work Packages look like? Would we have? Advisory Committee select high priority topics, supporting processes, providing advice, increasing dissemination? Research Platform Federal funding to support coordination and interaction with academics, federal agencies, discuss logistics of high priority topics? Specific research/thematic working groups academic and research leaders providing scientific quality assurance of advice (i.e. Resilience, Indigenous People, Industry/Private Sector, Geoscience/Climate Change)? Communication and dissemination - Scoping papers, Reports, Fact sheets, conclusions, recommendations/ advice to stakeholders - Ministries, municipalities? Events workshops, open house?

Realistic Measures of Success Lessons learnt from other DRR Research Platforms - development + uptake of hazard risk science knowledge and products take time Success?

Review OVERVIEW Hazard Risk Science for Land Use Planning + Public Safety Strategies Legisla2on Policies Sendai Framework Federal/Provincial/Territorial (F/P/T) Emergency Management Framework for Canada land use planning hazard management hazard emergency management (refining hazard risk policy and risk based land use planning = challenges because these policies are o9en misaligned) Conceptual Model Disaster Lifecycle Model (preparedness, preven7on, response and recovery) Substan2ve Focus Preven<on and Preparedness -Independent scien2fic advice Fit for purpose natural and social science research for public safety, sustainable development, climate change adapta7on Data science Open data partnerships Evidence based advice Service delivery Assist decision makers Ensure capacity to use science, provide resources to diverse audiences Public vehicle: Ensure access to hazard risk related delibera7ons + decisions (i.e. Canadian Environmental Assessment Agency)
