These provsons, enacted as Artcle-s 16, 17 and 18 of the Wyomng Envronmental QualtyAct and mplemented by the Wyomng!Department of Envronmental Qualty (DEQ), wll govern future envronmental cleanups n!wyomng.. ' Ths Fact Sheet prbvdes gudelnes for sol confrmaton samplng under the Voluntary Remedaton Progr~m (VRP)., 1. What s sol cqnfrmaton s~ and WhY~ needed? Whle ste-specfc varatons are allowed, DEQ strongly encourages volunteers to follow the standard approach to sol co'lfrmaton samplng as much as possble. Usng the standard approach wll allow DEQ to quckly evaluate your cleanup and make decsons about certfcates of completon and other lablty assurances. 3. How s sol confrmaton sam,= documented: Careful documenta~on of sol confrmaton samplng s ve,ry mportant. At most stes, volunteers wll develop a Sol Confrmaton Samplng Plan asl part of remedy selecton. The content of Sol Confrmaton Samplng Plan s covered n detal n the attached gudelnes. n general, these plans shoulc! descrbe: - 0 Planned SOl!excavaton area ~r areas. -0 Planned sa+ple locatons and ratonale. 0 Approach to sample analyss and planned analytcal parameters and methods. 0 Approach tol data evaluaton. < More nformaton on Sol Confrmaton Samplng Plans -s ncluded n the attached gudelnes, There are certan stuatons where sol confrmaton s needed but a Sol Confrmaton Samplng Plan s not requred. The most common example of ths s a small ste (less than 10,000 square feet) that s accepted nto the ndependent Cleanup Process (CP). The CP s a streamlned admnstratve process desgned for stes where contamnaton s lmted to sol and where the remedy s excavaton to cleanup levels approprate for unrestrcted ste uses. For morel nformaton on the CP, see the Fact Sheet #6 ndependent Cleanup Under the Voluntary Remedaton Program. Although a Sol Confrmaton Samplng Plan generally s not requred for CP stes, DEQ cautons volunteers that wthout pror DEQ revew and approval of sol confrmaton samplng actvtes, the Department may requre addtonal samplng before makng a decson about ssuance of a certfcate of completon or other-lablty asst!jrance n addton, at the!completon of sol confrmaton samplng all volunteers (ncludng volunteers wth sm~1 stes - n the CP) should prepare a Remedal Acton Completon Report to document the results of sol confrmaton samplng. Collecton of sol confrmaton samples usng the followng samplng approaches should be done followng excavaton and removal of dontamnated sol: a. Small stes: ~10,OOOsq. ft. of excavatonfloor area (e.g., pt, trench). The followng tables should be used to determne the mnmum, number of. samples necessary from the excavaton floor and sdewalls. A mnmum of fve total confrmaton sol samples should be collected, one from the base and ohe from each of the sdewalls. For rregularly shaped excavatons wthere four walls are not readly dscernble, dvde the total wall' permeter nto four segments of approxmately equal sze for <?ollecton of excavaton sdewall samples. L The number and locatonof confrmaton sol samplesfor large stes should be determned by ste-spe9fc characterstcs, such as expected locatons of hghest contamnant concentratons, varablty of sol contamnaton, vsble; contamnaton, or sol type/characterstcs.-.. Use of a samplng grd s recommended to determne' sol sample locatons. A scaled square grd s supermposed onto a map of the remedated area (ncludng both ~dewalls and base). Some specfed pont (usually the southwest corner) s desgnated as the 0,0 coordnate. The grd s then adjusted, as necessary, to maxmze samplng coverage and to accommodate a mnmum of at least one sample per sdewall... H. A grd cell sze of 400 to 1000 sq. ft. wll be approprate for most large stes. The number of samples depends on grd dmensons and area of excavaton floor. v. f samplng grds are used for collecton of sol confrmaton samples, the samples wll be collected wthn each grd usng systematc samplng technques (sample collected at the center of each grd) or a random samplng approach (randomly-generated coordnates are determned usng a random number generator). Procedures for v. conductng samplng wthn grds are provded n Methods for Evaluatng the Attanment of qleanup Standards, Volume 1, Sols and Sold Meda (EPA 1989). To demonstrate complance wth ste cleanup levels, each sample result s drectly compared to the cleanup levels. Alternatvely, a statstcal approach can be used that allows one or more samples to exceed the cleanup level. The recommended statstcal approach uses the 95 percent upper confdence level (UCL) on the true populaton mean to demonstrate complance for a sngle, contguous. remedal area. Methodology for ths statstcal approach s provded n supplemental gudance to RAGS: Calculatng the Concentraton Term, Publcaton (EPA 1992). v.. f cleanup levels are exceeded, 'addtonal excavaton may be' requred untl crtera are attaned. Alternatvely, addtonal sol samples may be collected to defne the extent of contamnaton where sol concentratons exceed the cleanup levels. f the boundares of contamnaton are defned wth addtonal samplng, DEQ wll consder use of these addtonal sol samples as confrmaton samples, as long as the sample results demonstrate complance wth cleanup levels. 2. Sample AndlYSs. Analytcal methods u~ed for sol confrmaton samples should be approprate'"'}or the contamnants dentfed for cleanup at the ste. The laboratory reportng llljlts should be set at levels equal to or less than the cleanup levels, unless other reportng lmts are approved by DE~. Laboratory methods and analyses shpuld be performed n accordance wth EPA or other standard methods [such as Te# Methods for EvaluatngSold Waste, S,W-846 (EPA 1986)] and usng approprate QNQC procedures. Generally,consttuents nsol wll be measuredon a total, dry-weghtbass. -. Qualty Ass~rance/Qualty Control. QNQC procedures n the feld and laboratory should be f<bllowed. General QNQC procedures for feld actvtes and laboratory analyses sh~uld be provded n the Sol Confrmaton Samplng Plan (see 4a below). At a mnmuln, the procedures - wll nclude the followng:. a. Datal qualty objectves wll be dentfed so that the types and quantty of data Fre obtaned n a manner such that the data are of known, approprate,. and suffcent qualty to support ther ntended use. - b. ProjJct data should be techncally sound, statstcally vald, and properly docuh1ented, havng been evaluated aganst EPA-establshed crtera for prec~on, accuracy, representatveness, completeness, and comparablty. c. Lab~ratOry reportng lmts for sample data should be set at levels less than or eqlual to the cleanup levels, unless other reportng lmts are approved by DEQf Laboratory reportng lmts may need to be lowered to meet cleanup levels. - d. Feld nstruments wll be properly operated, calbrated, and mantaned by qualfedpersonnel accordng to the manufacturer's gudelnes and recommendatons. Sample handlng durng packagng and shpment should not result n cross-contamnaton or loss of contamnants (e.g., VOCs). Possesson or custody of samples should be traceable from the tme of collecton untl.the tme the sample s submtted to the laboratory...foranalyss., Custody means sample s secured to prevent tamperng, s placed n a d~sgnated, secured area, or the sample s. n actual physcal possesson of the sampler. Chan-of-custodyrecords are used to document the custody of the sample from collectonuntlsubmtt~d to the laboratory. Sample labels are used to accu~atelydocument the sample locaton, date/tme of collecton,and sam'ple analyses requested. La~oratory QAJQC procedures: '... The laboratory wllmantan sample ntegrty, securty, and custody.. Laboratory qualtycontrosamples should nclude, at a mnmum: (1) Laboratory method blanks. (2) Surrogate spkes, as approprate. Laboratory QC samples are generally analyzed at a frequency of lone n 20 samples, not ncludngqc samples. Document~ton. Sol confrmatonsamplng actvtesshould be documented and documentaton should be submtted to DEQ for revew and approval.
