4 How big is Wellington s problem? American Water Works Assoc. estimates $250 billion over next 30 years (Marlow & Burns 2008). Severn Trent Water one of the 10 UK water organisations has: 45,000 km of water mains & 53,000 km of sewers. (Hammond & Jones 2000). Wellington City has less than 200,000 residents. But nearly 50% of the rates income is spent on water. Average rates $ 2,243, of which - water $1,053 (Dominion Post 14 July 2012)
