1 DIRCTOR, Head of Synthesis and Reviews Office, London Job description GNRAL INFORMATION The London School of Hygiene & Tropical Medicine The London School of Hygiene & Tropical Medicine is a world-leading centre for research and postgraduate education in public and global health. Background The International Initiative for Impact valuation (3ie) seeks a candidate to serve as the Director (Synthesis and Reviews) for the International Initiative for Impact valuation (3ie), with responsibility for managing 3ie s London office, external representation of 3ie globally and senior management responsibilities for helping to build and manage 3ie. The International Initiative for Impact valuation (3ie) champions evidence-informed development policies and programmes. We are the global leader in funding, producing and synthesising high-quality impact evaluation and systematic review evidence of what works, for whom, why and at what cost. We also provide quality assurance and other technical services that help build strong evaluation systems and capacities to use evidence. We believe that highquality and policy-relevant evidence will help make development more effective and improve people s lives. 3ie has offices in New Delhi, London and Washington D.C. Job Description The Director (Synthesis and Reviews) reports to the xecutive Director Core functions The successful candidate will head 3ie s London Office and oversee the work of the synthesis and reviews team. They will be responsible for ensuring the smooth running of the London office on a day-to-day basis, including managing the relationship with the host institutions, the London International Development Centre (LIDC) and London School of Hygiene and Tropical Medicine (LSHTM). The post holder will also be a member of the senior management team of 3ie (along with the executive director and heads of the evaluation, policy, advocacy and communication, finance and administration and the Washington office). 3 The position includes these specific functions: Membership of 3ie s senior management team (SMT), and so participating and contributing to defining 3ie s strategic direction and operation, to Board reporting, to representing 3ie externally and to coordinating cross-office working Management of 3ie s London office, supervising and appraising the activities of all London staff through performance and development reviews, leading the management of systematic reviews funding calls, overseeing production and quality of systematic reviews and other evidence products produced by other 3ie offices and by 3ie grantees Formulating annual work plans for the office and contributing to 3ie internal reporting systems Managing the relationship between 3ie and LIDC/LSHTM Overseeing preparation of 3ie events based in London (the 3ie/LIDC seminar series, the board meetings and the 3ie London evidence week, workshops with 3ie grantees and other seminars and conferences) and contributing to 3ie events based elsewhere Convening and teaching professional development courses for 3ie grantees, donors, charities and the public on impact evaluation and evidence synthesis as well as professional services including to IDCG. Contributing to or leading on methods papers on evaluation and synthesis The position is available from 1 September 2017, and is a two (2) year appointment with the possibility of renewal. 3. Key Performance Measures 1. Technical leadership in 3ie s synthesis work Provision of technical support and quality assurance to the production of 3ie synthesis and reviews Timely peer-review, quality assurance and completion of synthesis work and quality assurance commissioned by 3ie or conducted in-house Production of methods papers on synthesis and contributions to raise the technical quality of 3ie work 2. Leadership as part of 3ie s Senior Management Page 3

4 ffective contribution to strategic discussions on 3ie s institutional directions at strategic management meetings and 3ie board meetings Contributions to 3ie documents defining the strategic goals and overall management of 3ie 3. Activities in support of technical and managerial skills xhibited excellent presentation and communication skills ffective oversight of staff development activities, including preparation of inhouse reviews in the London Office ffective teamwork with other 3ie staff and other offices to develop the capacity to produce and use high-quality evidence to support policymaking and programming in international development. Qualifications 1.1 a graduate degree (Ph.D desired but not required) in an appropriate discipline. ssential ()/ 2. Knowledge and xperience 2.1 Management xperience: Previous experience in leading teams and/or large research and evaluation studies. ssential ()/ 2.2 Project and grant management experience: xperience in either, or both, grant and project management in development agencies, including budget preparation and management. 2.3 Policy xperience: To have experience in policy-making and implementing policies in one or more countries, or to have worked closely with policy makers in providing advice. Related skills and experience for negotiating, advocacy, communications and outreach are also desirable Page 5

Knowledge and xperience 2.4 International xperience: It is desirable for the candidate to have skills and experience in different cultural contexts, to have worked in different countries, and to be well-acquainted with development issues in low- and middle-income countries. 2.5 Technical xperience: Familiarity with and experience in the techniques of impact evaluation 2.6 To have some familiarity and if possible experience in conducting synthesis products, such as systematic reviews, rapid evidence assessments, evidence gap maps. ssential ()/ D D 3. Skills and Abilities 3.1 The successful candidate will have sufficient seniority that brings a reputation for integrity, credibility, technical knowledge of evaluation and research synthesis, and effective communication. 3.2 People Management and Teamwork Skills: Being transparent, communicative, fair and approachable are essential; Ability to work seamlessly across silos. ssential ()/ 3.3 ffective communication of technical reports SALARY AND CONDITIONS OF APPOINTMNT The position is for two years in the first instance and is extendable based on review. The salary range will be on the Professional Support Pathway scale grade 8, currently 53,477-61,380 per annum inclusive. The post will be subject to the LSHTM terms and conditions of service. Annual leave entitlement is 30 working days per year, pro rata for part time staff. In addition to this there are discretionary Director s Days. Membership of the USS Pension Scheme is available.
