2 1. Introduction The work of WLTP has developed along two parallel lines. On the one hand, DHC subgroup has analyzed the collected in-use driving data submitted by several Contracting Parties (EU+CH, India, Japan, Korea and USA) and has derived a first version of the WLTP driving test cycle. On the other hand, DTP subgroup has been working to find the best compromise between technological progress of lab-based vehicle testing procedures and the paramount goal of harmonization of the new test procedure at worldwide level. According to the WLTP roadmap, it was now necessary to set up a Validation Phase to assess the feasibility of both the new test cycle and the new test procedure. The WLTP working group has proposed to GRPE to split the Validation Phase in two parts: 1) Validation Phase 1 (test of drivability of the new test cycle). As the assessment of the drivability of the new driving test cycle is strictly linked to the work being carried out by DHC, it was decided that Validation Phase 1 would be coordinated by the chair of DHC (i.e. Japan). The present document does not deal with Validation Phase 1. 2) Validation Phase 2 (test of feasibility of the new test procedure). Based on analogous considerations, it was decided that Validation Phase 2 would be under the responsibility of the DTP subgroup. However, due to the more complex nature of this phase, the group agreed to set up a Validation Task Force (VTF), in charge of managing Validation Phase 2. The present document describes the detailed program of Validation Phase Scope and objectives The new drafted WLTP test procedure regarding measurement of CO2, air pollutants and electric energy consumption (to be carried out with the new WLTP driving cycle) has to be validated according to the following objectives: Primarily - assess operability and practicability of the measurement procedure, as proposed by the DTP sub-groups. Additional Pollutants are not mandatory at this stage, but can be included by labs depending on availability. NO2 should be included. - assess the robustness and consistency of the new WLTP test procedure, in particular by variation of some parameters and tolerances. - Monitor all relevant data, identify problems and address them. Secondly - provide first findings concerning real world representativeness of the new WLTP test procedure with respect to air pollutants and to CO2/energy consumption. - provide first findings regarding repeatability (based on number of tests performed). The Validation Phase 2 is clearly not a correlation or reproducibility exercise. 2

3 Additional requirements: - suitability of PN measurement systems for measuring PN during DPF regeneration; - typical dilution tunnel PN background levels and the effectiveness of standard tunnel pre-conditioning running; - recommendation to measure vehicle baseline emissions (regional reference test cycle, for example NEDC for Europe). It has to be pointed out that the test conditions and test sequence adopted during Validation Phase 2 will not necessarily be the final ones of the WLTP. Decisions of technical or political nature could be taken after the conclusion of Validation Phase 2 that could override some of the parameter settings and/or test sequence tested in VP2. 3. Roles and responsibilities The execution of Validation Phase 2 requires a remarkable effort of several people/organizations and it is of paramount importance to clarify roles and responsibility to carry out the different tasks. The preparation of the detailed plan of Validation Phase 2 is under the responsibility of the Validation Task Force (VTF). The VTF is coordinated by JRC. The preparation of the Technical Guidelines for the participating labs is under the responsibility of the DTP chairman, who will be supported by the DTP subgroups chairs/co-chairs. The sourcing of the vehicles and execution of the vehicle testing with the new test procedure (and new driving cycle) is under the responsibility of the participating labs. No financial nor resource support is provided by WLTP to the participating labs. The VTF can assist them to insure harmonized execution and data collection. VTF will provide a standardised format for input parameters and for data collection. The analysis of the test results and the initial assessment of the acceptability of the new test procedure will be carried out by the DTP subgroups and by DHC under the coordination of the VTF. Such assessment will be reviewed by the WLTP steering committee and presented to GRPE for approval. 3

Data format and analysis of results The format of input data for test execution and the data format of the test results will be described in the Technical Guidelines. The results will be uploaded on JRC ftp server by each participating lab. Instructions on how to access and upload/download data to JRC ftp server will be provided in the Technical Guidelines. A consistency and plausibility check will be performed as a first step of the analysis (Japan/EU). The analysis of the results will be carried out by each DTP subgroup, and DHC if necessary. The outcome of this analysis will be put together by VTF and presented at a DTP/DHC combined working group with an initial assessment of the acceptability of the new test procedure. The WLTP steering committee will review this initial assessment before formal submission to GRPE for approval. 9. Feedback and corrective measures During the execution of the experimental tests of Validation Phase 2, if a participating lab has a problem with the interpretation of the Technical Guidelines and/or with the practicalities of the test as described in the Technical Guidelines, it shall immediately inform the VTF. 7

8 The VTF will check if the problem has been already faced and sorted out by another participating lab and will then inform the first lab. If this is not the case, the VTF will contact the relevant DTP subgroup (and DHC if necessary) asking for advice to resolve the pending problem. If, based on the advice of the relevant DTP subgroup, a corrective measure regarding the Technical Guidelines is necessary, the VTF will inform and update all participating labs of such corrective measure. The revised Technical Guidelines will then be considered as the reference document for the remaining part of Validation Phase Final report The VTF will report on the Validation Phase 2 and will provide an initial assessment of the acceptability of the new test procedure. 11.
