2 1. Highlands and Islands Airports Who we are and where we are Highlands and Islands Airports Limited (HIAL) is a public corporation owned by the Scottish Ministers. We own and operate 11 Airports across the Highlands and islands and Dundee. Our airports are vital to the economic and social welfare of the region, although they are loss making and subsidised by the Scottish Government. Our mission is to provide and operate safe, secure and efficient airports which support the communities we serve and we aim to be industry leaders. Our customers are at the heart of everything we do and we have a passion for excellent customer service. Alongside this, we ensure that safety is of top priority and we work hard to ensure we meet the stringent standards expected of us by our regulators. This is an exciting time to be joining us and becoming part of our professional Air Traffic Services team. We employ around 615 staff over 11 locations and of these, around 81 are employed in Air Traffic Services. The majority of the rest of our teams are made up of Airport Fire Service, Security, Administrative and Managerial staff. The areas we are based in are varied and interesting, and are some of the most beautiful parts of Scotland. We employ Air Traffic Control Officers (ATCOs) at 7 of our Airports Sumburgh, Kirkwall, Wick John O Groats, Inverness, Dundee, Benbecula and Stornoway. We are currently offering the opportunity to train to be an ATCO at 5 of our airports. We will fully fund you through the necessary college courses and on the job training for you to qualify as an ATCO. You will then be employed at the airport you trained at on a permanent contract. The locations we are recruiting to are: Dundee Kirkwall Stornoway Sumburgh Wick John O Groats Please Note: You ll be asked to state on your application form which location(s) you would like to be considered for. Please state all of those you would like to be considered for and specify your order of preference on a 1-5 basis, with 1 being your first choice. Successful candidates will be assigned to airports based on operational requirements and candidate suitability so please be aware that you may not be allocated your first choice. 3 2. What does an Air Traffic Control Officer (ATCO) do? The role of ATCO is highly specialised and safety critical. The ATCO training course, licensing and on-going maintenance of competency is regulated both under national (UK CAA) and international (European Aviation Safety Authority) legislation. Our ATCOs are based in control towers and play a very important role at our airports. They are responsible for ensuring the safe and orderly movement of aircraft coming in and out of the airport, guiding and sequencing aircraft into the most efficient order for landing and giving instructions and advice to pilots. Thousands of aircraft travel through UK airspace every day, and traffic volume is ever increasing. It s therefore extremely important that controlled air space is safely and efficiently managed to make best use of it and to keep everyone safe. ATCOs therefore have a very important and responsible position and it takes individuals with a specific set of skills and attributes to safely undertake the role. You ll use a variety of technology to track planes and keep in touch with the pilots and may carry out Approach Controlling (with the exception of ATCOs at Sumburgh Airport). Approach controlling involves guiding planes on approach and ensuring they re ordered in the most efficient way. 4 planes coming in to land, guide them through the landing process and to their parking stand at the terminal. You ll also control aircraft movement onto and off runways. When the airport is busy, you ll use instrument landing systems to make sure planes are placed in holding patterns whilst they wait for their turn to land. Each day is varied and involves: Keeping radio and/or radar contact with aircraft; Directing the movement of aircraft at an airport; Instructing aircraft to climb or descend and allocating final cruising level; Providing information to aircraft about weather conditions; Making sure that minimum distances are maintained between planes; Handling unexpected events, emergencies and unscheduled traffic Administrative tasks associated to your role. Our airports are open up to 364 days a year and you will work on a shift pattern covering from early in the morning to late evenings, including weekends. Sometimes weather causes delays and you therefore need to be flexible and willing to stay on to ensure a safe landing and minimal disruption to travelers. Working conditions can involve high levels of pressure and require long periods of intense concentration with close computer work. 3. Terms and Conditions including Pay This is an excellent opportunity to be paid for the full duration of your training period. Many of those seeking to pursue a career in air traffic self-fund, but at HIAL we are committed to investing in our staff and offer excellent salaries and terms throughout the training process. Please note, all of the salaries stated below are pending a pay award. Salary and Allowances When you join us, for the period you re at college you ll be a Student ATCO and will receive a salary of 22,264. After successful completion of all the training courses at college, you ll start Unit Training back at the airport. You ll then progress to a salary of 33,946 per annum as a Trainee ATCO. Once you complete your Unit Training and validate on station, you will be a fully qualified ATCO and your salary will rise to 38,795. You ll receive annual increments, rising to 48,494 per annum. Furthermore, in addition to basic salary, ATCOs are eligible to receive a MET Observers Allowance of 1,218 per annum. 5 so on a salary of 38,795 for example, you d receive an additional 4, per annum shift allowance. On top of that we pay premiums on hours worked on Saturdays and Sundays, plus there is the opportunity to earn overtime on occasion. As your career develops, you will also have opportunities to take on additional responsibilities with allowances, or progress to more senior roles within the team. Pension Upon starting with us you will be auto-enrolled into a pension scheme, and after successfully completing 3 months service will have the option to join the HIAL Pension Scheme which is a career-average scheme. The company makes a generous contribution of 22% of your salary in this excellent scheme (HPS). Other benefits include a generous annual leave allowance (initially 28.5 days rising to 33.5 days after 5 years service), plus 8 public holidays, access to an Employee Assistance Programme (which both you and your family can use), and a childcare voucher scheme. 4. What Does The Training Involve? All of our applicants go through a rigorous selection and assessment programme to ensure they have the right skills and abilities to do this important role, and can meet the demands of the training. It takes approximately 18 months from starting your first day of the course to becoming a fully-fledged ATCO able to control on your own at your airport. There are two main parts to the training process you first of all attend college to achieve the required ratings (see below) and then consolidate your learning at the airport following a Unit Training plan which is unique to each airport. The training process is intense and demanding and involves a great deal of practical and theoretical study. It s important that you appreciate this and recognise that you will be making a huge commitment taking this on. College Courses All HIAL ATCOs hold an Aerodrome Instrument (ADI) and a Procedural Approach (APP) rating on their ATCO Licenses. The exception to this is Sumburgh Airport where the ATCOs hold only an ADI rating due to the fact that this airport is provided with a radar service by NATS (National Air Traffic Services). In order to achieve these ratings it is necessary to complete the full ATCO residential training programme based at the approved ATS College which is located in Gloucester. The overall ATCO training programme comprises of 3 interrelated modules as follows: 1. Basic ATC Course Trainee Air Traffic Control Officers Information for Candidates 2017Page 5 of 15

6 2. Aerodrome Controller s Course (Instrument) 3. Procedural Approach Controller s Course (with the exception of Sumburgh trainees) Training is intense and you ll be required to attend college full-time, plus undertake on average to undertake 3 hours of self-study each evening during the week (Monday Thursday) plus one full day at the weekend. You will be regularly tested and the pass mark on all aspects of all four modules is 75%. It is therefore important to consider the time and effort required to undertake the college courses and to discuss the impact this will have on your family, dependents and other commitments that you have. The Basic Training Course takes around 9 weeks and is designed to cover the knowledge and primary skills required to work in an Air Traffic environment, including: Navigation Meteorology Aviation Law Human Factors Equipment and Systems Airspace Management Airspace Users ATC Licensing International Organisations You will also be introduced to aerodrome and approach control within a generic simulated environment. Assessment is through written and verbal examinations. Once you have successfully completed the Basic ATC Course, you will attend the Aerodrome Controller s Course (Instrument) and also referred to as an ADI Course, which takes around 9 weeks. This course covers air traffic management, procedures and all aspects of Aerodrome control. It provides a comprehensive grounding to Aerodrome operations in both ADV and ADI and enables you to operate in any aerodrome environment within or outside of controlled airspace. The course combines theoretical and practical instruction encompassing exercises of increasing complexity designed to fully assess your written, verbal, practical and physical abilities. It also involves a visit to an operational Air Traffic Service Unit to assist in your understanding. A competency certificate is awarded on successful completion of the course. You will then (unless appointed to Sumburgh) progress on to the Procedural Approach Controller s Course which is of 8 weeks duration. This course provides a comprehensive grounding in procedural operations and allows you to operate in any approach control procedural environment. It provides both theoretical and practical instruction and is followed by written, verbal and practical assessments. 7 The above courses involve working in both classrooms and on simulators. The courses must be completed in full and cannot be broken. Any absences would therefore result in failure; hence it is vital you ensure you are able to attend for the entire period before applying. You will then undertake a HIAL specific bolt on module. These courses constitute your Initial Training. Once you have successfully completed this training, and your English language proficiency been assessed, the CAA (who are the UK regulatory body) will issue you with a Student ATCO License which will allow you to progress to the on-the-job phase of training at an airport, commonly referred to as Unit Training. Unit Training Once you have obtained your Student ATCO License, your training continues and you will undertake training at your specified airport in order to validate what you have learnt. This training is carried out under the supervision of an experienced and qualified ATCO who holds a qualification (On the Job Training Instructor) in ATC live coaching. Once you have completed the unit training plan and the Senior Air Traffic Control Officer (SATCO) at the unit is satisfied that you have met all the necessary training objectives and can operate safely you will be assessed by an Inspector of Air Traffic Services from the CAA. The Inspector will assess your competence and, providing you meet the required standard, will issue you with a full ATCO license. Continuous professional development is essential and you will therefore continue to undertake learning and development. MET You will also undertake a Meteorological Observation course to provide you with the theoretical knowledge and practical skills to enable you to make fully standardised accurate surface meteorological observations and encode messages in standard formats and transmit these. 5. Potential Career Progression At HIAL, we are committed to your continued professional development and see learning and development as an ongoing process throughout your career with us. Air Traffic has a welldefined career structure and once you have built up your experience as an ATCO, potential roles/areas for development include: Training Instructor mentoring and assessing new Trainees; Senior Air Traffic Control Officer (SATCO) leading and managing a team of ATCOs and support staff; Deputy Senior Air Traffic Control Officer (DSATCO) assisting your SATCO with managerial duties; Incident Investigator analysing errors and operational issues; Competency Assessor; Opportunities to become involved in a variety of projects. 8 6. Additional learning and development opportunities Throughout your career there is also the opportunity to undertaken further development. Holders of an ATCO license qualify (conditions apply) for two years credits against a BSc (Hons) programme in Air Traffic Management, which is run by UHI. A number of our ATCOs have undertaken this course, which is devised to produce highly motivated, innovative and creative graduates to meet the increasing need for air traffic operations and management professionals within the broad air transport sector of the aviation industry. It therefore offers excellent potential for you to expand your knowledge and develop your career in ATM. 7. The Selection Process This is an important role which can be demanding at times. Therefore we are looking for individuals who have the skills and abilities to take this on. Before applying, you should carefully read through the eligibility criteria and make sure that you meet the following requirements (more detail is provided below): Age; Eligibility to work in the UK; Medical; Language. These are all legislative requirements set by bodies other than HIAL. You must also ensure that you can attend on all of the dates detailed in the recruitment timetable. Please understand that we can t consider you application if you can t meet the requirements or attend on the specified dates. If having considered all of the factors, you feel you have what it takes to become an ATCO you should complete the online application form fully and accurately (please note we don t accept CVs). There are then several stages to the recruitment and selection process: Application form review Your application form will be reviewed by a panel to assess you against the criteria specified in the person specification. Those candidates best demonstrating how they meet the criteria, and who best demonstrate an aptitude for the role, are then invited to an assessment phase involving aptitude tests. First European Air Traffic Controller Selection Test (FEAST) Assessment The aptitude tests assesses your knowledge, skills and abilities to identify if you have those required to successfully undertake Air Traffic Control training the job of ATCO. 9 more about FEAST here: Tests also include an English language test, ATC work sample test and a personality questionnaire. These tests are undertaken at Global Aviation Training Services in Gloucestershire. Interview Candidates who meet the standard at FEAST are invited to a panel interview, where they are further assessed against the requirements to undertake training and the ATCO role through a series of standard questions. Medical Candidates who best demonstrate the aptitude required through the assessment and interview stage are then invited to undertake the ATCO medical. This is undertaken near Gatwick. Please be aware that due to the rigorous medical standards set by the Civil Aviation Authority (CAA) we invite reserve candidates to the medical process. You may therefore obtain a European Class 3 medical certificate but not be successful in being offered a position at this stage. Again, the best candidates in terms of operational and candidate suitability will be appointed to each location. Pre-employment Checks If you are the preferred candidate you will then be made a conditional offer of employment. This is subject to you being able to provide 5 continuous years of satisfactory references and undertaking of a satisfactory Basic Disclosure check. 8. Travel expenses to attend selection events We appreciate that there is can be a lot of travel involved for candidates within this process and therefore we contribute to the travel and subsistence costs that are incurred. We are able to assist up to the following levels: Attendance at Interview: Accommodation up to 75 per night (for a maximum of 1 night) on production of VAT receipts; Travel costs up to 300 on production of VAT receipts, this may include Car Hire and or fuel but you must produce VAT receipts. ATCOs come into the industry from all walks of life, with a wide range of backgrounds and experiences. Your aptitude and attitude are more important than your particular background. However, there are a number of legal, medical and academic criteria that it is essential you meet in order to become an ATCO and there are strict rules regarding this. Whilst previous experience or education in the field of aviation is not essential, there are some skills and attributes that are. It is therefore important that you honestly and accurately assess yourself against these before deciding whether or not to apply. Eligibility to work in the UK Firstly, we do not have a sponsor license for migrant workers. We can therefore only consider applications from those who already have the right to work in the UK and you will be required to provide evidence of this. If you are unsure regarding your eligibility, please check at Language Proficiency Clear verbal communication is a key skill for ATCOs and it is essential to ensure instructions are relayed between the tower and aircraft accurately. Selection tests during the recruitment process are administered in English and the entire training is provided in English. The internationally accepted language of air traffic control is English, your level of English therefore needs to be at a proficient level. All successful applicants will be required to undertake a language test as part of the process to obtain a Student ATCO license. You therefore must be able to speak and understand the English language to a high standard, ideally ICAO level 5. Trainee Air Traffic Control Officers Information for Candidates 2017Page 10 of 15

11 Skills and Attributes The ATCO role comes with a lot of responsibility and so requires you to be decisive, calm and resilient. You also need a high standard of numeracy and technical ability, and you must be comfortable using technology. Some of the other key skills and qualities you need include: Ability to accurately undertake rapid calculations and judgments, including distances and angles; Able to remain calm and confident in emergency situations; Able to deal with pressure and high volume of work; Able to process information quickly and accurately; Decisiveness and the ability to make decisions with confidence; High levels of concentration and focus and ability to avoid unnecessary distraction; Self-motivated and able to work on own initiative; Logical thinking; Organisational skills Ability to respond quickly in emergency situation; Able to operate with a degree of emotional detachment; Excellent communication skills with the ability to clearly speak and understand English to a high level; Strong spatial awareness and able to think in three dimensions; Good interpersonal skills, respectful of all and with the ability to work as part of a varied Airport team. Academic You don t need any specific qualifications to pursue a career as an ATCO, other than a good standard of literacy and numeracy; hence we require mathematics and English at Standard Grade Level (or equivalent). Qualifications in science, technology or higher level mathematics could also be beneficial. The training process to become an ATCO is intensive and demanding, therefore we are also looking for evidence of your ability to undertake this level of study. Age It is a CAA requirement that, in order to hold a full ATCO license, you must be a minimum of 21 years old. Therefore, in order to be considered for this vacancy you must be aged at least 20 years by the closing date for the position. 10.Medical Requirements The CAA sets the medical standards required for ATCOs and to be an ATCO you need a very good level of physical and mental fitness. 12 already holding a European Class 3 Medical Certificate and those without. However, in order to hold an ATCO license, and to begin training with us, you must meet the requirements to hold a European Class 3 Medical Certificate. Please be aware that these standards are not set by HIAL, and there is no flexibility regarding them. To be granted a certificate, a full medical will be undertaken by a CAA Approved Medical Examiner, which takes around half a day. As part of the selection process, HIAL will send selected candidates for a medical. To be considered further at that point, you must meet the criteria and successfully obtain a European Class 3 Medical Certificate at the initial assessment. HIAL will pay for this initial medical, but it is unlikely that we will be able to pay for any additional reports or assessments required if you do not meet the criteria at this stage. Prior to submitting your application you are therefore required to familiarise yourself with the medical requirements in order to satisfy yourself that, to the best of your available knowledge, you feel you can obtain the Certificate on the assessment date specified later in the pack. Some further information on the medical requirements is given below, however the medical standards for Class 3 Medicals are very detailed and the following is only an overview of the main points for guidance. Further information on which can be found from the following sources: NATS: CAA: Eurocontrol: s-for-european-class-3-medical-certification-of-atcos.pdf Overview of the Standards: Cardiovascular system: you should have normal blood pressure and no evidence of heart disease or any cardiovascular system disease. This will include a resting electrocardiogram (ECG). Respiratory system: there should be no significant respiratory disease. A past history of asthma may be acceptable but significant symptoms at the time of applying is likely to be disqualifying. Gastrointestinal Tract: should be free of any significant disease. Metabolic, Nutritional and Endocrine Disease: Those with diabetes may be considered. A Body Mass Index of below 35 is required. Urinary System: There should be no symptoms of urinary system conditions. Trainee Air Traffic Control Officers Information for Candidates 2017Page 12 of 15

13 Neurological: Any of the following conditions would disqualify you from holding a class 3 certificate: - i. Progressive disease of the nervous system; ii. Epilepsy past or current. If seizure free for 10+ years without medication potentially acceptable. iii. Conditions with a high propensity for cerebral dysfunction. Visual Standards: You must have normal colour vision and your visual acuity must be 6/9 or better in each eye separately and 6/6 together with or without glasses or contact lenses (correction). If you need glasses or lenses for correction, the amount of correction must not exceed +5 dioptres of long sight or -6 dioptres of short sight. Astigmatism must not exceed 2 dioptres. Cylindrical correction shall not exceed 2 dioptres in each eye. The difference between the amount of correction required for each eye shall not exceed 2 dioptres. If you have had any form of eye surgery including squint correction or laser visual correction, then you would be assessed as unfit until such time as you have full recovery of visual function. A fit assessment may be considered by the licensing authority subject to satisfactory ophthalmic evaluation showing your vision as stable. You will need to provide to the examiner, a report from the center that carried out the surgery to include date(s) of treatment, type of procedure, pre and post-operative refractions and details of any surgical complications. An initial applicant must make no errors when tested on the first 15 plates of the standard 24 plate Ishihara Test (a series of numbers outlined by different coloured dots, easily seen by someone with normal colour vision). If you fail these you will need to pass the Colour Assessment and Diagnosis (CAD) test (a computer-based test which quantifies the degree of your colour vision deficiency). Your optometrist will be able to confirm these terms and your levels of vision and correction. Please consult with them if necessary prior to submitting an application. Auditory Standards: There should be no hearing loss in either ear, when tested separately, of more than 20 db (HL) at any of the frequencies 500, 1,000 and 2,000 Hz, or of more than 35 db (HL) at 3,000 Hz. Psychiatric Conditions: You will be disqualified from holding a Class 3 certificate if you have an ongoing psychiatric illness or currently use psychiatric medication such as antidepressants. A history of psychiatric illness or past use of psychiatric medication such as antidepressants may be acceptable after specialist treatment. Drug and Alcohol use: due to the safety critical nature of the work of an ATCO, we have a strict company policy regarding the consumption of alcohol and a zero tolerance policy to the use of recreational drugs. 14 Please ensure that, to the best of your knowledge, you are currently able to meet these standards before continuing with your application. 15 12.Hear from one of our past trainees This is an exciting opportunity to begin a life-long career with us. We ve previously supported a number of employees in undertaking ATCO training with us. They have all completed their college courses and are working through unit training at their airport. Here one of them, Neil Burns, who has recently joined the Kirkwall ATC team in Kirkwall, tells you a bit about his experience of this and what you can expect. So if you ve read all of the above, you can see that the recruitment, selection and training for the role of Air Traffic Control Officer is extensive. If you re still interested, then you may feel like there s a long, difficult road ahead but if you ve ever flown in or out of any of HIAL s airports then I m sure you will also feel that bit safer knowing the high standards that are set by those responsible for your safety. When I initially applied for the ATCO role at Kirkwall I had no aviation experience, having worked in unrelated professions for over 17 years. However, I felt I met most of the personal requirements and expressed my interest. And now - about one year later - I have started Unit (on the job) Training at Kirkwall Airport, having spent the past 6 months at the college in Gloucester. As stated quite correctly the initial training courses are intensive. The suggestion of 3 hours study per night AND weekends is not far off what I was putting in during the most academic parts of the training. For someone like me with no aviation background in particular, this was a lot of hard work. The intensity of home study does lift slightly as you progress into the simulator training, but this is demanding in a more practical sense with an often very steep learning curve. Also, the impact on your family and personal life must not be underestimated. Due to the intensity of the coursework I found there were very few opportunities to get home to my young family, and with Mondays the most common day for exams, study took priority over travel most weekends. But the good news is that everyone is there to help you - the instructors and staff at the college are all enthusiastic about their work and very supportive. The courses also tend to be relatively small at Gloucester (just 6 people on my ADI), so it s easy to build a good rapport with everyone and you always feel involved. The other good news is that although challenging the courses are genuinely enjoyable and extremely rewarding. Once completed you will feel a tremendous sense of achievement, allowing you to then embark on what is looking like an exciting, and fulfilling new career.
