2 1. Job details Job title: HR officer Responsible to: HR manager Directorate/department/team: HR unit / Planning and resources department 2. Job purpose Manage payroll, pensions, staff entitlements and benefits Manage the HR database and implement HR systems Provide first-level advice to managers on full range of HR issues eg grievance, discipline, redundancy etc Deliver HR projects Produce and analyse data, draft reports etc to inform HR strategy 3. Dimensions NCVO employs approximately 100 staff, most of whom are based in London. Approximately 30 NCVO staff have line management responsibility. Two members of staff in the HR unit, provide the full range of HR services to staff. 4. Organisation chart Human Resources Manager Human Resources Officer 2

Main accountabilities of the post Manage payroll and pensions process, liaising with staff and our payroll provider; requires excellent attention to detail and high levels of accuracy Calculate staff entitlements and manage staff benefits; requires high levels of numeracy Develop, manage and implement the full range of systems and processes to support an effective HR service, including benefits, contract management and recruitment Manage the HR database, inputting and updating records. Also training staff as appropriate Provide first-level advice to managers and staff on all aspects of human resources management, employment law and our policies and procedures Build strong working relationships at all levels to influence and engage staff Ensure equality and diversity are integral to NCVO s HR work Excellent communication and a solutions-focussed approach to problem solving Review and draft policies, ensuring they are up to date and fit for purpose and support our commitment to equality and diversity Work to strict confidentiality as commensurate with a HR role in all forms including electronically, written form and verbally Ensure our work is compliant with GDPR and NCVO s policies and procedures Filing and other administrative duties All reasonable duties commensurate with the role Manage all work-related contacts and projects on NCVO s CRM system 6. That s why, inspired and empowered by our 13,000 members, NCVO champions the voluntary sector and volunteering. We do this by connecting, representing and supporting voluntary organisations, from the smallest community groups to the largest charities. 3
4 The planning and resources department is one of three departments at NCVO. The department s objective is to provide high-quality, customer-focused services that enable NCVO trustees and staff to achieve the organisation s aims. The department consists of the following: HR unit finance unit central services team IT unit digital and communications team. The HR unit advises and supports managers to manage people well. Many HR procedures are devolved to managers, including recruitment, monitoring and appraising performance and identifying training needs. We also support and advise staff on policies and procedures. Confidentiality is crucial throughout all of HR s work and the HR officer will need to work with people at all levels within the organisation. The other departments are: enterprise and development public policy and volunteering. NCVO is Positive About Disabled People. 7. Autonomy and decision making The postholder is expected to advise managers and staff in the application of HR policies, reflecting good practice and pragmatism. The postholder is expected to make autonomous decisions in relation to day-to-day HR administration matters. 8. Communications The postholder communicates both internally and externally with a wide range of people and organisations. 4

The communication is ongoing and frequent, combining both face-toface and electronic communication to engage, influence and support Frequent communication with managers, using influencing skills to provide fit for purpose HR advice ensuring legal compliance and reflecting our policies and procedures Work closely with the finance unit and the director of planning and resources External Liaise with a range of suppliers as necessary eg external payroll bureau, recruitment agencies Respond to applicant queries eg for vacancies 9. Main areas of difficulty This is a busy role and there are only two in the HR team. Balance a high volume of day-today work with unplanned needs of the organisation as they arise and prioritising demands on your time Acting as the first point of contact for HR queries from 100+ staff Communicating and influencing effectively where there is resistance, fear or are complex issues to manage 10. Essential knowledge and skills required Knowledge 1. Partially completed or working towards a CIPD qualification 2. Knowledge of relevant employment and equalities legislation Skills 3. High levels of numeracy with accuracy and attention to detail 4. Strong communication skills, at all levels, both written and verbal 5. Manage own workload and meet tight deadlines, often under pressure 6. Tact and diplomacy to work with confidential information and build relationships 5
6 Experience Proven experience of working in a busy office in a HR environment, during which the following experience will have been gained: 7. Managing payroll and pensions and calculating staff entitlements and benefits 8. Managing computerised HR database and other office systems and using them to collate and analyse data 9. Providing quality first-level HR advice and knowing when to escalate 10. Commitment to equal opportunities practice and behaviour 11.
