5 Municipal Buildings There is a clear connection between the ability of an organization to efficiently use its human resources, and the design and location of the space within which our employees work and interact with the public. -City Hall -Security Improvements -City Manager s Office, City Clerk, & OED -Municipal Service Center (To Be Completed in Spring 2015) -105,000 sq ft at 1551 E. 6 Employee Wellness Work with union leaders and employees to develop and implement an Employee Wellness Program. 7 Enterprise Resource Planning Implement a new ERP with broad capabilities in areas of financial reporting, budgeting, human resources including payroll and work order systems. -Financial functionality has been implemented. -Human Resources functionality to go-live in early July. -Project has remained in budget ($3.5 million). -Contine to implement functionality, such as work orders. -Customized dashboard for key indicators in early Possible replacement of permitting software in Scott Sanders Matt Anderson James Wells John Newman

9 Succession Planning Succession planning starts with recruitment and selection of well-qualified individuals at entry level positions. The desire is to establish relevant professional development through training and expanded responsibilities to enable promotions to occur from within the organization. -Provide New Training Opportunities. -Mentoring is Occurring Now. Success Stories to be Shared. -Continue to Expand Roles and Responsibilities for Staff. -Position Review Committee to review career paths and promotional opportunities for current employees. -Skill assessments for employees interested in advancement. -Update Job Descriptions and Organizational Charts. 10 Safety & Security in Public Buildings Action: Ensure safety & security for all City Buildings by ensuring adequate security measures and procedures are in place. Many security improvements have been made in various City Buildings. -City Hall -Police Station -Armory -Municipal Service Center -Libraries -Municipal Service Center -Security camera upgrades for City Hall and Libraries -Staff training by Police Department in verbal conflict resolution -Panic button to be installed in Community Development Dept. 13 Strong Economic Development Program Continue to pursue established and emerging economic development opportunities in neighborhoods and in the downtown. -Work with Downtown Partners on New Convention Center Hotel -Redevelopment of Walnut Street -YMCA, YWCA Sites, & Other City Owned Sites -Downtown Housing, Riverpoint West, & Market District -Current Revitalization Locations: -SE 14 th St, SW 9 th St, Army Post, Highland Park, Eastgate, E. 30 th St, Ingersoll, Roosevelt, Beaverdale, 6 th Avenue, etc. -Continue efforts in neighborhood commercial revitalization & downtown revitalization. -Priority issues will be on future workshop agendas as needed. 14 City Development Office The City is constantly challenged with the need to improve or expand our capital and operating expenditures to address a new or critically important need. Declining funding makes this a challenge. Although there are various private fund raising foundations associated with the City, these efforts are largely volunteer driven and ultimately limited in their ability to raise dollars. -Propose the creation of a City Development Office. -Develop a robust fund raising programs. -Funding is identified in the City Budget. (3 year commitment) -Greater DSM Community Foundation to serve as the fiscal agent. -Seek Council s consent to proceed with a contract for services. -Develop a list of needs/projects for fund raising.
